Allison Street Levee

Constructed by the Washington Suburban Sanitary Commission (WSSC) in the 1980s An extension of the US Army Corps of Engineers (USACE) Anacostia Levee System, constructed in the 1950’s Certification work is almost complete on the Anacostia Levee System

Levee Certification Program Following the disastrous impacts of Hurricane Katrina in 2005, the USACE initiated a nationwide evaluation of levee systems In 2007, County entered into agreement with FEMA to update County FEMA Flood Insurance Rate Maps (FIRM) 44 CFR 65.10 requires that a levee accredited by FEMA and shown on a FIRM be certified by a Professional Engineer or a Federal Agency Prince George’s County Evaluation Report, October 2010, identified work elements required on the Allison Street Levee System to meet 44 CFR 65.10 and be certified


FEMA Flood Insurance Rate Maps FEMA FIRM New updated FIRM’s in process to be issued and scheduled Winter 2014 and 90-day appeal period and ultimate adoption of the DFIRM will follow. Levee Seclusion Method - FEMA will allow the non-accredited levee impact areas to be shown on the FIRM exactly as it is shown on the effective FIRM until the certification process is complete. Flood Insurance - Property Owners may not be required, but are always encouraged to purchase flood insurance.

Rehabilitate Allison Street Pumping Station Pumping station located at 3400 Chillum Road Constructed in mid-1980s, mostly original equipment Purpose of pumping station is to move interior drainage to channel area Rehabilitation includes: 

Update electrical, mechanical and ventilation systems,

Install new exterior generator

Repair exterior concrete


Levee Raising Requirements


Raise Levee Embankments

Where required, embankments will be raised 0.5 feet to 3 feet

Raise Levee Walls

Where required, levee walls will be raised 0.5 feet to 3 feet

Other Potential Wall Option Town could initiate a project to design and install a Wall Mural for a section(s) of the floodwall. • If location is identified, the County will not stain the wall but leave

it “open” and available for mural installation.

• The mural would need to be reviewed and approved by the Town. • The County would also need to review the proposed mural

materials and installation techniques.

• The mural would be installed and maintained by the Town.

Wall to be closed County will work with the community, town, property owner, and emergency services on the closure


Vegetation and Structure Free Zone 44.CFR 65.10 and USACE require no structures (poles, barricades, guardrail post) or trees/vegetation within 15 feet of levee embankment or levee wall Tree removal will be required County will provide tree replacement and will work with Communities for tree planting locations County is evaluating tree replacement sites provided by the Town

Temporary Construction Impacts Mt. Rainier North Neighborhood Park • •

M-NCPPC suggested that maybe the park should be closed during construction. The County concurs with this recommendation due to safety concerns.

The use of these locations will be coordinated with MNCPPC and included in the Right of Entry agreement

Add an 8’ landscaped median Remove parking on the north side of Arundel Rd Add Bump Outs at all intersections Narrow intersection at 31st Street Add Rain Gardens in the open space and bump out near 34th St. Decorative crosswalks throughout Estimated Cost $957,000

Considerations: Median provides space for planting up to 25 new trees Calms traffic with a median and bump outs Provides a hiker biker loop around the river Less likely to require modifications to the signal at 34th St. Creates a potential traffic hazard with single lanes on either side of the median where no cars can pass disabled vehicles – could delay emergency response vehicles Loss of parking on the north side of the street Lane width are more narrow than County Traffic Safety Division would approve

Flapper gate, sluice gate, and pipe closure deficiencies addressed, to be reinspected for final system certification
