“This is really exciting for all of us,” Village Administrator Charles Ashmore said. “These low interest loans were to promote growth in our village and generate new jobs, and that’s just what’s happening. We received $99,000 in grant funds and the village added $10,000. This money can only be applied for by Ripley businesses, so all the money stays here in the village.” Repayment of the loans will go directly back to the village. Council approved setting up a special banking account for the revolving loan at First State Bank in Ripley. In August this year a Ripley/USDA Revolving Loan Committee was appointed which reviewed the two requests for loans and recommended to council that both requests be approved. Eddie Brierly and Marion Sidwell updated council on the upcoming dedication of a special plaque, memorializing Pfc Thomas G. DeFosse, the only Ripley soldier to die in combat during the Vietnam War. The ceremony will take place on Monday, Nov. 10 on Front Street at 1 p.m. in Ripley. Brierly asked council if the street could be shut down briefly during the event. Councilwoman Roberta Sidwell said she hopes some of DeFosse’s classmates from the Ripley High School class of 1967 will attend the event. Council also had a second reading of a Brown County Solid Waste Management /Plan resolution.

Clinton County saw a .4 percent drop to 6.2 percent, Highland County’s rate fell .3 percent to 6.0 percent and Clermont County came into September with a 4.3 percent jobless rate, down .1 percent from August. By contrast, these five counties had unemployment rates in 2009 that were more than double the 2014 numbers. Five years ago, the unemployment rate in September of 2009 in Brown County was 12.2 percent, Adams, 14.2 percent, Clinton, 16.4 percent, Highland 16.3 percent and Clermont was 9.6 percent. In the five county Cincinnati Metropolitan Statistical Area (Brown, Clermont, Butler, Warren and Hamilton counties), the unemployment rate in September fell .1 percent to 4.6 percent in September. Statewide, the unemployment rate fell .2 percent to

tional and said that he is proud to represent this part of the state. “In southern Ohio, we have people that want to go to work, and we have the roads and the rail and we’re moving ahead. A majority of people in the country feel it’s moving in the wrong direction, but a majority of people in Ohio think it’s moving in the right direction”, Wenstrup said. “We are going to try and leave this country better than we found it. That should be the goal of each and every person that runs for office.”

According to the Ohio Department of Job and Family Services, the unemployment rate dropped in September in 79 of the 88 counties in the state. Monroe County has the only double digit jobless rate in the state at 10.1 percent. Rounding out the top five are Meigs County at 7.7 percent, Pike County at 7.6 percent, Scioto County at 7.2 percent and Jefferson County at 7.1 percent. The lowest unemployment rate in the state in September was in Mercer County at 2.9 percent. Brown County, at 5.1 percent, had the 39th lowest unemployment rate in the state, which is down from its historic ranking in the low 20’s over the past few years.

Mineer is also facing the forfeiture of 68 guns which are being considered as “contraband and/or property derived from or through the commission or facilitation of the offense.” Jordan Swanger, 21 of Ripley faces one fifth degree felony count of Possession of Marijuana. An indictment means that an individual has been charged with a crime. It is not a finding or admission of guilt.

Either from a cut or through vomiting or diarrhea. 4. Your pet is straining to urinate without producing any urine. 5. Your pet is having difficulty breathing or panting excessively and is in obvious distress. 6. Your pet is shaking uncontrollably (not just shivering due to cold or nervousness) or is having a seizure or convulsion. 7. Your female pet has been in labor for approximately 2 hours or more without producing any offspring. 8. Your dog or cat appears to be paralyzed in front, rear, or all legs. 9. Your pet is extremely listless or weak. 10. Your dog or cat experiences a sudden drastic change in behavior. 11. You discover your pet ingesting a known

toxic substance or a nonfood item that could injure or block the throat or gastrointestinal tract. 12. Your pet has suffered severe burns, smoke inhalation, electrical shock, or near-drowning. 13. intended to be all-inclusive. There are simply too many potential emergency health problems to list them all. If you have any doubts about whether a situation is an emergency call your veterinarian.
