From the Mayor The extraordinary weather we enjoy during the winter months makes our region the envy of the nation, and this year is no exception. When others are bundled up against the elements, we are basking in the beauty of the great outdoors. Goodyear is fortunate to have many wonderful options for our Mayor residents and visitors to Georgia Lord enjoy, from our miles of trails for hiking, biking and horseback riding to our golf courses and tennis and pickleball courts. Our lovely parks provide amenities such as ramadas for picnicking, great playground equipment for the little ones and well-maintained paths for a run or brisk walk for exercise. The possibilities are endless for fun activities outdoors at this time of year.

We want our fans to be able to enjoy this great American pastime, and we look forward to welcoming you back to our ballpark to enjoy the total baseball experience — beautiful weather, good food and great games in a fun atmosphere. Some of my fondest memories with family and friends have been at a ball game. There’s just something about the feel of a crisp, sunny day, the smell of lush green grass, the view of the mountains under a bright blue sky, the sound of the crack of the bat and the taste of a juicy hotdog at Goodyear Ballpark. I hope you will make plans to join in on the fun!

Council Corner As a proud Air Force wife, military and veterans issues are close to my heart. During my husband’s service, we were stationed at different bases across the world. We were proud to serve our country and excited to raise our children Councilmember Wally Campbell in new and exciting locations, including Okinawa, Japan. I will always cherish this experience, but I know firsthand the many challenges that military families face when stationed far from home. These issues have been compounded by the COVID-19 pandemic, and many service members and veterans are confronted by housing, transportation, health care, mental health and childcare barriers. Our military service members are strong and resilient, and the city of Goodyear is committed to supporting our local heroes to navigate and overcome these challenges. An important resource that is available to our local service members is the Airman and Family Readiness Center at Luke Air Force Base. The center collaborates

with veteran organizations to offer resources in employment, education, family and social support, health care, housing and mental health. The city of Goodyear has created a website to help link our service members and veterans to available services, like the Family Readiness Center, and can be found at goodyearaz.gov/veterans. My personal experience also inspired me to get involved at the local and national levels to support our military. I am honored to serve as the chair of the National League of Cities Military Community Council. This group is comprised of local officials from cities across the country. We work together at the national level to collaborate and advocate for programs to support our service members and veterans. Goodyear is proud to be the home of many active duty service members, veterans and their families. I am committed to supporting these heroes by finding innovative solutions to ensure they are integrated into the fabric of our community. Our brave service members are steadfast in their duty, and the city of Goodyear is dedicated to supporting them. February 2021

Getting Ready to Welcome Back Fans! It’s been almost a year since COVID-19 hit the United States hard, abruptly canceling spring training. With a vaccine being introduced this year, there’s hope on the horizon that things like sporting events will help us return to some kind of normal. The team at Goodyear Ballpark has spent the past year developing strategies to welcome our fans back as safely as possible. Here are some of the ways the team is keeping visitors safe: Achieving certification from HealthyVerify for the steps we have taken to reduce the risk of transmitting diseases to you, your family and our employees Increasing the number of hand sanitizer stations located throughout the park Installing touchless paper towel dispensers in the restrooms Reducing seating capacity and socially distancing pods of 2-6 seats

Special Election in Goodyear on March 9 Did you know there will be a special, all-mail election in March to consider proposed changes to the City Charter? Hopefully, you’ve seen information about the upcoming election on social media, in utility bills and in previous editions of InFocus. It’s important for every Goodyear resident to be informed about the proposed changes and to make their voice heard by voting in the election. Ballots will be mailed to registered voters beginning Feb. 10 and must be returned by March 9.

What is a city charter?

The city charter is like the city’s constitution. It outlines basic governing procedures and includes overarching principals, like the form of government and what the requirements are to be the mayor or a councilmember. It does not set tax rates and generally does not include administrative processes as the charter can only be changed by a vote of Goodyear citizens.

When was the charter adopted?

The city charter was originally adopted by voters in 1988. It has been amended numerous times since then including in 2019 to move to consolidated elections, however the last comprehensive review was in 2004. Most of the proposed city charter amendments on the 2021 ballot were recommended by the city of Goodyear Citizen Charter Review Ad-Hoc Committee. If approved, these would be permanent changes to the city charter.

What is the process for changing the charter?

In January 2020, the city council created the Ad-Hoc City Charter Review Committee to complete a comprehensive charter review to ensure consistency with language, best practices and policies. The committee was comprised of six Goodyear residents who met several times to thoroughly review each article. In September 2020, the committee made a number of recommendations to the city council, and in October 2020 the council voted to call for a special election for the public to consider the proposed changes.

What changes are being proposed? The mail-in only ballot will include 10 items to update various articles in the city charter, including these proposed changes. Article II, Section 7 Electoral Districts; Establishment Proposed Change: Remove the provisions related to the establishment of electoral districts. Impact: Currently council members are elected at-large, meaning all voters elect all six council seats. This would remove the automatic transition to electoral districts based upon reaching a population 150,000 and instead allows the matter to be considered every ten years through the formation of a Citizen Charter Review Committee. Article II, Section 11 Salaries of Mayor and Councilmembers Proposed Change: Establish a Council Compensation Committee and change the method for adjusting council compensation. Impact: This change would establish a Council Compensation Committee to review and recommend compensation for the city council. Council may approve the Committee’s recommendation if it is an increase or decrease of less than 5.1%. If the Committee’s recommendation is an increase or decrease of more than 5.1%, it would be referred to the voters. Any change that is approved by the council becomes effective for all councilmembers on July 1. Any change that goes to a vote of the public will be effective after the canvas of vote is adopted by council. Currently, changes go into effect at different times due to staggered councilmember terms. Article II, Section 12 Council to be Judge of Qualifications of its Members Proposed Change: Incorporate the authority to remove councilmembers for misconduct in office. Impact: Currently, the only method for removing a councilmember is through a recall election, and this change would allow for a process to remove a councilmember for misconduct if five other councilmembers vote to remove them. Article II, Section 13 Induction of Mayor and Council into Office Proposed Change: Provide dates of induction into office. Impact: This change would establish Jan. 1 as the beginning of the terms for the mayor and councilmembers. Currently, the charter does not specify an actual date except that it be after the vote has been canvassed or certified.


Article II, Section 15 Vacancies of the Office of the Mayor and Council

Proposed Change: In the event of a vacancy, the mayor and/or vice mayor would be selected from the members of council for the remainder of the term. Impact: This will allow the council to select one of the remaining councilmembers to serve as mayor for the remainder of the term, and if they choose the vice mayor to become the mayor, then another councilmember could be selected to fill the vice mayor position. Article XIII, Section 8 City Charter Review Proposed Change: Require the city council to consider the appointment of a Charter Review Committee at least every 10 years. Impact: Encourage a review of the entire city charter at least every 10 years by a Citizen Charter Review Committee comprised of city residents.

Hands-Free for Ticket-Free

The city is rapidly growing, and we hope that sharing frequently asked questions will help everyone from new residents to those who have lived here for years have a better understanding of the city we get to call home. Why do the left turn arrows at some of the city’s major traffic lights not always activate? There are a few factors that can affect left turn arrows. In Goodyear, traffic signals are controlled by sensors that can tell if vehicles are approaching or waiting at an intersection. The sensors adjust the signal timing according to traffic conditions and may not trigger a left turn arrow under certain circumstances in order to maximize traffic flow. If a vehicle approaching the intersection does not trigger the sensor within a given time period, there will not be a left turn arrow for that cycle. Goodyear employees conduct routine maintenance and adjustments on the signals throughout the year as traffic demands change or issues surface. Other things that affect signal coordination are intermittent disruptions, such as emergency vehicles. The normal signal cycle will take a few cycles to return, so it’s likely that your green light or arrow will be shortened after an emergency vehicle has gone through the intersection. Illegal:

Be safe on the road! It is illegal to use an electronic device that

is not in hands-free mode while driving. House Bill 2318, which bans the use of hand-held mobile devices, was passed in April 2019 after Salt River Police Officer Clayton Townsend was killed by a distracted driver. There was an initial grace period in which offenders were given a warning and educated. Now, officers are able to issue tickets for the offense. The first violation will cost $75-$149 and subsequent violations will incur a $150 - $250 fine.

Sports Recreation Leader The Sports Recreation Leader is responsible for field setup and patron and player safety, and serves as an on-site customer service liason during practice and game day. Working nights and weekends is required. Summer Recreation Leader The Summer Recreation Leader leads and creates games, activities and arts and crafts for school-age children in a fun and safe environment. Summer Recreation Leaders must be available throughout the summer and able to work up to 40 hours per week.

Recreational Sand Volleyball league provides team concepts and fundamentals in an atmosphere where you can be with friends and meet new ones. This league is designed for new and experienced players to the sport, as well as those who have control of their passing and serving techniques.

Creative Dance (3 yrs+) Young dancers use creative movement, games and imagery to develop basic skills in gross motor and fine motor skills as a basis for their dance foundation in Ballet, Tumbling and Tap. JuiceBox Dance Academy Tiny Tappers & Ballerinas (3-5 yrs) Tiny dancers get introduced to the basics of dance and music while working on building classroom skills such as following directions, listening and waiting turns. Dancers begin with ballet slippers first and switch to tap shoes for the second part of class. Preschool Acrobatics (4-6 yrs) This program is based on safe and effective progressions with proven results in flexibility, strength, balancing, limbering and tumbling. Dancers will practice body balance, flexibility strategies, body strength, front and back rolls, log rolls and somersaults. Teen Hip Hop (12-18 yrs) This class will teach the basic fundamentals of musicality, choreography, terms and more. Students will learn body control and will continue to work on movements all while having fun.

Ballet/Tap Combo (3-5 yrs) This is the perfect class for your child to begin their tap and ballet education. The emphasis on creative movement, music and basic ballet and tap techniques. This is a fun-filled class full of music, props and meeting new friends. Cheer Hip Hop (7+ yrs) In this high-energy class, students will learn cheer basics such as arms, jumps and kicks. Topics cover a variety of arts and cultural aspects and will highlight the city’s 75th Anniversary. Speakers include local artists, artisans, performaning artists and humanities scholars who help shape art in the Valley.

Chukes creates his works with overemphasis on certain body parts such as necks, hands and arms. He also incorporates color, which gives his sculptures a rich, smooth texture and surreal identity.

Bode Tennis

Anchor Point Archery (8+ yrs)

Green Ball (9-11 yrs) Green Ball continues to build upon tennis-specific movement. Control of power, spin and placement are more heavily emphasized as players begin to grow into their own styles of play.

Students will be taught the rules of the archery range, including safety at all times. Archers will learn what equipment is being used and how to use it. Students will observe the shooting and arrow retrieval process, followed by practicing to shoot in a safe environment. Students will also enjoy a fun balloon shoot on the last day of class.

Orange Ball (7-9 yrs) Orange Ball expands into every aspect of the game. It begins to cover tennis-specific movement, agility, balance, coordination, speed, strength and advanced tossing/throwing/catching activities.

Cross Lifeline Emergency Training (10-16 yrs)

4 Sport Multi-Sport This four-sport program includes multiple weeks of soccer, baseball/softball, basketball and track.

Childcare & Babysitting Safety This class focuses on being responsible for a child’s safety and well-being. Participants will learn safety in the home, handwashing, diapering and feeding infants and children, as well as what to do in an emergency. Students will receive a Childcare & Babysitting Safety workbook and certification card vaild for two years. Class is four hours; please bring a sack lunch.

Soccer Skills Training This weekly class will teach kids by offering activities such as dribbling, kicking, throw-ins, goalie skills, scrimmaging and more!

Adult Classes Bode Tennis (16+ yrs) Adult Drills Focus on being a smarter player through drills and situational game play by hitting live balls. Fun is guaranteed!

Cross Lifeline Emergency Training (16+ yrs) AED, CPR and First Aid This class provides certification in automated external defibrillator (AED), cardiopulmonary resuscitation (CPR) for adults, children and infants and first aid. Topics include legal considerations, personal safety, control of bleeding, what to do for burns, poisonings, severe allergic reactions, seizures, strokes and cardiac arrest. Certification is awarded for two years upon successful completion of written quiz and hands-on demonstration. This is a great class for everyone, especially those in education, childcare, assisted living, residential group homes, etc.
