hen you try to zoom in to satel lite map of a Hyderabad it would be difficult for you to assess the way it looked back four hundred years ago. A group of Italian Engineers have planned the original Hyderabad in par with the brio of European cities. Imagine a European city in Deccan with well planned wide roads, verdancy of orchids, lawns, way side plantations, columned castles, elevated arches, state of art sewage and water supply systems. National Times The disputed site is the birth place of Lord Ram. Place of birth is a juristic person and is a deity. It is personified as the spirit of divine wors hipped as birth place of Lord Rama as a child. Spirit of divine ever remains present every where at all times for any one to invoke at any shape or form in accorda nce with his own aspirations and it can be shapeless and formless also. The disputed building was constru cted by Babar, the year is not certain but it was built against the tenets of Islam. Thus, it cannot have the character of a mosque.The disputed structure was constructed on the site of old structure after demolition of the same. The Archaeological Survey of India has proved that the structure was a massive Hindu religious structure. The idols were placed in the middle dome of the disputed structure in the intervening night of 22/ 23.12.1949. It is established that the property in suit is the site of Janm Bhumi of Ram Chandra Ji and Hindus in general had the right to worship Charan, Sita Rasoi, other idols and other object of worship existed upon the property in suit. It is also established that Hindus have been worshipping the place in dispute as Janm Sthan i.e. a birth place as deity and visiting it as a sacred place of pilgrimage as of right since time immemorial.

The judges have also said that the status quo should be maintained at the site for three months. The full judgment runs into 8,000 pages Zaffaryab Jilani, a lawyer for the Muslim community, said he would appeal the verdict, which could delay a final decision in the case for years. “It’s not a victory or defeat for any party. It’s a step forward. We hope this matter will be resolved,” he said. Hearing in the case was taken up on a dayto-day basis from January this year and was completed on July 26. The special bench had reserved its verdict asking the parties concerned to approach the Officer on Special Duty in the case to find out if there was any scope of resolution in the case through reconciliation. The three main issues before the high court were whether there was a temple at the disputed site, prior to 1528, whether the suit filed by the Sunni central waqf board in 1961 is barred by limitation and whether Muslims perfected their title through adverse possession.The history of the dispute goes back to the year 1528 when a mosque was built on the site by Mughal emperor Babar. Hindus believe that the site was the birthplace of Lord Ram and a temple had existed there earlier.In order to settle the dispute, the British officials in 1859 erected a fence to separate the places of worship, allowing the inner court to be used by Muslims and the outer court by Hindus. This system went on till 1949 when an idol of Lord Ram surfaced inside the mosque.The authorities then declared the premises a disputed area and locked the gates, which were unlocked after 37 years by a

The Babri Masjid was demolished in 1992 in the presence of senior leaders of the Vishwa Hindu Parishad, the Shiv Sena and the Bharatiya Janata Party. The demolition of the mosque triggered communal riots in several parts of the country in which more than 2,000 lives were lost.The high court verdict assumes significance as an amicable solution to the centuries old dispute over a piece of land has not been achieved through negotiations between the two religious groups.Repeated attempts were made by former prime ministers P V Narasimha Rao, V P Singh and Chandra Shekhar to persuade the two sides to reach a compromise but there was no success. The Ayodhya dispute has been an emotive issue for decades and mired in a slew of legal suits involving Hindu and Muslim religious groups.The first title suit in the case was filed in 1950 by one Gopal Singh Visharad, seeking an injunction to permit pooja (worship) of Lord Ram at the disputed site. The second suit was filed by Paramhans Tamchandra Das, also in 1950, seeking the same injunction, but it was later withdrawn.The third suit was filed in 1959 by the Nirmohi Akhara, seeking a direction to hand over the charge of the disputed site from the receiver. The fourth one was filed in 1961 by the Uttar Pradesh Sunni Central Board of Waqfs for declaration and possession of the site. The fifth suit was moved on July 1, 1989 in the name of Bhagwan Shree Ram Lalla Virajman, also for declaration and possession.Through an application moved by then advocate general of UP, all the four suits were transferred to the high court in 1989. Out of the 94 witnesses in court, 58 appeared from the Hindu side and 36 from Muslim side and their statements run in more than 13,000 pages.Earlier this month, R C Tripathi, one of the parties to the suit, moved a plea in the high court seeking deferment of the verdict to make fresh attempts for an out-ofcourt settlement through negotiations.

On September 17, the high court refused to defer pronouncement of the verdict, following which the matter reached the Supreme Court.An apex court bench of Justices Altamas Kabir and A K Patnaik refused to take up the case and referred it to another bench.Difference of opinion between two Justices R V Raveendran and H L Gokhale, before whom the matter came up for hearing on September 23, surfaced on entertaining the petition. However, the court issued notices to the parties.The matter was finally heard by a special three-judge bench headed by Chief Justice of India S H Kapadia on September 28 and it dismissed the plea for deferment of the verdict by the high court.

icro Credit is defined as provision of thrift, credit and other financial services and products of very small amount to the poor in rural, semi-urban and urban areas for enabling them to raise their income levels and improve living standards. Micro Credit Institutions are those which provide these facilities.

The reform of the interest rate regime has constituted an integral part of the financial sector reforms initiated in our country in 1991. In consonance with this reform process, interest rates applicable to loans given by banks to micro credit organizations or by the micro credit organizations to Self-Help Groups/member-beneficiaries has been left to their discretion. The interest rate ceiling applicable to direct small loans given by banks to individual borrowers, however, continues to remain in force.

metro city times Banks have been given freedom to formulate their own lending norms keeping in view ground realities. They have been asked to devise appropriate loan and savings products and the related terms and conditions including size of the loan, unit cost, unit size, maturity period, grace period, margins, etc. Such credit covers not only consumption and production loans for various farm and non-farm activities of the poor but also include their other credit needs such as housing and shelter improvements. A Self-Help Group (SHG) is a registered or unregistered group of micro entrepreneurs having homogenous social and economic background voluntarily, coming together to save small amounts regularly, to mutually agree to contribute to a common fund and to meet their emergency needs on mutual help basis. The group members use collective wisdom and peer pressure to ensure proper end-use of credit and timely repayment thereof. In fact, peer pressure has been recognized as an effective substitute for collaterals. An economically poor individual gain strength as part of a group. Besides, financing through SHGs reduces transaction costs for both lenders and borrowers. While lenders have to handle only a single SHG account instead of a large number of small-sized individual accounts, borrowers as part of a SHG cut down expenses on travel (to & from the branch and other places) for completing paper work and on the loss of workdays in canvassing for loans.

State Times A Non-Governmental Organisation (NGO) is a voluntary organization established to undertake social intermediation like organizing SHGs of micro entrepreneurs and entrusting them to banks for credit linkage or financial intermediation like borrowing bulk funds from banks for on-lending to SHGs. With a view to facilitating smoother and more meaningful banking with the poor, A pilot project for purveying micro credit by linking Self-Help Groups (SHGs) with banks was launched by NABARD in 1991-92 with a view to facilitating smoother and more meaningful banking with the poor. RBI had then advised commercial banks to actively participate in this linkage programme. The scheme has since been extended to RRBs and co-operative banks. The number of SHGs linked to banks aggregated 4,61,478 as on March 31, 2002. This translates into an estimated 7.87 million very poor families brought within the fold of formal banking services as on March 31, 2002. More than 90 per cent of the groups linked with banks are exclusive women groups. Cumulative disbursement of bank loans to these SHGs stood at Rs. 1026.34 crores as on March 31, 2002 with an average loan of Rs. 22,240=00 per SHG and Rs. 1,316=00 per family.

As regards model-wise linkage, while Model I, viz. directly to SHGs without intervention/facilitation of any NGO now accounts for 16%, Model II, viz. directly to SHGs with facilitation by NGOs and other formal agencies amounts to 75% and Model III, viz. through NGO as facilitator and financing agency represents 09% of the total linkage. While 488 districts in all the states/UTs have been covered under this programme, 444 banks including 44 commercial banks (including 17 in the private sector), 191 RRBs and 209 co-operative banks along with 2,155 NGOs are now associated with the SHG-bank linkage programme. While the SHG-bank linkage programme has surely emerged as the dominant micro finance dispensation model in India, other models too have evolved as significant micro finance purveying channels. (a) An Intermediate Model that works on banking principles with focus on both savings and credit activities and where banking services are provided to the clients either directly or through SHGs; (b) There is also a Wholesale banking Model where the clients comprise NGOs, MFIs and SHG Federations. This Model involves a unique package of providing both loans and capacity building support to its partners; (c) Further, there is an Individual Banking-based Model that has its clients as individuals or joint liability groups. While programme management and client appraisal in this Model may be a challenge, it is best suited to lending to enterprises. Keeping these validated models for delivery

metro city times of credit to the poor and the unorganized sector in view, RBI is moving towards a systems perspective for providing effective policy support not only because a number of different institutions, viz. banks, MFIs, NGOs & SHGs are involved, but also because these institutions have very different institutional goals. With this in view, a series of initiatives is being planned in the coming months for putting in place a more vibrant micro finance dispensation environment in the country where complementary and competitive models of micro finance delivery would be encouraged to co-exist. Govt.of India vide their notification dated August 29, 2000 have included ‘Micro Credit/Rural Credit’ in the list of permitted nonbanking financial company (NBFC) activities for being considered for Foreign Direct Investment (FDI)/Overseas Corporate Bodies (OCB)/Non-Resident Indians (NRI) investment to encourage foreign participation in micro credit projects. This covers credit facility at micro level for providing finance to small producers and small micro enterprises in rural and urban areas. There is an urgent need for micro credit providers to shift from a minimalist approach – that is offering only financial intermediation – to an integrated approach to poverty alleviation taking a more holistic view of the client including provision of enterprise development services like marketing infrastructure, introduction of technology and design development. In this context, the setting up of the Micro Finance Development Fund marks an important step. Pursuant to the announcement of Union Finance Minister in his budget speech for the year 2000-01, this Rs. 100 crore Fund has been created in NABARD to support broadly the following activities: (a) giving training and exposure to self-help group (SHG) members, partner NGOs, banks and govt. agencies; (b) providing start-up funds to micro finance institutions and meeting their initial operational deficits; (c) meeting the cost of formation and nurturing of SHGs; (d) designing new delivery mechanisms; and (e) promoting research, action research, management information systems and dissemination of best practices in micro finance. This Fund is thus expected to address institutional and delivery issues like institutional growth and transfor mation, governance, accessing new sources of funding, building institutional capacity and increasing volumes. RBI and NABARD have contributed Rs. 40 crore each to this Fund. The balance Rs. 20 crore were contributed by 11 public sector banks. October 2010

overnment of Andhra Pradesh has signed the Concession Agreement with L&T Hyderabad Metro Rail Pvt.Ltd for develop ment of Hyderabad Metro Rail project in public private partnership (ppp) mode. As required by the bid condition, L&T has formed this special purpose vehicle company for developing the project on design, build, finance, operate & transfer (dbfot) basis. The Agreement was signed by Urban Development Principal Secretary Mr.T.S.Appa Rao and the Managing Director of the newly formed L&T Hyderabad Metro Rail Pvt.Ltd Mr.V.B.Gadgil in the presence of Chief Minister Dr.K.Rosaiah, Municipal Administration Minister Mr.Anam Rama Narayana Reddy, Ministers from the city Mr.D.Nagender, Mr.Mukesh Goud and Mrs.Sabita Indra Reddy, Chief Secretary Mr.S.V.Prasad and Chairman of L&T Financial Services Mr.Y.M.Deovasthalee.

Metro Times Presiding over the function, Chief Minister Dr.K.Rosaiah has stated that with 71 km taken up in one go, Hyderabad Metro Rail project is one of the world’s largest metro rail projects and in fact the largest one in ppp mode. Out of the total project cost of ‘12,132 crore, L&T sought a grant of ‘1,458 crore (12%) and this entire grant amount will be borne by government of India. Thus, over ‘12,000 crore will come to the state as investment from private sector and central government. This is the single largest investment in the state, the Chief Minister has said.

Thanking UPA Chairperson Mrs.Sonia Gandhi and Prime Minister Dr.Manmohan Singh for sanctioning such a large project for solving the traffic problems of Hyderabad city, the Chief Minister has mentioned that the Prime Minister and the Planning Commission have appreciated the transparent and successful bid process for the project. The mammoth size of the project will generate employment for about 5000 engineers and about 45000 skilled and unskilled workers. The project involves consumption of 26 lakh tons of cement; 2 lakh tons of steel; and 58 lakh cubic meters of concrete and this will result in establishment of many ancillary industries around Hyderabad and will give a big fillip to developmental activities in various parts of Telangana region. Appreciating the engineering skills, financial resources and the quality work for which L&T is known, Chief Minster Dr.Rosaiah exhorted the L&T officials to achieve Financial Closure early and complete the project ahead of schedule. He has also advised them to make it a model metro rail system by incorporating the best features of various modern metro rail systems in the world and make Hyderabad the best city for living and for investments.

Salient features of Concession Agreement The project covers 3 high density traffic corridors of Hyderabad viz., i)Miyapur-LB Nagar (28.87 km); ii)JBSFalaknuma (14.78 km); & iii) Nagole-Shilparamam (27.51 km); Development of elevated metro rail system on design, build, operate, finance and transfer (DBFOT) basis in public private partnership (PPP) mode; Implementation of the project under AP Municipal Tramways Act, 2008; Concession Period is for 35 years (5 years construction period +30 years of operations period), with a provision of extension for another 25 years, provided the Concessionaire discharges it’s obligations without any material breach or default; Estimated Project cost is ‘12,132 crore. Any increase in cost shall also be borne by the Concessionaire; Estimated traffic demand is 15 lakh passengers per day in 2014 and 22 lakh passengers per day in 2024; Concessionaire can undertake Real Estate Development upto a maximum of 18.5 million sft subject to the municipal bye laws, through utilization of air space over the 269 acres of land earmarked for Rail facilities at their own cost. However, ownership of land and assets remains with Government and Concessionaire cannot sell the developed assets;

Intermodal integration with rail terminals, bus depots, MMTS stations and feeder buses;

Concessionaire can rent out the air space after commencement of operations of the Rail system and shall handover all the assets and the Rail system to Government at the end of the Concession Period;

Concessionaire shall pay to the Government from 21st year onwards 0.5% of the Realizable Fare net of taxes and increasing it additionally 0.5% every year, subject to a ceiling of 10%.

The Concessionaire shall provide the Government “Golden Share”, which requires an affirmative vote of the Government Director for passing any resolution on any of the “reserve matters”;

Way Forward: L&T has to submit bank guarantee for ‘360 crore as Performance Security to government and achieve Financial Closure for the project within 6 months. It has to complete geophysical and traffic surveys, freeze metro rail viaduct alignment and various facilities of the stations and depots and submit thousands of detailed designs and drawings for approval of Hyderabad Metro Rail authorities, Indian Railways, National Highways and other connected government agencies.

Cost of shifting the utilities shall be borne by Government; Concessionaire is responsible for safety of operations and shall obtain permission from the Commissioner of Railway Safety for opening the System for traffic; Key performance indicators include provision of enough air conditioned coaches and a number of other provisions to make the Rail System a state of the art world class Mass Rapid Transit System; System shall be designed for two minutes frequency but trains can initially be run with three to five minutes frequency; Fail-safe signaling system with latest features; Automatic Fare Collection system with smart cards and other devices;

Sarojini Naidu The Nightingale of India

Born on* 13 February 1879 *Born in* Hyderabad, India *Died on* 02 March 1949 *Nationality* India *Works & Achievements* First Indian woman president of Indian National Congress and first woman to be appointed Governor of any state in India. Sarojini Naidu Sarojini Naidu, also known as Sarojini Chattopadhyaya, was a famous Indian poet and a major freedom fighter who went on becoming the first Indian woman to be appointed the president of the Indian National Congress and the Governor of any state in India. Most of all, she was a noted child prodigy and a master of the children’s literature. Naidu was given a sobriquet Bharat Kokila (The Nightingale of India) on account of her beautiful poems and songs. Some of her best books that established her as a potent writer include The Golden Threshold, The Gift of India, and The Broken Wing. An active participant of the Indian Independence movement, Naidu joined the national movement taking Gandhi’s call and joined him in the popular Salt March to Dandi. With the Indian Independence in 1947, Sarojini Naidu was made the Governor of the Uttar Pradesh in the wake of her contribution to the movement. arojini Naidu was born on 13 February 1879 in Hyderabad, India to the scientist, philosopher and a politieducator Aghornath Chattopadhyaya and Barada Sundari Devi. She was the eldest daughter of her parents. A political activist, her father was a co founder of the Nizam College and the first member of the India National Congress in Hyderabad. Chatto padhyaya was removed from his position as a penalty for his active participation in Indian Indepen dence movement. Virendranath Chattopadhyaya, Sarojini’s brother, was a political activist who played a key role in establishing the Berlin Committee and was influenced by Communism. He was allegedly killed by the Russian troops in 1937. Sarojini’s second brother Harindra nath Chattopadhyaya was a noted poet and playwright.

A brilliant student, Sarojini won appreciation and fame by being selected in Madras University at just 12. In 1895, she went on to study at Kingâ&#x20AC;&#x2122;s College in London and later at Girton College, Cambridge University. She developed a liking and passion for reading and writing poems whilst still in college where she became proficient in many languages including Urdu, English, Persian, Telugu and Bengali. Whilst still in college, Sarojini met Dr. Muthyala Govindarajulu Naidu and both grew closer by the end of her college. Upon finishing her studied at age 19, she married him in 1898 during a period when inter-caste were marriages were rare and considered a crime in the Indian society. Nonethe less, the successful marriage of the couple prevented people from intervening into their personal life and taking it onto another stage. The couple had four children; Jayasurya, Padmaja, Randheer and Leelamani. Her daughter Padmaja followed in to her footprints and became the Governor of West Bengal. In 1961, she published a collection of poems entitled The Feather of The Dawn.

Sarojini Naidu had many credits to her, including a notable contribution to the Indian Independence Moveme nt. She joined the moveme nt at the rear of Bengal partition in 1905 and since then, she stuck to her commitment to the cause. While working for the Indian National Congress, she was introduced to many eminent personalities such as Muhammad Ali Jinnah, Jawaharlal Nehru and Mahatma Gandhi with whom she shared a special bond and a very good rapport. During 1915-1918, she traveled across the India lecturing on social welfare, women empowerment, emancipation and nationalism. Inspired by Jawaharlal Nehru, she embarked on providing help and support for the indigo workers in Champaran who were being subjected to violence and oppression. In 1925, Naidu was appointed the President of the National Congress thus making her the first Indian women to hold the post. With the introduction of the Rowlett Act in 1919, Sarojini joined the Non-Cooperation Movement organized and led by Mahatma Gandhi. In the same year, she was appointed the Home Rule Leagueâ&#x20AC;&#x2122;s

biography of Muhammad Ali Jinnah entitled as The Ambassador of Hindu-Muslim Unity. Other acclaimed poems that came following are The Wizard Mask and A Treasury of Poems. Other selected works written by her include The Magic Tree and The Gift of India. She was given the name Bharat Kokila on account of the beautiful and rhythmic words of her poems that could be sung as well.

In 1942, she was arrested along with Mahatma Gandhi for her involvement in the Quit India movement and was jailed for almost 2 years. After her release from the jail, she presided over the Steering Committee at the Asian Relations Conference. With the independence of India in 1947, Sarojini Naidu was made the Governor of the Uttar Pradesh in the wake of her contribution to the movement. She was the first woman to become the governor of a state. She died of a heart attack while working in her office on 2 March 1949. October 2010

olconda Fort is famous for its military archi tecture. The defenses of this fort were so strong that no known attack of the time could penetrate its strong ramparts. No wonder, its downfall could only be engineered by the guile of a traitor. Though in an advanced state of decay, the fort still conveys the majesty of its heydays. Golconda Fort is a marvelous piece of military architecture. It was one of the most defensive and impregnable strongholds of its time with massive ramparts, bastions, and gateways. The fort also reflects the architectural skill of its builders, who built it atop a rugged boulder-strewn terrain. The marvelous acoustic features of the fort speak highly of technical achievements of the builders of that time. The architectural skill of the Qutab Shahi rulers of Golconda Fort is further reflected from the waterworks seen in the premises of the fort and below it. People living within the precincts of the fort, the royal baths, both residential and administrative buildings, received their due share of water, through a maze of well-laid clay pipes fed by Persian wheels (located below the fort). As Golconda is strategically located in the peninsular part of India, it acquired prominence on the political map of India when the Kakatiya rulers built Mangalawaram or Mankal, a mud fort in Golconda in 1143. The glory of the Golconda fort grew under the rulers of the Bahamani kingdom when they took over this fort in 1364. In 1507, Quli Qutab Shah founded the kingdom of Golconda and turned the mud fort into a strong fortress. Golconda Fort has a strange savage grandeur to which the mammoth boulders on the surrounding hills contribute a rugged and eerie charm. From the top of the acropolis, the walls of Golconda Fort appear meandering nearly four miles in circumference with 87 semi-circular bastions, eight gateways and four drawbridges, further secured by a deep moat running below the awesome ramparts. Later on, an irregular rhombus with a rough pentagon (known as the Naya Quila) was added to its northeastern side. Aurangzeb completely destroyed the fort in 1687 and left it in a heap of pathetic ruins. Huge cannons can still be seen mounted at a few vantage points. The defense architecture at Golconda Fort was so strong that it could face any known artillery attack of the 17th century. Golconda Fort actually consists of four distinct forts joined together. The lowest of these is the outermost enclosure that can be entered through the Fateh Darwaza (victory gate, so called after Aurangzebâ&#x20AC;&#x2122;s triumphant army marched in through this gate and destroyed the entire fort in 1687) near the southeastern corner. It is a vast tract covered with mansions of nobles, bazaars, temples, mosques, soldiersâ&#x20AC;&#x2122; barracks, powder magazines, stables, etc.

Tourism Times Golconda fort has a number of imposing gateways. The Fateh Darwaza (victory gate) is a marvel of architecture and is known for its acoustics. A clap of hands at the portico is heard at the Balahisar Baradari (a wind-swept pavilion) on top of the acropolis. This acted as the warning note to residents in case of danger, though it is now a mere amusing diversion to visitors. Most of the massive bastions still uphold cannons left behind by the Qutab Shahis and Mughal forces. The Fateh Rahbir canon (guide to victory) was mounted by Aurangzeb on the Pethla Burj where it stands as reminder of the Mughal emperorâ&#x20AC;&#x2122;s determination to conquer Golconda.

The Balahisar Darwaza is the most impressive gateway of this fort and is guarded â&#x20AC;&#x2DC;;by statues of mythical beasts and lions. From the Balahisar Darwaza starts the uphill ascent of some 380 uneven stone steps. The main structure of the Golconda fort is laid out in a sequence of enclosures that provide a transition from public and administrative structures to the royal residences and halls. The mortuary baths lie to the right of the portico. Earthen pipes fed the large cisterns here, the source of hot and cold water. The baths were meant for the deceased harem ladies who were given the ritualistic bath before burial outside the Banjara Gate. Nagina Bagh, now in complete

metro city times ruins, lies within an enclosed area. The offices of Akanna and Madanna, two important Hindu officials in the Qutab Shahi court, are further up. The large iron weights, half buried in the ground, are curious relics of the past. Ruins of the Ambar Khana and Bari Baoli (step well) are close to the upper terrace. One can also see a Hindu temple belonging to the Kakatiya period carved out of a huge boulder. It has colorful murals of the Goddess Kali on the white-painted faĂ§ade. Another important structure is the mosque built by Tara mati. As one continues to move up, one is bound to see the unu sual clay pipes fitted into the wall planksevidence of an efficient water supply arrange ment to the uphill residential area. A series of Persian wheels carried water from the reser voirs to upper terra ces from where the pipes channe lized it into baths, cister ns, gardens, and kitchens. This is a sixteenth-century engineering marvel. Promi nent corner min arets disti nguish the small mosque built by Ibrahim Quli Qutab Shah. The c o u r t y a r d extends up to the ramparts provi ding spectacular views of the landscape below for miles. Close to the mosque lies a small Ram Mandir. Steep narrow steps descend to the zenana quarters (residence of women belonging to the royal household). These palaces, built on massive platforms, had high ceilings and walls covered with decorative niches, alcoves and cornices, essentially Persian in design. The tall wooden columns, now lost, reveal the bare structure of the triple-vaulted hall. Delicate arabesques in the roundels above the side arches constitute the elegant ornamentation on stucco. The great Golconda fort is located on the western side of the city of Hyderabad.

ochampally Ikat Sarees, Sarees of South India Pochampally Ikat sarees are distinguished for their unique designs and fine fabrics. The manufacturing history of Pochampally Ikat sarees dates back to 1970. It has been said that at that time, some village headmen of Pochampally decided to weave silk along with cotton to make a better living. Two young weavers were sent to learn the secrets of the art to Bangalore. This was the beginning of a revolutionary era in the Pochampally handloom industry. Unlike the Orissan industry, the weaving of Pochampally sarees appears to be a modern development without strong indigenous roots. Most evidences suggest that Ikat weaving began in the late nineteenth century, when most of the original textiles were large scarves (rumal) made for export to Arabia. Only poor local fishermen and the people of low classes wore these cloths. In present times, the weavers are employed from Dravidian (Teluguspeaking) Hindu communities, namely Padmasalis and Devangs.

Pochampalli, in Nalgonda district, is famous for its Ikat sarees. It is not the only town where Ikat sarees are woven, however, as many towns in Nalgonda, Hyderabad and Guntur districts, such as Chirala, Golgonda and Jalna are some of the known centres of Pochampally Ikat sarees. The Ikat weaving is called by the name of ‘chit-ku‘ in these places. Overall, Ikat sarees do not appear to have been made in the Pochampalli area until the 1950s. The earlier Pochampalli Ikat sarees show designs closer to the Siddipet khans rather than the Ikat rumals. Like the khans, the borders of these early Pochampalli Ikats were only embellished with supplementary-warp patterns. The endpiece of the sarees consisted of a series of bands of different widths descending in size from the large central band. Unlike the khans, these bands were only embellished with weft-Ikat dyed threads. The 8-metre (26-foot) saree called zjanani, has Ikat bands in the endpiece and it was one the woven in Pochampally. Even it has also been proved that the north in Bastar, the Dhurua tribal saree incorporated Ikat checks in its body. The Pochampally involves about 5000 handloom weavers who create sarees in traditional Ikat work. Following the present trends, Ikat silk sarees are created with design layouts similar to the old khan style. This is the indication of a possible link between the much older supplementarythread Siddipet khan sarees woven in this area and today‘s Ikat industry. Gradually, as the history of the Pochampally tradition proceeded, the Pochampalli‘s Ikat saree industry had progressed. In the meantime, the patterns of the sarees had been changed and had evolved into what are now recognized as the characteristic sarees of this area. The characteristic features of Pochampally Ikat sarees lie in the big, bold and bright patterning. The modernization of thought and choice has inspired the artisans to create modern motifs that are abstract, modernist and geometric, with plenty of brilliant colours. The most modern Pochampalli Ikat designs have origins in the rumal. The majority of Pochampally Ikat sarees are vibrantly coloured, however, and although there is a wide range of modern designs. Most of the designs still follow the rumal layout with wide plain borders, one or two plain bands marking the endpiece, and a field covered with Ikat-created designs. As per the history, the Ikat sarees of Andhra Pradesh appear to have closer ties with Gujarat than Orissa. Two brothers from one of the original rumal-weaving families in Chirala are believed to have trained in Gujarat in the early years of the twentieth century. Today the Pochampalli and Chirala areas specialize in creating imitation patola sarees and some of these imitations are very close to the originals although the weaving is often less fine. The characteristic patolu motifs are often

interspersed within the rumal format, leading to the typical patolu elephants (enuga), parrots (ciluka), dancing girls (annu) and flowers (poovu) being placed within the geometric grid of the rumal-style field. Other imitation patola have purely geometric forms within the field, something not seen in the traditional Gujarati versions. Most of these imitation patola sarees are also embellished with Ikat borders and endpieces. The designs of the imitation sarees are usually less complex than the multiple bands found in the originals. They are woven in silk, cotton and silk-cotton mixes. The Pochampally Ikat sarees have a good market in India and abroad because the weavers use modern synthetic colours and create exclusive designs that are typical of the saree tradition. As per the history, the weavers of Pochampally Ikat sarees were influenced by the Paolu designs of Gujarat. The weavers, who are involved in creating Pochampally sarees, follow a particular way for weaving the sarees. At first, the yarn for the warp and weft is stretched on warping blocks in the form of quarter circle. They consist of one strong peg connected with a circular segment of a wooden plank. These are studded with about 35 pegs. Then the thread is stretched on it and divided into a number of sets. After the weaving is done, the artisans go for dyeing the fabric. The dying process is repeated several times. The process of dyeing involves taking off the yarn and stretching it. Them it is partly opened and tied again for dyeing. The method of weaving the Pochampally sarees is similar to the tieand-dye method, but the yarn is dyed before weaving. All Andhra Pradesh Ikat sarees are sold in major urban centres. Like the older rumal trade goods, its Ikat sarees are primarily made for export rather than for local markets. The weavers of Andhra Pradesh create Ikat sarees that are simple and geometric designs are incorporated in the good quality Ikat sarees. Apart from Andhra Pradesh, Gujarat and Orissa are the hubs for creating the Pochampally Ikat sarees.

One scene in the movie which will definitely make you to take notice of CHARACTER is when one couple who are expecting a baby in 2 months are frantically trying to get a visa so that the baby is born in USA and become a citizen. Forget the production value, this is a must watch movie. The language used is so common man’s language. The group of friends calling themselves Lafoot Gang (Fit-for-nothing). Sekhar had no idea of post-production, he had no idea as to where he should register his movie, he had no idea how to find a distributor and whom to show the screening to get a distributor to buy it. The movie has more of English than Hindi/Telugu and he thought of registering the name under a English movie. Now he didnt know that if he had registered the movie as a Telugu movie he would have cut a lot of cost, but he learnt. He learnt the hard way. He did not get distributors who would buy the reels. But, the fighter that he is.. he did not loose hope. He went to the manager of Sangeet theatre and paid money to the theatre owner to rent his theatre for one show a day for three days. One noon show for three days. He was pretty damn sure that if atleast 100 people watch his movie, by the word of mouth it would run. that is exactly what happened. people loved the movie, the

Even after the moderate success and high critical acclaim of Dollar Dreams Sekhar had to start th journey from the scratch. No investors, no producers. But, he wanted to make this movie right from his student days when he was studying Cinema. As mentioned earlier he had written the script of Anand as his final thesis. He was passionate about this movie, he believed in this movie. The movie if made would be released into Telugu movie Industry when the movie which were ruling were factionist movies, teenage movies and mindless comic movies. But, that had to stop according to Sekhar. Though his next ventures ‘Godavari’ and ‘Leader’ haven’t made much money he is still regarded as a Star Director. But Sekhar feels he is a good dreamer and he finds his own way to visualize them for those who have a real passion for movies.
