Alternative Response for Community Health
ARCH Program Alternative Response for Community Health (ARCH) responds on 911 events to advocate for the needs of the individual, seeking incident resolution that keeps emergency responders available in the community as well as reducing barriers to appropriate assistance for the individual within the 911 system.
ARCH-1 & ARCH-2 ARCH-1 Pilot Program Tuesdays & Wednesdays 10am-8pm July 26th through Sept 14th, 2022
ARCH-2 Pilot Program Monday - Friday 7am-5pm March 13th through May 5th, 2023
Daily Operations • 7am – 5pm Monday - Friday • 1 Paramedic & 1 Social Worker • Community Follow-ups
Daily Operations – 911 Dispatch 1.) Dispatch assigns ARCH based on call type or individual assessment. 2.) Fire, Police or EMS requests ARCH respond to scene. 3.) ARCH requests to be added to a 911 response.
Daily Operations • Coordinating care with private and public agencies. • Networking with local resources • Policy development and refining capabilities • Monitoring our level of involvement with individual incidents
ARCH Challenges • Defining successful short-term outcomes in a long-term, chronic health environment. • Determining financial cost-versus-benefit. • Trial-and-error exploration of dispatch criteria and field capabilities.
ARCH Successes • There is value in allowing non-uniformed personnel to assume control of some community 911 issues. • Serves the dual purpose of reducing emergency services volume while focusing on most-appropriate immediate and short-term outcome. • Integrates community paramedicine with behavioral health, allowing a multi-disciplinary approach. • Community stories

ARCH Next Steps • Commitment of permanent funds for program sustainment • Further develop 911 dispatch infrastructure • Increase cross-agency communication and coordination. • Obtain appropriate internal documentation system.
