You might have noticed that this edition of the City Scene is out earlier than usual. We are excited to bring it to your mailboxes a month early to help you plan your 2024 ahead of time, as well as in the event you are looking for some unique ideas for the holidays…tickets to the Opera House, or a gift certificate to the Recreation Center for their programs or fitness center membership or just a preview of upcoming events! This new year will bring some exciting new things, such as the rollout of the new Citywide branding and website. After extensive community research and feedback, we are excited to refresh the look across all departments and update our image with a unified, fresh new feel. This new look ties in nicely with a brand-new website coming soon. I can assure you it is dynamic and user-friendly! This will be an excellent resource for our community members, businesses and visitors! Stay tuned for the announcement as the new year approaches! And finally, as we look ahead, make sure you save the date for the ever -popular Groundhog Day festivities! It’s a long-standing tradition that brings our community together to celebrate amid the winter season, and folks from all over the world head to Woodstock to delight in this treasured weekend! The City of Woodstock has been involved in a year-long, community-wide identity initiative to help Woodstock stand out in the marketplace as we grow toward our preferred future. Our goal was to uncover what is distinct and authentic about our entire community. We partnered with North Star Place Branding + Marketing and conducted extensive research inside and outside our community to uncover perceptions, attitudes, and what’s unique about our town. From there, we collected data and worked towards creating a new brand.

A brand isn’t just a logo and tagline. It is a set of ideas and images that tells our unique story and sets an expectation of what our community is all about to visitors and residents alike. Be on the lookout in early 2024 – The City of Woodstock is excited to launch a much anticipated new website featuring our new branding! For a year, we have been planning and working alongside CivicPlus, a web development company specializing in technology solutions that help municipalities streamline their operations and improve civic engagement. Our website is one of the most popular resources for our residents, and this new system will be easy to navigate, more user-friendly, and dynamic, with a much cleaner and simpler look and feel! The City of Woodstock is accepting donations to the Melissa O’Leary Memorial Splash Pad fund as a way to honor the late Melissa Canto O’Leary’s life, her unwavering commitment to our City and its residents. A community splash pad would be a fitting tribute to her longtime service (20 years) to Woodstock Water Works and creating a fun and safe place for families and children to create special memories. This splash pad will provide an inclusive area and a new experience for residents and patrons for generations to come.

Help us reach our goal of $250,000 to complete this project!

POOL PASS INFORMATION If you are a first time season pool pass purchaser, you must purchase season pool passes in person at the Recreation Center. Each family member four years or older must have their picture taken. Proof of residence and all children’s birth certificates are required for first time pass holders. If you purchased season pool passes in past years and still have your pool pass, you can renew your passes online (beginning April 1, 2024) at woodstockrecreationdepartment.com. If you purchased season pool passes in past years and DO NOT have your pool passes or NEED UPDATED PICTURES, you will be required to come to the Recreation Center, 820 Lake Avenue, to update photos and have new passes printed.

NISRA’s MISSION: Enriching the lives of people

with disabilities through meaningful recreation experiences and its values are: Fun, Professional, Innovative, Compassionate and Trustworthy. Do you know someone with a disability who would like to go out, have fun and make friends? Since 1976, NISRA has provided recreation programs for people with disabilities. Socializing, building physical skills, learning, relaxation and fun are some of the benefits gained from participating in NISRA’s year round activities. Sports, fitness, social, cultural, outdoor and preschool programs, along with camps, special events and trips offer enjoyment for children, teens, and adults of all ability levels. The Woodstock Recreation Department, along with 12 other districts, is a member of NISRA. Pick up a brochure at our 820 Lake Avenue office, view it on-line at nisra.org or call NISRA at 815-459-0737 to have one mailed to you. NISRA STAFF - NISRA’s full time professional recreation staff hold college degrees in Therapeutic Recreation or related fields, along with various certifications. Part-time staff and volunteers help people with disabilities learn new skills and have fun. Do you have a talent to share and some time to give? Contact NISRA to learn more about part-time work or volunteering. HOW ABOUT A WOODSTOCK RECREATION DEPT PROGRAM? - NISRA staff assist our staff with including residents with disabilities in our recreation programs. Types of support may include staff training, adapted equipment, sign language assistance or a program aide. Athletes develop skills and have the opportunity to compete at district, state, national and international levels. Volunteer coaches and officials are needed for some sports and training is provided. PARKS AND RECREATION COMMISSION Mike McCleary, Chair; Pete Riis, Donna Fischer, Shannon Jackson and Jason Cohen are volunteer Commission members representing diverse interests within our community for the development and improvement of parks and recreation opportunities in Woodstock. The commission meets the second Tuesday of each month at 7:00P at Woodstock City Hall, 121 W Calhoun Street. PARK FACILITIES/PAVILIONS – RESERVATION SCHEDULE The Recreation Department coordinates the schedules of community athletic organizations, recreation programs and special events within the city parks. Please contact Alan Dunker at adunker@woodstockil.gov or call the Recreation Department at 815-338-4363. Pavilion rentals must be made at the Woodstock Recreation Center. FINANCIAL ASSISTANCE FOR RECREATION PROGRAMS The Recreation Department has financial assistance available for individuals and families who reside within Woodstock Corporate City Limits with low incomes in the form of a discount on Recreation Department programs and Woodstock Water Works passes. Financial assistance may be available for individuals and families who reside outside of the Woodstock city limits, as well as Recreation Center memberships for individuals 14-21 years old. Call-in registrations will not be accepted. Don’t wait until the last minute! Register right away. In order to provide well organized programs for our participants all registration must be received one week prior to the start of class. Late registration will be accepted if there is space. The fee will increase a minimum of $5 per registration. Registration confirmation will NOT be mailed, but can be emailed if a legible email address is provided on the registration form. Waitlist participants will be called if/when openings become available or new classes are formed. There is no charge to be included on a waitlist. Registrant must be age or grade listed by the first day of the program. Grade applies to the 2023-2024 school year.

RESIDENCY The Recreation Department is funded by City of Woodstock taxpayers. This subsidy is supported from the general corporate (real estate) tax and is the basis for our R / NR fee structure. The distinction is based on your place of RESIDENCE and whether or not it is within corporate city limits. If you are unsure whether you live within the corporate city limits, call us and we will let you know. The City of Woodstock reserves the right to ask for verification of residence. This program builds on the benefits of horseback riding to sharpen focus, instill confidence and improve muscle coordination, core strength, balance and flexibility. Your child will learn how to communicate with the horse through body signals and cues. They will learn how to groom and saddle a horse as well. Games, songs and body movement in the saddle help develop not only the mechanics of horseback riding but also listening skills, a sense of responsibility and creative expression.

This interactive class has everyone on their feet! We all learn together while engaging in active, creative, music-based activities, while using rhythm instruments and movement props. All class procedures are designed to keep staff and students safe. In this class you’ll create platters, bowls, or unique wall pieces that can be used to decorate your home or express your originality. You’ll create at least two personal projects. Through a series of jewelry/ornaments projects, you’ll learn how to fire glass in a kiln to create one-of-a-kind art pieces. Everything you need to know about winter roads in Woodstock! WHAT IS THE CITY’S SALTING POLICY? The Department of Public Works will continue with its conservative application of rock salt on City streets for snow & ice control during the upcoming winter. This includes pre-wetting the salt just prior to application, reducing material usage on all streets, and spot salting intersections, stop signs, hills/inclines, and cul-de-sacs during winter weather events while removing snow mechanically. These practices not only reduce the overall cost of snow & ice control measures, but also serves to reduce the impact to our surface and groundwater resources. DOES THE CITY CLEAR SNOW/ICE FROM PUBLIC SIDEWALKS? With over 100 miles of sidewalk in the City of Woodstock, it is cost prohibitive for the Department of Public Works crews to clear all sidewalks. The City strongly encourages residents to remove snow and ice buildup from pubic sidewalks in front of their homes and property. By not clearing your sidewalk, pedestrian traffic (including school children) may be forced into the street, which is a safety concern for the entire community. Please remove snow and ice buildup from your sidewalks as soon as possible following a winter weather event. Residents looking for consistently clear sidewalks for exercise are invited to use the sidewalks throughout the downtown square. These sidewalks are cleared, salted, and maintained by the Department of Public Works after snowfall events.

DOES THE CITY PLOW EVERY ROAD IN TOWN? Public Works staff plows over 117 centerline miles of roadway in the city limits; with the exception of the Illinois Department of Transportation clearing US Route 14, IL Route 47, and IL Route 120. Questions regarding plowing on these roads can be directed to IDOT’s local office at 815-338-4680 or IDOT’s Region 1 office at 847-705-4401. To report state highway related issues using IDOT’s online reporting system, such as ice, snow, potholes, road debris or other conditions, please visit www.idot.illinois.gov and click ‘Contact’. WHAT WILL THE CITY DO IF MY MAILBOX OR PARKWAY IS DAMAGED BY A CITY SNOWPLOW? Residents and property owners should contact the Department of Public Works within 10 days of the damage at pwdept@woodstockil. gov or (815) 338-6118. Mailboxes with damage consistent with City equipment will be repaired and/or replaced with a standard mailbox as soon as feasible. Repair to qualifying damaged mailbox posts includes the placement of a temporary mailbox until installation of a new post is possible. Custom mailboxes and/or posts cannot be replaced by the City. The City has the right to refuse repair/replacement of mailboxes/ posts as a result of improper installation or poor condition. Visit woodstockil.gov/publicworks/page/snow-removal-mailbox-damage for more information. If ruts or turf damage occur to the public right-of-way due to snowplowing, contact the Department of Public Works immediately to report the location. Staff will follow-up in the spring when pulverized black dirt is available to restore and repair the damage (generally not before May 1st).

WHY CAN’T THE DRIVER RAISE THE PLOW WHEN GOING PAST MY DRIVEWAY? If plow drivers raised their plow approaching every driveway, snow buildup on the plow would dump into the street, resulting in a traffic hazard for motorists, blocked storm inlets, and reduced access to mailboxes. In addition, with 117 centerline miles of streets and more than 4,000 driveways, it would not be feasible for each plow driver to meet special requests of this nature. Snow should be shoveled to the righthand side of the driveway (as viewed from the house) to help reduce the amount of snow pushed back into the driveway.

CAN SNOW FROM PRIVATE DRIVEWAYS BE PUSHED INTO THE STREET OR ON MY NEIGHBOR’S PROPERTY? No. Snow pushed in the roadway creates a traffic hazard in travel lanes, and City Ordinance prohibits this practice. Each year the City receives complaints from property owners regarding neighbors piling snow onto their property. Please respect your neighbors by not pushing snow onto their property. DOWNTOWN PARKING REGULATIONS DURING SNOWFALLS? There are no parking bans in public parking lots, however, vehicles parked in any of the downtown lots may not exceed a 24-hour period. In addition, from time to time, any of the lots may be temporarily closed to clear any excess snow. Please observe and obey these temporary closures. Vehicles that are not moved may be towed away at the owner’s expense. Winter Parking Regulations

Frozen Water Pipes

NO PARKING On downtown streets after 11:00pm after a 3” snowfall or more. Vehicles will be towed!

Each winter, the Department of Public Works receives calls from residents whose water pipes have frozen. Please consider the following suggestions, which may help to prevent pipes from freezing:

NO PARKING On all other City streets any time after a 3” snowfall or more. Vehicles may be ticketed or towed away! “No person shall park a vehicle on any street for a period of time longer than 30 minutes between the hours of 2:00am and 6:00am.” (City Code Section 5.3.16)

Recycle Unwanted Holiday Lights The City of Woodstock will accept unwanted holiday lighting for recycling at the following locations, Monday through Friday, during normal business hours starting Monday, November 20, 2023 through Friday, February 16, 2024: • City Hall – 121 W Calhoun St • Woodstock Police Department – 656 Lake Ave • Woodstock Public Library – 414 West Judd St • Woodstock Recreation Center – 820 Lake Ave

Christmas Tree Collection The Department of Public Works offers its residents several opportunities in January to have their discarded Christmas tree collected and mulched. Beginning Monday, January 2 through Friday, January 29, residents must have their tree in the parkway (the area between the sidewalk and street) by 7:00am on your regularly scheduled garbage day to ensure collection. TREE COLLECTION TIPS: • Trees must be placed on a public parkway (residents living in communities with property managed areas must make sure their tree is placed on a public parkway nearest to their residence). • Branches, wreaths, roping, and other greens will not be collected. • Secure tree so as not to blow into the street, possibly creating a traffic hazard.

Please Note: ALL ornaments, tinsel, lights, decorations, nails,

bags and stands MUST BE REMOVED prior to pick up! Trees are mulched

immediately following pickup and cannot be collected with these items attached. Additionally, employees collecting trees are also responsible for snow and ice control activities, which could delay the collection of your tree. • Shut off and drain pipes leading to outside spigots • Seal any cold air leaks where pipes are located • Insulate pipes most susceptible to freezing: those along outer walls, in crawl spaces, or in attics (pipe insulation is available at most hardware stores) • Leave a cold water faucet open overnight at a trickle • Make sure the furnace is left on and set no lower than 55 degrees

Winterization Tips It is never too late to prepare your home for cold weather. Here are some tips to help save some money, and perhaps some hardship, during the winter season: • Have your furnace inspected and cleaned by a reputable HVAC company. • Change your furnace filter on a monthly basis during the winter months. • Clean debris out of your gutters. Ice dams can form and not only cause large and potentially dangerous icicles, but water could back up into the soffits and potentially get into the exterior walls of your home causing major repair costs. • Flush your water heater. Sediment that builds up in the bottom of the water tank can cause the heating element or flame to run longer to heat the water. This can lead to increased heating costs and premature failure of the tank. • Reverse your ceiling fans to pull air up and force it out and down the walls. • Install window insulation film on windowpanes. This will serve as a layer of insulation on the glass and is especially helpful on single pane windows. • Install draft guards on the bottoms of doors. This is especially important if there is any gap between the bottom of the door and the floor. This can even help on interior doors, especially if there are some rooms in your house you keep cooler and do not use often. • Install weather stripping around interior windows and door frames. • Caulk around exterior windows and door frames. • If you have a basement or crawlspace with exterior windows, pack the area with insulation. • Install a programmable thermostat to change your home’s temperature at different times of the day. • If you have a fireplace chimney that you do not use, consider installing a chimney boom. This is essentially a type of balloon that will expand to fit the chimney opening and will restrict air more than just closing the damper. • Insulate any water piping (hot and cold) that you can access. Insulation will help to keep the heat in and the cold out. • Make sure anywhere you have water pipes, valves, or a meter, the temperature never gets below freezing. • During extreme cold, trickle water from a faucet overnight to prevent freezing.

Adopt A Fire Hydrant!

2023 Service Awards

Please consider clearing the snow from around the fire hydrant near your home when you clear your driveway and sidewalk during the winter. By doing so, you save the Fire Department precious time when called to the scene of a fire. With over 1,400 fire hydrants on the City’s water system, it is impossible for the Department of Public Works and/ or Fire Department to clear the snow from every hydrant. If every resident, however, cleared a 2-3’ radius around the fire hydrant in front of each home making the hydrant visible, fire fighters can concentrate on their job, and you will be doing a great service to yourself, your neighbors and your community. Please, adopt a fire hydrant this winter!

Preparation is the KEY to Winter Driving

Police Beat Officers

One of nature’s many wonders is the beauty that occurs after a fresh snowfall. A soothing peace and quiet seems to settle over the community as the fresh white blanket of snow paints the landscape. Soon the sounds of children’s voices seem to fill the air as they frolic and play in the winter wonderland. The sound of snow blowers and shovels soon join the fray and all is good. Too often, however, this idyllic setting is ruined with the sound of the crashing and mashing of metal, plastic and glass as the result of a traffic crash. Winter weather can create frightening and dangerous automobile travel conditions. Motorists need to be aware of some simple rules and tips during the winter months. • Have your vehicle checked thoroughly by a mechanic prior to winter to look for leaks, bad hoses and belts, or other needed parts and repairs. Replace your windshield wipers and fill washer tank with winter blend fluid. • Always wear a seat belt. It’s the law in Illinois. • Slow down. Slower speeds, slower acceleration, slower steering and slower braking all are required in winter driving conditions. • Drop it and drive. Put down the handheld devices – it, too, is the law in Illinois. • Don’t crowd the plow. A snowplow operator’s field of vision is restricted. You may see them, but they may not see you. • Avoid using cruise control in snow and ice. • Watch out for black ice on roads that appear clear but can be treacherous. • Be especially careful approaching intersections, ramps, bridges and shady areas. All are prone to icing. • Do not travel during bad weather unless absolutely necessary. If you do have to make a trip, check the forecast and make sure someone is aware of your travel route. Consider taking public transportation if it is an option. • Prepare an emergency kit that contains jumper cables, flares or reflectors, windshield washer fluid, a small ice scraper, traction material, blankets, non-perishable food and a first-aid kit. • Carry a cell phone and a car charger in case of emergency. • Follow Scott’s Law. Slow down and move over for stopped emergency, construction and maintenance vehicles.

The Police Department has divided the City of Woodstock into four geographical areas for its Permanent Beat Officer Program. These areas, or police beats, have Officers assigned to them on an annual basis. The program allows Officers to get to know their individual beat and the residents who live and work there and to become familiar with the problems and concerns specific to that area. Officers have been trained in various Community Policing and Problem Solving Policing concepts and strive to work with the residents of their police beat for safety, service and problem resolution.

Neighborhood Watch Programs

Chief of Police John Lieb cordially invites you to attend his monthly “Coffee with the Chief” open house to share a cup of coffee and let him know what’s on your mind. These informal get-togethers are held the second Monday of every month from 7:00pm to 8:30pm in the Community Room at the Police Department located at 656 Lake Ave.

Some of the projects that the Permanent Beat Officers continue to work on include: gang graffiti eradication; parking enforcement in and around the Square; dog owners and leash laws; youth riding bicycles and skateboards on the Square; and analyzing traffic crash data on Route 47 to identify problem areas. Pedestrians No matter what the season, motorists need to be mindful of the pedestrian’s right-of-way at crosswalks. The Illinois Vehicle Code 625 Section 5/11-1002 states, “When traffic control signals are not in place or not in operation the driver of a vehicle shall stop and yield the right-of-way, slowing down or stopping if need be to so yield, to a pedestrian crossing the roadway within a crosswalk…” The Woodstock Police Department urges motorists to be alert for pedestrians both on City sidewalks, and the pathways in City Parks, and yield to pedestrians as required by Illinois Law.

To be eligible to participate in the program: A person must be sixty-five (65) years of age or older, live alone in an independent single-family residence and have no immediate family residing within McHenry County, Illinois. PAVILION / FIELD RENTALS

Park Facilities – Reservation Information The Recreation Department coordinates the schedules of community athletic organizations, recreation programs and special events within the City parks. We attempt to have all major events scheduled before March 1st. All Pavilion rentals will be from 11:00am–9:00pm. All requests for earlier reservation times will be reviewed on a case by case basis. Reservations are accepted at the Woodstock Recreation Center, 820 Lake Avenue, during regular hours of operation. Visit our website woodstockrecreationdepartment.com or contact us at 815-338-4363 for information about the fee schedule for pavilion and ballfield reserved use. BALLFIELDS Reservations by the public will be accepted after May 15, 2024 when all league schedules are complete. In total, the City offers 16 softball/youth baseball fields, 4 baseball fields, 8 soccer fields (games only), 9 tennis courts, and 9 basketball courts.

PICNIC PAVILIONS may be reserved for 2023 public use in accordance with the following schedule: Residents: March 1, 2024 Non-Residents: April 1, 2024 Pavilions in Emricson Park vary in size and are reserved for the entire day. Rates vary depending on residency and size of group. Reservations and payment must be made in person at the Woodstock Recreation Center. Weekend dates fill quickly so make your reservations as soon as possible.
