GOALS 1. Enhance training at all levels of rank to provide education that enhances our employees to meet public safety standards and preparation for succession within the organization. 2. Improve Emergency Medical Response metrics through evaluation of emergency dispatching protocols and ambulance service coordination. 3. Improve administrative policy and procedure to address all stakeholders, recognized by our organization, including our employees, City government, business community, residents and guests to our city. 4. Evaluate and improve deployment for emergency response for the city through capital improvements of equipment and apparatus, station needs and personnel allocation.
Goal #1 Objectives 1.1 Add Staffing to the training division to assist in the development and delivery of a comprehensive training program. (R21) (COI 3.1 C) 2023 Deliverable: Added Battalion Chief to each of the 4 Divisions (Training, EMS, Prevention and Services) that serve in multirole capacity including training, but also address other needs. (R35, R14, R24, R5, R26)
Goal #1 Objectives 1.2 Conduct periodic skill testing for all personnel commensurate with their position in the department through the Training Division. (R12) (COI 3.1C) Deliverable: In Committee process
Goal #2 Objectives 2.1 Recommendation to City Management to create a joint committee of police, fire and EMS representation that gives equal voice to disciplines with the communications center and allows a collaborative approach to dispatch. (R16) (COI 3.1 G, H) 2.2 Evaluate whether IFD/IPD call-takers should immediately transfer EMS calls to AMR, with exception of accidents and rescues (R18) (COI G, H) 2.3 Establish an electronic interface between IFD and AMR computer systems to exchange incident data. (R17) (COI 3.1 G, H)
Goal #3 Objectives 3.1 Continue collaborative organizational strategic planning as agreed by management and labor. (R8) (COI 3.1 B, C) Deliverable 2023: Continued Labor/Management meeting occur on monthly basis to discuss progress. Standard Operating Procedures put into place for conducting future updates and review of Strategic Planning and Capital Improvement Planning.
Goal #3 Objectives 3.2 Develop and publish an Independence Fire Department Standard of Cover for council approval. (R37) (COI 3.1 B, 6.4 B) 3.3 With Labor/Management collaboration, implement an annual physical fitness evaluation. (R13) (3.1 I) Deliverable: Standard Operation Procedure finalized March 2023.
Goal #4 Objectives 4.1 Build an additional new Station 11 near 291 Hwy and 39th Street and staff it with appropriate apparatus and staff. (R38) (COI 4.1 D) Deliverable: Beginning design process
Goal #4 Objectives 4.2 Add an addition Battalion Chief per shift to improve span of control on shifts. (R15) (COI 3.1 H) Deliverable: Each shift has been assigned addition Battalion Chief beginning July 1, 2023.
Goal #4 Objectives 4.3 Add an additional Rescue and evaluate the role, additional services and location of the Rescues. (R45, 34, 44) (COI 3.1) Deliverable: At this time due to station capacity and apparatus availability a Squad (Rescue equivalent) will be added into service effective July. Additionally, recommendations were made for changes in current deployment to address call volume and response times, until Station 11 is completed. At that time it will be reviewed again.
