MISSION & VISION

The mission of the Pasadena Humane Society is compassion and care for all animals. The vision is for companion animals to reside in loving homes and for communities to coexist with wildlife.


BACKGROUND Situated in the heart of Pasadena, The Pasadena Humane Society & SPCA (PHS) has a long and revered history. Founded in 1903 by a local Methodist group, PHS’ early work centered on ensuring the humane treatment of draft animals, as well as rescuing and rehoming orphaned and abused children. Assisting companion animals gradually replaced working animals as city horses were retired and other agencies took up the efforts of helping children. PHS has continually expanded and improved its services to meet the needs of the community. The facility is unique in that it is spread along a city block with outdoor runs, a mixture of historical buildings and new structures. The animal shelter was redesigned in the mid-90s and included an increased number of dog kennels in a park-like setting, a spay/neuter clinic, and a dedicated space for humane outreach activities. In recent years, PHS has grown exponentially. The Animal Care Center opened in 2014 with a low-cost public spay/neuter clinic, behavior and training center, updated dog boarding kennels and expanded Shelter Shop. In 2015, the Neely

Cat Center and Critter House opened, providing cats, rabbits and other critters an inviting, dedicated space of their own. An open-door agency, PHS accepts all animals from their service area, regardless of age, medical condition, breed or any other criteria. The open admission policy is necessary to provide shelter and care for the thousands of animals that would otherwise have no place to go. So far in 2018, more than 10,000 animals have made their way to the shelter. Through transfer programs and more open adoptions, PHS placed approximately 4,000 animals into new homes. Through constant monitoring of these initiatives, the live release rate has increased to 90% for dogs and 84% for cats. Upon arrival, all animals receive a medical and behavioral evaluation. Most animals can be placed for adoption, but animals with untreatable health or behavior issues may be humanely euthanized. PHS has animal control contracts with eleven communities including Pasadena and surrounding cities and counties. Animal Control Officers are an integral partner with these communities

in that they rescue stray pets, enforce the laws, educate the community about responsible pet ownership in addition to conducting cruelty investigations and claims of animal abuse. In addition to the low-cost wellness clinic, dog training classes and an attractive and spacious retail store, PHS provides boarding facilities for the community on its property, a service that not only ensures the pet owner of the quality care their animal will receive but also securing much needed revenue for PHS. The Helping Paws program was launched in 2017 to assist pet owners in crisis. This service aims to keep pets out of the shelter by providing resources such as a pet food bank, wellness services and temporary boarding to pet owners in need. With constant attention from both the media as well as social media, PHS is the source for animal welfare issues affecting the city and county. PHS’ reach is far beyond the City of Pasadena and it will continue these efforts to spread both its information and assistance to the animals and people of the region.


PHS is one of Pasadena’s oldest and most treasured nonprofit agencies. Having built its local, regional and national reputation into one of the premier organizations in the humane field, Steve McNall, longtime President & CEO retired in 2016. Julie Bank was hired to lead the organization through a new strategic planning process which established quantifiable goals to define the future course of the humane society. With an aggressive two-year timeline, many new programs were launched, current practices were expanded and creative ideas were discussed and conceptualized. There is an opportunity now to further develop the infrastructure and refine processes to ensure these programs thrive in a way that engages and energizes staff and volunteers, and strengthens the PHS brand in the communities in which it serves. The new President & CEO will have the opportunity to evaluate all programs, new and old, to determine how best to serve the needs of the community. This includes assessing the shelter’s veterinary clinic practice and building a team to appropriately meet the demand for veterinary needs for the shelter population and community. The new President & CEO will be presented with a new cost analysis survey of all shelter operations to see exactly what resources are needed to keep PHS operating to its maximum potential.

Reporting to the Board of Directors, the President & CEO is responsible for the oversight of PHS, which includes administration of all programs and services. The President & CEO will develop and oversee a budget of $13M. Additionally, the President & CEO is responsible for the strategic processes of the organization, managing and developing a talented paid staff of 138 and more than 1250 volunteers. The di-

When these fundamental tasks have been completed, the 2017-2019 Strategic Plan can be revisited (please see the 2017 Annual Report on the PHS website). This comprehensive plan clearly articulates goals and strategies to increase programming and services to Pasadena and surrounding districts. It is exciting, well done, and forward-thinking and will need an experienced leader to accomplish its objectives. The new President & CEO will also have the directive to determine if renovations need to be made in the older shelter building so that all animals are in the safest environment possible. LEADERSHIP In conjunction with the Board, provide vision and direction for the future growth of programs, policies and procedures for PHS. In collaboration with the Board of Directors, provide support in all its activities; suggest direction toward the achievement of the PHS mission, philosophy, and strategy; provide guidance, stability, support and collaboration to a staff of talented professionals; and implement Board driven long-range and strategic plans to ensure that the goals and objectives of PHS are successfully achieved. Support and assist the Board in recruitment and engagement efforts. Guarantee that staff is well informed of decisions that affect them and the agency and ensure that those policies are explained and communicated clearly and concisely. Develop and implement procedures to ensure good management, administrative and fiscal practices; ensure that staff understands the vision and direction of PHS and that in return they will be able

to develop and mature in their roles and responsibilities; lead by example and maintain the highest professional standards and practices for PHS. FINANCIAL ACCOUNTABILITY Oversee the PHS budget and business plans and ensure sound fiscal management and capital allocation. Maintain and implement fiscal policies and procedures in accordance with Board directives. Oversee and guide the policies for the investment of fiscal resources for the organization to achieve reasonable returns. Oversee and negotiate animal control contracts to provide the maximum benefit for PHS. FUND DEVELOPMENT Assist the Vice President of Development in securing new donors through cultivation activities and presentations. Work with the development department to nurture and maintain past relationships with donors. Develop new, creative fundraising opportunities and earned revenue sources with staff in order to secure the PHS’ financial

position. Continue strong planned giving programs thereby adding financial security to PHS. PUBLIC RELATIONS AND COMMUNITY OUTREACH Serve as a spokesperson for PHS and effectively represent its goals and mission to individuals, private foundations, government leaders, the media, sponsors and donors to attract the widest interest and support. Ensure that PHS is represented locally, regionally and nationally at coalitions, membership organizations and other humane field associations. PROGRAM AND SERVICES DEVELOPMENT Review and evaluate all programs to determine their effectiveness and need in the community. Upon this determination, establish short range objectives and work plans for programs determined to be valid and necessary. Research and evaluate potential programs for PHS in consultation with other staff.


We seek a highly experienced leader and manager with demonstrated vision and passion for the humane and ethical treatment of animals. A successful track record of strong, innovative and inclusive leadership, which will facilitate open communication to harmonize staff, the Board and the other constituents with whom he/she will interface, is sought. n Experience in a senior leadership role where he/she has either reported directly to or worked closely with a Board of Directors is expected. The ideal candidate is an executive from a humane society or animal control facility. The person we seek should demonstrate a balance between creative thinking and management acumen as well as the ability to assess and maintain policies and procedures for moving an organization to a new level of excellence. Qualified candidates will have exceptional

interpersonal skills,and will be able to relate to all constituencies. This individual has demonstrated success in building and sustaining coalitions toward the achievement of goals. n The successful candidate will have significant financial management experience as well as demonstrated accomplishments in fundraising, including securing major and planned gifts from individual donors, foundations and corporations. n An understanding of business principles applied to a nonprofit enterprise, including a background of good budget management, is necessary. n We seek an exceptional communicator who can demonstrate a successful background in external relations, including experience speaking with the media in a variety of situations. This person will be a credible and passionate spokesperson who

will welcome and respect the multiple perspectives and groups that demonstrate an active interest in animal welfare. n Personnel management skills that include an ability to work collaboratively, listen, provide feedback, build morale, delegate, “roll up one’s sleeves” and make decisions are essential. n The candidate should be motivated by the best interests of the organization and will bring high emotional intelligence to effectively continue the organization’s transition to a highly effective operation. Demonstrated success managing change, planning, forecasting and determining courses of action is needed. n An undergraduate degree from a fouryear college or university is desired however demonstrated experience leading an organization will be considered. CAWA credential is helpful.
