Creation and Implementation of Procurement Compliance Program: Procurement Compliance Program (4/4)

• One recommendation complete • Adoption of program will address remaining 3 recommendations


Creation and Implementation of an Overtime Regulation Policy: Overtime Policies & Procedures (9/12)

• Policy will address 9 of 12 recommendations • Remaining 3 recommendations require investment in digital timekeeping system • Continue to implement Resolution 22-6811 as contracts open


Creation and Implementation of a Compensatory Leave Usage Policy:

Compensatory Leave Usage (1/2)

• As recommended, create a compensatory leave usage policy • Second recommendation involves the ongoing collection and monitoring of compensatory time usage and subsequent overtime


Creation and Implementation of a Workplace Fatigue Policy

Workplace Fatigue (2/2)

• Establish a workplace fatigue policy to avoid burnout of employees and ensure public safety • Incorporate periodic reviews of the policy and ensure time and space to discuss fatigue issues


Ongoing Recommendations: • Task Force will meet weekly to address the 5 areas of focus: 1. Construction & Facility Maintenance 2. Procurement Compliance Program 3. Overtime Policies & Procedures 4. Compensatory Leave Usage 5. Workforce Fatigue *As Collective Bargaining Agreement negotiations begin, we will implement changes per Council Resolution 6811.

Completed Recommendations: 1. Resolution 22-6811- Passed by Council, Directing the City Manager to pursue immediate changes to the City’s overtime policies and practices. 2. Hired 2 additional Procurement staff members. (3FTE- Finance Operations Mgr, Contract & Bids Administrator, & Procurement Specialist. 3. Overtime Usage Report submitted by Finance to the City Manager each payroll cycle. 4. Construction and Facility Management Policy has been drafted.
