Fishery Ecosystem Risk Assessment Contractor

The Caribbean Fishery Management Council (CFMC), a Federal Government instrumentality operating under authority of the United States Department of Commerce, National Oceanic and Atmospheric Administration, established under the provisions of the Magnuson-Stevens Act (PL-94-265 as amended), will receive applications for the Fishery Ecosystem Risk Assessment (ERA) Contractor.

The contractor, in close coordination with the Ecosystem Based Fishery Management Technical Advisory Panel, will use the main drivers from the conceptual models, developed by the CFMC’s Advisory Panels (AP) and other local stakeholders, as risk factors to evaluate relative risk in meeting Council objectives, by drawing from the quantitative indicators that are being developed through the Ecosystem Status Report and a separate quantitative analysis project funded by Lenfest. These assessments will consider each Island separately: Puerto Rico, St. Thomas/St. John, and St. Croix. The contractor will also draft a framework for using the results of the ERA to be included in the Fishery Ecosystem Plan.

Results of the ERA should discuss the risk elements being evaluated and strategic objectives by which the risk is being assessed and should elaborate the criteria for di erent risk levels and the application of risk assessment results, among others. The nal product will be presented to the CFMC and APs as a process to narrow down the Council´s list of potential threats and strategic objectives to focus on.

The Contractor should have previous experience in the development and use of shery ecosystem risk assessment.

The performance period is August 1 to December 30, 2023. We will be receiving proposals during the next 15 days following publication of this statement of work.
