OSU Extension News BY Christy Clary OSU Extension Educator 4-H Enrollment season is upon us! 4-H is the largest youth development organization in the country, with over 6 million youth participating across the country. The 4-H program was started in 1902 by A.B. Graham in Springfield, Ohio. Graham started clubs for youth so they could “learn by doing” which to this day is the 4-H slogan; youth learn by actively participating in educational experiences and projects. Today, the 4-H program is operated in every county in Ohio by Ohio State University Extension and has nearly 216,000 members participating across the state. In Brown County and across the country, 4-H’ers are still actively following the slogan of learn by doing to develop skills that will help them to be successful in the future. Who is involved in Brown County 4-H? Brown County has over 700 active 4-H members involved in 30 community clubs throughout the county. There are over 175 dedicated adult volunteers who work to provide support for clubs, programs and activities. Community clubs participate in community service projects, clinics, field trips, social events, and fundraisers throughout the year. Other opportunities include project judging, 4-H Camp, state and national events, and exhibiting at the Brown County Fair. In 2019, 4H’ers from Brown County didn’t just travel to events all over Ohio, they also were able to attend events in places such as Washington D.C. Who can join 4-H? Youth who are age 5 and in Kindergarten as of January 1st, 2020 are eligible to join 4-H as a Cloverbud

member. Cloverbuds participate in community clubs and non-competitive activities exploring a variety of fun, hands-on interest areas. Youth who are age 8 and in 3rd grade or 9 yearsold and no older than 18 as of January 1st can join 4-H as project members. Project members participate in club activities, select 4-H projects that interest them, go through project judging, and can exhibit their projects at the Brown County Fair. How do I join 4-H? The first step in joining 4-H is to find a community club near your home or school. There are 30 community clubs throughout the county; experience 4-H with a friend and invite them to join with you. Contact the Brown County OSU Extension Office at 937-378-6716 today for help in locating the right club for you! When should I sign up? You can join 4-H at any time! But, join by the April 1st, 2020 to take advantage of all the opportunities throughout the year. Only youth who are enrolled by the April 1st deadline are eligible for end of the year recognition, project placement and awards, and to exhibit at the Brown County Fair. What are these projects I keep hearing about? Members who are age 8 and in the third grade or 9 years-old are considered project members and must enroll and complete a minimum of one project each year. There are over 200 4H projects a member can choose from. Can’t find a project that interests you out of those 200? You can create your own personalized project by taking the self-determined project. Projects cover a wide range of topic areas. Excluding livestock project, examples of popular projects include: photography,

small engines, natural resource projects such as fishing, foods, rockets, creative writing, and shooting sports such as archery. The Brown County 4-H Shooting Sports program is one of largest programs in the state and we now have youth active on the state and national level! Youth can discover all the projects available through the Ohio 4-H Family Guide. These are available through a community club or you can pick one up at the Brown County OSU Extension Office or online at www.ohio4h.org. Also, you can visit Project Central online at http://projectcentral.ohio4h.org to browse projects. Project Central allows you to filter projects by interest areas and skill levels. You can also read reviews from others who have taken the project. Want to learn more? Join us for our Kick-Off Event on February 6th from 6:00-8:00pm in Rhonemus Hall on the Brown County Fairgrounds. We will have clubs set up to share when they meet and some of their specific projects, as well as all of the project books for members to review. Tornado safe room rebates Homeowners throughout Ohio now have the opportunity to apply to receive reimbursement for the purchase and construction/installation of a tornado safe room inside or outside their homes. The Ohio Emergency Management Agency began accepting applications for its Ohio Safe Room Rebate Program today. A safe room is a structure specifically designed to provide near-absolute protection in extreme weather events. The Ohio EMA’s rebate program provides a rebate of up to 75 percent to homeowners selected for the program. "The entire state of Ohio is vulnerable to tornadoes,” said Governor Mike DeWine. “Safe rooms are costly, but they can save lives – which is why we want to help homeowners with the expense.” In May, more than 900 homes and buildings were destroyed or significantly damaged when 21 tornadoes tore through Auglaize, Darke, Greene, Hocking, Mercer, Miami, Montgomery, Muskingum, Perry, and Pickaway counties. “Safe rooms offer protection to a tornado’s strong winds and resulting airborne debris and provides near-absolute protection for occupants,” said Steve Fer-

ryman, Ohio EMA mitigation branch chief. “We urge Ohioans to apply for these grants.” This is the eighth year for the Ohio Safe Room Rebate Program. To date, more than $1.5 million in rebates have been awarded to homeowners for the construction of more than 200 safe rooms across the state. Safe rooms can be constructed/installed in one of several places in the home, including in the basement; beneath a concrete slab-ongrade foundation or garage floor; or in an interior room on the first floor. A safe room may also be buried in the yard or be a stand-alone structure near the home. The deadline to apply to participate in the Ohio Safe Room Rebate Program is April 6 at 5 p.m. Residents selected for the program are eligible for a rebate up to 75 percent of the cost to install or construct a safe room – up to a maximum of $4,875. A priority list of applicants will be created

from the selected applicants. Chosen homeowners will be notified by email of their position on the priority list on or after April 22. Ohio EMA anticipates grant funding will become available this year and having a list of participants who meet program requirements will expedite the rebate process. Funding for the rebate program is through a partnership with the Federal Emergency Management Agency’s (FEMA) Hazard Mitigation Assistance (HMA) grant programs. Ohio homeowners would be responsible for 25 percent of the construction costs and any additional costs over the 75 percent maximum rebate of $4,875. Safe rooms must meet FEMA requirements in FEMA publications 320 and 361 and cannot be constructed/installed prior to the rebate drawing and notification from Ohio EMA to proceed with construction. Ohio EMA plans to offer this rebate program on an annual basis. Homeowners with questions should call Ohio Emergency Management Agency Mitigation Specialist Dan Clevidence at 614.799.3533.

Hall awards scholarship As a senior in high school, there are many scholarship opportunities out there to apply for. That’s why the Paul Hall & Associates Foundation wanted to target a different group of students. The Paul Hall & Associates Foundation Scholarship is only for students who have completed their first year of college or technical school with at least a C average. This allows students who are working hard after their first year of school, to apply for more funding to help them in their education. The scholarship does give priority to students studying agriculture or that has a background in 4-H or FFA. Brett Liming, of Bethel, Ohio, was awarded $1,000 after his application submission to the Paul Hall & Associates Foundation.
