It’s May, and Stoughton has a lot to celebrate! This year’s Older American’s Month’s focus is on how older adults are taking charge of their health, getting engaged in their communities, and making a positive impact in the lives of others. -It isn’t hard to see how older adults are achieving this as participants at our local Senior Center every day and throughout town during Syttende Mai! We invite you read on for the history of Older American’s Month along with the 50-year old Older American’s Act, as well as for our latest program and service offerings. This May, and everyday, we invite you to Get into the Act!

Stoughton, Towns of Albion & Dunkirk The Case Management program links older adults with services available to help them remain as independent as possible in their own homes and community. Our Senior Center’s case managers are devoted to coordinating, evaluating and advocating for such services to meet each individual’s needs and preferences. Call 873-8585 to schedule an appointment. If you live in Dunn, Pleasant Springs or Rutland case management services are provided by the McFarland Senior Outreach, (608) 838-7117.

Equipment such as wheelchairs, walkers and other items may be checked out on a short-term basis to those residing in our case management service area (Stoughton, Town of Albion and Town of Dunkirk). Call or stop in for details. Monetary donations accepted.

News: Case Management Services Information - and community-based services they need to live independently in their communities. It is also an occasion to highlight how older adults are engaging with and making a difference in those communities.

“Get into the Act” Older Americans Month 2015 Older adults are a vital part of our society. Since 1963, communities across the country have shown their gratitude by celebrating Older Americans Month each May. The theme of this year’s celebration is “Get into the Act,” to focus on how older adults are taking charge of their health, getting engaged in their communities, and making a positive impact in the lives of others. The theme also reflects on the 50th anniversary of the Older Americans Act. President Lyndon B. Johnson signed the Older Americans Act into law in July 1965. Since that time, the Act has provided a nationwide aging services network and funding that helps older adults live with dignity in the communities of their choice for as long as possible. These services include homedelivered and congregate meals, caregiver support, community-based assistance, preventive health services, elder abuse prevention, and much more. By promoting and engaging in activity, wellness, and inclusivity, more Americans than ever before can “Get into the Act.” While the Stoughton Area Senior Center provides enriching programs and services to older adults year-round, Older Americans Month offers an opportunity to emphasize how older adults can access the home

Throughout the month, the Stoughton Senior Center will be conducting activities and providing tips on how to access programs, resources and opportunities designed to maximize the independence of older adults in our community. Tech Support Phone Scam Cybercriminals -a growing fraud scheme You have heard never to give out personal information to anyone who calls you, whether it is Social Security, Medicare, your bank, credit card companies, or any apparently legitimate agency-always err on the side of caution and only give out information if you placed the call. Our Senior Center staff have recently been told of a prevalent fraud scheme that involves computer tech support. A person may call and identify themselves as a representative of Microsoft or a company affiliated with them. They might offer to help solve your computer problems or sell you a software license. Once they have access to your computer, they can do the following: 

Trick you into installing malicious software that could capture sensitive data, such as online banking information.

Convince you to visit legitimate websites (like www.ammyy.com) to download software that will allow them to take control of your computer remotely.

Request credit card information so they can bill you for phony services.

Direct you to fraudulent websites and ask you to enter credit card and other personal or financial information there.

Neither Microsoft nor its partners make unsolicited phone calls to charge you for computer security or software fixes. Cybercriminals often use publicly available phone directories, so they might know your name and other personal information when they call you. They might even guess what operating system you're using. Do not trust unsolicited calls. Do not provide any personal information. Why Are So Many Facing Reduced FoodShare Benefits? by the GWAAR Legal Services Team (for reprint) FoodShare is Wisconsin’s program for the federally funded supplement nutrition assistance program (SNAP). The program is administered jointly by federal, state, and local governments. Over the course of the last year or so, many Wisconsin residents have experienced a reduction in the amount of monthly FoodShare benefits they receive. In November 2013, temporary benefit increases to SNAP from the 2009 American Recovery and Relief Act ended. The focus of this article, however, is on the more recent change that came via the 2014 Farm Bill. Although the name of the bill sounds like it has no correlation to FoodShare, it actually redefined how net income is calculated for SNAP households receiving aid from the Low-Income Home Energy Assistance Program (LIHEAP) or locally known as Wisconsin Home 4

Energy Assistance Program (WHEAP). According to the Hunger Task Force, this change has resulted in reduced benefits to more than 255,000 low-income households in Wisconsin. What did the 2014 Farm Bill change? Wisconsin and several other cold weather states offered a single deduction for heating and cooling costs — known as the “Heat and Eat” program. Participating states provided the full utility deduction (HSUA) to recipients if they received any assistance from LIHEAP. To maximize FoodShare benefits, all FoodShare households were given a $1 annual LIHEAP/ WHEAP benefit, thus qualifying for the full utility deduction. However, the 2014 Farm Bill mandated that households must receive an amount greater than $20 in LIHEAP in the past 12 months to receive the full utility deduction. Wisconsin then stopped granting the automatic $1 LIHEAP benefit to FoodShare households. Who was affected by the change? People who had been receiving the $1 WHEAP benefit will likely face a reduction in benefits as they are no longer receiving the $1 benefit and are no longer eligible for the standard utility deduction. Likewise, persons who are not required to pay a separate utility bill (it is wrapped into their monthly rent) are likely to face a reduction in benefits. This change has particularly affected people who live in subsidized housing and do not pay a separate utility bill. People who pay a separate utility bill or have received at least $20 in WHEAP benefits in the past 12 months will likely not face a reduction in benefits due to these changes. When will the reductions take place? Changes have been implemented on a rolling basis and there was some confusion regarding whether persons in subsidized housing should be granted the full utility deduction. This has since been resolved; the current policy states that to receive the full utility deduction, a person must be required to pay an actual utility cost or receive at least $20 in WHEAP in the past 12 months.

Rhubarb One of the first spring offerings from the garden brings rejuvenating gifts to the seasonal end of the winter diet. Rhubarb is high in vitamins A and C and a variety of minerals, particularly calcium.

If you dined at our meal site or received a home delivered meal this year, you will be receiving a survey in the mail in early June. Please take a few minutes to complete the survey and return it in the enclosed self addressed, stamped envelope. Your input is important—your confidential answers will help us determine if our Meal program meets your needs. Thanks!

RECIPE OF THE MONTH: Rhubarb Bread 1 cup soured milk (add I tablespoon vinegar to 1 cup milk, let sit 5 minutes) ¾ cup brown sugar 2/3 cup oil 1 egg 1 teaspoon vanilla 2 ½ cups flour 1 teaspoon baking soda 1 teaspoon salt 1 ½ cups rhubarb, chopped ½ cup sugar 1 tablespoon butter Heat oven to 325 degrees; grease 2 loaf pans. Mix soured milk, brown sugar, oil, egg and vanilla. In separate bowl, mix flour, soda and salt. Add dry ingredients to wet, Add rhubarb and mix. Pour into pans. Blend sugar and butter; sprinkle on top of batter. Bake 50 minutes.

Nutrition Program Information: Meals are provided by Dane County through Consolidated Food Services. They are packaged, delivered and served by Senior Center volunteers. If you are a vegetarian or have special dietary needs, call and talk with Lisa regarding your meal options. Nutrition Site: The Senior Center serves lunch Mon. thru Fri. at 12:00 PM. Menu pg.15. Home Delivered Meals: Meal delivery is available to homebound older adults in the Stoughton Area School District every weekday. Cost of Meals: Individuals 60 or older pay by donation. Suggested donation is $4.00. Individuals under the age of 60 must pay the total cost: Meal Site: $7.50 Delivered Meal: $7.75. Please be reminded that cancellations and reservations must be made by 1:00 PM on the previous working day. News: COA & Community Commission on Aging Meeting Highlights for April 7, 2015 Meetings are Open to the Public

Center News:  New Chairs on the Main Level, Floor buffing to be scheduled soon.  City building use policy is being worked on. Recommendations will go to City Council.  March for Meals (campaign to raise awareness for meal program) was a success. NBC-15 reported; video is on our website. Plan Do Study Act (PDSA): a evaluation tool  Discussed how the PDSA is way to understand our Accreditation and Strategic Planning processes when we identify and work on standards or areas needing change.  Our goal for this year is for Committees and the COA to better document our progress on action plans. Committee Recruitment:  Until we have more committee representation, staff is prioritizing the remaining action plans and will bring them to COA to address.  D. Sharpe, N. Hoffman and S. Boersma offered to meet with Teressa to review the Senior Center Volunteer Handbook. Center Survey: Discussed summer surveys. Evaluation Committee will determine next step. Clarification: Betty Thompson is our Town of Rutland representative to the Commission on Aging (COA). We are so appreciative of her 5+ years of service to the Senior Center and sincerely apologize for the accidental omitting of her name in the printed Annual Report. All copies online have been fixed. How well do you fit in your car, and what can you do to improve your fit? Register for this program and find out. CarFit is an educational program that will help you be a safer driver by ensuring a proper and safe fit for operating a vehicle. For example, sitting too close, or too far away from your steering wheel can affect your safety. During this event, specially trained technicians will assess your fit, and make recommendations on improving your fit. If needed, an Occupational Therapist will provide information on adaptive equipment to assist you in safer driving.

MEDICAID: What Is It? In simple terms, Medicaid is the govern-ment program that pays for long-term skilled nursing care for individuals who qualify. Unfortunately, individuals must meet strict asset and income requirements to qualify. However, if you do careful planning with a knowledgeable planner, there are ways you can become Medicaid eligible and still keep some assets. For more information on Medicaid Planning, please speak with an attorney about your personal situation. CenterEvents: Arts & Entertainment 1st Friday Movie, May 1, 1:00 PM, The Theory of Everything Based on the memoir of Jane Wilde Hawking, which deals with her relationship with Stephen Hawking, his diagnosis of a motor neuron disease (ALS) and his success in physics. Despite being confined to a wheelchair, Hawking is one of the most famous scientists in the world today.

Classic Movie Friday May 15, 1:00 PM Midway This gripping film interweaves the stories of the soldiers who fought the Battle of Midway, which took place six months after the attack on Pearl Harbor and was a turning point for the U.S. Starring Charlton Heston and Henry Fonda. For its original road show release, Midway was offered in the "Sensurround" process, which electronically shook and vibrated the audience's chairs during the battle sequences.
