MESSAGE FROM THE MAYOR I am pleased to say that as a Council, we have maintained our promise to our community of a 0% rates increase for 2020/21. Following a tumultuous year to say the least, we are proud to have adopted a budget with a strong focus on ongoing support for the local economy and community, as KalgoorlieBoulder continues to recover from the effects of the COVID-19 pandemic. Half a million dollars for COVID-19 recovery remains, with additional funds allocated for arts and cultural activities, local economic stimulus programs and marketing initiatives to encourage people to live and visit KalgoorlieBoulder. We begin this financial year from a solid economic foundation. Another top 10 performance in the State’s Financial Health Index for the City of KalgoorlieBoulder is a real badge of honour. Our budget aims to stimulate the local economy, setting aside more than $40 million for capital works projects, significantly investing in our City’s assets. Just over $12 million for our urban roads renewal program and an additional $5.9 million for improving the City’s sewerage, drainage and water systems is on the cards. RATES EXPLAINED WHO PAYS RATES? Rates are the responsibility of property and landowners. Rates help pay for the facilities and services provided to the community by the City of Kalgoorlie-Boulder.
WHO PAYS RATES? A rebate is available for eligible seniors and pensioners paying Council rates. Please note, that there is no rebate available for bin charges.
UPDATING DETAILS
New and existing property owners have a legal responsibility to inform the City when a change in ownership or the address for service of rate notices occurs. DIFFERENTIAL RATES
Do you need support to pay your rates on a payment plan? The City offers instalment options to spread your payments quarterly.
Differential Rating applies a different rate in the dollar to different groups and gives local authorities the ability to ensure that each sector of the community pays an equitable rate.
Make sure you take up an instalment option by the rate payment due date. SPECIAL PAYMENT PLAN

A rebate is available for eligible seniors and pensioners paying Council rates. Please note, that there is no rebate available for bin charges. Maximum rebate for pensioners 50%, up to $750 capped. Contact our rates team for details.
ARREARS The total balance of outstanding payments from previous years. EMERGENCY SERVICES LEVY (ESL) This is a State Government charge, collected by local governments and paid to the Department of Fire and Emergency Services (DFES). SEWERAGE SERVICES Sewerage rates are charged to the owner of land (including vacant land) where wastewater services are available for connection and where services are available or supplied.

UTILITY SERVICES Charged in lieu of sewerage rate for owners/occupiers who hold a rate exemption. WASTE AND RECYCLING SERVICES Charges include your 240L weekly general waste bin service and your 240L fortnightly recycling bin service.
Damaged or missing bins – please contact the City on 9021 9600. Damaged bins will be repaired free of charge. A bin replacement fee of $42.00 applies. To hire a bulk bin visit www.ckb.wa.gov.au/bulkbin a cost of $22 applies.
