Doing Property Transactions With Peace Of Mind I
n what was famously dubbed ‘the Ilupeju House of Fraud,’ a developer sometimes last year allegedly collected various sums totaling about N70 million from over 150 prospective tenants in Lagos for a property housing only 18 flats. Although the suspect, one Hassan Lukman has since been arrested by the police and is facing court charges instituted by the victims of the rent fraud, the shock and noise generated by the large-scale fraud sparked anger and a renewed debate among Lagosians about how best to safeguard oneself and avoid property deal scams. In a desperate bid to recover their monies, the victims of ‘the Ilupeju House of Fraud’ are praying the court to order for the immediate sale of the property located on Ibadan Street, Ilupeju so their monies could be fully refunded from the proceeds. But according to genuine real estate dealers and property lawyers, despite laid-down punitive measures against it, experience has shown that cases of property fraud are not on the decrease in the country; as the conmen continue to devise more criminally innovative ways to trap their target victims. Rather, more Nigerians continue to lose millions of naira to phoney property deals by professional property fraudsters. “It’s pure 419,” Donald Dibia, a property lawyer said of property scammers. “All they’re after is your hard-earned money. That’s why it’s always good that before you commit yourself financially, you should hire a competent legal consultant experienced in property matters to guide you. A good and trusted lawyer will help you with the legalities of the documents and protect you from fake or illegal transactions,” he advised. According to the property lawyer, a prospective tenant or property
buyer should closely study property contract documents like title deeds or tenancy agreement to ensure they are legitimate and properly signed and stamped. But how do you recognise a property scammer when they come to you with their smooth talk and deceptively suave manners? “They brandish fake documents that look like the real thing,” Bola Ogundipe, a property agent warns. “They show you property that does not belong to them and they hardly maintain a known office; and if they do, it’s usually a makeshift shop that they can easily abandon and run away after they must have fleeced you of your money. “And that’s why you should also check the comfort level of your real estate agent. A good property agent should guide and help you until you close a deal and own the property. So ensure that you share a good comfort level with your agent. Although his comfort level does not necessarily assure you a fraudfree deal, but it is safer to relate with a trustworthy and helpful realtor that you are comfortable with to help you through with the deal,” he said. Continuing, Ogundipe added that property fraudsters exploit a prospective tenant’s greed for cheap property, offering them what sounds too good to be true. “You should have an idea of the price range of the type of property you’re buying or renting, and putting into consideration its location. If your property agent is offering you a dead cheap property that is too good to be true, then it probably is. And be wary also of close acquaintances who ‘push’ property deals. There are no cheap properties in the cities. The fraudster would probably collect money from you and other people who fall for his trick for the same property; and soon you’ll discover you’ve been a victim!”
Although the risk of fraud may not be completely eliminated, realtors and property agents say taking certain precautions will substantially reduce it; and top of the list is that you must know your agent and seller. All too often, real estate transactions take place without the personal interaction of the parties or their counsel. But there is no better way to protect a real estate transaction against fraud than to look the other parties or their counsel in the eye or, at a minimum, to speak directly with them, they argue. Another important point to note, according to the experts, is to demand precision in due diligence. Every party involved in a real estate transaction has, or should have, a thorough due diligence checklist. These checklists include, but are not limited to, income and deposit verifications, identity verifications, preliminary reports concerning the title to the property in question, and environmental investigations. Then, you should personally inspect the property thoroughly before you decide to purchase it. You must ensure that the property which you are likely to own is legally approved. Also avoid last minute deal changes. Part and parcel of the defrauder’s bag of tricks is the effort to change terms of the transaction at the last minute. In a commercial transaction, a last minute change in a business entity’s structure, no matter how minor, could prove to be disastrous. When your property agent begins to procrastinate handing over possession of a property you have paid for to you on excuses of last minute changes or construction details, then he very likely may have given the same promise to several other tenants, who along
with you are his unsuspecting victims. So keep a healthy dose of skepticism. At the time, the Ilupeju scam broke out, the Citizens Mediation Centre of the Lagos State Ministry of Justice also advised potential tenants in the state to be careful before parting with their house rent. According to the director of the centre, Mrs. Atinuke Oluyemi, the advice was necessitated by an alarming rate of fraud in the payment of rent in the city. She also noted another form of fraud where the landlord sells his property and hands it over to new owners without informing the old tenants. “The new owners then order the tenants to vacate the place and the tenants would be in disarray,” she said. This is similar to a different type of property scam that is quite becoming commonplace and even ‘accepted’ in some places as normal: the Omoniles or land owners. These are traditionally children of the native owners of the land. Some still have lands inherited from their late parents or grandparents. But most of the Omoniles are touts and idlers who do nothing else but just sell property, including the ones they have already sold to you!
Since most of them are lazy and basically do not have any other source of income, their routine is to resell land previously sold but yet to be developed by the buyer. Sometimes they sell the same land to two or more buyers. These buyers then get locked in a perpetual fight for who gets possession of the land. Sometimes these unscrupulous Omoniles even sell property developed half-way by the buyer. And even if you are vigilant about their tricks and double deals, they still have other ways through which they extort money from you: you pay before developing your property! In some areas, the Omoniles charge as much as N30, 000 for foundation stage fees and another N30, 000 as roofing fees. Why are you forced to part with that amount? Because if you refuse to pay, they will harass workers on your property and stop work by force of arms. But there isn’t much you can do about the nuisance of the Omoniles because they are basically touts and local mafia. Refusal to make payments can lead to substantial losses. At least, you can be content with being lucky enough to actually own the piece of land you bought.

developers, encroachers, and particularly, unsuspecting members of the public, who could and have been victims of buying government land across the state. The release came on the heels of activities, allegedly illegal, in the

There is the standard finishing spec which we would never compromise because it represents our signature on buildings developed by us while we have two higher grades of finishing specifications for clients with a higher design taste. For clients with varying budgets, we allow them to combine the any of the three specifications in such a way as to work within their budgets. Secondly, the size of a building has a direct impact on the cost of the building, so what we do is that (for the customised
home building clients)once we know what the building budget is, we let them know what kind of building they can get for that budget price using our minimum standard finishing specifications. For our other generic designs, we have come up with space designs we believe is the minimum standard any functional home should have whether in terms of spatial usage or finishing specification and we then offer it in the market place for sale. The current trend in the real estate market tilts towards a huge need for small unit housing. Is this factor considered in the projects of CX Homes & Properties? And what’s your view on the trend? You are very correct on that observation and this trend is basically due to the credit crunch currently been witnessed in major economies in the world with Nigeria not been an exception. Also the crash in the stock market has had a major and direct impact on the real estate market in terms of purchasing power of prospective home owners and in the confidence of banks to give out mortgage facilities. But that hasn’t changed the demand for housing. The major issue now is the purchasing power and more of the people who need houses now fall into the category of the middle to the low income bracket of the economy and the solution to that right now is affordable mass housing schemes and this cannot be the sole responsibility of the private sector alone. Fire Detection Systems A priority over fire fighting Two friends had a chat on some of the valuable features to be required before an estate or a building is certified comfortable for living. Views from one of the parties tilted towards the generic aesthetic features like a luxurious space, a full option pool, 24hr electric power supply, a beautiful garden and lawns. The other man replicated the same view, only with the addition of a fire detection system and hi-tech security features. As confirmed by experts the second man holds an apt view on life safety, which obviously means that he loves his life more than the first man does. With media headlines such as “Generator fumes kills man, wife and two kids”-ThisDay 6th January,2009 and “Furious fumes of a generator kill 13 members of one family in Imo State”-ThisDay 16th January,2009, the issue of fire is one to be treated with dire urgency and strictness. However, a deep concern for fire safety is not exactly the case in Nigeria, resulting in loss of lives and property. Habitat Nationwide engaged the MD of Fire Inhibitors & Home Safety Ltd-Mr. Razaq Dauda in an exclusive interview on options available in fire detection. Tell us about the Services of Fire Inhibitors & Home Safety Ltd Fire Inhibitors & Home safety Ltd is a fire safety management company with the aim of providing basic but effective means of preventing a fire. Prevention is our main focus, and not dealing with the aftermath, which is why we lay less emphasis on fire extinguishers which is more like medicine after death. What we tend to look at is the precautionary measures prior to the fire fighting measure, and the precautionary measure is prevention. The company is also involved in other services apart from fire detection, even though fire detection is our main focus. We also look into other areas of safety such as security using CCTV and other surveillance mechanisms. The reason is because you cannot
talk about safety without focusing on security. They are complementary, and it’s very important we consider that fact. How effective are fire retardants? Are there specific conditions needed for optimum performance? Fire retardants are not popularly used here. There are different grades of fire retardants; there are paints which have chemical mixtures to help fight fire, there are also textiles that have fire retardants incorporated in it. When it comes to fire retardants, it’s not that straight forward, it’s a bit technical and different things could be coated in fire retardant chemicals so we don’t really focus on fire retardants, we tend to keep it simple for ease of understanding. People believe a lot in extinguishers because it is easy to use and it’s something that they are familiar with. So we try to draw a parallel with a preventive mechanism that could detect fire by the use of the smoke detector. They are so many products that have fire retardant options; we have cables, some furniture components and so on. So when we talk about retardants we usually classify them into the various products. What are your views regarding the awareness on the usage of fire extinguishers in Nigerian homes? What are the danger spots in non compliance, and how do we improve on the use of this very important safety measure? When it comes to fire fighting, the main focus should be on detection. As I already stated, the fire extinguisher cannot detect a fire, it can only minimize the damage by containing the fire after the incident. And a lot of people believe so much in the usage of fire extinguishers which is not really advisable, when fire detection mechanisms should be of a greater priority. As a matter of fact you need something to detect and something to contain, but presently the awareness level is more on fire fighting than detection. We have found out that basic instinct makes one run
for safety rather than heading towards the direction of a fire extinguisher in the case of a fire outbreak. This is natural, and it is usually after this is done that you remember that you have firefighting equipment inside your home. A situation like this could be averted if proper fire detection mechanism was in place in the home. It is also important to note that in developed countries where the use of fire detection is enforced the fire incident level has reduced by well over 80%. Sophisticated fire detection systems are commonly used in rich homes and corporate buildings. How does the average Nigerian achieve a significant measure of safety without spending much? Are there simple fire prevention tips that might not require huge sums of money to execute? In the absence of any proper home insurance policy, your better way of protecting your life and your property by having something that could detect the fire befor it starts. Home insurance is costly and not very many people believe in them. Even with home insurance, that does not mean that you are safe because the damage would have been done and the insurance payout will be a way of making the disaster more bearable. So what we advocate is having fire detectors. The detectors are relatively cheap and people should not have excuses for not having these safety features, because nobody knows when fire disasters happen. As a matter of safety, you need one in every room, and every open space, two in the sitting room and one in the dinning. The kitchen is exempted

Tell us about electronic gas leakage alarms. How do they work? Actually, it is the same principle that applies to a smoke alarm that is also used in the gas alarm. The major difference is that the gas alarm has a gas detector built in it. We have noticed that a lot of people neglect the usage of gas due to fear of fire outbreaks, but in reality the actual sense, it is not the gas that is dangerous but its improper usage, just as we have wrong fuel storage causing fire in homes. It is advisable for the gas cylinder to be outside in the open air so that if there is any gas leakage at all, it will be dispersed freely into air As an expert, give us an insight into fire escape planning. When building, it is important to situate escape doors for cases of emergency. This should be originally a priority in the building plan. Also families should practice emergency exit and safety measures. This can be done by rehearsing escape in a makeup emergency. This is done so everybody would know how to evacuate the property in a safety fashion. One thing that people are not aware of is the fact that fire rarely kills; it is the smoke
Give us a brief insight into the working mechanism of the smoke detector. The smoke detector comes with a 9 volt battery, which has a, lifespan of 12-18 months. We advise you to change the battery once a year. In the advent of a fire, the smoke detector will pick up the smoke at a very early stage before the fire gets advanced. The system issues an alarm which is loud (85 decibels). When the alarm comes on what to do is an investigation of what the problem is, at that stage there is likely to be no fire, and it would just be the smoke building up gradually. This gives room for the fire extinguisher which comes in handy. The use of generators in enclosed spaces is dangerous, with cases of death recorded. How has the carbon monoxide alarm helped this problem? The fume of the generator is quite deadly which is why carbon monoxide has been referred to as the world’s no 1 silent killer in every country in the world. This is because you cannot see it nor perceive it but once you inhale a substantial quantity it gets fatal by cutting off the Oxygen supply to the lungs. There are records of family members all dying overnight due to generator fumes from a poorly ventilated generator environment. Of course there are other sources of carbon monoxide, but the generator relates more to man. This is why the carbon monoxide detector should be used to check such high risk situations.

eing a very interesting activity, and as one indulged in by man so early in history, swimming is a major part of our lives. Often used as a sporting, fun and recreation activity, and in some cases a criterion for some job roles, it is indeed worthwhile to learn about the man made feature in which the swimming takes place - the swimming pool. The weight shedding angle of swimming cannot be downplayed also. Research has shown that
this singular activity can help cut down excess body mass. Another benefit of swimming can be traced to the psychological aspect. This lies in relaxing the mind thereby putting you at ease as a way of fighting stress and fatigue. We find out that in big cities like Lagos, work activities take almost the whole day, coupled with traffic problems and other things. It is suggested that people should take out time for some relaxation activities for which swimming is a major one. The concern for safety is paramount when talking about pools. With cases of kids getting drowned and so on, the expert recommends supervision of children during swimming. And the above ground pool comes with coverings and detachable ladder. Badagry in Lagos and Calabar in Cross River State have something in common: they both share the same historical heritage of being slave posts during the slave trade era. But while successive administrations in Calabar have quickly moved to take advantage of the city’s historical relevance and develop its tourism potential, not much could be said of Lagos on that front. But that seem to be changing so fast, as Lagos could well turn out to be one of tourism hub in Africa in the foreseeable future; if current concerted efforts in that regard are put into consideration. Only last year, the state acquired The Sunborn Yatch Hotel, the world’s first custombuilt Yatch hotel. Although now shrouded in some controversy, the floating was estimated to cost N4.4 billion and houses 105 luxurious suites. A night in The Sunborn Yatch Hotel for a single room came with a starting price of £300 (approximately N75, 000). At the time he welcomed the yatch to the Lagos Marina, Tokunbo Afikuyomi, the Commissioner for Tourism and Intergovernmental Affairs, said the hotel “will be the first of its kind in Africa and it would put us in the league of the first five major cities of the world with similar hospitable facilities

and tourism earnings capabilities.” The hopes were that the floating hotel would revive the tourism sector in Lagos State. Mr. Afikuyomi claimed that the hotel will put Lagos on the same pedestal as major tourist destinations like Paris, New York, Barcelona, and Helsinki. He added that winning the bid for the yacht, over the cities of Dubai and Doha, is a reflection of the “combination of talents, assets, resources and potentials” of the state government and private sector. Badagry town was founded around 1425 A.D and is the second biggest commercial town in Lagos State. It is the gateway to the Republic of Benin and Ghana, among other neighbouring West African countries on the coast. Slaves were ferried from the west coast of Africa through Badagry to America around 1500s with no fewer than 550,000 slaves transported through the town. Other tourist attractions of Badagry include the missionary cemetery where many of the missionaries that served in the town were buried, and the palace of Akran of Badagry, which is the seat of the traditional ruler of the town. It is the custodian of the enduring and rich tradition, cultural values and history of the people. There is also an ethnographic museum with age-long relics and artefacts housed in it. Of particular historical note is the first storey building in Nigeria housed in Badagry. It is an ancient building and one of the most extant relics of the town. It has over the years been renovated and preserved and was built by the Anglican Church. Bishop Ajayi Crowder, a Nigerian and former slave, once lived there. The wooden stairs, missionary trust fund and a copy of the Bible translated from the English language to Yoruba can still be found in it. There is also Gberefu, the Point of No Return and the Vlekte Slave Market which served as the location where slaves were put on display and traded off to different slave buyers. Slave merchants’ ships berthed at Gberefu to transport captured slaves to the new world.

igeria is a fairly huge market for the automobile industry. With new car models of high level of sophistication in engine systems making entries into the country on a daily basis, it would be strategic to have technologically advanced workshops and people to handle repairs in line with the delicate nature of these new vehicles. We don’t have a specific brand that we treat down here in Automedics; we work on all brands or types of vehicles. In cases of old car versions, for instance cars for which the diagnostic equipment is not available, how do you handle such cars? Do you treat them manually or you have other ways
of going about it? There are no old cars actually. You only have some later or earlier model cars which could still be diagnosed with the aid of the engine analyzer, which is what we use back in the days. If you are talking about pre 1980cars, you may have to treat those ones manually. But some from 1976 down to 1995 you could still diagnose most of them electronically, and these are called OBD1(Onboard Diagnostic One) but the challenge we have presently in the country is that a lot of people only know about OBD-2 whereas they are automobiles that could still be diagnosed with OBD-1. Your company also offers used

vehicle inspection before purchase. How effective is this service, bearing in mind the dubious nature of some dealers that make unrealistic repairs on vehicle just to get them off the shop? I have seen a lot of that, but it all depends on the individuals. My advice for people is before you buy any used car; make sure you take it for a thorough inspection, mechanically, electronically and structurally. This check should be done by somebody you know that will give you the best. It might be relatively costly but at the end you know the status of the car you are buying. Most dealers will tell you there is nothing wrong with the car, but there is always a problem

There are different types of scanners for different areas in auto diagnostics. What are the specifics of the C Reader V? The C Reader V is a scanner for DIYs.(Do It Yourself ) Before they go to the local mechanics, they would have scanned the car on their own if their car is OBD-2 compliant. This gives them prior information on what the problem is by looking at the code from the scan result. If they don’t understand it they could contact us for further education. In all, the best tip or advice for car owners is good culture of maintenance; do your service when it’s due, avoid procrastination of vehicle checks. When you do this, problem compounds to an alarming stage that might be a bit of a problem for you. Apart from being able to detect faults quicker or in a more efficient manner, are there any other advantages beyond this, compared to manual repairs which could be oftentimes performed satisfactorily by experienced mechanics using manual tools? This is where I give Nigerian mechanics a lot of credit. Most of them don’t have or know how to use the diagnostic tools but they still find a way to fix the vehicles. But the challenge is most of the time, if they have the right tool they would save a lot of time and
resources, because when the tools are put to good use, it will direct you and narrow down the search for the error factor in your car checks, and this makes the job easier for you instead of engaging in trial and errors by changing different parts to see which could be the cause of the problem and at the end of the day more damage is probably done to the car. What do you plan to achieve with the mechatronic seminar? The whole idea of setting up the mechatronic seminar is to train people to be like us. We are looking at replicating our skills in other people. We have found out that this trade is renewed constantly with new technologies being introduced on a daily bases, and people need to be aware of this. Also we have a lot of modern cars in Nigeria, and just a few hands can’t manage all the cars. So, the mechatronic seminar will make this idea popular thereby satisfying the need of vehicle owners in the country. Our target for the seminar is quite borderless. We have professionals in other fields like medicine, Law, Military officers, Educationists and so on apart from the ones that actually want to take up a career in this field i.e. the mechanics and electricians. The working professionals attend the seminar to gain knowledge in car maintenance. This done for cases where their auto mechanics would probably make unrealistic claims when fixing their cars, they would be able to point out some things to the mechanic and probably make suggestions as regards the repair.

The Many Faces of Kia Motors
The Kia Motors brand is becoming a more and more popular brand within significantly short period of time in the Nigeria automarket space mostly due to general perceeption about overall durability, cost effectiveness and being good value for money. The fact that Kia recently launched this brand with the theme “Unbeatable Value for Money” goes to show the brand advantage being proclaimed by the South Korean Company. WHEELS takes a look at some of the various models available from the Kia stable. The 2010 Kia Cerato replaces the Spectra as this Korean automaker’s compact car. Cerato comes as a 4-door saloon that is about 1.5 inches longer in wheelbase
and 1 inch longer overall than the outgoing Spectra, and as a 2-door coupe called Cerato Koup.
Both the coupe and sedan come in EX and sporty SX trim levels. The saloon also comes in base LX trim. Two 4-cylinder engines are offered. LX and EX have a 156-horsepower 2.0-liter engine that teams with a standard 5-speed manual or optional 4-speed automatic transmission. An optional “Fuel Economy Package” for EX sedans includes a 5-speed automatic and other fuel-saving equipment.
A mid-size saloon available with a V6 engine option, the 2010 Kia Optima is largely unchanged, though base LX models no longer offer a V6 engine. This midsize car shares elements of its basic design with the Sonata produced by Kia’s corporate parent, Hyundai. Optima comes in LX, EX, and SX trim levels. All offer a 175-horsepower 2.4-liter 4-cylinder engine. EX and SX are available with a 194-horsepower 2.7-liter V6. A 5-speed manual transmission is standard on the 4-cylinder LX. A 5-speed automatic is
optional for that model, and is standard otherwise. Available safety features include ABS, traction control, antiskid system, front-side airbags, and curtain-side airbags. Available features on EX and SX include heated front seats, sunroof, and a navigation system. Power-adjustable pedals are an EX-exclusive option.
Kia Optima
The 2010 Kia Rio gets slightly freshened styling. Rio is offered as a 4-door sedan in base, LX, and SX trims. Also available is a 4-door hatchback called Rio5 that comes in LX and SX trims. All have a 110-horsepower 1.6-liter 4-cylinder engine. A 5-speed manual transmission is standard. A 4-speed automatic is available on LX and SX. Available safety features include ABS, front-side airbags, and curtain-side airbags. Satellite radio is standard. Rio shares its powertrains and

Soul is a front-wheel drive, 4-door wagon that’s slightly larger than Kia’s Rio. Four trim levels are offered: Soul, Soul+, Soul! (exclaim), and Soul sport. Base Soul models are powered by a 122-horsepower 1.6-liter 4-cylinder engine that teams with a 5-speed manual transmission. Standard on the other versions is a 142-horsepower 2.0-liter 4-cylinder that pairs with a 5-speed manual or 4-speed automatic. Available safety features include ABS, traction control, an antiskid system, front-side airbags, and curtain-side airbags. Power windows and locks are standard on all models.
The 2010 Kia Sedona is largely unchanged. All Sedonas seat 7, have a 250-horsepower 3.8-liter V6 engine, and a 5-speed automatic transmission with manual shift gate. Base models are 5 inches shorter in wheelbase and about 13 inches shorter overall than the uplevel LX and EX. All Sedonas have removable 2nd-row bucket seats that slide fore and aft. Available safety features include ABS, traction control,

140-horsepower 2.0-liter 4-cylinder engine or a 173-horsepower 2.7-liter V6. The EX is V6 only. The 4-cylinder teams with a 5-speed manual or 4-speed automatic transmission, the V6 with automatic only. All versions offer front-wheel drive or all-wheel drive. Note that the automatic transmission
antiskid system, front-side airbags, and curtain-side airbags. Rear-obstacle detection is newly standard on LX and EX.
Kia Sedona
Kia Sportage 4-cylinder is front-drive only. The AWD lacks low-range gearing, but a dashboard switch locks in a 50/50 front/rear power split. Maximum towing capacity is 1,500 pounds with the 4-cylinder and 2,000 pounds with the V6. Available safety features include ABS, traction control, antiskid system, front-side airbags, and curtainside airbags. An EX Luxury Package includes leather upholstery and heated front seats.
The 2011 Kia Sorento is redesigned with freshened styling, new engines, and new features. This SUV is a crossover that shares elements of its basic design with the Santa Fe produced by Kia’s corporate parent, Hyundai. The 2003-2009 Sorento was a 5-passenger SUV that used traditional truck-type construction. Trim levels for the 2011 model include Base, LX, uplevel EX, and sporty SX. Base, LX, and EX have a 175-horsepower 2.4-liter 4-cylinder. Available on the EX and
standard on the SX is a 276-horsepower 3.5-liter V6. All models offer front-wheel drive. All-wheel drive is available on the LX, EX, and SX. The Base has a 6-speed manual transmission. All others use a 6-speed automatic, which is not offered on the Base.

Even for cars that do not possess some of these crash prevention devices, there are several aftermarket options available that could be bought and installed by qualified auto technicians. Saying this more and more modern cars are now coming equipped with advanced safety features that were once strictly the preserve of high end luxurious cars. The 2010 Ford Taurus for example which is a standard saloon car has inclusive to its safety prevention systems the adaptive cruise control and collision warning with brake support. This feature warns a careless driver of the risk of dangerous driving before a crash can occur. Some cars even possess radar sensors that can detect objects traveling ahead, and monitors distance and closing speed. When the system determines that a collision is possible, it warns the driver with a display in the instrument panel and an audible indicator. If the driver doesn’t slow down, the system
tugs at the seatbelt and lightly engages the brakes, and if it determines that a crash is imminent, it cinches the seatbelts
and applies brake-force to mitigate impact velocity and the force of the collision. This feature, known as Collision Mitigation Braking System (CMBS), works in conjunction with adaptive cruise control. Other devices work in a slightly different manner. If the driver doesn’t slow the car in time, warnings flash

econd-hand (or Tokunbo) cars, as are commonly tagged in Nigeria) are fast becoming a common feature on Nigerian roads, since it has also been proven that when a buyer strikes a good deal with a Tokunbo car, that could mean a durable buy, offering good value for less money. In fact, used cars are considered to be a more cost effective purchase than new cars because their value depreciation is much less. While some consumers are thanking their stars for acquiring a secondhand car with sound body components at a relatively low price, others are not so lucky. For this latter group, purchasing their Tokunbo vehicles comes with its downsides as the car becomes more of a liability than an asset. This underlines the need for proper checks before exchanging your money for that used car, which real value you may not have fully determined. MINIMISING THE RISKS There is always an element of a gamble with buying a used car as there is no guarantee that the car is accident-free, has real mileage, and was properly maintained. There may also be some hidden problems like a worn out automatic transmission, or engine problems that may not have been obvious when you test-drove the car. So when next you intend buying a used car, you
must ask yourself if you would actually be saving money and how you would (and if it is indeed possible) to completely eliminate the risk of potential problems. Regardless of your apprehension about buying a used car, you can make it a safe gamble by taking the necessary precautions. RESEARCH AND NARROW DOWN YOUR CHOICES So what should you look for when contemplating

Make sure he documents in writing whatever he promises and find out if any remaining original warranty will be transferred into your name.” BEWARE OF VERY LOW PRICES Customers looking for a used car should be wary of ‘very cheap’ cars, as that often comes with a booby trap. “It’s better to go for
your time, test drive the car as long as you can. For example, some problems may only be caught when the engine is cold while other problems may only be discovered when cruising at highway speeds. DON’T base your decision on what you have been told. “One owner from new” should not mean much to you if you have no resources to verify this as a fact. DON’T buy a car if you have reservations or hesitate for one reason or another…if you don’t have a good ‘gut’ feeling about it. If the engine seems too noisy or works as if it is in rough shape and sounds heavy, the
second-hand cars that offer you ‘the best deal’ rather than ‘the cheapest price.’ Your aim is to look for a car in good condition at a reasonable price. With this, you will save yourself the pains and money for constant repairs and will have less troubles driving it. You must avoid being deceived into thinking that the dealer wants to sell it cheap to you because he doesn’t know the market price or simply because he wants to clear his inventory. If he sells it very cheap, that could be a pointer that there’s something wrong with the car. A potential buyer must always remember that there’s no average price of a used car of any particular model or brand, because the actual vehicle is determined by the condition of the car. Two used cars of exactly the same brand and model may attract different price tags based on their engine and maintenance value. WORK AND STAY WITHIN YOUR BUDGET The urge to overshoot your budget while in a car dealer’s lot is a common one. Set yourself a firm limit of how much money you want and can afford to pay for a car. The process of buying a used car can be timeconsuming and stressful and it might be difficult to resist the urge to buy more expensive vehicle. The Lagos House Committee on waterfront Infrastructure Development, under the distinguished Chairmanship of Honourable Abiru Rotimi Lateef, representing Somolu II, has called for memoranda from members of the public, after publishing the bill for public consumption. Members of the public and especially stakeholders are particularly encouraged to submit papers for modification and final adoption of the bill. The bill that was an executive bill from the office of the State Governor, Babatunde Fashola SAN, seeks to regulate the activities of sand drillers and people who tamper with the state’s fragile waterfront resources. The bill, among other things, is meant to ensure balance between economic development and preservation that will permit the beneficial use of waterfronts while preventing the diminution of open space areas or public access to the waterfront, shoreline erosion, impairment of scenic beauty, or permanent adverse changes to ecological systems; facilitate
The bill, if passed to law, will take care of the major sand and waterfront sites across the state. The bill sets out, under Schedule 1 (Section 3) registration requirements for dredgers which includes: 1. Title to land (if required by the Governor) 2. Perimeter survey. 3. Certificate of Registration. 4. Statement of Dredging Process or Method to be adopted. 5. Proof of Payment of Registration fee. 6. Evidence of payment of State Tax Furthermore, Schedule 3 section 22 deals mainly on charges for sand dealers and sand dredging’s. This means that payment depends on the scale of dredging being undertaken by the dredgers. They are divided into categories, depending on the scale. This include category A (dredgers), which is required to pay as much as N10,000.000.00 p/a (Ten Million Naira Per Annum). Category B (medium scale) dredgers are expected to
pay 500,000.00 p/a (Five Hundred Thousand Naira Per Annum), while Category C (Small Scale) are expected to pay N100, 000, 00 p/a (One Hundred Thousand Naira Per Annum). Meanwhile, sand dealers are expected to pay a flat rate of N100, 000.00 p/a. If passed into law by the Lagos assembly, the administration of this Law shall be under the control and direction of the Governor of Lagos State. Also, the Governor shall designate the Commissioner for Waterfront and Infrastructure Development to exercise on his behalf the functions and powers conferred under this Law. This bill not only deals with sand being dredged in Lagos State, but also all tippers and trucks bringing sand to the state from whichever state for the use of Lagosians. It further stipulates rates to be paid by these tippers and trucks according to the tons being carried. For instance, N30 shall be paid per ton for laterite miners only; N100 shall be paid per ton for mechanical dredgers only; and N50 per ton for manual dredgers and sand miners. These fees just mentioned apply to sand being brought into the state at site of usage. For the fees of activities within the state, it attract different rates, and this also depend on the location. The charges for sand dealers and sand dredges depend on the type of operator and also as per location. Category ‘A’: hopper dredge, cutter suction dredge (24” – 30”), cutter suction dredge (17” – 20”),
cutter suction dredge (10” – 16”) attract N10 million, N10 million, N3 million and N1.5 million respectively. Dredgers’ Category ‘B’; sand, stockpiles/sellers, Lekki/Ajah N1 million, Ikorodu- N750,000 and Badagry/Epe, N100,000. Dredgers’ Category ‘C’; manual dredgersN100,000 only. However, the bill states under the heading of Environmental Impact Assessment (EIA) that “every operation permit issued under this Law shall be for a renewal of period of 3 years at the first instance and such Operational Permit shall be renewed annually. Any person, corporation or partnership issued an operation Operation Permit under the provisions of this Law shall display such permit in a conspicuous place on the premises where the sand dealing, sand dredging or development is being carried on. The Commissioner in charge of the Waterfront ministry shall have cause to keep a register of all the operation permits granted, renewed, transferred or cancelled by it under the provision of this Law. The bill also prescribes punishments for offenders of the bill when eventually passed into law. This includes; “any person who caries on the business of sand dealing or sand dredging along the waterfront without obtaining the necessary operation permit shall be liable, on conviction, to a fine not less than One Million

Naira (N1,000,000.00) or to imprisonment for a term not less than two years or both”. It also states that; any person who constructs, develops, erects any building or any other structure (not being a structure required for water transportation) along the waterfronts and embankments within the State without a permit granted under this Law or in any other manner contravenes the provisions of this Law shall be liable, on conviction, to a fine not exceeding Five Hundred Thousand Naira (N500,000.00) or to imprisonment for a term of six months or both”. “A demolition notice shall be served on any person, corporation or partnership who has contravened the provisions of this Law. Any structure erected along the waterfronts without obtaining an operation permit may be demolished by the Governor after service of seven days Demolition Notice on the occupier or any person responsible for the illegal development. The owner of the illegal structure shall also bear the cost of removing the said illegal structure. With this bill at this stage, its eventual passage to law will reshape the outlook of the Mega City as it moves towards modern urbanisation. Hence, all stakeholders should avail themselves the opportunity to contribute to the bill so as not to cry foul when eventually it is passed into law, as that might be too little too late.
