“Happy 125th Birthday Lake Elsinore” is the theme of this year’s parade!
Our beautiful Run-Walk is along the scenic shore of Lake Elsinore on the levee adjacent to the Diamond Stadium on sand, gravel and dirt making this a challenging course but accessible to all. Pre-registration is recommended with a deadline of April 1, 2013. You can download the form from the city website or pick up an entry form at local LEUSD schools, City Hall offices, Community Center, or the EVMWD offices. SPRING CITY CLEAN UP Saturday, April 20th 6:30 a.m. to 12:30 p.m. Diamond Stadium
Each month the City of Lake Elsinore partners with the County of Riverside to offer hazardous waste and e-waste disposal at no cost to Lake Elsinore residents. Collections are held on the first Saturday of each month from 9:00 a.m. - 2:00 p.m. in front of the Public Works Yard located at 521 N. Langstaff. Restrictions apply. No business waste accepted. All paints, bleaches, cleaners, pesticides etc., are accepted. Liquid waste must be in sealed marked containers. Computer towers, computer monitors, microwaves, TVs, radios, fluorescent lighting, light bulbs, and batteries are all accepted e-waste products. This clean up is for Lake Elsinore city residents only. Please bring the pink flier you received in your CR & R bill. If you do not have the flier, proof of residency is required for entry. Flier is good for entry for the whole event and multiple loads are encouraged! RIMS must be removed from tires. Please no commercial tires. Items that can be disposed of include appliances, furniture, green waste and household debris (please no HHW items). REMINDER: Weed abatement compliance deadline: May 6, 2013. Volunteers are needed to assist with special events and regular activities around our city. If you’d like to become a volunteer to earn community service hours or want to lend a hand in a more meaningful way; contact our volunteer coordinator and we’ll match the volunteer to the right assignment. The new Southwest Communities Animal Shelter is now offering complete shelter services to the City of Lake Elsinore. This facility, located at 33751 Mission Trail in Wildomar, offers services that include pet licensing , housing strays, reuniting lost pets with owners, low cost vaccinations and pet adoptions. Visit their website at www.animalfriendsofthevalleys.com for fees and pet services available in the community. Low cost vaccinations are provided by Animal Friends of the Valleys on the third Saturday of each month at City Park in Lake Elsinore, located at 243 S. Main Street. From 1:00 p.m. to 4:00 p.m., pet owners can get vaccinations, licenses and micro chips to protect their pets. Please bring all cats in carriers and dogs on leashes.

The potential for flooding is greatest from October through April during the rainy season. The City is always looking for ways to help prevent flood damage. The City has adopted Zoning and Regulatory Ordinances and requires review of development projects for compliance with City, State and Federal floodplain regulations. These regulations hold improvements or reconstruction of an existing structure that equal or exceed 50% of the market value to the same requirements as new construction. City Ordinance 1105 prohibits import of dirt and requires a minimum 1267 ground floor elevation for structures in the area around the lake. Ordinance 1208 requires the ground floor elevation a minimum of 2 feet above the flood elevation for properties in the FEMA mapped 100-year special flood hazard areas. Additionally, the Lake Elsinore Management Project, constructed between 1988 and 1995, was designed to conserve water, improve water quality and reduce flood risk.

You’ll receive 20 hours of hands on emergency training to include basic management of disaster situations, assisting in our neighborhood and how to make a positive difference when a crisis strikes. You’ll learn fire suppression techniques, search and rescue and basic medical training to help save lives. Please bring lunch, snacks and plan to dress comfortably. This training is free to anyone that is 18 years and older; certificate of completion is given if you take the entire 20 hours of training. We encourage local churches, businesses, and organizations to get trained, or gather a group and take our challenge together. Will you be ready to help your neighbor when disaster strikes?
What can you do to help prevent flood damage? 1) For newer homes, do not alter the existing drainage pattern without providing another method to drain the lot. For older homes, grade your yard to force rain water to the street. 2) Pick up yard waste and dispose of it properly; do not leave it in the street or gutter. 3) In advance of rain events, place sandbags to detour rain water away from your property and structures (available for free at the Public Works Yard, 521 Langstaff Avenue) and 4) When it rains if you see any flooding, please contact the Public Works Department at 951-674-5170.

The Recreation Division located at the Community Center may issue Park Permits for use of Lake Elsinore parks; Monday through Friday during our regular hours of operation. Park Permits are required if you plan to have 20 or more in attendance or want to use a jumper and permits require a minimum of 3 day notice. Restrictions may apply; parties of 50 or more may be considered a special event requiring 60 days notice.

HOW TO REGISTER FOR CLASSES - NOW ACCEPTING ONLINE REGISTRATION! •
Walk in registration is taken at the Lake Community Center during our regular hours of operation, and we accept cash, check or money orders.

To mail in registration and payment, you can download the registration form by visiting our web site. On the home page click the top menu item “Documents” and click on “Recreation Center”. The Class registration form may be printed and sent in with check or money order payment, made payable to “City of Lake Elsinore”.

To register online, go to the web site and visit the Recreation page. There you will find a link to ACTIVE, our online service provider. You will need to create an account and each online transaction is charged an additional convenience fee; please note that not all classes are available for online registration. Form of payment is by credit or debit card.

Many classes require pre-registration and may cancel if a minimum number of students do not sign up. Popular classes may require walk in registration and the date registration begins for that class will be listed.
•
NON-RESIDENT FEE is $5 per session per student and applies to all students who do not reside in Lake Elsinore for all classes offered. This fee will be added on to the class fee at the time of registration. Class fees listed are the rate for residents; non-residents add $5 to the cost.
REFUND POLICY Classes may be refunded with the following restrictions: • A handling fee of $5 is charged for all refunds for classes not cancelled by the City. • Refunds must be requested in person at the Lake Community Center with original receipt within 30 days of class start date. • Refunds will not be issued to participants who have taken or more classes; any classes attended will be subtracted from the refunded amount. • Refunds less that $10 will be credited to family account. • For activities that are noted as “No Refunds” there will be no monies refunded. 8

This facility features extreme ramps, rails, stairs, and fly boxes for BMX, Skateboard, and Scooters. Sessions separate park users and we do not allow spectators inside the park gates. Cross use is not allowed unless indicated on the posted schedule above. Participants must have a Skate Park Member ID Card to enter the park. ID cards are free and require participants to sign a waiver and copy of park rules. If the participant is a minor, parent permission is required. Replacement of lost cards is $5. Participants must wear all safety equipment, including helmets, and follow all rules. Residents are free to play every day and non Lake Elsinore residents pay $5 per day. The minimum age for riders is 6 years and a parent must accompany kids to the park under the age of 10 years.

Lake Elsinore is classified as a warm water fishery, which includes largemouth bass, wipers, bluegill, crappie and catfish.
The Lake is open seven days a week from sunrise to sunset, and is open for boats, personal watercraft and non-motorized vessels. All vessels must have current registration and be safe for operation. For information on lake rules and regulations, including new laws that apply, please obtain the brochure entitled “Lake Use Regulations”, available in the lobby of City Hall, or your local boat launch facility.
Please remember that anyone 16 years and older must have a California State Fishing License to fish on Lake Elsinore. Observe limits and fishing regulations.
32040 Riverside Drive The La Laguna Resort & Boat Launch overlooks the beautiful waters of Lake Elsinore and the picturesque Ortega Mountains. A six-lane launch, 270 parking spaces, and two 400-foot long floating docks have been constructed at the site, located at 32040 Riverside Drive. This new boat ramp will enable boats to be launched at a wide range of lake elevations, from 1,235’ to 1,255’ above mean sea level, and will remain usable year round. In addition, the launch includes the creation of an adjacent picnic area, fish-cleaning station, and restrooms.

Lake Use Passes All boaters are required to have a Lake Use Pass when on the Lake. Daily Lake Use passes are $15 and can be purchased at all boat launch facilities. A separate fee may be charged for boat launching and day use which varies by facility.

Headfirst entries into shallow water cause about 850 catastrophic neck/head/spinal injuries each year in the U.S. Most occur from diving into shallow open water areas. WARNING! No swimming permitted from public property! Wading waist deep is permitted at designated beaches. WARNING! Watch your children! All children should be accompanied by an adult at all times near the water. Keep small children within arms reach. CAUTION! Water & Alcohol Do Not Mix! Alcohol consumption is often linked to drowning, diving injuries, boating accidents and lack of supervision over children. Think before you drink!

A specially trained team of officers from the Riverside County Sheriff’s Department functions as Lake Patrol on Lake Elsinore. Duties include the enforcement of California Boating Laws, City Ordinances, Sport Fishing Regulations and Health & Safety concerns. Sergeant Nava supervises the Lake Patrol, and coordinates efforts with the Lake Elsinore Marine Search & Rescue (LEMSAR); a group of dedicated volunteers who assist in maintaining safety on the Lake. The Sheriff’s Lake Patrol may call on LEMSAR members to help disabled boaters, aid in emergencies and help patrol the waters during busy peak periods.
CAUTION - High WIND speeds can sink a boat. Afternoon winds on Lake Elsinore can be hazardous. The pilot of a boat is responsible for comparing weather conditions against the seaworthiness of their boat prior to launching. It is PROHIBITED to launch a boat with less than six inches of freeboard on to Lake Elsinore when the wind speed equals or exceeds 39 mph (Gale Warning) per LEMC 9.96.180.

Public walk open: Saturday 11:00 a.m. to 6:00 p.m. Artist Awards at 5:00 p.m. On the Riverwalk in Historic Downtown Lake Elsinore *between Heald Avenue and Graham Avenue. Artists will be on site Friday to create their works of art. Visitors will be invited to attend on Saturday to view completed projects and vote. Registration is held at the Lake Community Center during hours of operation. Day of Registration for space will be accepted as space permits. • Children ages 6 to 12 years, 13 to 17 years and adults all ages may register for space. • Each space for youth artists is a $15 donation to EVAN • Each space for an adult artist is a $25 donation to EVAN • Medium used can be water based pastels or chalk. NO PAINT. All materials must be supplied by the artist • Categories include - Animae/Cartoon; Original; Re-produced; Patriotic; Portrait
