「紡織品」這名詞一般可指 織布。我們日常用它來形容穿 著的衣服和飾品,但其實這名 詞亦可指所有編織出來或由互 相聯繫組件組成的網絡。一個 社會有如一件紡織品,由無數 的線組成;社會是由大眾及他 們的意念、傳統、信仰及準則 等元素所組成,而我們都是社 會的一份子,能對香港發揮影 響力。

cloth. We generally use the word to talk about the clothes we wear and our furnishings but in essence it can be applied to anything that is made up of a weave or a network of interlacing parts. The ‘fabric’ of society is made up of people and their ideas, traditions, beliefs and standards – and we are all ‘threads’ that give texture and pattern to the different aspects of our society. At Civic Exchange, we hold a fundamental belief in the value of people and their diverse talents

in

creating

and

discovering

ideas,

synergies, perspectives and images. We value people’s intellectual, artistic, emotional, social, spiritual and physical abilities and capacities. Our work is almost always a weaving together or combination of these different abilities – for example, in putting together our book on SARS, At the Epicentre: Hong Kong and the SARS Outbreak, we needed and found people from many different walks of life who could think through, feel, research, write, edit and design a publication that would convey the multifaceted experience of SARS in Hong Kong. Without the contribution of these talents, the final product would not have been as rich or as valuable.


One

aspect

of

our

work

that

has

grown

significantly, especially in the last year, is our efforts to promote dialogue. People learn about issues by talking and listening to others. In fact, this is often how people form their views and opinions – not necessarily by individual study but rather through interaction with others. However, in public policy, the key stakeholders on an issue are often unaware of each other’s interests, concerns and assumptions, as well as areas of agreement and disagreement. In order to work towards consensus on issues, it is important to design processes that help people understand each other. Our

series

of

Understanding Competition

Policy workshops

brought

together

a

wide

range of stakeholders to discuss competitionrelated issues and the experience of different markets in Hong Kong and internationally. These workshops illuminated key concerns and areas of agreement as well as providing a platform for stakeholders to voice their opinions and begin building consensus on the way forward. This is what dialogue processes should be about. Dialogue carries the potential to improve and create initiatives and relationships and opens the path to a better future than any one individual could dare imagine.

Civic Exchange is a charity – what this means to us is that as an organisation, we are working for the overall benefit of society. Thus, we work towards what is in the public interest. We do not take private clients and all of our work is made freely available to the public. When we are asked to help design creative dialogue processes for groups, we do so not to impose our own ideas on discussion or decision-making, but rather to create a forum for greater understanding among the participants so as to promote collective learning on complex public policy issues. A critical aspect of this work is our wish to contribute to the strengthening of the social fabric.

Civic Participation and Social Development Civic participation is essential because virtually every

decision

that

the

government

makes

affects someone. Our aim is to broaden citizens’ understanding of the issues and choices facing them. We hope to provide the information and tools for citizens to discuss public policy issues and come together to exchange views on issues of common concern. We design projects on a variety of social issues with the goal of engaging the interest of citizens and exploring methods for changing behaviour for the better. We promote the use of ‘sustainability tools’ – listening, meeting and dialogue skills – as a means of fostering personal development, enhancing collective interactions and improving public discussion on community issues. We also provide a platform for citizens to develop contacts, resources, strategies and actions plans in order to present a strong united voice on issues of public interest.

Political Analysis This past year has been extremely significant in terms of political developments. Our work for the year began with the publication of the groundbreaking report, Accountability without Democracy,

which

provides

an

in-depth

discussion of the new ministerial system put in place by Chief Executive Tung Chee-hwa on 1 July 2002. We were the first organisation to produce a detailed report on the subject. Our report Politics in High Gear, published in December 2002, proved to be prescient in the sense that it anticipated many of the issues leading up to the mass public demonstrations on 1 July 2003. Civic Exchange commissioned two surveys on the controversial Article 23 national security legislation in order to assess public sentiments just before and then immediately after the 1 July 2003 demonstrations against the legislation.

Project also focuses on public participation and political development in Hong Kong. This 12month project aims to encourage citizens to begin deliberating the issues involved in political reform and democratic development in Hong Kong. The publication of our second book, Building Democracy:

Creating

Good

Government

in Hong Kong, in September 2003, was one outgrowth of the project. The book is a collection of 12 essays written by scholars and experts on issues related to democratic development. In order to make the chapters more widely accessible, we produced a set of 12 pamphlets that capture the essence of each essay. As part of this project, community groups were encouraged to organise their own gatherings or discussion sessions to deliberate relevant issues in a democratic manner to help allow people experience democracy. Also, in late 2003, the Hong Kong Transition Project commissioned a telephone survey of public opinion on political reform, followed by a more in-depth study of selected survey respondents to determine the level of support for political reform. Civic Exchange will produce a final project report in early January 2004.

Non-Governmental Organisation (NGO) Directory for Guangdong With increasing economic integration between Hong Kong and Guangdong Province, it is imperative that civil society becomes more involved in the process of determining how the region will develop. In particular, there is a need for greater dialogue and cooperation on environmental sustainability issues between groups in Hong Kong and Guangdong given the tremendous population and economic growth in the region. Civil society organisations at different stages of development can improve performance and efficacy by sharing best practice with other organisations. However, basic contact information is needed to facilitate networking and collaboration. There is currently a dearth of information on what groups exist in Guangdong and what activities they are involved in. To address this need, Civic Exchange, together with the NGO Research Centre of Tsinghua University, has launched a pilot project on those NGOs registered in Guangdong that are involved in environmental sustainability projects and research. A directory of Guangdong’s environmental NGOs, the first of its kind, will be published in early 2004. Civic Exchange will also host a series of workshops in 2004 for environmental NGOs in Hong Kong and Guangdong with the goal of promoting greater dialogue and cooperation on environmental issues in the Pearl River Delta region.

published in January 2003 and is a practical guide to help Hong Kong people learn more about and contribute to public dialogue. We were excited by the positive response to the book, which we see as an indication of the growing interest of ordinary citizens

making. The second book was published in September as part of Civic Exchange’s Enhancing Democratic Participation Project 2003. Entitled Building Democracy: Creating Good Government for Hong Kong, the book contains essays by leading scholars and social activists in Hong Kong on some of the key issues involved in Hong Kong’s political development. These include constitutionalism and the rule of law, elections and voting systems, business interests, women’s political rights, civil society and the role of the media.

Last year, Civic Exchange created a teaching pack

去年,思匯政策研究所為高小 及初中學生編製了一份有關廢 棄物問題的教材,而這份教材 廣受本地及國際學校歡迎。建 基於這次經驗,思匯政策研究 所於二零零三年展開了可持續 發展學校教育計劃。這項計劃 帶出一些與香港長遠可持續發 展有關的新問題,其中包括海 洋保育、公共�生及可持續發 展運輸。教材以雙語(中文和 英文)編寫,供老師使用。同 時,我們會到訪學校介紹有關 課題,並為學校籌辦工作坊。 介紹及工作坊均會以雙語形式 進行,而學生則有機會參加設 計比賽(雙語)。

designed for use with upper primary and lower secondary school students on the problem of litter in Hong Kong. This pack was well received by both local and international schools. Building on this experience, in 2003 Civic Exchange launched an

Education

Sustainability

Schools

Programme. This programme presents newly developed and localised information on issues relating to Hong Kong’s long-term sustainability, including marine conservation, public hygiene and sustainable transport, in the form of bilingual teaching packs for teachers, presentations and workshops for schools and bilingual competitions for students. The first of the new series of teaching packs, Discover and Protect Hong Kong’s Marine Life, was completed in early summer 2003 and Civic Exchange has already held workshops and presentations for 280 students using this pack. There has also been much interest from schools in the Marine Life PowerPoint competition in which students have the opportunity to create a presentation to encourage people to protect Hong Kong’s marine life. The next teaching pack will look at public health and hygiene issues, including SARS.

The teaching packs developed by Civic Exchange are unique in that they offer the chance for students to develop ‘sustainability tools,’ including communication and critical thinking skills, while raising

awareness

of

environmental

issues

that affect both Hong Kong and the world as a whole. The packs are also designed to tie in with the immediate goals of the education reform programme in Hong Kong by promoting critical thinking, communication and creativity.

Small House Policy Hong Kong’s Small House Policy, while fairly straightforward in its concept, links many different aspects of public administration, including landuse, conservation and planning. Once we began our review of the policy we realised that any attempt to address these areas would also need to consider legal, political and historical context of the context. Our report on the issue, Rethinking the Small House Policy, investigates the various options now open to the government, including amendment or termination of the current policy, and outlines the implications of each option in terms of indigenous villager rights, legal barriers, planning and land use, administrative ease, costs to the government, environmental and heritage protection and political acceptability. The report concludes that no one option is entirely satisfactory, but attempts to present all available information on the policy, including our own analysis, as a stimulus for informed discussion about the way to move forward from the existing political and administrative gridlock.

The International Coastal Cleanup (ICC) is an weekend in September. This year Civic Exchange acted as the coordinator for Hong Kong’s cleanup. Over 16 groups, involving more than 2,100 volunteers, participated to clean 17 km of our shorelines, both on land and underwater. In total, more than 13 metric tonnes of debris was collected. All data collected during the event is processed and sent to The Ocean Conservation (the organiser of the ICC) as a reference for future research and activities.

Attitudes on the Environment: A Survey of PRD Residents

珠江三角洲居民 環保社會調查報告

In collaboration with the China Development

Institute, a Shenzhen-based think tank, Civic Exchange undertook a survey of Pearl River Delta (PRD) residents that culminated in the report Attitudes on the Environment: A Survey on Pearl River Delta Residents. This was the first attempt to use an extensive survey to find out more about the environmental attitudes of PRD residents. We hope that the findings published in the report will serve as a useful reference for various government bodies in creating policies to promote environmental protection. Civic Exchange carried out a similar survey of Hong Kong people’s environmental attitudes in 2001.

Hong Kong & Pearl River Delta (PRD) Pilot Air Monitoring Project This two-year project, which will finish in 2004, is the first collaborative, multi-stakeholder airmonitoring project undertaken in the Pearl River Delta. All air sampling was completed during September 2002 and June 2003 and the results are currently being scientifically analysed. Once results have been confirmed, Civic Exchange will present a summary of the information and a discussion of possible policy options so that decision makers can fully understand the implications of future air quality management policies.

During 2003 a group of student interns from Worcester Polytechnic Institute in the US worked with the project team to review the capacity building aspects of the project, which they outline in their report Developing Capacity for Longterm Air Quality Management in the Pearl River Delta Region.

Economic Analysis Economics is a constant component of all our policy research. For policies to work well, the right market incentives must be available within the context of an appropriate regulatory environment. In formulating policies on issues from transport to pollution control to land use, it is necessary to understand the economic implications of issues and their relationship to public policy. Economics allows us to quantify the effect of a change in public policy and helps us to identify those stakeholders whose interests are most affected by policy changes, including those who may be likely to oppose change. It is only with this understanding that we are able to fully appreciate the implications of policy debate and improvement.

The Budget and Public Finance in Hong Kong A groundbreaking initiative in this area was the

research for and publication of our report The Budget and Public Finance in Hong Kong in February 2003. The report took the public accounts of the Hong Kong government and created a set of accrual accounts in order to understand the “true” fiscal deficit. In order to understand the reasons for the ballooning fiscal deficit, we also took an indepth look at government policy and the way the government makes decisions.


Competition Project Civic Exchange, in collaboration with a number of project partners and various international and local experts – researched and published a series of four reports on different aspects of competition and regulation. Civic Exchange also organised a series of workshops on these issues to bring together public, private and non-governmental stakeholders and explore the lessons Hong Kong could learn from the experience of different market sectors. The project was conceived to explore the concept of fair competition and its significance for an efficient economy and other societal objectives. Despite popular rhetoric about Hong Kong’s competitive economy it is our view that Hong Kong’s competition policy could be better articulated and implemented more consistently across the board to help promote greater internal and global competitiveness. The specific areas explored through this project included: (a) General Competition and Regulation – Together with CLSA Asia-Pacific Markets (formerly CLSA Emerging Markets), Civic Exchange hosted an introductory workshop on competition and regulation issues and published a background report. Entitled Is Hong Kong anti-competitive?, the report was authored by Peter Roth and Richard Whish, international competition experts, and also included contributions from local experts Mark Williams, Steven Xu, Amar Gill, Catherine Tsui and Christine Loh.

authored by Steven Bronstein. (d) Transport – Civic Exchange hosted a workshop and published a report on competition regulation in the transport sector. Local transport consultants Geoff Rogers and John Patient and international consultant Richard Gilbert all contributed to our report Competition in Public Transport.

Civic Exchange produced one of the earliest studies on Hong Kong’s economic relationship with Guangdong in 2001-2002, when it published the report Hong Kong SMEs – Nimble and Nifty for the investment bank CLSA Asia-Pacific Markets (formerly CLSA Emerging Markets). CLSA then commissioned us to do two more studies – Ports, airport and bureaucrats – restructuring Hong Kong and Guangdong in October 2002 and Love thy neighbor in March 2003.

Companies Registry, we held the first of a series of four workshops in corporate governance in September 2003. These workshops and the competition workshops organised in the spring of 2003 are the best example of our work in creating dialogue processes that enable deeper and broader understanding of complex issues and allow stakeholders to build trust with each other. The corporate governance workshops will continue on into 2004.
