We work closely with other City Departments to ensure that the land use goals and vision of Council and the community are attained. The Planning Division has two primary functions - to formulate policy that guides the development of our City as well as to process applications for new development. Policy direction to stakeholders is provided through the City’s Official Plan which was reviewed and updated in 2012 and is a general outline of what type of land use should take place and where development should occur. The main implementation tool used by the Planning Division is the Comprehensive Zoning By-law, which was updated and approved in 2010. The Zoning By-law implements the Official Plan by establishing specific land uses

Welcome to the Tom Thomson Art Gallery Established in 1967, the Gallery is named for the iconic Canadian landscape artist Tom Thomson (1877-1917) and houses one of Canada’s largest collections of his work. Thomson, who grew up in the Owen Sound area, was a maverick, a break-away artist who fused a passion for the wilderness with a new style of skillful and experimental painting; he inspired the formation of the Group of Seven through his transformative portrayal of the natural world.

This year’s theme With a Destiny, looks at historical events that took place in 1915, such as the Group of Seven coming together, the beginning of the women’s suffrage movement and Canada coming of age as a nation after the War.

Campgrounds
Owen Sound Trails Network
Owen Sound boasts two campgrounds within the heart of the City. Whether you want to experience an outdoor weekend retreat, have friends visiting or are hosting a local tournament, the Harrison Park Campground or Kelso Park Campground offer accommodations close to all amenities.
Situated in a dynamic outdoor playground, the City of Owen Sound is proud to be home to some of the area’s most elaborate trail systems. Trail users can enjoy the sunsets from trail routes along the shores of the bay or the quiet strolls along the harbour walkway. Harrison Park offers trail goers a diverse selection of both hard surfaced and natural earthen trails extending into the vast Grey Sauble Conservation land leading to the ever popular Inglis Falls. The Tom Thomson rail trail provides outdoor enthusiasts with a well maintained portion along the City’s east shore. For those that like to explore, there are four gorgeous waterfalls in close proximity to the city, all accessible by trail and waiting for the adventure seeker. Stoney Orchard Park Trail Improvements This section of the Owen Sound Trail Network offers a great vista of Owen Sound Harbour and runners and hikers may notice some new changes. Last year, in co-operation with the Tom Thomson Trail Group, improvements to the existing trail were completed. The trail will feature new directional signage in the near future.
Emerald Ash Borer Alert (EAB) Ash trees are a significant species in the City’s urban forest, which includes trees on private as well as public lands within the City. Like many Ontario municipalities, Owen Sound faces a threat to its Ash tree population. The exotic, invasive insect pest Emerald Ash Borer (EAB) has infested many Ash trees throughout Southern Ontario. In the spring of 2014, with the potential threat of this pest, Owen Sound City Council approved the Emerald Ash Borer Management Plan to reduce and mitigate the impact of EAB. The first step in the EAB Management Plan is a complete inventory and assessment of the City’s Ash trees, to better understand the true management
costs for selective treatment and removal of publicly-owned Ash trees. The Municipal Tree Inventory will continue in 2015 to document tree species, condition and health as part of the EAB Management Plan.
How the Public can Help
Report signs and symptoms of infested trees to the Canadian Food Inspection Agency, toll free at 1 800 442-2342 or online at www.inspection.gc.ca or contact the OMNR at 1 800 667-1940 To learn more about EAB - check out the City’s website at: www.owensound.ca/emerald-ash-borer

FIELD LACROSSE —
Where girls play outside the box! Field lacrosse is becoming a rapidly growing and popular sport for area girls. Different than box lacrosse, field lacrosse is played outdoors on a football or soccer sized field. Girl’s field lacrosse provides an excellent place for the girls in our community to develop skills, build friendships, be active and enjoy the outdoors. Appealing to many is that girl’s field lacrosse is a noncontact sport, and that aside from a special field lacrosse stick and mouth guard, the equipment required to get into the sport is limited. Our local girl’s field lacrosse association has over 100 players from beginner up to the senior women’s team. The association has been able to grow as a result of our sponsors and many dedicated coaches and volunteers.
To learn more about field lacrosse or to register, go to the OSML website (www.osml.ca), and click on the GIRLS FIELD tab, or join us as we once again play host to the province for Ontario Women’s Field Lacrosse (OWFL) on July 17-19, at the Owen Sound Kiwanis Soccer complex. For more information contact: girlsfield@osml.ca

• There is a Team Leader on duty during swimming lessons. If you have any questions or concerns regarding your child’s lesson, please feel free to approach the Team Leader on the pool deck. • Our Swimming Instructors are also certified lifeguards! They have gone through approximately 1000 hours of training to become certified with the National Lifeguard Service Award, and the YMCA and Lifesaving Society Swimming Instructor award. • We have lesson guards on duty during all swimming lessons as an ‘extra set of eyes’.

Is This Your Child’s First Time in Swimming Lessons? Please feel free to bring your child for a tour of the pools and change rooms to familiarize them with the facility. Showers and Access to the Pool: All swimmers must shower with soap before entering the pool as per Ontario Health Regulations. Please note that footwear is not allowed on the pool deck. Entrance to the pool is through the change rooms past the shower area. If your child requires assistance after the lesson, please meet him/her at the entrance. Staff will not let the child leave the pool deck until the parent/guardian arrives. First Day of Lessons: Please read the Swim Level Descriptions prior to registering to ensure your child is enrolled in the correct level. You may go to the change room 5 minutes before your child’s lesson is scheduled to begin. Swim classes meet on the pool deck at the start time of the lesson. Please make sure your child knows the swim level he/she is enrolled in. Parents may accompany children to the pool deck before the first lesson to meet the instructor. Parent Participation Day (Last day of lessons): To find out how your child progressed, parents are invited to participate
in the pool with their child (1 adult per child please) for one lesson! Classes will end 5-10 minutes early these days to give you a chance to speak to your child’s Instructor about their progress. If you do not wish to go in the pool, take the time after class to find out how your child progressed. Please let our Team Leader know of any concerns you may have as they come up. Bare feet only on deck please! Parent Participation Day is Thursday, July 30. Again and Again….Each swimming level has a certain number of items that must be performed correctly a minimum of 3 times in order for that item to be complete (according to the standards set by YMCA Canada and the Lifesaving Society.) If a child is unable to complete all of the items during a session, we view this as an “incomplete”, not a failure. Swimming skills have still been learned but more practice is required. It is not unusual to repeat the same swim level several times before mastering the necessary skills and acquiring the endurance that is necessary. Rainy Days at Harrison Park: Lessons will NOT be cancelled. If there is a thunder storm, children will be removed from the pool area and water safety will be reviewed inside. Lost and Found: Please leave all valuables at home. You can store all of your belongings in the tote baskets available at the front entrance during lesson times. We are not responsible for lost or stolen items. Lost and found items will be kept for two weeks in the tote room and then donated to charity. Refund Policy for all Swimming Lessons: Fees are refundable prior to start date of first class. Refunds will not be given on or after the start of the program except for medical reasons. Medical reasons require a doctor’s note. A service charge of $10.00 is applicable to every refund.

The Kiwanis Club of Owen Sound Celebrates 90 Years of Service to our Community
Our club has raised hundreds of thousands of dollars through the years to help provide special services and programs for our youth. You may have noticed our new
Kiwanis Kitchen Food Trailer has been making the rounds at local events cooking up food for dollars to donate back into our city. Our Terrific Kids program at Keppel Sarawak, Dufferin and Bayview Schools is a monthly award program that recognizes and encourages children for positive character traits. We also sponsor two youth groups called Kiwanis Builders’ Clubs at Notre Dame School here in Owen Sound and the Cameron Street School in Collingwood.
We are a proud partner of our Kiwanis Soccer Fields, the Kiwanis Children’s Playground at Harrison Park, the OSCVI auditorium, the Kiwanis Seniors apartments, the Community Living building and most recently the Kiwanis Sk8 and Bike Park. We are a dedicated major sponsor annually of the Grey County Kiwanis Music Festival. This coming November will be the 70th consecutive year our club has brought you the Kiwanis Santa Claus Parade, a record for Canada. Our Kiwanis Kids Outreach program provides funding for individual children in need with such things as orthodontic braces, school trip costs, music lesson fees, special needs equipment, all depending on each child’s circumstance. Where there are children in need, the Kiwanis Club of Owen Sound tries to make a difference.
Happy 90th to Kiwanians past and present!
2015 COMMUNITY & SUMMER ACTIVITIES / WWW.OWENSOUND.CA
Our local service club of volunteers has been dedicated to improving the lives of children in our City and around the world for the past 90 years. We look forward to hosting our International President of Kiwanis, Dr. John Button, as guest speaker at our birthday dinner being held at the Best Western Inn on the Bay on May 9th.
