From the Mayor When the nation was first hit with COVID-19, I felt the uncertainty. The impacts to our city were unclear. We’ve now seen the impacts it’s had universally, from the healthcare sector to education. We are living in an unprecedented time of crisis, and the tendency might be to focus on the negative aspects of this Mayor Georgia Lord pandemic. But for the city of Goodyear, there are many reasons to be optimistic about our future, including the amazing economic growth the city is experiencing, despite the pandemic. At a time when other cities are enduring financial hardships and reducing their workforce, we find ourselves in a very good financial position, and we continue to hire staff to meet the demands of our growing city. I’m thrilled to share that we haven’t experienced a slowdown in construction activity in the city of Goodyear during the pandemic. In fact, we continue to see growth! The city has issued more single-family
housing permits this past year than it did in the previous fiscal year. People know Goodyear is a great place to live, and they want to be part of our beautiful city. New residential construction isn’t the only thing booming in Goodyear. Businesses, both small and large, are also choosing to move here — from restaurants, grocers, and auto care centers, to large commercial developments in the logistics and advanced manufacturing sectors. Our economic development team has been very busy as more and more businesses express an interest in our city. Another indicator of our economic health is reflected in our sales taxes, which represent the largest single source of revenue for the city. This past year, collections exceeded the prior year’s total by a whopping 37%, which outpaced our expectations. Companies look for cities that are both financially sound and welcoming. I’m proud that Goodyear can check off both of those boxes, making it an ideal choice for businesses. When businesses come, so do jobs! The city is working hard to increase the number of opportunities for good local jobs, which will help reduce commute times for residents and lead to an improved work-life balance. The future is bright for Goodyear. Even during the toughest times, we’re flourishing!
Goodyear’s population has more than quadrupled since 2000, and we are just getting started! It’s no secret that we’re experiencing phenomenal growth, and we continue to welcome new residents and attract new businesses. Fortune 500 companies, including Microsoft, Amazon, Ball Corporation, Dick’s Sporting Goods, UPS, and Darden Restaurants have chosen Goodyear as the place to be. People love living here, too! Money Magazine named Goodyear the #22 best place to live in the country, noting the job opportunities, stunning desert landscapes, median household income and home prices.

Council Corner On every corner, something new and exciting is coming to our great city. Amazon and ALDI are just two companies on a long list of businesses that have recently chosen to expand in Goodyear. Our tremendous economic growth, even during this pandemic, has allowed the city to make significant infrastructure investments Councilmember Joe Pizzillo for our residents. Those include the Goodyear Recreation Campus, a surface water treatment facility, three new fire stations, and Goodyear Civic Square – all without raising taxes. These investments and new businesses also bring jobs and opportunity to our city, and contribute to our growing and vibrant community. The development growth we’re experiencing could not happen without our remarkable city staff. They are innovative and have adapted during the pandemic to keep Goodyear running and our economy growing.
Our Economic Development team is staying busy recruiting new businesses, and our Development Services and Engineering departments are working together to review plans and make sure permits and inspections continue to take place quickly, despite the challenges of the pandemic. An innovative program that has contributed to this success is our new electronic plan review system. This system allows businesses to conveniently access services related to development and engineering and submit documents, such as design plans, online. The system launched in April and more than 51,000 documents have already been uploaded! That means thousands of projects are moving through the system to stay on track and new ones are getting underway, while reducing in-person interactions. This is truly remarkable and is a testament to the hard work of our outstanding staff who have stepped up in trying times to meet the needs of our city. This has been a difficult time that has challenged us all, but I am so proud we have the staff and systems in place to ensure our city can keep moving forward – no matter what the circumstances.

Despite the economic headwinds created by the pandemic, the West Valley continues to thrive in attracting new businesses and creating jobs. The city of Goodyear’s educated and skilled workforce, location, transportation assets, abundant land, high capacity power and fiber, and low-cost environment combine to create strategic opportunities for businesses, truly making Goodyear geared for continued growth. The Greater Phoenix Economic Council (GPEC) partnered with the city of Goodyear on the expansion of seven businesses in the city over the last year or so, which created hundreds of jobs, $73.8 million in payroll, and drove capital 6

expenditures of $1.4 billion. The city of Goodyear continues to be an economic catalyst in the region and has continued to invest in the necessary infrastructure that has attracted the likes of Microsoft and Amazon. It solidifies the greater Phoenix area’s standing as a top data center market in the country. The city’s strong leadership continues to cultivate its greatest assets and deliver quality options for companies exploring the region. Goodyear has more than 4,000 acres of developable land within five minutes of I-10, and more than 20,000 acres of recreation parks, hiking and equestrian trails. It’s no wonder that Money.com recently ranked Goodyear #22 on its Best Places to Live list. GPEC values our partnership with the city of Goodyear, and we’re looking forward to its continued success.
Steady Development and Residential Growth Continues in 2020 If you recently built a new home or if you’re one of the new businesses in Goodyear, then you’re most likely familiar with a building inspection. The increase in the number of building inspections in just the past two years is another clear indicator of how much the city of Goodyear is growing. Over the last year, we’ve experienced 3 million square feet of development, and all of this development in the form of new buildings and new homes requires a building inspection!

The Hidden Benefits of Development One of the not-so-obvious benefits of the growth and development that you see in Goodyear are the financial benefits
Construction Sales Tax Dollars
Despite the pandemic, construction is still happening across the city and it’s bringing in big dollars.
for our residents. New construction brings money to the city to keep it running and looking good. One way is through a construction sales tax, which companies pay when they come to build in our city. In Goodyear, despite the pandemic, the city’s budget is in great shape and it’s partially due to the amount of development and construction sales tax coming in. Along with the city’s growing and diverse economy, the Goodyear City Council has adopted financial policies and conservative revenue projections that have put the city in a strong financial position. Part of that policy ensures only a small portion of the construction sales tax is spent for ongoing expenses. This allows the city to adapt quickly if construction were to slow down.

Police Department, Property and Evidence What’s your favorite thing about working for the city? Definitely the people I work with in the Property and Crime Scene units, and the personnel I work with on a daily basis. What did you want to be when you grew up? Believe it or not, a detective! I was apprehensive, because I didn’t know any females that fit that title, and I didn’t know you had to be a police officer first. It took me a while, but I got there in some capacity!
