A. Toprovideaguidingpolicyforemployeecompensation.
II. POLICY A. TheCityofSuffolkmaintains anemployee CompensationPlanconsistentwithTitleVII of the Civil RightsAct,theEqualPayAct,theFair LaborStandards ActandotherFederal, State and Cityregulations.
1. Thecompensationplanshallbebased uponthebudgetadoptedbyCityCouncil and constitutetheCity's paygradesforpositionsandjobtitlesfortheensuingfiscal yearand thereafteruntilanewplanshallbeadopted.
2. TheDirectorof HumanResourcesshallberesponsibleformaintaininganofficialcopyof the Compensation Plan. Acopyoftheofficial planshallbeavailableforinspectionby the public underreasonableconditionsduringbusinesshours.
III. DEFINITIONS A. Thefollowing words,termsandphrases,whenusedinthisproceduressection,shallhavethe meaningsascribedtothem inthissection, except wherethecontextclearlyindicatesa different meaning.Thetermsarefrequentlyusedinthecontextofthepersonnel managementsystem and aredefinedforclarityand uniformityof understanding.
1. Career Progression means advancement of an employee to a higher pay grade within a defined classification series.
2. Demotionmeansatypeof actionthat lowers thepaygradeof a Cityemployee.
3. DepartmentmeansamajorfunctionalCityunit.
4. Department DirectormeansanindividualappointedbytheCityManagertodirecta
major functionalCityunit.

5. DirectorofHumanResources meanstheindividualappointedbytheCityManager whois theheadof the departmentof HumanResources.
6. Employeemeansaperson workingin theserviceof theCityinoneofthe following capacities:
a. Probationaryemployeemeansanewemployeeor anemployeethatis promoted who isrequiredtosuccessfullyserve aprobationaryperiod.
b. Regularemployeemeansanemployeewhohassatisfactorilycompletedany required probationaryperiod.
c. Full-timeemployeemeansanemployeewhonormallyworksa40-hour work week.
d. Part-timeemployeemeansanemployeewhonormallyworkslessthana30-hour work week.
e. Seasonalemployee meansanemployeewhoseemploymentislimitedtoa specific periodof timelessthan5months.
f. Temporaryemployee meansanemployee whois employedfor alimitedperiodof time nottoexceed one year,tofillatemporaryneedformanpower.
g. Exemptemployeemeansan employeewho is exemptasdefinedbyapplicablelaw from the minimum wageandovertimerequirements oftheFairLabor StandardsAct.
h. Sworn employee means a public safety employee who qualifies for the Virginia Retirement System hazardous dutysupplement.
i. Non-sworn employee means a public safety employee who does not qualify for the Virginia Retirement System hazardous dutysupplement.

7. Grade meansoneof theclasses,levels orgroups into whichjobs of thesameorsimilar valuearegroupedforcompensationpurposes. Usually,alljobsina gradehavethesame payrange: minimum,midpoint,andmaximum.
8. ClassSpecificationmeansasummaryofthemostimportantfeaturesofajob, including the generalnatureof the work performed(dutiesandresponsibilities)andlevel(e.g., skill,effort, responsibilityandworkingconditions)ofthe work performed.Theclass specificationincludesjob specificationsthatdetailthecharacteristicsrequiredfor competentperformanceofthejob itselfandnotonanyspecificindividual whomightfill the job.
9. Jobtitle means thedescriptivenameforthetotalcollectionof tasks,duties, and responsibilitiesassigned tooneormoreindividuals whosepositions havethesame natureof work performedatthesamelevel.
10. Positionmeansallduties andresponsibilitiesestablishedbyajobtitlerequiring the employmentof asingleindividual.ThetotalnumberofpositionsintheCityequalsthe number ofemployeesplusanyvacancies.
11. Promotion meanstheactof beingraisedtoanother positionor anotherjobtitlewitha higher pay grade.
12. Range means a set boundaryfor compensation which identifies the minimum and maximum amount of a specific pay grade.
13. āRedCircleāCondition meansanemployeeāssalaryisatorabovethemaximum of thesalaryrangeof the job.
14. Step means the step of the payplan under which an employee is paid.
IV. PROCEDURES A. Toensurethatemployees areclassifiedaccuratelyandequitablypaidinaccordancewith the complexitiesof theirjobduties,thefollowingproceduresapply:

1. New Employees. Newemployees willbepaidat least theminimum of thepaygrade in whichthe jobisclassified.Newemployeesmaybehiredatmorethantheminimum. Thosewhose qualificationssubstantiallyexceedtheminimum qualificationsineither education,experience orboth,maybeappointedatan appropriatelevelwithinthepay graderangewiththeapprovalof theDepartment Director in consultation with Human Resources. New employee salary determinations must be equivalent to a defined step amount in their assigned payrange.
a. Allhiringrequiresthe approvaloftheDirectorofHumanResourcestoensure internalequityandfairmarketplacement.
b. SalariesaboveStep 9willrequire City Manager approval;suchappointmentswillbe basedon exceptionalqualifications and experience.
c. Department Directorsareresponsibleforensuringthatalltotalsalariesfallwithin the budgetedfundsfortheirdepartment.
d. Factorstobe consideredindeterminingsalaryinclude:
ļ· MarketRate- Areviewof whatthemarket,onaverage,paysforan employee withsimilareducationand/orexperienceinthepositiontowhich theemployeeis beinghired.
ļ· IncreasedValuetotheOrganization -Areviewof theuniquecombinationof knowledge,skills,ability,andcompetencies, whichwouldallowthenewly hired employeetoenhanceworkunitperformancethroughbroadeningthe scopeof responsibility,increasingproductivityand/orincreasingcustomer service.
ļ· InternalEquity- Areviewof thesalaries ofsimilarlysituatedemployees and/or subordinatesasitrelatestolengthofservice,educational background, experience.
2. Promotions.Allpromotionsmustbecompetitivelyrecruitedfor,unlessspecifically exempted bytheCityManageror his/herdesignee:
a. A regular or non-sworn employee who is promotedto a position which is one pay grade above the employeeās current position is eligible for a pay increase of 5%,

or theminimum salaryof thenew position,whicheveris greater,nottoexceedthe maximumofthenewpaygrade.Theemployeeāspromotionrate willbecalculated with this methodology and will then be placed on either the step that matches the calculated rate, or next highest step in the assigned range of the promoted position, not to exceed Step16. Timecountedtowards step duration will begin as of the effective date of the promotion.
b. A regularemployee whois promotedto aclass whichistwo ormorepaygrades above the employeeāspresentclass is eligibleforapayincrease of10%,or the minimum salaryof thenewposition, whichever isgreater,nottoexceedthe maximum of thenewpaygrade. The employeeās promotion rate will be calculated with this methodology and will then be placed on either the step that matches the calculated rate, or next highest step in the assigned range of the promoted position, not to exceed Step 16. Time counted towards step duration will begin as of the effective date of the promotion.
c. A sworn public safety employee promoted to a position in a higher grade is eligible to basic payat the lowest rate of the higher grade that exceeds his or her existing rate of basic pay bynot less than two step increases of the grade from which promoted. The minimum increase for a sworn public safetyemployee promoting one grade will be 5%. The minimum increase for promotions of two or more grades will be 10%. Time counted towards step duration will begin as of the effective date of the promotion.
ļ· Methodology- Increase the employeeās current step by two within-grade increases for that grade. The employeeās newstep will be the lowest step in the newrange that equals or exceeds the two-step increase of the employeeās range prior to promotion.
d. TheDirectorof HumanResourcesmayapproveanincrease up to Step 9,with appropriatejustification submitted via the Salary Adjustment Form.This approval must be received prior to extending anyjob offer, conditional or otherwise.
e. Anincreaseabove Step 9 requiresthepriorapprovalof theCityManager, with appropriate justification submitted via the Salary Adjustment Form. TheSalary AdjustmentFormshallberoutedfromtheDepartmentDirectortotheCityManagerviathe DirectorofHumanResources
f. Factorstobe consideredindeterminingsalaryincreasesabove5%or 10%include:

3. Demotions.
a. Involuntarydemotionsoranymovementwhichcauses anemployeetogofrom a positioninahigher paygradetoonethat has alower paygradelevel, without competition, willbepaidin accordance withthelower paygradeleveland willhavea decreaseinsalaryof nolessthan 5% foronegradeor 10%fortwo ormorepay grades belowtheemployeeāspresentjobclass providingthe newsalaryfallswithinthe salaryrangeof thenewpaygrade. The employeeās newrate will be calculated with this methodology and willthen be placed on either the step that matches the calculated rate, or next highest step in the assigned range of the promoted position, not to exceed the highest step in the newrange.
b. Voluntarydemotions ormovementwhichcauses anemployeetogofrom aposition ina higher paygrade to onethat has a lower paygrade,as aresultof a competitive process,mayresultinasalarydecrease. Thefollowingfactorswillbeconsideredfor determinationofthenewsalary:
ļ· MarketRate- Areviewof whatthemarket,onaverage,paysforan employee withsimilareducationand/or experienceinthepositiontowhich theemployee isbeingdemoted.
ļ· IncreasedValuetotheOrganization- Areviewof theuniquecombinationof knowledge,skills,ability,andcompetencies, whichwouldallowthe employeetoenhanceworkunitperformancethroughbroadeningthescope ofresponsibility,increasingproductivityand/orincreasingcustomerservice.

4. Transfers. The City Manager mayapprove interdepartmental and intradepartmental transfers of anemployeeto apositionhavingthesamepaygrade iftheemployeemeetsthe minimum qualificationsforthepositionandtheCityManager determinesthatsucha transferisinthebest interestof theCity. Employees transferring between two compensation plans will be placed at the equivalent step on the closest equivalent range in the newplan.
5. Lateraltransfers.Transfersoccurringwithinthesamepaygrade, willresultinno increase,unless deemednecessaryandapprovedbytheDirectorofHumanResources. Payincreases beyond Step 9 will require City Manager approval. Othertransferswillbe handledinaccordancewiththeprevioussectionsonpromotionsordemotions as applicable and the CityRecruitment and Selection Policy.
Employees transferring to a position, which is in the same paygrade at the same rate of pay willretain their time in that step and next step date. The time in a step will be restarted for employees transferring to a position in the same paygrade, but with a change in step/payrate.
6. Career Progression. Employees in identified classification series are eligible for advancement without competition upon satisfying established criteria which is indicated in the next level of the series job description. Employee advancement within the classification series can occur throughout the year based on certification by the Department Director that all criteria have been met bythe employee and final approval bythe Director of Human Resources. Career Progression advancements will follow the same rules as promotions in respect to range and step placement. A list of eligible positions/job series are below:

7. Reclassifications.Eachpositionisclassifiedbasedonitsfunction,responsibilityand other elementsofjobcontent.A positionreclassificationistheassignmentof anewjob titleand/or pay gradetoanexistingposition,eitherfilledor vacant.
a. Apositionās dutiesandresponsibilitiesmayevolve overtimedueto changesincluding,butnotlimitedtotechnology,processimprovements,or changesinbusinessstrategy.Theseare situations inwhicha reclassificationreviewis warranted.
b. Allreclassificationspursuanttoorganizationalstructuresandfunctionsmustbe submitted aspartof theannualbudgetprocess.WhenaDepartment Director requestsa reclassification,itneedstobesubmittedthroughtheDirector ofHuman Resources:
1) Amemo statingthereasonsfortherequestandotherrelevant information regardingtheposition;
2) AcompletedPositionClassificationRecommendationform asspecifiedbyHuman Resources; and
3) An organizationalchart.

BasedontheHumanResourcesDepartmentās recommendation, CityDepartment Directorsmayrequestfurtheranalysisofany reclassification requestfrom theCityās CompensationConsultant,ifavailable,andany associated consultingfees willbechargedtotherequestingCitydepartmentforsuch analysis. Ifapprovedintheannualoperatingbudgetfortheupcomingfiscalyear, any positionsbeingreclassifiedwillundergorevisionstojobdescriptions,andany additional analysisnecessarytofinalizethereclassificationtobeeffectiveJuly1st or as approved byCityCouncil. Job description revisions should be submitted through NEOGOV.
c. Throughoutthe year,Department DirectorsmaysubmitthroughtheDepartmentof Human Resourcesarequestforreviewof aposition(s) intheirdepartment,including acompleted PositionClassificationRecommendationform for thepositionasspecified byHumanResources,asaresultof extenuatingcircumstancesoutsideoftheannual budgetprocess.TheDirectorofHuman Resourcesorhis/herdesigneewillreview suchrequest(s)andproviderecommendations ofsupportordenialtotheCity Manager.BasedontheHumanResourcesDepartmentās recommendation,City Department Directorsmayrequestfurtheranalysisofany reclassificationrequest from theCityāsCompensationConsultant,ifavailable,andany associatedconsulting feeswillbechargedtotherequestingCitydepartmentforsuch analysis.If a reclassification of apositiontoadifferenttitle is approvedbytheCity Manager,the Directorof HumanResourceswilldirectappropriateactionstobetaken basedon the fullreviewofallrelatedfactors,includingbudgetaryfunding. Positionsthat arenot represented intheCityāsCompensation and Classification Plan willneedthe approvalofCityCouncil.
d. Allpositionsthataresubmittedforreclassificationmaybesubjecttoa comprehensive desk/positionaudit.
e. Anyreclassification(reassignment)ofajobtitletoahigheror lowerpaygradeor rangein the CityāsCompensationandClassificationPlan, or significantchanges injob dutiesmustbeapproved byCity Councilpriortobecomingeffective.
f. Paychanges willbeinaccordance withthepromotionordemotionguidelines outlinedin thispolicy.
g. Positionsthataremoved as aresultof acompensation studyare exemptfrom pay provisionsoutlinedinthispolicy.

8. PayGradeRange Adjustments.Asrelevantlabor marketratesfluctuateinresponseto supplyanddemandof laborandother economicfactors,payrangesmaybeadjustedas partof the annualbudgetprocess.Employeesbelowtheminimum oftheir rangeare adjustedtothenew minimum.
9. āRedCircledāSalariesOvertheMaximum. Employeesshallnotbecompensatedin their annual/hourlysalaryataratehigherthanthemaximum of theirpayrangeset forth inthe current yearāsCompensation and ClassificationPlan.Intheeventan employeeās salaryis higher thanthemaximum of their payrange,their salarywill beāredcircled,ā meaningtheemployee willnotreceiveanystep movement beyond the maximum step in their assigned rangeuntiltheirsalaryfalls withinthe payrangeoftheir position. Employees at the maximum of their payrange will be eligible to receive increases only when the payplan structure increases as approved by City Council.
If an employee in a āred circledā status is selected for a promotional opportunity and the resulting salary is greater than the maximum of the newsalaryrange, the employee may receive the amount of the salaryincrease in the form of a one-time bonus.
10. CostofLiving SalaryIncreases. Costoflivingsalaryincreasesmaybegivenat any time duringthefiscal yearas determinedandapprovedbyCityCouncil.Whenacostof livingadjustmentisapprovedbyCityCouncil,eachstepplanwillbeupdatedaccordingly, andallfulltimestep-eligibleemployees notcurrentlyatorabovethemaximumofthepay rangewillreceivetheappropriate percentage of salaryincreaseontheir current salary. Allparttimeemployees not currentlyatorabovethemaximumof thepayrangewill receivethe appropriate percentageofsalaryincreaseontheir currentsalary.All employeesshall bepaidat leastat theminimum of theirpaygrade.Therefore, employees willreceiveeither theapproved percentagecostoflivingadjustmentorthe newminimum of theirpaygrade, whichever is greater.
11. PayIncreasesforGrantEmployees. Grantemployeesmayreceiveperformance increases, costoflivingincreases,or bonuses when allowablebythe fundingoftheir grant.
12. ReturntoCityEmployment.Employees whoresignedingoodstandingand whoreturn to Cityemployment inthesamepositionfromwhichtheyleftwithin90calendar days will bereinstatedandshallhavetheiremploymentpriorto their separationcountasservice. Thisapplies,asappropriate,to the vacationaccrualrate,andfor senioritypurposes.In addition,sick leaveforfeitedatthetimeof separationshallberestored.

13. Temporary Assignment Pay(Acting). Before assigning an employee to a higher level position for a temporary period, a vacant or temporarily vacant, a full-time equivalent position must be available. The Department Director shall submit a request for approval bythe Director of Human Resources for a supplemental salary adjustment for the temporaryassignment. If approved by the City Manager or his/her designee, the Department Director shall assign the employee to the higher levelposition for the temporaryperiod.
a. To be eligible the employee must temporarily work in a position that has a higher grade than the employeeās regular job title for a minimum of 14 consecutive work days.
b. Onceanemployeeis approvedtobe placedinahigher level positionfor atemporary period,theDepartment DirectorshallcompleteaPersonnelActionRequest(PAR) indicatingthe reasonforthetemporaryassignment,theposition,thesalary(which should followthe promotionalsalaryguidelinesprovided in Section IV, A2),and the lengthofthetemporaryassignment. The employee will continue to accrue time in step credit for their non-acting position step placement for the length of the temporaryassignment.
c. Temporary(acting) assignments are anticipated to last more than fifteen (15) consecutive work days, but less than 12 months. In no case maythe assignment lastmorethan twelve (12) months withoutthe written approval of the Director of HumanResources and theCityManager. This writtenapproval willbe granted for a specified amount of time not to exceed anadditional 6months.
d. On the date the employee is no longer performing such temporaryassignments, his or her compensation shall return to the amount of his/her formerlyassigned position and step. The Department Director willcomplete a PAR to end the acting assignment and acting supplemental pay.
14. Step Movement. Except as otherwise noted, the starting salary of anyfull-time step-plan eligible position shall be the Step 1 rate. Advancement to the next step shall be made on the basis of meeting the minimum duration (months) provided for each step as specified in the Step Plan schedules.

a. Step Duration ā All step plan-eligible employees will begin accruing step service credit beginning with the employeeās initial date of hire or new step placement through other employment actions (promotions, demotions, etc.). Human Resources will track service credit for all eligible employees on an ongoing basis.
b. Step Advancement ā Regular step plan movements for the City will occur on the anniversarymonth of step entry date. Eligible employees who have worked at least the minimum of the duration requirement of their step will be automatically moved to the next step in their range. The date of placement in the new step will serve as the employeeās new start date for duration accruals.
c. Step Movement Methodology- When an employee reaches their employment anniversarymonth, they will receive the step increase on the 22nd of that month. The employee will begin receiving the increased rate on the first paycheck of the following month.
d. Simultaneous Employee Actions āWhen an employee is scheduled to receive a promotion or career progression on the same date as a step increase, the rate of the new step should be used as the basis for calculating the promotion rate. Lateraltransfers occurring on the same date as a step increase should receive the amount of the step increase at the time of the effective date. The application of step movements for demotions and other employment changes occurring on a step movement date will be determined on a case bycase basis by the Director of Human Resources.
e. Step Considerations ā Step duration figures will not be rounded when determining step placements. Once an employee is placed in the highest step of their range, they will no longer be eligible for step movement and associated salary increases untiltheir salary is less than the highest step in their range.
f. Step Adjustments and Initiatives ā Step Adjustments maybe made in special circumstances with the Department Director, Director of Human Resources and the City Managerās approval via the SalaryAdjustment Form. All adjustments mustmeet one of the following categories:

1. Bonafideexternal joboffers āWhenlossofanemployeeās servicewouldbe considereddetrimentaltotheCity,asalary adjustmentmaybeconsideredtocounteran outsidejoboffer.An employeemustfurnishacopyof theexternaljobofferonthe prospectiveemployerāsstationery/letterhead,withawrittenletter of resignationfrom theircurrent position;or
2. InternalequityāAreviewofrelevantcircumstancessurrounding therequestshouldbe submitted(forexample,thesamefactsfor otherjobclassesaffected,suchaslengthof service,hiringdate, paygrade,educationalbackground,experience,scarcityofthe hiring poolatthetimeof employment,andsimilarfactors)tothe Director of HumanResources; internalequitystepadjustmentswill alsorequirejobmarketevaluationandmayrequirea comprehensive desk audittobecompleted. Adjustmentsmustnot exceedjobmarketrate andmustfallwithin the payrange of that job classification;or
3. Valueaddedtotheorganization āIt isrecognized thatsituations changeovertimeand thevalueof anindividualmaybeenhanced byvarious dynamiccircumstances,suchthat anindividualshould berewardedfordemonstratedvaluetothe department/organization.
15. SupplementalPays.Supplementalpaysmaybegrantedto employees who,inaddition totheirregularjob functionsandresponsibilities,haveadditionalresponsibilitiesrequiring specificandadditional skills,certificationsoruniquehoursofassignment. Employees assigned to one or more Police Ancillary Units are eligible to receive monthly stipend. Employees may only receive 1 stipend regardless of the number of ancillary units they are assigned. Environmental Specialist, Civil Engineer (Environmental)
Employees must be certified as a Certified Floodplain Manager by the Association of State Floodplain Managers (ASFPM). Certification must be maintained annually as required by ASFPM. Employees must annually submit applications for Community Flood Preparedness Fund (CFPF) to the Virginia Department of Conservation and Recreation (DCR). Should the requirement for this certification for the City to apply for grant funds or to administer the program expire, so does the stipend.
Employees will be assigned this stipend with prior approval of the Department Director.

This supplement will be paid for occurrences when a civilian is required to be escorted to a medical facility or in emergency custody.
