Department of Housing and Urban Development (HUD) for the release of the HUD Community Development Block Grant funds under Title I of the Housing and Community Development Act of 1974, as amended, (42 USC 5301 et. seq.) to undertake the following projects known as: Jurisdiction Project CDBG Amount Tate Township Fire Department Parking Lot Improvements $ 99,752.00 Village of Amelia Chapel Road Sidewalk Extension $ 78,594.00 Franklin Township Fire and EMS Building Improvements $ 227,820.00 Village of New Richmond Suzanna Way Promenade $ 157,500.00 People Working Home Repairs – County Wide $ 50,000.00 Cooperatively (PWC) Clermont County Septic System Remediation Program $ 100,000.00 General Health District County Wide This is a multiyear project 2018 to 2023 where the County will be carrying out various individual actions on single family homes (1 to 4 family dwellings). The project area is the entire County although it is the County’s policy to exclude homes in the 100 year floodplain. The activities include: rehabilitation or replacement of septic systems to single family homes owned by homeowners who apply to the Program; or connection to public sewer systems where available. The following activities proposed are categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Tate Township Village of Amelia Franklin Township Village of New Richmond Additional project information is contained in each of the Environmental Review Records (ERR’s) on file at the Clermont County Board of Commissioners, Department of Community and Economic Development, 101 East Main Street, Batavia, Ohio 45103 and may be examined or copied weekdays 8:00 A.M. to 4:30 P.M. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR’s to the Clermont County Board of Commissioners, Department of Community and Economic Development. All comments received by August 23, 2019 will be considered by the Clermont County Board of Commissioners prior to authorizing submission of a request for release of funds. ENVIRONMENTAL CERTIFICATION The Clermont County Board of Commissioners certifies to HUD that David L. Painter in his capacity as President, Clermont County Board of Commissioners, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Board of Clermont County Commissioners to use Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of fund and the Clermont County Board of Commissioners certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Clermont County Board of Commissioners; (b) the Clermont County Board of Commissioners has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD, Office of Community Planning and Development at 200 North High Street, 7th Floor, Columbus, Ohio 43215. Potential objectors should contact HUD to verify the actual last day of the objection period.
