What are the advantages/ disadvantages of available technologies? What is the forecast growth in traffic (5-30 years)? What are the current/ forecast environmental indicators? What is the possibility of future extension of rail lines/ roads? What is the economic/ financial rate of return for each option? What is the selection criteria for preferred option? Why do it if PRD government are not doing same? What are the needs/ demands/ assumptions we must plan for?

What & how reliable are the assumptions?

Who will be most affected by the proposed transport infrastructure? How many existing people & establishments will be cleared? How can the impact on those affected be mitigated? Are local residents sufficiently consulted, and involved in the process? Is everybody taken care of by the proposed transport network? How will the quality of life be affected? How do those transport infrastructure development plans take care of the return of the investors? Would the project boost the local economy & promote tourism development? Will NW transport really help the HK economy or hurt it? Can we develop plans to avoid adverse impacting the large number of people.
