About the Chamber

his year marks many anniversary milestones for your Chamber: the 45th Anniversary of the Westerville Area Chamber of Commerce, the 40th Anniversary of the Westerville Area Chamber Music & Arts Festival and the 10th Anniversary of the Taste of Westerville. Over the last 44 years, the WESTERVILLE AREA CHAMBER OF COMMERCE has worked to advance its members’ success in business and striven to accomplish the Chamber’s vision of connecting every business to every opportunity. With more than 600 members representing various business and community interests, the Westerville Area Chamber serves as the business voice of the community, enhancing the community’s quality of life and the economic, civic and cultural growth of the Westerville area.

am excited for the opportunity to serve as Board Chair during 2013 and I fully support the Chamber’s mission to advance our Members’ success in business. I am proud to be representing OhioHealth as a Project Manager in the Project Design and Construction department. OhioHealth is an involved and committed member of the Westerville area community. I am a graduate of Otterbein, where I obtained my B.A. in Business Administration. My career has been in real estate and construction. Mike MacKay, I currently reside in Galena with my wife, Lori, OhioHealth Design & Construction and two children, Justin and Jenna. In addition to the Chamber, I am an active member of the Rotary Club of Westerville Sunrise. City Information Income Tax

Westerville’s mandatory tax filing policy requires that residents age 18 and older and businesses file City of Westerville income tax returns, regardless of whether or not they owe tax. Westerville levies an income tax of two percent (2.00%) on income earned within the city. For residents with income earned outside the city, credit is actual income taxes paid to other municipalities, limited to 2.00%. Call 614-901-6420.

Property Tax

Franklin and Delaware counties collect property taxes on behalf of all taxing districts within their borders. For information, call the Franklin County Auditor at 614-525-4663 or the Delaware County Auditor at 740-833-2900.

Establishing or Relocating a Business

Any business that wishes to locate or relocate into an existing “as-is” building or space must file a Change of Occupancy prior to taking occupancy. Alterations or additions planned for a space require a Commercial Building Permit. Call 614901-6650 or visit www.westerville.org.

Zoning Approval

Before a new building in the City of Westerville can be occupied or used, or before a new business can occupy or use an existing building, a Zoning Certificate verifying compliance with the development standards and use requirements of the Planning & Zoning Code must be issued. Call 614-901-6650.

Garage Sales

No permit is required to hold a garage sale within the city limits. Garage sales may last no longer than two days in one six-month period. Signs may not be placed in the city right-of-way or on poles. Call 614-901-6410. www.westervillechamber.com

Home Occupation

Establishing a home occupation in a residential district in Westerville may require a conditional use permit. Call 614901-6650.

The population of Westerville is approximately 36,911 (Source: U.S. Census Bureau, 2009).

Permits are required for persons less than 18 years of age and can be obtained from any Westerville high school office.

Westerville Fun Facts Business Kilgore Manufacturing Co. (in Westerville 1919-1961) was the largest producer of cap pistols and emergency flares in the world in the 1950s. Bennett Manufacturing Co. (in Westerville 1883-1972) began exporting its most popular product in 1885: the Bennett stump puller. The first one exported went to the Hawaiian Islands. Less than a decade later in 1893, they shipped 84 to New Zealand and 29 to Russia, with products going around the world to other countries including Cuba and Rumania.

People Joseph Hannibal Caulker, a prince of the Bolum tribe in Sierra Leone, traveled to Westerville from Africa and enrolled at Otterbein in 1896. Tragically, he succumbed to injuries suffered in a fire and was buried in Otterbein Cemetery the winter before he was to receive his degree. Winner of an Otterbein oratorical contest, member of the glee club and track team, he set an example that led to many of the Caulker family members graduating from Otterbein. In 1995, the school chose to award Joseph H. Caulker his degree posthumously. As residents drive around the community, they will notice that there is a school, street and park named after Ernest Cherrington. In 1910, at the age of 32, Cherrington became the general manager of the Anti-Saloon League publishing effort and editor in chief of all its publications. In this capacity, he directed one of the most impactful printing operations in the history of the U.S. Forty tons of anti-alcohol information was shipped through the local post office each month, making Westerville the smallest community in the country to have a first-class post office. Sanders Frye was hired as the first business manager at Otterbein in 1947. Before he came to work and live in Westerville, he was involved in the invention of an automatic bowling pinsetter machine that revolutionized the bowling alley, allowing for longer hours and quicker games. The woman with one of the most unusual names in Westerville history was born in 1862 when President Abraham Lincoln was preparing a document to free slaves held in Confederate states. Emancipation Proclamation Coggeshall, named by her father, was nicknamed “Prockie.” After the death of her father on a consular mission to South America, Emancipation Proclamation and her mother moved to Westerville when her mother was appointed the local postmistress. “Prockie” had a career as a professional singer giving concerts around the country. ontinuing in the goal of creating a Healthy and Active Community, Westerville Parks and Recreation has developed and implemented healthrelated policies, providing healthy community environments. In doing so, the department has achieved Platinum Status through Healthy Ohio-Healthy Communities and was awarded with the Healthy Ohio Platinum Award. The award recognizes communities’ outstanding achievements in the efforts of enabling employees, residents and visitors to make healthy choices including participating in physical activity; eating good, nutritious foods; and avoiding tobacco. Fitness and wellness are components of the healthy and active lifestyle message that is part of Westerville. There are numerous oppor-

tunities for all age groups to be active within the community, whether using the more than 26 miles of leisure trails to walk, run or bike, or participating in one of more than 70 group fitness and yoga programs. Fitness and wellness programming is an active process of becoming aware and making choices toward a better quality of life and sense of well-being. New this year is Live W.E.L.L. Westerville, (Wellness, Education, Leisure, Lifestyle), the community health initiative that promotes a healthy and active lifestyle using a multidisciplinary approach in an effort to reduce a variety of chronic illnesses. This community-based initiative provides programs and resources for those who live and work in Westerville. More informa-

esterville City Schools, which serves approximately 15,000 pupils in northeastern Franklin County and southern Delaware County, is the 11th largest educational agency in Ohio. It is comprised of 21 schools: 14 elementary schools, four middle schools and three high schools. Once again, the district earned an “Excellent with Distinction” ranking from the Ohio Department of Education. It met all state standards and attained its highest ever Performance Index of 102.9 out of 120 on the 2011-2012 School Year Report Card. Students’ performance on the 14 Ohio Achievement Assessment measures surpassed the state minimum 75 percent passing rate by an average of 12.2 percent, and performance on the 10 Ohio Graduation Test measures also far surpassed the state minimums. These achievements were attained while maintaining one of the lowest cost-per-pupil levels in central Ohio. This was done by combining passionate teachers and staff with students who are motivated to learn, parents who volunteer their time and expertise, generous business partners, and visionary community members who understand that strong schools are a critical component to a society’s health and well-being. Our steady progress is guided by a vision to be the benchmark of educational excellence and a mission of preparing students to contribute to the competitive and changing world in which we live. tterbein University is a private, coeducational, comprehensive liberal arts institution founded in 1847 and affiliated with the United Methodist Church. Otterbein enrolls approximately 3,000 students, including full- and parttime undergraduates, adult learners and students enrolled in The Graduate School. 2013 Westerville Year of the Arts T he arts are alive and well in Westerville, and to celebrate, 2013 has been declared The Year of the Arts in Westerville – a yearlong celebration, spotlighting all of our community arts organizations including visual and performance arts. Emergency Care Center Meeting Westerville Community Needs

ince it opened in June 2012, more than 10,000 patients have received care at the OhioHealth Westerville Medical Campus Emergency Care Center. Located at the corner of Polaris Parkway and Africa Road, the Emergency Care Center offers a full range of treatments provided at traditional hospital emergency departments in a facility designed for greater convenience and speed. The center is open 24 hours a day, 365 days per year and staffed by the same physicians who treat patients in

the emergency departments at Riverside Methodist Hospital, Grant Medical Center and Dublin Methodist Hospital. Although not physically connected to a hospital like traditional emergency departments are, the medical campus addition replicates the full array of services and procedures offered by hospital emergency departments. The facility has two triage rooms, 16 patient beds and on-site support from radiology, laboratory, respiratory therapy, cardiology and pharmacy. “The Emergency Care Center fills a gap on the health care continuum between urgent care and the hospital emergency department,” said Steve Taylor, R.N., administrative nurse manager of the Emergency Care Center. “Our emergencytrained physicians and staff have the expertise to handle anything that comes through our doors. More serious patients are assessed, stabilized and then transferred to an appropriate facility.”

Nationwide Children’s Hospital Opens Ambulatory Surgery Center

ationwide Children’s Hospital welcomed its newest addition to the Westerville Close To Home Campus with the opening of the Ambulatory Surgery Center in April 2012. This 46,000-square-foot building features four state-of-the-art operating rooms, private pre-op and post-op rooms, a comfortable and separate waiting area for family members, and many other features designed to provide the best experience for patients and their families. The Westerville Surgery Center is the first and only suburban surgical site in Nationwide Children’s network. Heart Care an Important Part of Nearly Complete Mount Carmel St. Ann’s Expansion

ount Carmel St. Ann’s and the Westerville community have grown together for nearly three decades, continually adapting to meet the community’s health care needs. But meeting those needs now and in the future requires more than just a hospital. It requires a full-service regional medical center. Mount Carmel is investing more than $120 million in new facilities and equipment to make that vision a reality, and heart care is a big part of it. In addition to a new patient tower with orthopedic, neurosurgery and spine inpatient care units; an expansive new hospital entrance; the newly opened Bryden Bistro and a recently completed three-level parking garage, Mount Carmel St. Ann’s is expanding its cardiovascular services. “Without services like comprehensive cardiovascular care, many Westerville residents have had to leave the community to receive the care they need,” said Dr. John Costa, a cardiologist with Mount Carmel Clinical Cardiovascular Specialists. “This project is changing all that. Now residents will be able to receive all their care right here.”

The expansion began in 2009 when St. Ann’s added interventional cardiac care with new catheterization and electrophysiology labs, as well as a larger chest pain unit. Soon the hospital will expand its heart facilities to include two cardiovascular operating rooms and a dedicated 30-bed cardiovascular unit in the new patient tower, which will open in early 2014.

But it’s more than just facilities; it’s capabilities. In addition to the diagnostic and interventional heart procedures already offered, Mount Carmel St. Ann’s will expand its repertoire to include open-heart surgery for the first time. That aptitude will make Mount Carmel St. Ann’s Westerville’s only fully integrated cardiovascular program – a place where cardiologists, vascular surgeons and cardiothoracic surgeons all work together to provide heart patients with a seamless continuum of care. Meeting the health care needs of our community has been Mount Carmel St. Ann’s unwavering purpose for over a century, and with this expansion and the considerable new capabilities it brings, it’s clearly a legacy they’re committed to advancing now and in the years to come.
