Welcome words As the Mayor of the city of Mendoza I want to give, on my behalf, a warm welcome to all our visitors and thank all of you for the honor of hosting the III Ibero-American Mayors Forum. I trust this forum will be an enriching experience and I hope this creates a space for co-working and knowledge-sharing to address the most important challenges of the cities in our regions. It is in the cities where future challenges will be defined. It is within the cities where the largest percentage of global wealth is produced, where most of the population is concentrated and where most of the economic activity takes place. However, it is also where we find the highest inequality and the largest ecological and environmental overflow. This situation requires an urgent political commitment, a call to open our eyes to a complex reality, where we have the obligation of turning our cities into a more humane space for us and our families. I am truly convinced that there is nothing more strategic, more necessary, and urgent than an unrestricted and seamless commitment to sustainable urban development to achieve social equality. With this paradigm and understanding, we have worked in the city that today shows us its largest Public Works Plan. This is why we have great satisfaction and pride to host this event. We hope that by the end of the forum we are left with richer minds, with fearless ways of thinking, and finally with a higher desire to transform our cities. As Mayor, I reiterate the warmest welcome to our city.

MENDOZA Founded in 1561 and located at the foot of the Andes Mountain Range. Together with the cities of Maipú, Luján de Cuyo, Las Heras, Godoy Cruz, Guaymallén, and General Lavalle it is the fourth largest conglomerate of the country, with a metropolitan area of more than 1 million inhabitants. Mendoza is a strategic point in the socioeconomic development of MERCOSUR and the direct link with Chile through the bi-oceanic corridor. It is recognized internationally as one of the 9 wine capitals of the world since its wine industry is the most important in the country. Even though, it is situated in an extremely dry desert region, Mendoza has an extensive artificial irrigation system, which allows for greenery throughout the city.

NAVE CULTURAL It is a multidisciplinary venue located near the center of the city of Mendoza. It is located in the heart of Parque Central, a modern green lung of 14ha, connected by the recently inaugurated Paseo di Benedetto. Its industrial architectural style emerged in 2009 from the enhancement and refurbishment of one of the warehouses of the San Martin General Railroad (FCGSM) that formed part of the Mendoza Central Station. It has a covered area of 2.200m2 divided into three large functional spaces to host cultural activities and events.

CITIES NETWORK OF THE IDB Subnational governments must face challenges in various areas, and the IDB has the technical capacity and multiple effective and innovative projects and programs to support the cities to be able to reach sustainability goals through the exchange and transfer of knowledge and good practices. For this reason, the Division of Housing and Urban Development of the IDB, has started a Sustainable Cities Network. The Cities Network started with the cities that form part of the Emerging and Sustainable Cities Initiative (ESCI) and it has been adding other cities that work in initiatives promoted or financed by the Bank. This Cities Network seeks to generate spaces for the Mayors and other decision makers to engage in knowledge and best practice exchange to address the main urbanization challenges in the region.

IBERO-AMERICAN MAYORS FORUM (IAMF) The IAMF started three years ago as a joint initiative between the Government of Spain, the Cities Network of the IDB, the city of Santander, the University of Cantabria (UC) and the International University Menéndez Pelayo (UIMP). The initiative was created with the objective of promoting experience exchanges between Ibero-American cities which share cultural and historic values and share common ideals about the quality of life for their inhabitants. The Forum focuses on the environmental, economic, and social development. To date, two forums have taken place, in 2015 and 2017, in the cities of Madrid and Santander, Spain. This is the third edition and the first forum to be taking place in Latin America and the Caribbean.

III IBERO-AMERICAN MAYORS FORUM COORDINATION FOR A SUSTAINABLE URBAN DEVELOPMENT As a result of their dynamic nature and continuous growth, cities tend to surpass their administrative limits, absorbing areas that belong to other administrative jurisdictions and forming what is known as metropolitan areas. The management of metropolitan areas involves multiple challenges and opportunities that require a rethinking of the coordination and monitoring mechanisms, between different levels of governments (national, regional, local), as well as with the private sector, civil society, academia, and other stakeholders. Cities require a large-scale vision to improve the quality of life of their inhabitants, which must be built as a whole, independent of territorial political division or sectoral interests. In this edition the Forum’s main objective is to promote the debate around the challenges faced in the coordination of urban management and its multiple dimensions and scales. Likewise, it seeks to promote the exchange of good practices and lessons learned from different cities in Spain and Latin America and the Caribbean. We will receive Mayors from Spain, Latin America and the Caribbean, as well as renowned international experts. The III Ibero-American Forum is organized by the Ministry of Interior, Public Works and Housing of the Republic of Argentina, the Ministry of Public Works of Spain, the Inter-American Development Bank and the Municipality of Mendoza, host of the event. Additional support was provided by the Province of Mendoza, the Council for Coordination of Socio-Environmental Municipal Public Policies for Greater Mendoza (UNICIPIO), the city of Santander, the University of Cantabria, and the Leornardo Torres Quevedo Foundation. On this occasion, the Forum takes place within the framework of the “59th Annual Meeting of the Boards of Governors of the IDB and IDB Invest.

TUESDAY 20TH WELCOME ACTIVITIES

Field Visit to Urban Infrastructure Improvements in Vulnerable Neighborhoods Organized by: Government of the City of Mendoza Departure 14:30 from the lobby at Sheraton Hotel Flores-Olivares. An informal settlement with more than 60 years of existence, where 480 families live with vulnerable access to basic services and community facilities. Since December 2016, through the National Habitat Plan, urbanization projects have taken place which seek to favor the access of the population to basic services, accompanied with social education, health, and sports programs. Also, a land ownership regularization program will be implemented, which will grant each neighbor the title of their property. Within this framework, a Nucleus of Innovation and Development of Opportunities is under construction. This is a space dedicated to labor reintegration, work with the community, and attention to early childhood activities. During the tour this will be one of the stops. La Favorita. An irregular human settlement located in the foothills of the city, made up of 38 neighborhoods where 3500 families live with a deficit in access to basic services. In this area, the Neighborhood Improvement Program (PROMEBA, with financial resources from the IDB), has financed the process of urbanization since 2004. Currently, the fourth phase of PROMEBA is in execution, and will benefit 700 families, which will formalize 45% of the total area. The project for the remaining area is in formulation and is expected to be financed with a new phase of PROMEBA. The resources of the program will be invested in public infrastructure, basic services (water, wastewater systems, electricity, and natural gas), storm drains, community equipment and mitigation work. Social support is also provided by the field teams and through the financing of community initiatives. The final aspect of the program is land ownership regularization, granting property titles to the beneficiaries. During the visit, the different stages of consolidation of PROMEBA, will be observed.

Mayors Coffee Organized by: Inter-American Development Bank Venue: Mirador Room, Sheraton Mendoza Hotel The Mayors Coffee is a space for dialogue and exchange of experiences between the Mayors. The Mayors will share their successes and challenges in their urban context. Welcome remarks and an introduction to the forum by Juan Pablo Bonilla, Manager of the Climate Change and Sustainable Development Sector and Tatiana Gallego, Division Chief of the Housing and Urban Development Division.

Juan Pablo Bonilla Manager of the Climate Change and Sustainable Development Sector, IDB Dr. Bonilla has worked on environmental sustainability, climate change, and energy for more than 20 years. At the IDB, before he was Chief of Staff to the Executive Vice President he led the IDB’s Sustainable Energy and Climate Change Initiative, a major strategic step for integrating climate change and sustainability as a priority for the Bank. Before joining the IDB, Dr. Bonilla worked as Senior Specialist at the World Bank and was a member of the United Nation’s CDM Executive Board. In Colombia, he was the principal advisor to the country’s Vice President, and he launched new initiatives such as the Climate Change Policy and the National Biotechnology Policy. Dr. Bonilla served as Deputy Minister of Environment, and acting Minister of Environment, Housing and Territorial Development. Dr. Bonilla has a M.Sc. in Engineering Management and Systems Engineering and a Ph.D. in Environmental and Energy Management from George Washington University. #ForoAlcaldesMDZ

Tatiana Gallego Lizón Division Chief of Housing and Urban Development, IDB

Dr. Gallego is the Division Chief for Housing and Urban Development at the Climate Change and Sustainable Development Sector of the Inter-American Development Bank. Between 2015 and 2017, Dr. Gallego was the Director of the Urban Development and Water Division of the Southeast Asian Department, where she pioneered agendas on urban climate change resilience, cross-border economic zones, and corridor town development. Between 2002 and 2014, she led the development of businesses and the identification, formulation, processing and implementation of urban loans and non-credit assistance to several countries in Asia. Before 2002, Dr. Gallego worked in industry and research as a Senior Engineer. Dr. Gallego has a Ph.D. and a MEng in Environmental Engineering from Imperial College London and a PGD in Policy Studies from the School of African and Oriental Studies.

As part of the Welcome Cocktail activities, a digital representation of the Unpostponable Dialogues of the XX Architecture Biennale of Chile will be presented. It’s curator, Luis Felipe Vera Benitez, will be joining us.

Exhibition of the XX Architecture Biennale of Chile – Unpostponable Dialogues The Biennale has been recognized for focusing the dialogue on seven thematic axes: “Dialogues on the common” that focuses on democratic access and belonging to the urban space; “Dialogues about participation” that seeks to dialogue about the participation of the person that designs; “Dialogue of integration”, which addresses the design of architecture and the city as an integration tool; “Dialogues on vulnerability” that encourages dialogue on the social and environmental crisis that lead to architectonic solutions; “Dialogues on resources” that analyzes the good use of these; “Dialogues about identity” that provokes the revision of the nature of identity and an analysis of future traditions; and , finally, “Dialogues about the future”, where the previous axes are summarized in the discussion about how architecture is re-imagined towards the future.

PRESENTED BY

Luis Felipe Vera Benitez Luis Felipe is an architect from Universidad de Chile (2009) with a MDeS of the Harvard Graduate School of Design. Director of the Center of Ecology Landscape and Urbanism of the Design Lab UAI and member of the Housing and Urban Division of the Inter-American Development Bank. He has curated several international exhibitions, including the Radical Temporalities pavilions at the Shenzhen Biennale, and Does Permanence Matter in the Venice Biennale. He is the author of various books, among them Kumbh Mela: Mapping the Ephemeral Mega City and Ephemeral Urbanism Cities in Constant Flux.

Integration case

Innovation for Urban Integration: Barrio 31, Buenos Aires Venue: Nave Cultural – Room 2 (auditorium) With an area of 32 ha and 40 thousand inhabitants, Barrio 31 is an emblematic irregular settlement of Buenos Aires located between Recoleta and Puerto Madero, two of the most privileged neighborhoods of the city. However, due to its physical and social boundaries, the neighborhood operates as an island in the urban environment. The Government of the City of Buenos Aires, is currently implementing with the support of the IDB, an innovative urban and social integration program. The integral approach, includes not only basic infrastructure actions, connectivity, and neighborhood improvement, but also other actions geared towards consolidating social, educational, and economic integration by creating investments, such as a new Educational Center with the new headquarters of the Ministry of Education of the city.

Graduated as an Economist from the University of Buenos Aires in 1988, and then completed a Master of Business Administration in Harvard University. In 1993, he started the Grupo Sophia Foundation, an NGO formed by a young group of people are interested in working in the public sector. In 2002, he started to actively participate in politics together with Mauricio Macri, with whom he founded the political party Compromiso para el Cambio in 2003, which was then called Propuesta Republicana (PRO) in 2005. In the two periods of Macri as Head of Government of Buenos Aires, Horacio was the Chief of Cabinet of Ministers. In June 2015, he was elected Head of Government of the Autonomous City of Buenos Aires with 53% of the votes.

Followed by a dialogue with the audience (15’) The conference of the Chilean Architect Alejandro Aravena, Prizket Prize 2016, aims to put on the table the need to establish a more productive and coordinated dialogue amongst all the stakeholders of society, inviting us to make a paradigm switch to achieve better cities, proposing as a possible strategy: i) re-think the dialogue between the Government, productive industries, and civil society; ii) from vertical dialogue to 3D: neither paternalistic (from top to bottom) nor populist (bottom to top), but with duration in time and depth of meaning ; iii) the territory built with quality and not as a consequence of development.

Alejandro Aravena Executive Director, ELEMENTAL

Alejandro Aravena graduated with a title in Architecture from the Universidad Católica de Chile in 1992. He then studied Theory and History in the IUAV of Venice. In 1994, he opened his own office, Alejandro Aravena Arquitectos. From 2000 until 2005, he was a professor in Harvard University, where he founded ELEMENTAL together with Andres Lacobelli. In 2010, he was named International Fellow from the Royal Institute of British Architects. He was Curator of the 15th Biennale di Venezia. In 2016, he received the Pritzker Prize. Since 2001 he manages ELEMENTAL.

Initiatives

Global Cities Initiatives Venue: Nave Cultural – Room 2 (auditorium) Introduction to the initiatives (15’) URBAN 20 (U20) Urban 20 (U20) is a global initiative that coordinates the representation of cities in the G20 framework, developing collective messages and inclusive solutions for global issues such as climate action, the future of work and social integration. U20 was launched in December last year by the Mayor of Paris, Chair of C40 Cities, Anne Hidalgo and Mayor of Buenos Aires, Horacio Rodríguez Larreta. The French Development Agency, the World Bank and the International Finance Corporation, the Inter-American Development Bank, and the Development Bank of Latin America (CAF), have already announced their support to the initiative.

Fernando Straface General Secretary and International Relations of the City of Buenos Aires

Cofounder and Executive Director (2010-2015) of CIPPEC, one of the most important think tanks in Latin America. He is an expert in good governance, public sector and civil society reforms. Between 2003 and 2008 he was the Good Governance specialist in the Interamerican Development Bank (IDB) in Washington, DC. Previously he led the State Reform Area of the Sophia Group. He was the Executive Director of the National Institute of Public Administration between 2000 and 2001. He worked as a consultant for the World Bank, the Department for International Development (DFID), the United Nations program for development, and CAF. Straface has a Master’s in Public Policy from Harvard University (Kennedy School of Government) and a Bachelor’s Degree in Political Science from the Universidad del Salvador.

GLOBAL COVENANT OF MAYORS FOR CLIMATE AND ENERGY The Global Covenant of Mayors for Climate & Energy is an international alliance of cities and local governments with a shared long-term vision to promote and support voluntary action to combat climate change and move to a low emission, resilient society. The Global Covenant of Mayors organizes and mobilizes cities and local governments to become active contributors to a global climate solution. Local, regional and global city networks are core partners, serving as the primary support for participating cities and local governments. Focusing on those sectors where cities have the greatest impact, the Global Covenant of Mayors supports ambitious, locally relevant solutions, defined in strategic action plans that are registered, implemented, and monitored and publicly available. Within this session, Mayor Rodas will make a call for action.

Mauricio Rodas Mayor of Quito, Ecuador

Doctor in Jurisprudence of the Universidad Catolica of Ecuador in Quito and a with a master’s degree from the University of Pennsylvania in Administration of Government and Science. He has worked as an analyst for CEPAL and as an advisor to different ministries of the Government of Mexico, and for state and municipal governments in that country. Founder and former General Director of the Ethos Foundation, a public policy research center for Latin America. Member of the Board of Directors of the Global Covenant of Mayors for Climate and Energy and part of the Global and Regional Directory of ICLEI. He has been the Mayor of Quito since 2014.

Dialogue Roundtables: Cases and Coordination Challenges Venue: Nave Cultural – Room 1 Dialogue (1:15h). Conclusions (30’) Dialogue about good practices and lessons learned in charge of the participating Mayors. The Mayors will be divided in three discussion tables according to their previously informed preferences on how they prefer to address the main challenges related to the coordination of urban development between different stakeholders, in climate action, the future of work, and social integration. The conclusions of the tables will be used by U-20 as an input to represent the voices of the Ibero-American Mayors before the G20. Coffee will be provided in the tables.

Enid Slack Director of the Institute on Municipal Finance and Governance, University of Toronto Enid Slack is the Director of the Institute on Municipal Finance and Governance (IMFG) and an Adjunct Professor at the Munk School of Global Affairs at the University of Toronto. IMFG is the only institute of its kind in North America, which focuses exclusively on the fiscal health and governance challenges faced by large cities and city-regions. Enid has written extensively on property taxes, intergovernmental transfers, development charges, financing municipal infrastructure, metropolitan governance, and municipal boundary restructuring. Recently co-edited books (with Richard Bird) include Financing Infrastructure: Who Should Pay and Is Your City Healthy? Measuring Urban Fiscal Health. Consultant of international agencies such as the World Bank, IMF, UN Habitat, Asian Development Bank, and the Inter-American Development Bank. She has consulted in Canada as well as Brazil, Chile, China, Colombia, India, Mexico, Mongolia, the Philippines, South Africa, and Tanzania. In 2012, she was awarded the Queen’s Diamond Jubilee Medal for her work on cities.

José Alfredo Ramírez Cofounder and Director, Groundlab Jose Alfredo Ramirez is an architect and co-founder and director of Groundlab which develops projects to improve design and public space and public infrastructure. Co-Director of the Landscape Urbanism MArch/MSc Graduate Programme at the Architectural Association in London. He studied Architecture in Mexico City and graduated from the AA Landscape Urbanism Programme in London 2005. Jose Alfredo has worked and developed projects at the junction of architecture, landscape, and urbanism in a variety of contexts. Jose Alfredo is also the Director of the AA Visiting School in Mexico City, and has published many articles and a book ‘Critical Territories:’ as well as given workshops and lectured on the topic of Landscape Urbanism and the work of Groundlab worldwide.

Belinda Tato Professor, Graduate School of Design, Harvard University Belinda Tato is one of the founding members of Ecosistema Urbano, a Madrid based group of architects and urban designers operating within the fields of urbanism, architecture, engineering and sociology. The firms work on urban social design, the design of environments, spaces and dynamics in order to improve the self-organization of citizens, social interaction within communities and their relationship with the environment. Ecosistema Urbano has used this philosophy to design and implement projects in Norway, Denmark, Spain, Italy, France and China. Since 2000, their work has been nationally and internationally awarded on more than 30 occasions. Belinda has also been a consultant for the IDB and other organizations.

Event Inauguration Sidewalk of the Américas Venue: Nave Cultural Square The inauguration of the Paseo de las Americas will take place being an international artistic installation curated by the IDB, was created through a call of action made to emerging artists from member countries of the IDB in Latin America and the Caribbean. Urbanization promises great thing they have the power to lift living standards, to create economic opportunity, to raise gross domestic product. But left to their own devices, they cannot deliver the goods. In his speech, world-renowned urbanist Richard Florida will outline how global cities are a significant dimension of the “New Urban Crisis.” The coming century will see the greatest wave of urbanization in human history as another 7 or 8 billion people—more than are on the face of the earth today move to cities, most of them in the poorest reaches of the developing world. More than 60 percent of the urban infrastructure that humans will need in the next half-century is yet to be built. Trillions upon trillions of dollars will be spent building new cities and retrofitting existing ones. Florida’s main message to cities and Mayors will be that we must put cities and sustainable urbanization and economic development at the very top of our agendas.

After more than thirty years of working in the main news media outlets of Paraguay, Mario Ferreiro decided to venture into politics as a candidate for President in the general elections of 2012 with the alliance “Avanza País”. In 2015, he decided to run for Mayor of the city of Asunción in a large alliance of opposition parties and movements, winning by more than 23,000 votes, marking a change in the political arena of Asunción after 15 years of government of the “Colorado” party.

Juan Espadas Cejas Mayor of Sevilla, Spain

Graduated with a degree in Law from the University of Sevilla with a Master in Politics and Environmental Management of the Universidad Carlos III de Madrid; and with a certificate in Senior Management from the San Telmo Institute of Sevilla. Before taking office as Mayor, he was Councilor of the Socialist Municipal Group in the City of Seville and Senator by appointment of the Parliament of Andalucia (2011-2013). Previously he worked as Housing and Territory Advisor, Vice-Counsellor of Environment, and General Director of Environmental Prevention and Quality, Councilor of Education and Science, and Chief of Staff of the Environment Council. During the period between 1990 and 1994 he was Advisor and General Secretary of the Environmental Agency. He is an advisor of the Social Council of the University of Seville and has been a professor in several Master of Law and Environmental Management.

Federico Gutiérrez Mayor of Medellín, Colombia

Federico Gutiérrez is a civil engineer from the University of Medellin and holds a specialization in senior management and political science from the Universidad Pontificia Bolivariana. Between 2004-2007, he was Councilor of Medellin and President of the First Commission. He was reelected in 2008, but this time he acted as Council President. Between 2011-2014 he was a consultant in integrated urban security for the city of Buenos Aires, Argentina and Celaya, Mexico. In 2015, he (once again) ran as candidate for Mayor for the movement “Creemos”, which was created and led by him. The 25th of October of that same year he won the elections with 246.221 votes. He is passionate about Medellin, and through his entire life he has walked the streets listening to the concerns of people in the street and working with them to improve their quality of life. During his government he has focused on integrated security, sustainable mobility, quality education, and citizenship culture.

Coordination for Social Integration Venue: Nave Cultural – Room 2 (auditorium) Presentations on international cases (30’). TECHNOLOGICAL DEVELOPMENT FOR JOB CREATION AND SERVICE TO THE CIVIL SOCIETY. THE CASE OF SMART LOGROÑO Smart Logroño and the new Entrepreneurship Center, are the main ventures of the Innovation Council in 2018. The first Center for Entrepreneurship and Social Innovation of the city will hold two calls for action, for entrepreneurship projects related to co-working, linked to technological development, that favor civil society and social innovation projects to improve the quality of life of the people of Logroño. The city will also host a job search event, which in their two previous editions, obtained labor insertion ratios of over 70%. It will also host the Explorer Program, where more than 60 young entrepreneurs with innovative business ideas have graduated in Logroño with the support of the University de La Rioja and the experts of the program.

Concepción Gamarra Mayor of Logroño, Spain

Concepción Gamarra Ruiz-Clavijo, known as Cuca Gamarra, has been the Mayor of the Spanish city of Logroño, capital of the autonomous community of La Rioja since 2011. It is the first time in the history of the city that a woman is the Mayor. She graduated from Economic Law, has a postgraduate degree in Cooperative Law from the University of Deusto and a Master’s in Legal Practice from the Colegio Abogados de Vizcaya. She is Vice-President of the Spanish Federation of Municipalities and Provinces (FEMP), member of the National Commission of Local Administration, member of the Special Commission on Accounts and Contracting, member of the Steering Committee of the Council of European Municipalities and Regions and Vice-president of the Spanish Network of Smart Cities (RECI).

INTEGRATED EDUCATIONAL PROGRAMS FOR THE VULNERABLE YOUTH. THE CASE OF SCHOLAS COLOMBIA, HAITI AND PARAGUAY Scholas is a nonprofit organization supported by Pope Francisco that works with public and private schools and educational communities, religious and secular to restore the educational pact. As an organization of civil society, it seeks the commitment of all stakeholders to pursue peace through education. Scholas Occurrentes is an initiative aimed at young people in the world that has its origin in the City of Buenos Aires in 2001, when Jorge Bergoglio was Archbishop of Buenos Aires, under the name “Escuela de Vecinos” and “Escuelas Hermanas”; integrating public and private school students, of all religions to educate young people with the commitment of achieving common good.

Theologian and Pedagogue, World Director of Scholas Ocurrentes appointed by Pope Francis, with whom he has worked for more than twenty years. He was a teacher and director at all levels of the educational system and pastoral coordinator in numerous educational institutions. President of the General Council of Education and founder of the First Archdiocesan professorship of Religious Sciences. In Buenos Aires, Scholas Occurrentes launched a network of schools and educational networks to integrate all students through art, sports and technology. Scholas is present in 71 countries on 5 continents and has more than 400 thousand participating schools around the world. He received the UNICEF award for being the most active educational organization in the world.

PATRIMONY RECOVERY INTERVENTIONS WITH CITIZEN PARTICIPATION. THE CASE OF ALTIPLANO FOUNDATION. Fundación Altiplano is a non-profit organization, that works on the need for heritage conservation of Andean and rural communities as a means to sustainable development. They have worked with Arica and Parinacota communities, with the support of the Government of Chile, the World Monuments Fund, the IDB, and private donors. It is reknown in America, for promoting conservation to achieve a more cheerful development and sustainability of the planet.

Cristian Heinsen Planella Altiplano Foundation, Chile

Bachelor of Arts, with a Master in Creative Documentary and a Master of Business Administration (MBA). After working as an advertising creative and audiovisual producer, he formed part of the founding group of the Altiplano Foundation, created to support the Andean and rural communities of Arica and Parinacota seeking heritage conservation and sustainable development. Ex-President and current Executive Director, he has specialized in design and project management of sustainable conservation projects of the community. Author of publications, lectures, and guest professor in postgraduate and graduate programs. He also integrates the board of the Relaves Foundation.

Dialogue with the audience (10’) Presentation project to integrate and recover former army battalions in the southern area of Rosario. These areas (30ha), are being recovered in partnerships with the private sector and the academy to provide this vulnerable area of the city with: a technological node (called Zone i), a technical school, Football Museum in cooperation with the Lionel Messi Foundation, library, 600 new residential units, public spaces, and other social infrastructure equipment. The presentation will focus on the coordination between the provincial and local governments, together with the private sector and academia, for the development of Zone I, which aims to create a cutting-edge space in terms of production of technologies, scientific and educational activities, and generation of quality employment.

Mónica Fein Mayor of Rosario, Argentina Graduated from the School of Biochemistry and Pharmacy at the National University of Rosario, with a Biochemistry degree. Currently, Mayor of Rosario, who was reelected in 2015, and is the first women to be elected in a city in Argentina. She was elected to the Argentine Chamber of Deputies for the Santa Fe Civic and Social Progressive Front, for the period of 2007-2011. She focused on Social Action and Public Health, Norms, Taxes, Population and Human Development, and the Elderly. Formed part of the National Security Agreement together with Human Rights organisms. She was the Secretary of Public Health of Rosario, and Councilor and President of the Health Commission for the Municipal Council of Rosario. As for her international experience, she is currently the Vice-President for Latin America of the Global Network of Cities, Local, and Regional Governments (UCLG), and the Vice-President for the Sustainable Development and Climate Change of the Mercociudades Network.

David Asteggiano Secretary of Science, Technology and Innovation of the Province of Santa

Fe, Argentina Civil engineer from the Universidad Nacional del Rosario with a specialization in Local Economic Development from the Universidad Autónoma de Madrid. Since 2015, he has been the Secretary of Special Projects of the Ministry of Science, Technology and Productive Innovation of the Province of Santa Fe. He is the founder of diverse regional innovation platforms, and publicprivate initiatives, that have been backed by the promotion and development of smart territory public policies. From 2007 to 2015 he was the first State Secretary of Science, Technology, and Innovation of Santa Fe. He is a professor and researcher, of the Faculty of Science, Engineering and Land Surveying of the Universidad Nacional de Rosario, where he works on graduate and postgraduate activities in the areas of entrepreneurship, innovation, and technological management. From 1998 to 2007, he was the Dean of that same faculty and Vice-President of the Federal Council of Engineering Deans of Argentina.

For the last 12 years, Civetta has managed the Polo Tecnológico Rosario, a pioneer institution in public private partnerships in the technological sector. Graduated with a degree in Physics, and an MBA from the IDEA (Instituto para el Desarrollo Empresarial de Argentina). He has dedicated his professional life to the construction and development of technological companies, and is the founding partner and current Director of the company BI Consultants S.A, which develops software applied to telecommunications. His experience in past years in public management as Director of Industry and Services of the Secretariat of Production of the municipality of Rosario and his performance in the private sector, have allowed him to be a consultant in organizational development, strategic management, and development of new technological ventures.

Vision for Public-Private coordination for urban development CASE II MADRID NUEVO NORTE, OPERACIÓN CHAMARTÍN. Presentation of the case and dialogue (25’). Dialogue with the audience (10’) Madrid is facing the start-up of one of the largest urban regeneration projects in Europe, with sustainable, unconventional, and excellent features. A project that will be an international reference. Graduated with a degree in Law from the University of Seville and MBA from IE Business School of Madrid. He has 20 years of banking experience, in which he has held various management positions in the banking business areas of the BBVA Group, including Commercial Banking and Corporate Banking. Currently, he is Chair of the Board of Directors of Castellana Norte District, a company whose mission is to develop the Madrid, Nuevo Norte project. He belongs to the Board of the Chamber of Commerce of Madrid and the Board of many other companies. Coordination between national and municipal government

National Urban Infrastructure Policy in Argentina Presentation (15’) Dialogue with the Mayors (15’) Argentina, like Latin America, the most urban and unequal region of the world, has the challenge to build compact, resilient, inclusive, and safe cities that guarantee the economic, social, and environmental sustainability. Approximately 93% of the population lives in urban areas with a pattern of one economic center and low-density growth, leading to social and spatial fragmentation, between and within its cities. The Argentine Government, through the Ministry of Interior, Public Works, and Housing develops long term public policies, prioritizing investment over current expenditure. With the focus on cities, plans and programs are being executed to improve quality of life throughout the national territory, with urban planning and investment in infrastructure that promote urban sustainable development. The Neighborhood Improvement Program (PROMEBA), financed by the IDB for 20 years, inspired the state policy about urban infrastructure initiated by the National Government in December 2015, and carried out by the Ministry of Interior, Public Works and Housing. Its pillar is the understanding that neighborhoods only develop when they have a dialogue with the city and when the National Government is responsible of the urban development challenges. Rogelio Frigerio Minister of Interior, Public Works and Housing of the Republic of Argentina

Rogelio Frigerio graduated with a degree in Economics (UBA), with a specialization in Economic Planning and Development. He founded and directed the consulting firm Economía & Regiones until 2011. He was president of the Foundation of Studies for the Economic and Regional Development of Argentina (FEDERAR); consultant to the United Nations and the IDB. In addition, he was Secretary of Economic Programming of the Ministry of Economics; Deputy of the Autonomous City of Buenos Aires for the PRO (2011) and President of the City Bank (2013). On December 10, 2015, he was appointed Minister of the Interior, Public Works and Housing by President Mauricio Macri.

Ramón Javier Mestre is a lawyer of the University of Córdoba. At the Universidad Austral de Buenos Aires he graduated with a Master’s degree in Law in the Regulation of Public Services. Since 2011, he has been Mayor of Cordoba, being the only Mayor reelected in the last 20 years. He is also President of Mercociudades, the local government network of Mercosur. Previously he was president of the Youth Capital of the Movement of Participation and Renewal of the Radical Civic Union (UCR) of Córdoba, General Secretary of the Capital Committee of the UCR and president of the Capital Committee, City Councilman, president of the block and elected National Senator of Córdoba.

Raúl Jorge Mayor of San Salvador de Jujuy, Argentina

Raúl “Chuli” Jorge is an architect of the Universidad Nacional de Córdoba. He was twice president of the Colegio de Arquitectos de Jujuy. His public service work started with the Direction of Green Spaces, and then being the Secretary of Public Works. In 1997, he was elected Council for the Radical Civic Union, a position he had the honor of exercising for 10 consecutive years. In 2007 he presented himself as a candidate for Mayor of the City, and was elected by popular vote, and subsequently re-elected twice.

Raúl Jalil Mayor of San Fernando del Valle de Catamarca, Argentina

Raúl Alejandro Jalil holds a bachelor’s Degree in business administration and Economics. He is a public official and Argentine politician, leader of the Renovacion Peronista party. He served as deputy of the Province of Catamarca, President of the Finance Commission and Chamber of Deputies Finance for the period 2005-2009. He assumed his first term as Mayor of San Fernando del Valle de Catamarca in 2011. In 2015 he began his second term as Mayor of the city of Catamarca.

Rodolfo Suarez Mayor of City of Mendoza, Argentina Lawyer of the National University of Córdoba. At the dawn of democracy, he actively campaigned with his father and older brother in San Carlos. In 2010 he was elected president of the Honorable Deliberative Council. In 2014 he was in charge of the intendancy of the City of Mendoza until completing the mandate of the deceased intendant Víctor Fayad, who was his friend and political father. In 2015, he assumed the position of Mayor. Since then, he has worked at the service of the neighbors, proposing a model of an educated and supportive city. In 2016, an ambitious Urban Renewal Plan began with 11 major public works, which will be historic they will completely transform the city. Rodolfo Suarez is also the president of the Unión Cívica Radical Mendoza since 2015 with the consensus of all the sectors and party leaders. 16

Bodega Los Toneles was founded in 1922 by the Armando Family who pursued their dream with the classic, elegant charm of the belle époque style, with details of art nouveau ornaments, that give the building great beauty and personality. At the beginning it was called Armando Hermanos and became known as “Bodega de los Toneles” due to the impact caused by the huge French oak vases where they made their wine. Eighty years later, in 2002, the Bodega was bought by the Millán Family that rescued the old spirit but added modern technology and other details. Declared Cultural Heritage of Mendoza in 2008, this wonderful building houses historic pools next to modern tanks and hundreds of barrels that keep the great wines of the winery.
