The City of Woodstock relies upon input from residents who serve on boards and commissions on a volunteer basis. Residents interested in serving may contact the Mayor’s Office.

Water and Sewer bills may be paid in-person at City Hall, online by visiting the secure payment portal, by signing up for the Direct Debit Program, or by mailing a check or money order to City Hall. Visit woodstockil.gov/208 for more information or call 815-338-4300.

AT CITY HALL
MDC Environmental Services handles garbage, recycling and yard waste collection for the City of Woodstock. If you wish to have weekly garbage and recycling pickup, contact City Hall at 815-338-4300. Households in need of more than one recycling bin may purchase a 19 gallon carry-style bin or 35 gallon slightly-used wheeled recycling toter at City Hall. Yard waste collection starts the first full week in April and ends the last full week in November. A yard waste sticker must be affixed to each bag, bundle or can in order to be picked up by MDC Environmental Services, stickers can be purchased at City Hall, Woodstock Public Library, and Jewel-Osco. FACILITY RULES & CLOSINGS
• Children under 10 yrs must be supervised by a guardian 16+ yrs old.
• All swimmers must wear a lined swimming suit. Street clothing such as cut-off shorts, t-shirts, workout clothes etc. is not permitted.
• For all non-toilet trained participants, aquatic diapers are required. (No Splashers or Swimmers).
• Floatation devices of any kind are NOT allowed (water wings, lifejackets, puddle jumpers, rafts, noodles, swim suits with floation, etc.).
• Facemasks, snorkels and fins are not allowed in the facility.
• Umbrellas and tents may not be staked in the ground.
• The wading pool is for children under the age of 6. They must be accompanied by a guardian 16+ years old.
• Woodstock Water Works is not responsible for any lost/stolen items.
• Grilling is not allowed at the facility.
WOODSTOCK WATER WORKS RESERVES THE RIGHT TO:
• Close areas of the facility so the rest of the facility can remain open.
• Close for special events/programs.
• Close early due to inclement weather or if lightning is sighted or thunder is heard. (If WWW does not open due to inclement weather, the earliest it will open, weather permitting, is 2:00P.)
• Close early due to low attendance. The pool will close at 4:00P if attendance is 25 or less.
• Clear the pool for a minimum of 1 hour in the event of a fecal/vomiting accident so that chemical adjustments can be made per Health Code Regulations.
THE LAP POOL WILL CLOSE at 4:00P on June 6, 18 & 25, July 2 & 9.

Lap Swim should be an orderly, continuous swim. In order to recieve full benefits and enjoyment from lap swim, it is important that all participants respect other swimmers and abide by the following rules:
• Lane lines must be shared; swimming in a circle to the right if others are in the lane.
• Pick the appropriate lane according to your speed.
• Lanes can not be reserved.
• Rest on the side of the wall to allow swimmers to pass.

A community splash pad would be a fitting tribute to her longtime service (20 years) to Woodstock Water Works and creating a fun and safe place for families and children to create special memories.
This splash pad will provide an inclusive area and a new experience for residents and patrons for generations to come.

After 27 ½ years of service, I will be retiring as the City of Woodstock’s Recreation Director.
Among the highlights of my tenure is the design and construction of the Emricson Park Recreation Path, a resource utilized yearround by residents and visitors alike. Additionally, I am proud to have steered the referendum, design, and construction of the City’s award-winning Woodstock Water Works. From sunrise to sunset, this facility has become a bustling hub of activity that attracts thousands of patrons throughout the summer months. Lastly, I have had the privilege of overseeing the purchase and renovation of the Recreation Center. It has developed beyond a fitness center and has become a cornerstone of our community, housing most of the Recreation Department’s indoor programs. It brings me immense joy to witness the record number of members who now, as I do, call it home.
When it comes to programs, the Recreation team has tirelessly worked to provide high-quality, innovative, and affordable events and opportunities that enrich the lives of Woodstock residents. I have had the opportunity to work with so many great individuals in our community, and these programs would be nothing without their commitment. As you peruse the following pages, you will see the time and effort Mary Lynn Lisk, Becky Vidales, Alan Dunker, Renee Torrez and the rest of the staff here has dedicated to providing a wide breadth of programs aimed at enhancing the overall quality of life in our community.
As I bid farewell to this chapter of my life, I am filled with gratitude for the countless memories and friendships forged over the years. Woodstock Rec has not only been a fulfilling place to work but has also played a vital role in shaping my family’s lives today. Tami and I practically raised Matt, Ryan, and Jay within these walls, and their names are on the short list of people who may have spent more time here than I did these last two and a half decades.
My family has thoroughly enjoyed and appreciated the Rec Path, Woodstock Water Works, and the Rec Center, and I walk away confident that the legacy of the City of Woodstock’s Recreation Department will continue to thrive, bringing joy and happiness years to come.

PARKS AND RECREATION COMMISSION
Mike McCleary, Chair; Pete Riis, Donna Fischer, Shannon Jackson and Jason Cohen are volunteer Commission members representing diverse interests within our community for the development and improvement of parks and recreation opportunities in Woodstock. The commission meets the second Tuesday of each month at 7:00P at Woodstock City Hall, 121 W Calhoun Street.
PARK FACILITIES/PAVILIONS – RESERVATION SCHEDULE
The Recreation Department coordinates the schedules of community athletic organizations, recreation programs and special events within the city parks. Please contact Alan Dunker at adunker@woodstockil.gov or call the Recreation Department at 815-338-4363. Pavilion rentals must be made at the Woodstock Recreation Center.
FINANCIAL ASSISTANCE FOR RECREATION PROGRAMS
The Recreation Department has financial assistance available for individuals and families who reside within Woodstock Corporate City Limits with low incomes in the form of a discount on Recreation Department programs and Woodstock Water Works passes.
Financial assistance may be available for individuals and families who reside outside of the Woodstock city limits, as well as Recreation Center memberships for individuals 14-21 years old.
Applications are required, plus proof of residency and income verification. For complete details and financial aid guidelines contact the Recreation Department, 815-338-4363 or mlisk@woodstockil.gov.
INFORMATION TO NOTE…
• Call-in registrations will not be accepted.
• Don’t wait until the last minute! Register right away. In order to provide well organized programs for our participants all registration must be received one week prior to the start of class.
• Late registration will be accepted if there is space. The fee will increase a minimum of $5 per registration.
• Registration confirmation will NOT be mailed, but can be emailed if a legible email address is provided at registration.
• Waitlist participants will be called if/when openings become available or new classes are formed. There is no charge to be included on a waitlist.
• Registrant must be age or grade listed by the first day of the program. Grade applies to the 2024-2025 school year.
RESIDENCY The Recreation Department is funded by City of Woodstock taxpayers. This subsidy is supported from the general corporate (real estate) tax and is the basis for our R / NR fee structure. The distinction is based on your place of RESIDENCE and whether or not it is within corporate city limits. If you are unsure whether you live within the corporate city limits, call us and we will let you know. The City of Woodstock reserves the right to ask for verification of residence. Woodstock Recreation Department is a department of the City of Woodstock and is not a park district (separate taxing body).
RETURNING CUSTOMERS If you have registered for a program or purchased a pool pass in previous years, please call the Recreation Department for your User Name and Password to eliminate duplicate information and registration delays.
NEW CUSTOMERS When adding your household to our database please remember that a household is defined as parent(s) and dependent children (under 18) living at the same address. American Red Cross
Learn to Swim Age: 4+
The American Red Cross Learn to Swim Program is designed for participants to be safe in and around the water. The participant’s ability to progress from one level to the next is dependent upon their own abilities to pass specific requirements for each level along with their attention span. Water safety skills are taught at each level. 8 Classes. Min/Max: 6/10.
It is not unusual for a child to repeat a level more than once before passing to the next level. Attention span is also a key skill in passing from one level to the next. Registration is not accepted at Woodstock Water Works.
Location: Woodstock Water Works Fee: $100 R / $120 NR
Level I Learn to feel comfortable in the water and enjoy the water safely. Skills include: entering and exiting the water unassisted, blowing bubbles with mouth and nose, floating with support, arm action, kicking and water safety skills.
Level II Learn fundamental skills such as floating without support, using simultaneous and alternating leg and arm actions, introduction to treading water, finning, changing positions from front to back and water safety skills.
Level III Additional guided practice to skills from Level II skills, learning treading water, front crawl, back crawl, beginning head first entries, introduction to scissors kick, elementary back stroke, rotary breathing, introduction to the dolphin kick and water safety skills.
Level IV Develop confidence in front crawl, back crawl and elementary backstroke. Begin learning the breaststroke, butterfly, sidestroke, open turns, diving and water safety skills.

Lifeguard Certification
Age: 15+
Get a jump start on your certification and be ready for the summer of 2025! This class provides entry-level participants the knowledge and skills to prevent, recognize and respond to aquatic emergencies and to provide care for breathing and cardiac emergencies, injuries and sudden illnesses until EMS personnel take over. Prerequisites: must be 15 years of age, swim 300 yards continuously, tread water for 2 minutes using only the legs, complete a timed event within 1 minute, 40 seconds starting in the water, swim 20 yards, surface dive to a depth of 7 to 10 feet to retrieve a 10-pound object, return to the surface and swim 20 yards on the back to return to the starting point and exit the water without using a ladder or steps. Must be 15 by the time class begins, no exceptions. 5 Classes. Min/Max: 6/10.

Trotting Tots Age: 3-7
Horseback Riding, especially for young children, opens developmental doorways that can lead to a happy and balanced life. This program is designed for 3-7 year olds and builds on the benefits of horseback riding to sharpen focus, instill confidence and improve muscle coordination, core strength, balance and flexibility. Your young child will learn how to communicate with the horse through body signals and cues. They will learn how to groom and saddle a horse as well. Games, songs and body movement in the saddle help develop not only the mechanics of horseback riding but also your child’s listening skills, sense of responsibility and creative expression. This class will be one on one with an instructor for 40 minutes for 4 classes. Time slots are available Monday-Saturday. Min/Max: 1/15.

Horseback Riding Age: 6-18
John White Stables offers a lesson program for all ages. The focus of our program is to provide our riders with confidence, self esteem, a sense of achievement, and an understanding of horses and horsemanship in a safe environment. As their skills develop, riders will be encouraged to participate in local academy shows where they will ride on of our horses and compete against other beginning riders. Helmets are provided and must be worn, along with long pants and leather tieon shoes or pull up boots (no tennis shoes). The child’s parent/guardian must sign a release form. This beginner class will teach the fundamentals of tumbling. Students in this class will work on basic progressions: forward rolls, backward rolls, handstands, handstand drills, cartwheels, round-offs, front and back walk overs and back handsprings. This fun, skill-intensive program is designed for beginning to intermediate players. Using our progressional curriculum, we focus on the whole player - teaching sportsmanship and teamwork. Boys and girls will learn the fundamentals of passing, shooting, ball handling, rebounding and defense through skill-based instruction and small-sided scrimmages. STORMWATER MANAGEMENT
Stormwater systems were originally intended to route rainwater quickly off the streets during a heavy storm. Unfortunately, these systems can carry pollutants such as pesticides, bacteria and chemicals through city streets and straight to our waters. Stormwater pollution can include chemicals, fast food wrappers, cigarette butts, Styrofoam cups, plastic bags, sewage overflow, cooking oil, bacteria from pet waste, used motor oil, fertilizers, paint and construction debris.
There are many simple, basic steps residents of Woodstock can do each day to prevent stormwater pollution:
• Don’t dump waste into storm drains.
• Keep yard clippings, brush and leaves out of the street.
• Dispose of household chemicals properly. Follow the directions on the package or call the Public Works Department for proper disposal guidelines.
• Clean up oil spills and fix leaking automobiles.
• Use drip pans to catch engine oil and other pollutants while repairing cars.
• Recycle used motor oil.
• Sweep driveways clean instead of hosing them down.
• Water your lawn by hand, or adjust sprinklers to avoid over-watering. If any water flows off of your lawn, you’re using too much water.
• Wash your car at a commercial car wash, or at least wash your car on an unpaved surface so the excess water can be absorbed by the ground.
• Drain swimming pools and spas into a sanitary sewer outlet, never into a street. Please check with the Public Works Department first before doing so!

This plan addresses, among other things, stormwater quantity and quality, storm water runoff control, storm water design and performance standards for various types of development as well as public education and public involvement in recognizing and reporting potential contaminants that impact stormwater runoff. HYDRANT FLUSHING
The City’s Public Works Department flushes fire hydrants as a preventive maintenance measure twice a year. Spring 2024 schedule:

During this time, residents are encouraged to perform their own preventive maintenance by checking their supply line to their washing machines. Hydrant flushing can result in discolored water; however, the water is safe to drink. You should not wash clothes when hydrants in your area are scheduled to be flushed.
SANITARY SEWER BACKUPS
A sanitary sewer backup into a home can occur without warning due to a number of reasons. As soon as a backup occurs, the property owner should contact the City to inspect its main.
If the blockage or problem is found in the City’s main, there is no fee to remove it. However, if it is found in the private sewer service, the property owner will be advised on steps necessary to alleviate the backup and/or repair the damage.
Residents experiencing a sanitary sewer backup Monday through Friday, between 7:00A-3:30P, should immediately contact Public Works at 815-338-6118.
Outside of these hours, please use the Woodstock Police Department non-emergency number, 815-338-2131 and a Public Works employee will be dispatched.
RIGHT–OF–WAY (ROW) PERMITS REQUIRED
Before a resident or contractor begins work within the public right-of-way, a permit must be obtained from the City.
Types of activities requiring a ROW Permit may include, but are not limited to: planting a tree, replacing or installing a new driveway approach, replacing public sidewalk, re-grading the treebank area or repairing a water or sewer service. Illinois state law requires contacting JULIE before any digging project begins, no matter how big or small the project may be.

GARAGE SALE PERMITS
Garage sales are permitted in all residential zoning districts between the hours of 8:00A-8:00P. Residents are required to obtain a Garage Sale Permit in advance of any planned sales for a fee of $5. Based on City code there are limitations to the number of sales that may occur in a calendar year, the number of signs that may be posted, as well as the number of days a sale can run. BLOCK PARTY REQUEST FORM
City approval is required to close a street for a block party, an application should be submitted with the approval of every resident impacted by the closing of a street. Additionally, the City can provide supplies such as barricades to close the street, picnic tables, and trashcans.

Residents may pick up wood chips, FREE of charge, behind the Public Works facility at 326 Washington Street. Please be sure to bring your own container(s) and shovel for loading.

• Maintaining 125 miles of water main, 107 miles of sanitary sewer, 83 miles of storm sewer, 20 lift stations, 2,200 catch basins & 2 water pressure stations.

• Snowplowing and maintaining up to 130 paved miles of streets.

PEDESTRIANS
No matter what the season, motorists need to be mindful of the pedestrian’s right-of-way at crosswalks. The Illinois Vehicle Code 625 Section 5/11-1002 states, “When traffic control signals are not in place or not in operation the driver of a vehicle shall stop and yield the right-of-way, slowing down or stopping if need be to so yield, to a pedestrian crossing the roadway within a crosswalk…”
The Woodstock Police Department urges motorists to be alert for pedestrians both on City sidewalks, and the pathways in City Parks, and yield to pedestrians as required by Illinois Law.

SENIOR CITIZEN CALL-IN PROGRAM
In an effort to provide peace-of-mind and a sense of well being, the Police Department offers the Senior Citizen Call-In Program. A person must be sixty-five (65) years of age or older, live alone in an independent single-family residence and have no immediate family residing within McHenry County, Illinois.

WOODSTOCK OPERA HOUSE
RENOVATING ALegacy
The Historic Woodstock Opera House is currently undergoing a major renovation. The goal is to enhance our services to our patrons and to our performers by providing them the best facilities possible!
• Estimated Costs for all projects is 3.8 million with 2.96 million provided by a DCEO Grant awarded in 2022
• Biggest expansion since west annex addition of 2003 (approximately 1.8 million) & original historic restoration project of 1976 (approximately 500K)
• South Annex has not had significant renovations in almost 60 years
• Holabird & Root are providing Architectural & Engineering Services
• A Construction Firm will be selected by June to take on the bulk of the planned projects
• The mainstage will be CLOSED July 1 – September 30
• The majority of the restoration efforts are expected to be completed by October 2024

DCEO - REBUILD ILLINOIS GRANT RECIPIENT
In August 2022, the City applied for and was selected to recieve Rebuild Illinois Grant funding in the amount of $2,964,553 to be used on Downtown Square & Opera House Renovation Projects.
As part of the Rebuild Illinois (RBI) Downtowns and Main Streets Capital program, Governor JB Pritzker and the Illinois Department of Commerce & Economic Opportunity (DCEO) awarded $106 million in capital grants to 50 commercial corridors and main streets throughout Illinois, which represents the largest-ever RBI investment focused on community revitalization.

PARK FACILITIES – RESERVATION INFORMATION
The Recreation Department coordinates the schedules of community athletic organizations, recreation programs and special events within the city parks. We attempt to have all major events scheduled before March 1st. All Pavilion rentals will be from 11:00A - 9:00P. All requests for earlier reservation times will be reviewed on a case by case basis.
Reservations are accepted at the Woodstock Recreation Center, 820 Lake Avenue, during regular hours of operation. Visit our website woodstockrecreationdepartment.com or contact us at 815-338-4363 for information about the fee schedule for pavilion and ballfield reserved use.
BALLFIELDS Reservations by the public will be accepted after May 15, 2024, when all league schedules are complete. In total, the City offers 16 softball/youth baseball fields, 4 baseball fields, 8 soccer fields (games only), 9 tennis courts, and 9 basketball courts.
PICNIC PAVILIONS may be reserved for 2024 public use in accordance with the following schedule: Residents: March 1, 2024 Non-Residents: April 1, 2024 Pavilions in Emricson Park vary in size and are reserved for the entire day. Rates vary depending on residency and size of group. Reservations and payment must be made in person at the Woodstock Recreation Center. Weekend dates fill quickly so make your reservations as soon as possible.
