With a regional airport, ample freeway frontage, and large swaths of available land, Goodyear has quietly developed into the Phoenix region’s next economic hot spot.
The southwest Valley city has a high median income and an educated workforce eager to stay closer to home for work than brace the eastward commute down Interstate 10 toward Phoenix and the East Valley communities that have long been the region’s economic breadwinners.
Dallas-based Stream Data Centers’ planned 2 million-square-foot project is the latest indicator Goodyear is poised to take off. The development comes only a few months after tech giant Microsoft Corp. scooped up land to build a data center of its own.

In addition to the city’s fledgling cloud-based tech cluster near its airport, the city has leveraged its ample freeway frontage into a burgeoning industrial hub with the likes of Dick’s Sporting Goods, REI and pet-supplies retailer Chewy operating warehouses along Loop 303. Arguably, Goodyear’s push to become a strong regional economic development player started a little over a decade ago when it swooped in to woo Cancer Treatment Centers of America to build its Valley hospital off I-10 and Litchfield Road. That move came after CTCA was close to a deal to build in Phoenix. While that move might have rustled some feathers at the time, it proved Goodyear was serious about its economic growth. And, more than 10 years on, the city is shaping up to be a model for sustainable economic growth in the Valley.

From the Mayor Celebrating new businesses coming to Goodyear is always a thrill, but I’d certainly be remiss if I didn’t acknowledge the countless businesses already serving our community. They truly are the heart of our city and we appreciate their commitment.
It’s not uncommon that we hear residents expressing their desire for more locally owned businesses to locate to our growing city. Did you know that there are 58 locally Mayor Georgia Lord owned restaurants and specialty food shops spanning across Goodyear? I find this number to be remarkable and we anticipate the number to grow over the next few years! As Goodyear’s population continues to rise, we’ll attract even more unique restaurant concepts and other
private companies to the community. With our major business partners providing quality jobs, our daytime workforce is growing. As a result, the city is becoming that much more appealing to new businesses. Why? Our growing talented workforce offers a strong customer base for businesses that rely on daytime customers, such as restaurants and shops. I am so thankful for the businesses that have long called Goodyear home and the ones we’ll be welcoming in the coming years. There’s still plenty of room for economic growth in Goodyear. In fact, according to a statistic provided by WESTMARC, over the next 25 years the West Valley will experience nearly 50% of the growth in Maricopa County. Goodyear and the entire West Valley will continue to evolve and I’m excited to see what the future will bring to you and your family!

Diversity of our economic growth is important. We are striving to create opportunities for people to live and work in Goodyear. Our broad economic development approach contributes to the revenues used to sustain
our quality of life and make improvements to our city. For example, while data centers may not sound that exciting, they generate significant tax revenues which allow the City Council to approve important projects for our community. Some of those include a new civic square, recreation campus, surface water treatment plant, and two fire stations – all without raising the tax rate. It’s an exciting time to be part of the city of Goodyear. Goodyear is making its mark for its business growth, job opportunity and strong economy… and this is only the beginning.

I’ve lived in Goodyear since 2001 – population 18,000. Today, we’re at approximately 85,000 residents and our recent economic growth has been remarkable. There are new businesses popping up across the city with some of Vice Mayor Bill Stipp the most noticeable being the large buildings around the L-303 and on Bullard Avenue south of Van Buren. While they aren’t restaurants and shops, they are just as valuable to our community. Advanced Manufacturing companies like Andersen Corporation, Ball, Fairlife, Gorbel, Nike, CornellCookson and Sub-Zero, to name a few, provide thousands of high-paying jobs and invest millions of dollars into our city. Goodyear is also attracting businesses in technology, logistics, and medical development including household names such as Microsoft, Amazon, Daimler Trucks North America, XPO Logistics serving Boeing, and Cancer Treatment Centers of America.

Have you ever wondered… How does a business, big or small, come to Goodyear? If there was only a magic genie, we’d have all the restaurants, shops and companies of our dreams in the city. But there is a team working their magic to continue the growth we’re experiencing. The Economic Development Department works every day to attract the kinds of businesses that make our city great.
Q & A with Lori Gary, Economic Development Director Q: Why do some restaurants and shops end up in Goodyear and others don’t? A: Restaurants and shops locate in areas which best fit the market conditions for their specific business model. Businesses often look at factors such as competition already in the market, existing buildings or site availability, demographics, market potential, sales potential, and overall consumer demand. We’ve recently welcomed retailers like Bath & Body Works, Pottery Barn Outlet, Urban Air Adventure Park, Cheddar’s Scratch Kitchen, Harley Davidson, Taco Redempcion, Off the Hook Meat Shop, Philly Pretzel Factory, and Colados Coffee & Crepes. Stay tuned, there’s more to come! Q: What are datacenters and why does Goodyear have so many? A: A datacenter is a facility with networked computers and digital storage that businesses or other organizations use to organize, process, store and disseminate large amounts of data. Goodyear will soon be home to five datacenter campuses. We’re fortunate to have the National Fiber Network pass through the community along with factors like major power lines, available land, and a growing technology workforce, all which makes us very attractive to the tech industry. Datacenters also generate significant revenue allowing the city to invest in things important to the community such as recreational amenities and public safety. Q: There seems to be more warehouses being built in the city. Why? A: We are seeing growth in the logistics industry given our available industrial land and proximity to California. Although large buildings can appear to only be a warehouse from the outside, many are occupied by advanced manufacturing companies using sophisticated technology and employing hundreds of highwage workers. These companies have invested millions of dollars in Goodyear. For example, Ball Corporation and Sub-Zero employ nearly 700 people and have invested close to $340 million in our community. Newly announced companies like Andersen Windows and Nike, when combined, will employ almost 1,000 workers and invest over $290 million in Goodyear. Q: Why doesn’t Goodyear have a Trader Joes? A: This is the question we get asked the most. It’s not without us trying, I promise! Attracting additional stores and restaurants to our city is a significant and very important component of our efforts. We are continuously reaching out to companies to share information on our community. Restaurants and retailers, such as the ones we desire in Goodyear, often require a higher daytime population and density. As we start to build the daytime worker population, we hope to entice stores like Trader Joe’s to move to Goodyear. Q: What’s next for the city? A: We are excited about our partnership with Globe Corporation to build a Civic Square near Harkins. Civic Square will include a city hall, library and park for community events. That alone is exciting, but it will also include a three-story 100,000-square foot Class A speculative office building. This kind of upscale office space is lacking in the West Valley and allows us to attract new types of businesses which grow our daytime population. 8

Building a Healthier Community
You’ve likely heard about the health risks of vaping in recent weeks. The use of vape products can damage the lungs, impact brain development and cause addiction and behavioral problems. Unfortunately, the dangers of vaping are growing at an alarming rate. More than 3.6 million kids in our nation admitted to using e-cigarettes/vape pens in 2018. Essentially, that means one in five high school students and one in 20 middle school students use vape products. The desire to protect our youth and build a healthier community is why Goodyear City Council took action. The city is in the middle of a 90-day public education campaign. Enforcement will begin Dec. 23.
Details of the new law: 11-1-36 SALE OF TOBACCO PRODUCTS OR SMOKING DEVICES PROHIBITED TO PERSONS UNDER THE AGE OF TWENTY-ONE Retailers will be required to check identification and cannot sell these products to individuals under 21 years of age. The purpose of this section of the ordinance is to protect and improve the public’s health and the city’s young people by prohibiting the sale of tobacco products or smoking devices to those under 21 and limiting their access to these dangerous materials. Those selling tobacco products or smoking devices shall keep such products behind a counter or otherwise in a manner that is inaccessible to the public and in an area where such products are monitored. Enforcement Those who sell tobacco or vape products to anyone under 21 years of age will be guilty of a misdemeanor. Fines vary up to $2,500 depending on repeat violations. Any enterprise found guilty of the requirements of this section shall also be guilty of a misdemeanor, and punishable by a fine not to exceed $20,000. Where can’t you smoke or vape? • In city buildings or vehicles, parks and trails, and enclosed public places including the workplace. • Schools or at school events.
