words come to mind when I reflect on my time here at the city of Goodyear, so far. Growth is all around us –we’ve seen a 30 percent growth in our population in the past decade, and it seems like there’s something new opening in Goodyear on every corner.

It’s an honor to serve City Council and the Goodyear community. I’m grateful for the dedicated and talented team who work diligently to create the future envisioned for our great city. Goodyear is a very special place, and as our city continues to grow it’s important that we steer our growth with a carefully orchestrated plan. That’s why City Council adopted the Goodyear Strategic Plan. This plan establishes the city’s vision, mission, and guiding principles, and identifies four focus areas with specific goals for us to achieve over a three-year time span.

The city’s strategic goals are driven by these guiding principals. Fiscal and Resource Management

Maintaining a long-term view, we manage our fiscal, human and physical resources in an efficient and effective manner. This effort is aligned across the organization with an emphasis on transparency. The city’s business practices will be efficient, business friendly, and ensure exceptional customer service to all stakeholders and citizens.

Economic Vitality

We will continue to ensure the prosperity of our community by increasing the growth of our economy through diversity of industry, business investment, quality job creation, education, and tourism. To support this growing economy, we will invest in transportation and infrastructure and seek high-quality retail and entertainment opportunities.

Sense of Community

The city will cultivate a sense of pride through programs, gathering places, and events where the community can come together to participate in opportunities of learning and recreation. We will continue to make Goodyear residents feel connected to their city government through community engagement, outstanding customer service, and clear, accessible communication.

Quality of Life

We will continue to make Goodyear a place to live, work and play that provides diverse activities and amenities in a safe and well-maintained environment, while supporting the arts and promoting the health and wellness of our community. We constantly strive to fulfill the vision established in the Strategic Plan to create a thriving future in Goodyear of which we can all be proud to call home.

From the Mayor Our city is growing faster than ever before. You’ve likely seen new construction on almost every corner of the city.

These projects vary from private development to our city-led projects. Our community is evolving with each turn of dirt and I am proud of the progress the city has made in such a short period.

Over the last twelve months, the growth in our population and the number of new businesses calling Goodyear home has increased significantly. Together, we help to generate sales tax and stateshared revenue by shopping locally and investing in our community. These funding sources support the General Fund budget. Those dollars help to assure our city services, like police and fire, remain at the quality we are used to and are equipped to adapt to growth.

This InFocus issue is one of my favorites, as it’s an opportunity for us to provide you with some of the highlights from the budget approved this summer. We continue to invest in the city by moving forward with important capital improvements and we are eager for these projects to begin construction this fiscal year. As we invest in our community, we must also invest and support the dedicated team at the city of Goodyear. With each project, comes hundreds of staff hours to make it happen. By adding new full-time positions, we will continue to provide exceptional customer service and ensure projects remain on schedule. It is amazing that our ratio of positions per 1,000 residents remains at 7.76 which is below the pre-recession peak of 9.0. Goodyear continues to make it a priority to work smart and efficiently, each day. I am proud to represent our entire community and to deliver responsible stewardship of your tax dollars so you can continue to enjoy a high-quality life in Goodyear.

Council Corner One of the most important tasks Goodyear City Council undertakes every year is developing a balanced budget. The budget is a road map that outlines how the city will provide essential services for our residents Council Member Laura Kaino and prioritizes significant long-term capital investments. When developing the budget, our mission is to provide the finest services for our residents and promote a quality environment to enhance our community’s prosperity. The Council takes this responsibility very seriously and we carefully examine every aspect of the budget. As we are weighing priorities, considering expenditures and discussing capital investments, we never lose sight of the fact that we are making decisions with taxpayer dollars - and efficient stewardship is paramount in every decision. We also value transparency and welcome review and feedback from residents. As the budget process unfolds there are many opportunities

for residents to provide input, including during public meetings and at the annual budget open house. The end product is a transparent budget process of which we can all be proud. The FY2020 budget includes important capital investments that will enhance the lives of Goodyear residents for generations. In the next few years, the city of Goodyear will build: two new fire stations, a recreation campus and aquatics center, a civic square that will include a new city hall and library, and a new surface water treatment plant to help strengthen and secure our water resources. The budget also continues our commitment to public safety and includes nine positions with Police and two new positions with Fire. The city of Goodyear continues to see remarkable growth and a strong budget is invaluable for our continued progress. I’m honored to have joined my fellow Councilmembers in casting a unanimous vote in support of the FY2020 budget, which I believe will keep Goodyear on the path to a promising and prosperous future. Large city projects are typically budgeted over multiple fiscal years. The dollar amounts shown above will be spent in FY2020 and are not the overall project costs. As Goodyear grows, improvements and investments are thoughtfully budgeted with Mayor and Council approval and direction. The major CIP projects in the city are either under construction or will be in the coming months to support the city’s economic vitality, sense of community and quality of life.

KEEPING YOU SAFE New fire stations are coming to Goodyear. Fire Station 186 will be built on the southern end of Estrella. To ensure proper training, 14 new firefighters have already been hired for that station and are just as excited as the community is for it to open next year. Fire Station 181 on Litchfield Road near Yuma Road will relocate near the Goodyear Municipal Complex on Van Buren Street, between Litchfield and Bullard roads. This move is based on current demand, predicted future growth and emergency call volume by area. It’s slated to open in early 2021.

The safety of our residents is a top priority. We’re always looking for ways to optimize our response times. The ability to respond quicker to an emergency will better serve all our residents and visitors.

A NEW PLACE TO PLAY Dirt will start moving in October to build the community’s new recreation campus at the northwest corner of Estrella Parkway and Goodyear Boulevard North. The 40-acre campus will open by summer 2021 and will include: 48,000 sq. ft. recreation and aquatics center featuring: Indoor multipurpose sport courts, activity rooms, walking track and fitness areas Competition/lap pool and a family leisure pool with water slides & a lazy river 30-acre community park featuring: Lighted baseball/softball, soccer and multipurpose fields Lighted tennis, basketball, pickleball & sand volleyball courts Trails and paths Tot lots Picnic areas And more! 8

We are excited about the new recreational opportunities the recreation campus will provide to all residents. We are delivering on what residents have asked for. 76% of residents said providing more parks and recreation opportunities should be a top funding priority. This campus takes us to the next level, bringing new amenities and enhancements to our recreational footprint.

THE HEART OF GOODYEAR Goodyear Civic Square at Estrella Falls, located at McDowell Road and 150th Drive, will serve as a vibrant heart of the city. It will include a city hall, library, park/gathering place, and upscale Class A office space. It will also create the daytime density needed to spur development including new restaurants, retail and entertainment. The owner of the 47-acres of land, Globe Corporation, is donating some of the land to Goodyear for this project. It will open in 2022.

We’re so excited to deliver this long-awaited project in Goodyear. Along with our partners at Globe Corporation, we’re confident Goodyear Civic Square will activate the area and attract new businesses that the community desires. It will also help to create a true sense of community, serving as a gathering spot for festivals, concerts, and parades.

PLANNING AHEAD: WATER NEEDS Photo: Artistic Rendering

Did you know, 100% of the city’s water supply is ground water? That will change in late 2021 when Goodyear’s first surface water treatment plant is up and running. Construction will begin in October to build a 6-mile pipeline to connect Goodyear to the Salt River Project canal system bringing water from the Colorado River. The new system will deliver 8 million gallons of raw water each day to a new Water Treatment Facility located at Estrella Parkway & 157th Avenue.

As we’re seeing steady growth in the city, our water supply needs to grow with it. As part of the Goodyear Water Management Resource plan, this project will support the city’s drinking water supply for years to come.
