Your Goodyear City Council The Goodyear City Council represents and serves our community as responsible stewards of the public trust. Their job is to set the vision and establish policy for the city. Goodyear has a council-manager form of government with six councilmembers and a mayor — all elected at-large on a non-partisan ballot. They serve staggered four-year terms.
Attend a Meeting Goodyear City Council meetings are held at the Goodyear Council Chambers inside the Goodyear Municipal Court at 14455 W. Van Buren St., B101. At a city council work session, the council informally reviews material for discussion. At a regular council meeting, they formally discuss items, hear from the public and vote. Residents are encouraged to attend or watch the meetings live on the city’s Facebook page or YouTube Channel.

From the Mayor This month marks the highlight of our yearlong celebration of Goodyear’s 75 year history. 2021 has been an extraordinary trip through time as we’ve reflected on Goodyear’s early days and our city’s important contributions to regional, national and international events Mayor Georgia Lord throughout its history. I’m looking forward with great anticipation to our Goodyear 75th Anniversary Carnival at our new park at Goodyear Civic Square at GSQ, which will mark the beginning of a new era for our city as we open one time capsule and bury another. It will be a great time of celebration for our growing and thriving community. Growth means change and whether you are a longtime resident or a newcomer, it seems there is always something new to learn about in Goodyear. Quality of life for our residents is a priority for our council and
staff, so it is important to keep you up to date on cityrelated information that will help make your life easier. That is what this issue of InFocus is all about. I hope you will find it useful and will keep it as a ready reference for questions about our great city. This issue will help you find who to contact regarding a wide array of city services. Do you want to know more about leisure activities and fitness opportunities offered through our Parks and Recreation Department? Perhaps you have questions about solid waste removal, such as bulk trash pickup or about water resources. Our Public Works Department can answer those for you. Have a traffic control or other roadway question? Our Engineering Department can help you with those. Want to report a weed control issue or a possible code violation? Our Development Services Department will be the place to go. Council Corner With our city’s 75th anniversary this month, it makes me reflect on how much the city has changed since I moved to the area more than 25 years ago. When I attended Agua Vice Mayor Fria High School, the city’s Brannon Hampton population was less than 20,000, and the area was still primarily cotton fields and an old naval airbase. Back then, if you asked a nonresident about Goodyear, they probably would have mentioned the Phoenix Trotting Track or the Duncan Family Farms baby that was ubiquitous with travel along the I-10. But we are so much more; Goodyear has rich history with important local, regional and national contributions to aviation, manufacturing and agriculture. This significant history laid the foundation for what we have become today.
Over the last several years, we’ve seen neighborhoods springing up across the city, and now several fortune 500 companies call Goodyear home. The Goodyear Civic Square at GSQ, with its two-story library and two-acre park, is finally coming to fruition, the award-winning Goodyear Recreation Campus is one of the best in the state, and it seems like almost every weekend we have a great city event for our residents to enjoy. We are truly growing up as a city, but our journey is far from over. We are only 12% built out. We will continue to see tremendous growth in the years to come, but we will never lose sight of our significant history or the quality of life that makes our community so special. Whether you have just arrived or have been here for generations, “Welcome.” I hope to see you at our 75th anniversary celebration or around the neighborhood. Rich in History:
Yes, the city of Goodyear was named after Goodyear tires! Goodyear was part of 16,000 acres purchased in 1917 for the Goodyear Tire and Rubber Company by executive Paul Litchfield. Back then, cotton was used to make rubber tires for airplanes. Goodyear has a rich history in aviation and aerospace. The airport was a hub for the U.S. Navy and was established as a U.S. Navy air facility to test, fly and deliver aircraft during World War II. Today, it’s home to various businesses including fixed base operator Lux Air Jet Centers; AerSale, an aircraft maintenance and repair business; and Lufthansa Aviation Training, a world-class pilot training facility.

FREE POLICE PROGRAMS Citizens’ Academy: A 10-week academy to gain a greater awareness and understanding of law enforcement’s role in Goodyear. Offered twice a year, in the fall and spring. Delivering Exceptional Services For You The city of Goodyear is much bigger, land-wise, than most people realize. It stretches 34 miles long from north to south at its longest point and 11 miles wide from east to west at its widest point. The city’s departments are dedicated to providing you with the best services, which includes maintaining beautiful streets, delivering safe drinking water and providing reliable trash and recycling services.
SAFE, CLEAN STREETS The city’s Engineering Department maintains and repairs more than 400 miles of streets in the city, which is the equivalent distance of driving one way from Goodyear to Albuquerque. That’s a lot of roadways, sidewalks, street lights and signs to maintain!

TRASH TALK In Goodyear, your curbside trash and recycling is collected once a week, both on the same day. With several holidays falling on a weekend this year, the only holiday that will impact your trash, recycling, and bulk pickup for the rest of 2021 is Thanksgiving Day. If your regular service day falls on Thanksgiving, your containers will be picked up on Friday Nov. 26. Friday’s customers will receive service on Saturday, Nov. 27. CURBSIDE PICKUP In addition to curbside trash and recycling pickup, Goodyear offers a convenient household hazardous waste (HHW) pickup service. EVENT PERMITS AND RECORDS For anyone interested in having a large outdoor event with 250 or more people, the City Clerk’s Office can provide guidance to ensure the appropriate steps are taken. You can get started by completing a Special Event application at goodyearaz.gov/cityclerk. The webpage is also a great source of information on elections, public records requests and current openings on boards, commissions and committees.
HUB FOR ENTREPRENEURS The city offers free facilitated workshops for entrepreneurs and small business owners. Classes take place at the InnovationHub inside the Goodyear Library. View the upcoming classes at goodyearaz.gov/innovationhub.
TRAVELING IN AND AROUND GOODYEAR Valley Metro, the regional public transit system, provides bus connections from Goodyear to other Valley communities. You can catch a bus at various times across the city, including at the Goodyear Park-and-Ride. They also provide door-to-door transit options for qualified ADA residents. To learn more about these services, visit valleymetro.org. Staying closer to home? You can hop on a Bird. Bird is an electric scooter that can be rented out by the minute by anyone 18-years and older with a valid license or permit. The e-scooters are located across the city. The city also partners with Avondale to provide the Zoom Circulator, connecting riders to local destinations.
WATER WISE RESOURCES Goodyear delivers clean, safe drinking water to residents and businesses across the city. The city also offers free tools and resources to help its customers save water and money, such as free water conservation classes. Fly High at the City’s Pump Track Looking for even more adventure? Goodyear has a pump track for bicyclists! The city’s pump track was built in 2015, and it’s one of the first built in the West Valley. The track, which is a looped sequence of berms and rollers, attracts hundreds of users from across the Valley each year and challenges novice to professional level riders. Goodyear Municipal Complex The Goodyear Municipal Complex, located at 14455 W. Van Buren St. (west of city hall), is where council meetings take place and is also home to the Goodyear Library Goodyear and Goodyear Municipal Court.
In addition to traditional judiciary services, the court is a great resource for residents who need legal and victim’s advocacy services. Visit them online at goodyearaz.gov/court.

Growing Our Water Supplies The city’s newest water treatment facility is going to be up and running in early December. It will initially treat 8 million gallons of surface water a day, and with future expansion, will reach 16 million gallons a day. The facility will also help diversify the city’s water by adding surface water into the mix. Currently, all of the city’s water supply is groundwater. With the facility start up, Goodyear water customers may temporarily notice a change to the look, taste and smell of your tap water. This is expected during the transition process. The water is still safe to drink and use.
