WEBSITE In 2016, PAO launched a revised COJ Web site, in partnership with the Information Technology Department. The revised site was built utilizing a citizen-centric approach, resulting in a layout that enabled users to quickly identify readily available information supporting Citizens, City Services, and Mayor. In addition, a permanently placed City Council home page banner and link were established to support and facilitate quicker access to Council information. An expanded and prominent feature of photos afforded citizens to quickly identify when updated news stories and information were provided. A Mayor’s blog was also created and added to the home page, affording citizens the opportunity to access key topics, information and priorities.

In an effort to address the outdated information that plagued the previous site, PAO established a Web Content Management Team, which include departmental representatives with existing Web pages. These identified representatives are trained to ensure their individual departmental pages remain current, while also supporting City wide needs. Throughout the year, they participate in Web site scavenger hunts to help PAO gauge how easily available and logical information is presented, conduct audits of the entire site to routinely identify broken links/information, and participate in workshops detailing ADA compliance needs and other requirements. MEDIA & EXTERNAL RELATIONS Building relationships with media personnel are integral to effective communications. Seeking to ensure that City representatives are never surprised by a news story, PAO places great value on professionalism, responsiveness, and respect to all media personnel. This supports and contributes to consistency in ensuring that City representatives are provided opportunities to serve as an information resource, proactively and reactively. While there are notifications that are provided to media about various events, happenings, and positions, PAO also issues a Weekly Tip Sheet to ensure that media have daily options for City features and highlights.

HURRICANE IRMA MEDIA RELATIONS In addition to serving the needs of local media and citizens, the Public Affairs Office has also led and managed national media relations efforts. During Hurricane Irma, PAO hosted 21 press conferences; issued 21 news releases; responded to 70 media inquiries; coordinated interviews and needs of 15 national outlets; filmed 18 hours of video coverage; captured 1,566 photographs; managed and facilitated 37 requests for mayor interview/inquiries; conducted 261 social media posts; and supported the release of information provided to 76,249 5 PORTFOLIO 630-CITY calls.
Video news releases are a tool PAO uses to expand the reach and access of information and hosted events. This not only supports media’s needs when unavailable, it also affords PAO the opportunity to serve as its own news source utilizing broadcast tools and resources, i.e., periscope, etc.

With competing demands and diminishing use of print publications, citizens are often looking for quick and engaging opportunities for information. Public Affairs Office opted to produce a video newsletter disseminated to external audiences. One City. One Jacksonville. Two Minutes. features a compilation of various events, happenings activities, and mayoral priorities. It is a valuable news source that affords PAO the opportunity to build on and expand its use of recorded materials. PORTFOLIO

Organizations in all sectors pride themselves on the use of social media - the frequency and creativity of their posts. However, few may be as equally committed to determining its effectiveness. To assess the engagement levels of social media posts across all platforms Twitter, Facebook, LinkedIn, Instagram, Nextdoor and YouTube, PAO reviews information weekly, identifying the growth of its followers/ subscribers, impressions and messaging. This information helps guide and influence changes to existing plans, posts, and efforts that are determined in a two-week calendar.

The Public Affairs team also measures the effectiveness of its overall services and contributions. A Communications Snapshot is conducted identifying data for Web page views, most visited COJ pages, news stories generated from pitches, response times to correspondence, P.I.P.E. team submissions; employee newsletter open rates; and the mayoral priority that corresponds to events, projects, and materials. P.I.P.E. TEAM
With nearly 5,000 employees, it is often challenging to learn about the achievements and priorities of departments throughout the City. To establish a link and pipeline to departments and information, PAO created a P.I.P.E. (Public Information Partners’ Exchange) Team. Each City department/division has a designated P.I.P.E. team member who is responsible for providing information to PAO about their departmental efforts while receiving information from PAO to disseminate and share within their departments. PAO has provided training to these ambassadors to ensure they have the communications knowledge to identify newsworthy items and opportunities.

With more than 4,500 employees, the City communicates with citizens and stakeholders in various ways. To streamline and ensure consistency of messaging and logo, a communications style guide was developed to increase awareness and understanding of proper logo, color and tagline use, stationery templates, email signature blocks, typography and other communications tools and methods. This publication earned a national government communications award - SAVVY.

PROMISES FOR PROGRESS Upon Mayor Curry’s election in 2015, he identified his administration’s priorities, based upon the needs of citizens and communities throughout Jacksonville. In an effort to make visible these commitments, the Public Affairs Office (PAO) created a Promises for Progress document that identifies the achievements and milestones reached in each of the areas. This document, updated annually and designed by PAO, is an addition to the Comprehensive Annual Financial Report (CAFR), produced by Finance & Administration. While promoting the accountability of financial practices, the CAFR booklet which includes the annual highlights also reaffirms Mayor Curry’s commitments while identifying the community investments and contributions he is making to advance his priorities.

With the largest urban parks system in the nation, Jacksonville has a diverse offering of parks for citizens to enjoy for exploration, relaxation and recreation. In observance of the 100th anniversary of the national park system, PAO produced a first-ever JaxParks Directory. The comprehensive magazine provides valuable information about amenities, locations and activities at each of the City’s more than 400 parks.

Each year, PAO collaborates with the Emergency Preparedness Division and partner organizations to support the distribution of the Emergency Preparedness Guide. Utilizing PAO resources, the guide, in 2017, was designed and produced in-house, resulting in savings that afforded the department to expand its offerings of the booklet which provides important information to help citizens prepare for storms, hurricanes, flooding, wildfires and other disasters. A Spanish version was also coordinated and designed by PAO.

Long battling a perception that Animal Care & Protective Services (ACPS) deals with nuisance pets, PAO sought to develop an effort to highlight the adoption services. PAO developed a 2019 pet calendar “Show Us Your Canines.” Citizens were invited to submit photos of their smiling rescue dogs, resulting in nearly100 entries. Thirteen were selected and featured in the publication, which shares information about important dates and ACPS’ adoption, spay/neuter and volunteer services and opportunities.

JOURNEY TO ONE Building on the mayor’s passion for exercise and healthy practices, PAO conducted research to determine the health of Jacksonville. Upon discovering that Duval County was ranked 48th out of Florida’s 67 counties for quality health outcomes (Robert Wood Johnson Foundation) while neighboring St. Johns county maintained the top position, PAO launched a citywide health initiative called Journey to One. Introduced to the community in April 2016 alongside U.S. Surgeon General Vivek Murthy in town for an I’m A Star Foundation event, Journey To One includes resources, programs and activities designed to promote individual and community health practices throughout Jacksonville. Following two years of Journey to One programming, partnerships and practices, Duval County improved its ranking to 42nd, the county’s highest position in the history of the report and one of the most improved in the state.

JAX MAYORTHON KIDS CLUB To engage young citizens in quality health practices amid research which revealed growing childhood obesity rates, PAO created the Jax Mayorthon Kids Club, an extension of Journey to One that is open to boys and girls, ages 5-12, throughout Duval County. Upon joining - pledging to commit to five health practices - members receive a membership card, birthday card from Mayor, and access to monthly games, activities, and events.

MY ONE THING Building on the mayor’s “One City. One Jacksonville.” vision, the Public Affairs Office launched the My One Thing campaign to build and promote community pride and engagement. Citizens in neighborhoods throughout Jacksonville are encouraged to share the one thing they love most about our city. Through the city’s website, citizens can print out a My One Thing placard to write on and share via their personal social media accounts using the #MyOneThing hashtag. Placards were also available at select downtown locations. In addition, the City highlights citizen submissions through its social media networks, YouTube channel, website and more.

With more than 840 square miles, the City of Jacksonville ranks as the largest city in the continental United States. This means there are many hidden gems in neighborhoods throughout our community. In an effort to learn more about the hidden gems that make our city a unique place to live, work and play, citizens are invited to Share Your Square.. With the Share Your Square campaign, the City features entries and highlights unique places, landmarks and locations through its social media channels utilizing the #ShareYourSquare hashtag. The success of this campaign resulted in the production of a 2019 Only Here Calendar and Our Jax magazine, a quarterly newsletter utilized by the Neighborhoods department.

ALL IN DUVAL Following legislation introduced by Councilwoman Boyer, PAO developed a marketing plan to educate the community on practices that promote bicycle and pedestrian safety. This resulted in PAO’s development of All in Duval. Share the Road. Share Responsibility. Created following survey results from citizens, community groups, educators/students, and merchants, the campaign features a variety of fun and engaging tools including a car karaoke public service announcement, video features/citizen testimonials; daily school announcement messages for k-12 students, inserts for vehicle registration notices, as well as collateral materials disseminated at events and activities throughout the city.

Next steps for this effort includes the • Introduction of C. Cow Ford (a seacow/manatee) - in conjunction with the development of DCPS curriculum that engages youth utilizing C. Supporting the mayor’s demonstrated commitment to championing anti-litter and blight education efforts, Public Affairs strongly supports the Fight Blight Office in empowering citizens to support the cleanup of Jacksonville communities. With a goal to ensure every neighborhood is safer, cleaner and more beautiful, PAO leads the development of partnerships and programs to raise awareness of upcoming clean-up events and resources. They include sponsorship of a Fight Blight Night at a Jumbo Shrimp game; development of a web site with materials for Duval County Public Schools educators to download and post in school cafeterias, classrooms, and Good Citizen “sight-tations” that reward students who have been spotted contributing to better school environments; and the distribution of collateral materials disseminated at monthly Journey to One events.

A TO Z BOOK LAUNCH To celebrate the arrival of its newest residents while engaging City families in understanding the importance of literacy and dreams, Mayor Curry launched an initiative that provides a locally produced book What I Can Be from A to Z, library card application bookmark to babies born in a Jacksonville hospital. With an established citizenry previously engaged in a former mayor’s book club, Mayor Curry sought to re-engage them with an understanding of the importance of early learning. Described as “a promising journey for Jacksonville’s youngest citizens,” the book earned the mayor a Literacy Leader award.

CONSOLIDATION CELEBRATION October 1, 2018 was the 50th anniversary of Jacksonville’s Consolidation. PAO recognized the momentous occasion with commemorative letterhead, logos, challenge coins, and other branded materials utilized throughout the year. FLAG RAISING CEREMONY In collaboration with the Public Works Department and other partners, the Public Affairs Office organized and executed a community event to unveil the new military flagpoles installed in Hemming Park at the front entrance to City Hall. The six flags, which honor the brave men and women of the U.S. Armed Forces and POW/MIA service members that dedicated their lives to the security and welfare of our country, also serves as an example of honor for businesses throughout the City to follow.

The Public Affairs Office supported the 2018 Neighborhood & Community Summit held on April 21, 2018 with the development of branded materials, marketing collateral and strategic messaging to encourage citizen participation and inform residents about City services and programs to improve Jacksonville neighborhoods. Demonstrating the mayor’s support of neighborhood actions, PAO created a Mayor’s C.H.A.M.P.I.O.N. (Citizens, Heroes, & Advocates Making Positive Impacts On Neighborhoods) Award that was presented to a law enforcement official and Eureka Gardens tenant association head.

COMMUNITY CONVERSATIONS Upon election in 2015, Mayor Curry presented Council legislation (Human Rights Ordinance added sexual orientation protections to an existing agreement) that had previously failed and contributed to community strife and divisiveness. Recognizing the sensitivities of the topic, PAO proposed, developed, and managed a series of Community Conversations hosted by the mayor to provide citizens with an opportunity to learn more about human rights’ needs within our local community. More than 20,000 citizens attended/shared in the conversations which were theme-based (law, youth/families, and faith), guiding the nature of the discussions.

JACKSONVILLE: A TALE OF MY CITY Upon learning that the Jacksonville Public Library was serving as host to a photography exhibit featuring city neighborhoods Jacksonville: A Tale of My City, PAO secured an opportunity for City photos to be on display in the Gallery. Photographs from PAO were among those exhibited by 13 artists that explored Jacksonville’s neighborhood identities, examined what it means it be a community, and invited viewers to determine how they have been shaped by their own communities.
