Fire Prevention Week Is October 9-15, 2022!

Practice these safety tips to protect your loved ones and property from fire and other hazards.

HOME FIRE ESCAPE PLANNING

• Make a home escape plan. Draw a map of your home showing all doors and windows. Discuss the plan with everyone in your home.

• Practice your home fire drill at night and during the day with everyone in your home, twice a year. Practice using different ways out.

SMOKE ALARMS

• Install smoke alarms in every bedroom. They should also be in hallways that connect sleeping areas and on every level of the home. Follow manufacturer’s instructions for placement.

• Test all smoke alarms at least once a month by pressing the test button to be sure the alarm is working properly.

CLOSE BEFORE YOU DOZE!

• A closed door during a fire reduces the temperature from 1000 degrees to 100 degrees and keeps carbon monoxide levels 90% lower than if the door was open. So make sure to close your bedroom doors at night.

CARBON MONOXIDE SAFETY

• Place CO detectors in hallways that connect sleeping areas and have one detector on every level of the home. Follow manufacturer’s instructions for placement.

• Generators should be used in a wellventilated location outdoors away from windows, doors and vent openings.

• Do not run a vehicle or other fueled engine or motor indoors, even if garage doors are open.

• Only charge golf carts in the open or a in a well-ventilated area. Do not charge them overnight. Make sure older batteries are periodically filled with distilled water.

FIRE EXTINGUISHERS

• Have a multi-purpose, 2-A: 10-B:C, fire extinguisher on each floor of the home.

• Learn the proper use and maintenance for fire extinguishers.

COOKING

• Do not leave stove unattended while cooking and turn it off if you must leave the kitchen.

• Smother a small grease fire on the stovetop by sliding a lid over the pan and turning off the burner. Leave the pan covered until it is completely cooled. If you have any doubt about fighting a small fire, get out and call 9-1-1.

Followingtwo public hearings in September 2022, City Council approved the FY23 Operating Budget with three big takeaways:

1. A Tax Cut- Your City Council approved a 4.15% reduction of the millage rate to 5.32 mils. That means most homesteaded properties will see a slight reduction in taxes.

2. Supporting Growth- We will be building a 6th fire station in 2024. Preparation begins now, as we’ll need to fully staff that station. Fire Rescue will do a phased hiring of 21 firefighters. Across other City Departments including Recreation, Golf & the Police Department, we will add 18 positions.

3. This year, we’ve done away with those dull spreadsheets and replaced them with a refreshing way for you to interact with the budget online. It’s called OpenGov and it makes navigating the City budget easier and more transparent by using visual data. Visit our website at pbgfl.com/budget.

THIS YEAR’S BUDGET will support 596 full time positions. That’s approximately 9.83 employees per every 1,000 residents.

“The current vinyl liner of the competition pool has outlived its expected lifespan and is beginning to have cosmetic and functional issues. The resurfacing and renovation will give this 20-year-old pool a much-needed facelift and improvements.”

Aquatic Complex Competition Pool Renovation

Project Budget: $1,100,000

As the Aquatic Complex puts the finishing touches on the new pool that was budgeted last year, the next phase of upgrades to the facility will continue this fiscal year with the renovation of the competition pool. The current vinyl liner of the competition pool is beginning to fail as it is now past its useful life and out of warranty. Cosmetic and functional issues will be remedied with the renovation of the pool, correcting issues of plumbing, chemical usage, leak detection, and circulation. The pool will be completely resurfaced with a more durable Wet Edge product consistent with the Main Pool and the Splash Playground.

Russo Park Additional Pickleball Courts Project Budget: $200,000

The game of pickleball has never been bigger in Palm Beach Gardens!

Available court time and growing demand have led to plans for the construction of four additional pickleball courts at the Joseph Russo Athletic Complex to be operated by the Tennis & Pickleball Center. Currently, staff must consistently turn away residents and passport holders during peak hours. These additional courts will also support the Center Court Cafe and pro shop and assist in the Center’s ability to host sports tourism events. These courts will be located to the east of the Russo Concession Stand.

“This storage facility will extend the longevity and usefulness of the vehicle by removing it from the elements that could cause damage.”

Police Department Command Storage Building Project Budget: $250,000

Replacing its outdated unit, the Palm Beach Gardens

Police Department’s new 47’ Mobile Command Vehicle will be getting a new home in this year’s budget. The vehicle is equipped with two communication systems (cellular, satellite) that will allow the coordination of public safety units at small- and large-scale incidents. This unit has the capacity to operate as a standalone communications & control center, command post for critical events, disaster response coordination, coordination center for investigations, and as a base of operations for events such as the Honda Classic. The new vehicle will be replacing a 2004 Farber Command Unit, which has been used with success at many critical incidents in the North County Region. The Command Storage Building at the City’s Logistics Center will be used to store the new equipment to protect it from damage and extend the life of the vehicle.

“This netting project will serve to identify the boundaries of the driving range while protecting golfers from errant shots from the championship course to the range and from the range to the course. Golfers will be able to play and practice with a greater sense of security and separation utilizing both amenities simultaneously.”

Project Budget: $187,000

While construction of the new Par 3 golf course at Sandhill Crane Golf Club continues into early next year, the FY23 budget will fund a much-needed accessory for golf operations. A net will be constructed between hole 14 on the golf course and the east side of “The Nest” driving range. The net will serve to keep golf balls within the confines of the driving range and vice versa for the golf course, so that neither has a disruption of play for participants. This will help alleviate potential safety issues with patrons crossing from the course to the driving range and will help with daily collection of golf balls from the range.

Lake Catherine Bleacher Covers

Project Budget: $400,000

With the brutal Florida sun looming, the City is always looking for ways to provide relief to parkgoers. The next shade project is planned for Lake Catherine Sportsplex to provide protection to our residents from the elements. Similar to bleacher covers that can be found at Gardens Park baseball fields, the Sportsplex will soon see these upgrades which are handicap accessible and maintained by the Parks and Grounds staff.

Fire Station 61 Garage Door Replacement

Project Budget: $300,000

In the world of Fire Rescue, response time is everything. That’s one of the reasons the garage doors at Fire Station 61 will be replaced in the next budget year. Upgraded doors will open significantly faster to avoid emergency response delays and are designed with less moving parts which in-turn will require less maintenance. The current doors suffer from constant maintenance to significant delays in finding the correct repair components for outdated equipment which has also led to the decision. The new modern solution is a bay door design that can withstand up to 175 mph hurricane winds.

Did you know?

The City’s first historic district starts at the entrance to MacArthur Boulevard. The great banyan trees that were planted in 1961 and 1962 are in the center of the oval, framed on both sides of the road with waterfalls flowing over a large rock wall. The rock facade and waterfalls were gone by the 1980s.

The City of Palm Beach Gardens continues to accept applications for its Mortgage and Rent Assistance program, designed to aid low-to moderate income families that were directly impacted by the COVID-19 Pandemic with funds provided through the Coronavirus Aid, Relief, and Economic Security (CARES) Act. Please note, households do not need to be behind on rent or mortgage payments to receive assistance.

Online and paper applications will be accepted. Paper applications are available at City Hall or via email. An appointment must be made with City staff to submit a paper application.

Magician’s Birthday

Usually with abstract art, there’s an interesting story behind what inspired the artist to create such structures. Often times, the meaning is deep, difficult to interpret but easy to appreciate. In the case of veteran environmental artist Mark Fuller, it’s no different. In many instances, artists are simply inspired by their surroundings combined with their life experiences. The perfect example of this stands at about 12 feet tall near the entrance of the Palm Beach Gardens Mall.

In 2002, City Council approved the construction of a drive-through bank office, which was at the time known as SouthTrust Bank. It is currently known as Wells Fargo. In 2003, as a part of the Art in Public Places program, the Art Advisory Committee was given funds specifically to have a sculpture built outside of the Gardens

Mall area. This sculpture was created by none other than Mark Fuller, who has created several unique structures around Palm Beach Gardens. The idea for this piece of art was directly correlated to the bank and some of Fuller’s personal experiences when checking his account. This structure stands as a vertically triangled figure with seven ring-shaped circlets lined up near the top. The sculpture is called Magician’s Birthday

Looking at this structure from the side, one can see there are seven coins; however, when viewing the structure from the front, the center of the coin is missing. This metaphorically represents how Fuller believed a chunk of money seemed to always be missing from his bank account thanks to hidden service fees.

Sometimes, it’s relatable stories like this that we miss when looking at such abstract pieces of art. Knowing this story, hopefully now when one drives by this sculpture, it will be a good reminder to keep a watchful eye on your bank account before your money disappears!

Alton Town Center Gas Station

The Mobil gas station is the last building under construction in Alton Town Center and will complete the development’s program with architecture that is consistent with the other buildings throughout. This project provides fueling services, a small convenience store, automatic car wash and five vacuum stations for the Alton project and surrounding community. The Alton Gas Station is currently under construction and is anticipated to be completed in the first quarter of 2023.

There’s finally movement taking place on the old DMV site. The new Tax Collector’s Office will provide a much-needed update to county’s government service facilities in the North County area. Services provided at this facility include: Hunting, Fishing & Driver’s Licenses, Vessel, Boat, Digital Fingerprinting & Motor Vehicle Registration, as well as Property and Business Tax Services.

The Tax Collector’s Office is currently under construction and is anticipated to be completed

summer of 2023. This office will replace the previous driver’s license facility and consolidates these operations with the Tax

Collector’s Office currently in the North County Courthouse building next door. The facility will feature a sleek modern design with artwork by local artists throughout.

Since August 2021, much anticipation has surrounded the construction of the new main pool at the Palm Beach Gardens Aquatic Complex. Although the project was estimated to be complete by spring of this year, much like other construction projects across the country, the pool has met its fair share of challenges which have included breaks in the supply chain and material shortages.

Over the many months, City staff has worked through setbacks to deliver the first phase of what will eventually be a complete makeover of the pools and buildings of the Aquatic Complex. Once completed, the renovated Main Pool will offer new features for the

community, such as a zero-depth beach entry and expanded learn-to-swim programming space. A dynamic, largescale flume slide has been installed and, because of its magenta tone and silver staircase embedded with notes of glitter, has been dubbed the “Sparkle Slide.”

Staff expects this feature to be a big hit that will rival any water park.

“These new amenities, coupled with the refurbished existing slide, new rock walls, and a new diving board will create a fun environment for pool patrons,”

shared Erin Anderson, Operations Manager-Aquatics.

With the versatility the increased programming space provides, the Recreation Department will be able to expand programming by 30%. One benefit of the expanded programming is that it will further strengthen the City’s position in the community as a stable employer of our young adult population. The Aquatics Division hires Aquatics staff beginning at 15 years old, with progressive responsibilities that have proven to be invaluable for resume building and building foundational employment skills. Patrons can also look forward to more offerings from popular programs such as the Learn to Swim Water Safety Program and growth of the Palm Beach Gardens Makos Swim Team.

“The zero-depth beach entry will allow for ease of access for younger children, seniors, and people of all abilities,” said Daniel Prieto, Deputy Leisure Services Administrator.

Once the Main Pool reopens, residents can expect to find an accessible leisure pool with a resort look. At the far end of this 220,000-gallon pool will be a dive well equipped with two AquaClimb rock walls and a one meter diving board. Two water slides drop into varying water depths, and spray & float features throughout make the leisure pool area a place that the whole family can enjoy.

Fun times are on the horizon! The Main Pool renovation project is scheduled to be completed later this year. Construction of the Aquatic Complex building and restrooms continues.

A Tree limbs and trunks are limited to 10" or less in diameter; vegetation waste, except palm fronds, must be no more than 6' in length and no single item shall weigh more than 50 lbs., and should be placed neatly at the curb for collection.

Congratulations to Love Serving Autism and the Palm Beach Gardens Tennis & Pickleball Center for being the Florida Recreation & Park Association 2022 Award Winner for Innovative Programming: Diversity, Equity, and Inclusion. In 2021, the partnership launched a weeklong therapeutic tennis camp for youth who have been diagnosed on the autism spectrum.

According to the CDC, 1 out of 44 children have been diagnosed with Autism Spectrum Disorder by the age of 8. With the demand for inclusive programs rising, Love Serving Autism and the City of Palm Beach Gardens Recreation Department began a Therapeutic Tennis & Pickleball Camp that combines physical activity with educational assistance.

The merging of these two programs provided a more effective way to reach the underserved population and offer sessions in speech, occupational, physical and behavioral therapies. Research conducted since inception showed that participants experienced a 92% improvement in social skills and a 57% improvement in expressive language skills.
