Erin Birchard

Erin has been promoted to Recreation Supervisor II with LSPR. Erin oversees personal training, massage therapy, fitness orientations and various health and wellness programs. She also manages part-time staffing and coordinates the Annual Tour de Lakes bike ride. Erin originally began her career with LSPR as a Recreation Supervisor I in 2021. She earned her Bachelor of Science in Recreation, Corporate Recreation/Wellness and Masters of Science in Recreation Administration from NW Missouri State University. In her free time, Erin enjoys walks, spending time with friends and family and making crafts.

Paul Arndorfer

Paul has been promoted to Harris Park Community Center Manager. Paul began his career with LSPR in 2021. Prior to this, he worked 25 years as a strength and conditioning coach at the Div. 1 College Level. In his role, Paul oversees Hartman Park, the Harris Park Community Center, and all the sports leagues for youth and adults. Paul enjoys watching his children play sports in his spare time and working out.

Sean Dorrance

Sean has been promoted to Recreation Supervisor II with LSPR. Sean oversees youth and adult instructional activities, eSports, the Legacy Park Amphitheater and the spring/ summer concert series. Sean holds a Bachelor of Science in Parks, Recreation, and Tourism from the University of Missouri and has been working for LSPR since 2021. Sean enjoys video games, watching sports and cinema.

Travis Shaffer

In March, Travis Shaffer, Senior Park Specialist, was awarded MPRA’s Outstanding New Professional at the Missouri Parks and Recreation Association state conference in St. Charles, MO. We are very proud of Travis and appreciate his contributions to LSPR and our community.

2nd Place State Maintenance Rodeo Champs

LSPR’s team took second place at the state maintenance rodeo. It was a close competition that had to be decided after two tie-breakers, which illustrated the effort and passion of both teams. Participants were: Travis Shaffer, Jared Greene, Bryan Bair, and Josh Martin.

Planning for the Future Park Impact Fees

The Lee’s Summit Parks and Recreation 2022 Master Plan identified several goals over the next ten years. Three goals that stand out include a park within ½ mile of every resident (where feasible), 20 acres of parkland per 1,000 residents, and the protection of natural resources in our community. Currently, 71% of our community lives within ½ mile of a park and our “level of service” is 12.5 acres per 1,000 residents.

The City’s “IGNITE! Comprehensive Plan” projects our community to have 140,000 residents by 2040. With 4,000 acres of land available for development over the next several years it is very possible Lee’s Summit will see growth of that magnitude.

How will this impact our future parks system? To maintain our current level of service, LSPR will need to add 500 acres of parkland to our system, and to accomplish the stated goal of 20 acres per 1,000 residents, LSPR will need to add 1,500 acres of parkland. Adding and developing 500-1,500 acres of parkland is not an easy task and the cost in today’s dollars is anywhere between $18,000,000$25,000,000.

To help address this future need, the LSPR Board recommended to the City Council the addition of a Park Impact Fee (PIF). Although PIFs are used in other states (including Kansas), no communities in Missouri have implemented this funding mechanism.

So, what is a PIF? It is a fee placed on development to help pay for new infrastructure. It is not a tax, and it is not paid by our residents. It is paid by the development community similar to the City’s excise tax and water tap fee. In April, the City Council approved an ordinance implementing a PIF to begin on July 1, 2025. Key components of the PIF include:

1. A fee is assessed for residential and non-residential development.

2. The fee is paid when the building permit application is submitted.

3. The fee must be used in the service area where it is collected.

4. The fee can only be used for land acquisition and park development.

5. The fee must be used within ten years.

6. Developer credits are available for the donation of land to LSPR, the construction of public parks, or improvements to existing parks in the service area.

The PIF will provide additional resources to assist with the growth of our parks system, but it will not be the sole solution. LSPR will continue to seek future funding through grants, partnerships, and non-traditional sources in our efforts to meet the needs and expectations of our community.

Get ready to throw down in a battle for the ages – LSPR is hosting Super Smash Bros. Tournaments! Dust off your controller, polish your favorite fighter’s moves, and prepare to clash in an epic showdown. Tournaments take place at Harris Park Community Center and are $10 per person.

Unplug and Recharge: Your Guide to a Digital Detox

Feeling drained by your phone’s constant buzz? Do endless social media feeds leave you empty and unfulfilled? If so, it might be time for a digital detox. This intentional break from technology allows you to reconnect with yourself, your loved ones, and the world around you.

Where do you start? Here are some key steps to a successful digital detox:

1. Identify your goals: What do you hope to achieve by disconnecting? Do you want to reduce stress, improve focus, or simply be more present in the moment? Having clear goals will help you stay motivated.

2. Start small: Don’t try to go cold turkey right away. Begin by setting achievable limits, like silencing notifications during certain hours or dedicating tech-free zones in your home.

3. Find healthy alternatives: Replace screen time with activities you enjoy. Read a book, go for a walk, spend time in nature, or connect with loved ones faceto-face.

4. Embrace the discomfort: Disconnecting can feel strange at first. You might experience boredom, anxiety, or even the urge to check your phone constantly. But remember, these feelings are temporary and a sign of your dependence on technology.

5. Listen to your body: Pay attention to how you feel throughout the detox. If you experience negative side effects, adjust your approach or take a break. Finding ways to disconnect from devices like smartphones, computers and televisions is becoming an increasingly large problem for our society. With 30 parks, 92 miles of nature/walking trails, and 1235 acres of park area, LSPR offers plenty of chances for a digital detox. In addition to 29 playgrounds, LSPR offers yoga and tai chi classes at our community centers, both indoor and outdoor swimming, our kid-focused summer camp, Camp Summit, and much more.

Remember, a digital detox is a journey, not a destination. Be patient, experiment, and find what works best for you. As you unplug and reconnect with the real world, you’ll discover a renewed sense of calm, clarity, and well-being.

Bald Eagles: the wildlife

“What can you do to help ensure we stay a bald eagle waypoint? Pick up your trash, especially your fishing line.”

Did you know Bald Eagles can be seen at Legacy Park? In most winters, parkgoers can see these majestic birds flying overhead, perched on a soccer goal, or grabbing fish from the lake. While it isn’t uncommon to see Bald Eagles at Legacy Park in the winter, it hasn’t always been the case. Once endangered, these magnificent creatures have become one of America’s greatest conservation success stories.

In 1940, at the height of the Bald Eagle’s decline, the Bald and Golden Eagle Protection Act began the eagle’s road to recovery from a severely declining population due to habitat destruction, hunting, and chemical poisoning. It was estimated that there were fewer than 500 eagles nationwide at that time. This act prevented the harvesting or possessing of any bald or golden eagle or their parts.

The population of eagles received another boost in 1972 when the Environmental Protection Agency issued a nationwide ban on a pesticide known as DDT. It was discovered that concentrations of DDT were building up in fish populations, which is the main food source of the bald eagle. The eagles would consume large quantities of DDT through the fish, and this would cause detrimental effects. DDT caused the shells of many bird species, bald eagles included, to be incredibly thin. This resulted in broken eggs during incubation and a severe decline in eagle reproduction. In 1973, the eagles were granted even further protection by the passing of The Endangered Species Act, which protected all endangered species nationwide. Because of these conservation efforts, in 2020 there were an estimated 316,700 bald eagles in the United States, according to the U.S. Fish and Wildlife Service.

Residents of Lee’s Summit are lucky to host these amazing birds each year. Once Eagles find an acceptable location as a migratory stop-over, they will return year after year. Legacy Park offers an ideal habitat for a rest on their long journey. The park boasts a 22-acre lake full of fish for the eagles to eat, tall trees to rest in, and plenty of open space to soar. What can you do to help ensure we stay a bald eagle waypoint? Pick up your trash, especially your fishing line. LSPR has specific locations all around the lake for disposal of fishing line. These lines can be dangerous to bald eagles as they are sometimes ingested by fish, and they can trap the birds if they become tangled in trees or bushes. Together, we can ensure we continue to see these beautiful birds each winter for years to come!

Nature Rx: A Healthier, Happier You (Starts with a Walk in the Park!)

Getting outside and interacting with nature is important! Studies have shown that people who regularly interact with nature are healthier and happier. Being in nature is important for a healthy mental state and has been shown to reduce stress and increase serotonin, the happy hormone. According to a National Recreation & Park Association Article in 2023, titled Elevating Our Physical and Mental Well -Being, “exposure to nature and outdoor recreation can improve attention and cognition, memory, stress and anxiety, sleep and quality of life.”

Lee’s Summit Parks and Recreation offers a variety of ways patrons can interact with nature. From walking on one of our over 92 miles of trails to playing in open greenspace, there are unlimited ways residents of Lee’s Summit can experience nature. Walk the trail around the lake at Legacy and see what flora and fauna call the lake shore and grasslands their home, rent a stand-up paddleboard or canoe from Lovell Community Center, and explore the lake itself. Two parks, Pleasant Lea and Lowenstein have nature playgrounds. These playgrounds are made from natural materials, tucked back in wooded areas to offer a more nature based take on traditional play.

Are you looking for a little challenge while interacting with nature? Have you played LSPR’s new Agents of Discovery (AOD) App? Download the app, log in, and go on challenges in different parks; you might even encounter Sam, the friendly Sasquatch, on your adventure!

The app is interactive and fun for families and park users of all ages.

Introduced in 2023, during the first 10 months, 832 users walked a total of 54 miles while using the app to explore. The challenges change and move throughout the parks system, leading you on an adventure to places you may not have been before. Check LSPR’s social media and websites for more information on the AOD App.

As the weather gets warmer and more beautiful, take time to visit the parks in Lee’s Summit. With a variety of different playgrounds, walking trails, and outdoor amenities, you are sure to find something your family will enjoy. It’s a perfect, cost-free way to spend quality family time experiencing nature and exploring your community.

Cultural Arts Within LSPR

The Legacy Park Amphitheater (LPA) hosted its first event in 2016. Since then the amphitheater has played host to numerous tribute and national touring musical acts, children’s events, plays and even astronomy events. Often times, a person’s first thought about Parks & Recreation is sports. While sports and athletics are a big part of what Parks and Recreation agencies offer, many departments across the country also take on the responsibility of promoting cultural art within their respective communities.

Musical culture within the state of Missouri is very unique. From the famous Jazz & Blues of 18th and Vine, traditional Ozark Bluegrass to the ragtime era in central Missouri. While most of these genres don’t fall under what many would consider mainstream music, they have shaped the culture of the place we all call home. Lee’s Summit Parks and Recreation (LSPR) put its foot in the door with music dating back to the Summer Concert Series, a set of annual summer concerts held on Main street. Over time, the attendance began to grow and there was a need for a new venue to hold these events.

In 2016 the LPA opened. Since then, LSPR has used this facility as not only a source of entertainment for the community but a way to promote the cultural arts of Missouri and beyond. To this day, LSPR still hosts its yearly Blues Fest and Jamaican Jam, with Jamaican Jam being one of the only yearly

Reggae events held in the Kansas City area. Over the last few years, LSPR has hosted events for Bluegrass, Jazz, and Folk; these genres of music, while often overlooked, are important to the cultural identity of Kansas City and Missouri as a whole.

This doesn’t stop LSPR from dipping into the more popular forms of music that make up the wider zeitgeist of American music. Performers such as Warrant, Firehouse, Lorrie Morgan and Sarah Evans have all performed at the Amphitheater. The venue has also become a space where families can go to enjoy a more affordable show through tribute acts to some of the most popular artists to ever perform. Just last season Hotel California: A Tribute to the Eagles, played a rocking show in front of a terrific audience.

The Legacy Park Amphitheater is now entering its eighth year. As the venue nears a decade of providing entertainment, LSPR hopes the LPA can become a mainstay within the community. Woods Park Renovation - 815 NW Little Avenue

Woods Playground will receive new playground equipment with shade and synthetic turf play surfacing in April 2024. In the Fall of 2023, LSPR staff surveyed the neighborhood residents for improvement ideas and to react to different equipment options. Over 100 responses were received, and these ideas were incorporated into the renovation plan. The total estimated project budget is $100,000.

Wadsworth Park - 1010 NE Chestnut

Wadsworth Park will receive new playground equipment and synthetic turf play surfacing later this spring. In the Fall of 2023, LSPR solicited feedback from the nearby park residents. Nearly 50 responses with ideas for park and playground improvements were received and incorporated into the park renovation. The budget for Wadsworth Park is approximately $140,000 and is currently scheduled for completion in May 2024.

Beehive at Parks: How We Keep Track of Things

The technology team for Lee’s Summit Parks and Recreation researched the possibility of utilizing an asset management program for the department. Asset Management systems allow all inventory within the park system to be tracked. The level of detail of these assets can be either tracking down to a specific tool or can be on a larger scale like a piece of playground equipment. Maintenance can be recorded, installation dates, manufacturer information, history of breakage, and so much more can be stored in the system. Workorders can be created and assigned directly to team members, and their time spent fixing the issue can be recorded. This level of tracking will help the department operate more efficiently, resolve issues quicker and reduce the amount of paper used.

After extensive research and product demonstrations, the Technology team determined that a program called Beehive would best suit the needs of the department. Beehive utilizes GIS to map all of the assets in our system and shows them in their real-world locations on a map. All of the data for each asset is stored in the cloud system and is readily accessible to our staff. For example, if a

particular swing set is selected, all information regarding the manufacturer, style, replacement parts, color and history of maintenance will be able to be viewed all in one place. If there is an issue with the swing set, a work order is created within the system and assigned to staff. Staff can then use the application on their phone to acknowledge the work request, trace the broken item to a specific location in the correct park and address the issue. These workorders can be organized by park, and assigned a priority level for completion. Streamlining this process through one program helps to ensure staff time is used efficiently.

Identifying and implementing the Beehive software is just one example of how the LSPR Technology team researches and identifies ways to implement technology into our operations to ensure we are operating efficiently. Lifeguards

The Lifeguard Shortage:

The Initiative LSPR is Taking

Each summer season Lee’s Summit Parks and Recreation (LSPR) hires 120 lifeguards to staff Lovell Community Center, Longview Community Center and Summit Waves. LSPR began to feel the effects of the national lifeguard shortage over the 2023 summer season. According to the American Lifeguard Association, due to lifeguard shortages, “over half of the 309,000 parks and pools in the country will see closures or reduced hours.” Many experts say the shortage is due to the COVID-19 pandemic and the permanent closures of many pools, the demand of the job, and the pay. LSPR is taking several steps to combat the lifeguard shortages in our community.

A recruitment team was developed within the department to generate ideas on ways to recruit for all part-time staff positions with an emphasis on lifeguards. Marketing on social media with videos and testimonials, attending local high school and college career fairs, and sending postcards via mail to former staff were some of the ideas that were implemented.

The aquatics management team has also taken steps to combat this issue by hosting lifeguard certification classes once a month at the Longview Community Center. Certification classes consist of an 8-hour online portion the applicant completes on their own, plus a two-day in-person course with classroom work and in-water learning.

Applicants will learn the various surface rescues for active and passive victims, submerged rescues for passive non-responsive victims, rescues for victims with a head/neck injury, rescues for different bodies of water such as a lazy river, a wave pool, shallow water bodies of water, all types of sudden onset illnesses, various first-aid techniques, and how to perform CPR with use of an AED. A standard Red Cross certification for lifeguards can cost up to $350.00; when applicants apply with LSPR, the cost of the class is covered by the department and the certification is valid for two years.

The training doesn’t stop after the completion of the certification class; lifeguards are required to attend 4 hours of monthly in-service training to keep skills fresh in their minds and maintain their certification. Lifeguarding is more than enforcing rules and saving lives; lifeguarding also teaches communication and teamwork skills, responsibility and leadership. Many current and former LSPR lifeguards have taken the skills they learned to career paths such as nursing, EMT, and medicine, as well as teaching, politics, the military, and engineering. With continued efforts in recruiting lifeguards, LSPR is hopeful to make a change with the ongoing lifeguard shortages.

Call 816-969-1516 a half hour or less before your scheduled activity to see if it has been canceled. If the activity is scheduled at an R-7 school and school was canceled during the day, so are the activities for that evening.

PROGRAM DISCLAIMER

LSPR reserves the right to cancel, combine or divide classes. There may be a need to change dates, times, locations, instructors, fees or program outline revisions of any program offerings. We will give as much notice as possible for changes made.

LSPR PROGRAM REFUND POLICY

Satisfaction Guaranteed* In the case of a schedule conflict or inability to attend a program, a refund will be issued to the participant in the amount based on the following parameters: Prior to the deadline of the program a 100% refund of the fees will be returned. After the registration deadline, 90% of the fee paid will be returned. After the start of the program, 75% of the fees paid will be returned. Administrative fees withheld from team leagues may vary depending on time of withdrawal and schedule release. The amount withheld will be approved by LSPR’s Administrator. As per LSPR’s 100% Satisfaction Guaranteed practice, if a participant is not satisfied with the services provided by LSPR, the following options may be followed: 1. Receive a full refund. 2. Repeat the activity at no charge. 3. Receive a full credit that may be applied to any departmental activity. In order to receive a full refund, the participant may need to meet with the program supervisor. Refund checks or credits to credit cards will be processed within 14 business days. We are unable to refund Camp Summit enrollment fees, and activities/ tickets that are provided by another organization or business.

24 HOUR CANCELLATION POLICY

A 24 hour notice of cancellation or change in contracted services, like massage therapy, personal training and private swim lessons, is required. If an appointment is canceled or changed within less than 24 hours of the scheduled appointment, a refund will NOT be processed. In the event of a cancellation by the contractor prior to the 24 hour notice, the appointment may be rescheduled or refunded. In the event of a cancellation by the contractor less than 24 hours of the scheduled appointment, you may reschedule your appointment and will receive an additional 15 minutes of service at no charge.

The Gold Medal Award honors communities throughout the United States that demonstrate excellence in long-range planning, resource management and innovative approaches to delivering superb park and recreation services with fiscally sound business practices. Only two other Missouri cities have achieved this recognition—Columbia and Springfield.

CAPRA Accredited

The Commission for Accreditation of Park and Recreation Agencies (CAPRA) administers a rigorous program based on self-assessment and peer review using national standards of best practice to better promote the quality of agency services and delivery systems. LSPR was initially accredited in 2003, re-accredited in 2008, again in 2013, 2018 and 2023. Only four Missouri agencies have achieved this standard of compliance (Chesterfield, Kansas City, Lee's Summit, and SpringfieldGreen County), and 193 nationally.

FINANCIAL ASSISTANCE

In order for LSPR to ensure all residents have an opportunity to enjoy the benefits of the many programs offered, a special work program has been developed. The Work Program offers a trade in service hours to the department for financial assistance to participate in programs and activities. If circumstances prevent a patron from participating in the Work Program, a request can be made to utilize funding from the Angel Program, which is made possible through private donations and grants. Camera Policy: No person shall use a camera, cell phone, or PDA in any changing room or washroom in LSPR facilities. Please report any actions to the contrary.

USE OF DRONES IN PARKS

The operation of radio-controlled motorized aircraft in a park within LSPR jurisdiction is not permitted without prior approval from the Lee’s Summit Parks and Recreation Department. Permission to use a radio controlled motorized aircraft may be granted on a case by case basis if request demonstrates a specific public need for the radio controlled motorized aircraft usage and does not constitute an infringement on the public’s use of the parks, a danger to patrons within the parks, or violates park user privacy. The operator of the aircraft will be expected to follow all FAA guidelines including contacting the Lee’s Summit airport. LSPR is committed to providing a safe environment for patrons who choose to enjoy the park system.

Dog Park Rules

1. The off-leash dog area is for dogs and their handlers. No other use is permitted (including skateboard, bicycles, scooters, and rollerblades).

2. To create a positive experience for you and your dog, make sure your dog knows how to appropriately socialize with other dogs before using the park.

3. Dogs that exhibit aggressive behavior are not allowed in the park.

4. Dogs must be removed immediately from the off-leash dog area at the first sign of aggression.

5. Handlers are responsible for any injuries caused by dog(s) under their control.

6. Park users and dog owners assume all risk related to this use of the dog park. LSPR shall not be liable for any injury or damage caused by dogs or handlers in the off-leash area.

7. All animal-to-human bites must be reported to the City of Lee’s Summit Animal Control Department immediately. City of Lee’s Summit Ordinance # 5.53.

8. All users of the park shall obtain and display a City of Lee's Summit dog license. Dog license and vaccination tag shall be on a collar or harness. City of Lee’s Summit Ordinance # 5.82.

9. No dogs under 4 months of age are allowed.

10. All dogs visiting the park must be spayed or neutered.

11. Female dogs in heat and dogs with fresh wounds are not allowed in the Park.

12. Dogs must be under voice control of their handler and in view of their handler at all times.

13. Dogs must be on leash, a maximum length of 6 ft., when entering and exiting the off-leash dog area.

14. No dogs are allowed within the off-leash area while restrained by a leash.

15. Spiked collars are not allowed.

16. Children under the age of 5 are not allowed in the off-leash area.

17. Children between ages 5-8 must be supervised by an adult.

18. Handlers must be a minimum of 16 years old.

19. Handlers must have possession of the dog leash at all times.

20. Only two dogs are allowed per handler.

21. Handlers must “scoop the poop” and dispose of waste in designated park provided container.

22. Handlers must repair all holes and damage done by their dog under their control.

23. No animals other than dogs shall be permitted in the area.

24. Dog Park Hours of Operation 5 AM to 9 PM (or sunset, whichever occurs first).

Public Participation

Park Board meetings are the fourth Wednesday of each month, 6:00pm, in the Strother Conference Room at City Hall, 220 SE Green Street, Lee’s Summit, Missouri 64063. These meetings are open to the public; all citizens and interested parties are encouraged to attend.

The Parks and Recreation Board strives to ensure all interested parties are afforded the opportunity to make comments in Board meetings.

In order to efficiently manage Agendas and allow for sufficient time to address all business items as well as public comments, a “Comments from the Public” agenda item is included for each meeting. Members of the public who wish to speak during this portion of the meeting shall follow the procedure below to be included on the agenda:

• Fill out a Public Participation Form, available online at www.lsparks.net or by contacting the Administrative Offices of LSPR.

• Submit the form to the Administrator of Parks and Recreation at the meeting at which you wish to speak before the meeting is called to order.

RESERVATIONS & RULES

• Shelter Reservations can be made in person at the Main Office in LS City Hall, M-F. 8:00 a.m. - 5:00 p.m., or online at LSParks.net

• Reserving a shelter does not give exclusive use to playgrounds or other amenities, only the shelter.

• Garage sales are not permitted in the parks.

• Petting Zoos, Horses, Carnivals, Personal Water Slide, Pools, and Music Concerts are NOT allowed.

• Electrically amplified music is not allowed.

• Motorized vehicles are allowed in designated parking areas only.

The following are NOT allowed in parks:

• DAMAGE of park property.

Tobacco Policy

In an effort to reduce the negative impact of tobacco use on parks and recreation patrons, the use of all tobacco products is prohibited in parks and facilities maintained, owned, and/or operated by the Lee’s Summit Parks and Recreation Department.

*Alcohol is allowed BY PERMIT ONLY at Gamber Park Shelter, Legacy Park Shelter 1 & 2, and Summit Park Shelters for $25. City ordinance prohibits the sale of alcohol on park property. Consumption of alcohol is also prohibited without a special permit from LSPR. Permit must be completed at least 5 business days before shelter rental date.

**Bounce Houses are allowed BY PERMIT ONLY at Gamber Park, Howard Park & Osage Trails Park for $25. Renter provides all necessary equipment.

Additional Information:

Your fee covers any number of hours required for your reservation for the day of your rental.
