The Brown County Commissioners have approved a very tight budget for 2017.
aside $380,000 to pay for housing jail inmates in Butler County and having to cut $200,000 from the budget in anticipation of lower state tax revenue funding. The total general fund for the county in 2017 is $9,913,331.30, compared to $9,175,134.26 in 2016. Each county department received a slight increase in funding in the 2017 budget except for the Brown County Board of Elections, who received more money in 2016 because it was a presidential election year. On the expense side, the largest single expense for the county is for employee health insurance. That bill is $848,433.66, which is nearly ten percent of the general fund.
The total commitment of the county to the Public Employees Retirement System (PERS) is approximately $650,000. Brown County commits over half of the county general fund under the umbrella of public safety and the judicial system. The combined budgets of the offices of sheriff, prosecutor and three county court systems adds up to $5,218,555.02. Woodruff said that he feels to a large degree that the county budget is being held hostage by the necessary reaction to heroin epidemic. “They are rounding up these folks and it’s causing our incarceration rates to go through the roof, which overpopulates our jail,”
Woodruff said. “Ultimately, it’s going to affect every county department that uses general funds for their particular budget.” Woodruff said that the time has come to make some hard choices about the CONTINUED ON PAGE 10

Help ‘stuff the truck’ for seniors BY Wayne Gates Homebound seniors in Brown and Adams counties will have some extra help this holiday season. Brown County residents are being invited to help “Stuff the Truck” that will be used to deliver food to local Meals on Wheels clients. Elaine Cady, Senior Nutrition Coordinator for ABCAP, said that the effortis has beem part of the Christmas program for last
three years. “It makes us feel very grateful that we can actually help seniors in the community in more ways than bringing them a hot meal every day,” Cady said. “We’ve gotten thank you letters and cards telling us that they appreciate the extra help during the holiday season.” The event is scheduled for Friday, December 16 at the ABCAP building at 406 W. Plum Street in Georgetown from 10 a.m. to 5:30

p.m. People are asked to bring donations that will be placed on the truck for later distribution. Jim Brady, Superintendent of Fayetteville-Perry Local Schools is optimistic about the district, even after the recent failure of an earned income tax levy in November. In late March of this year, the FayettevillePerry Board of Education placed a 10-year 7.85 mill emergency property tax levy on the ballot which would have generated $790,000 for the district each year. The levy was deemed

necessary after the school district was only allocated to receive an additional $1,400 over a two year period, while other schools in Brown County received nearly $2 million over the next two years. After the levy failed, the board then held several meetings with Fayetteville-Perry voters to ask for input. The voters spoke clearly on the 7.85 emergency levy and said no way. So the board, after listening to the voters, placed a .5 (half a cent) earnings

tax on the November ballot, but it too failed. “We hoped that, if anything, would pass,” Brady said, “it would be something that wasn’t put solely on property owners expecially after the CAUV (Current Agricultural Use Value), land used for agriculture, was put on our property owners.” He continued, “But now, in less than a year, when the governors budget comes back with a lot of money, they’re probably not going to give that money back to us. But it was just on the news yesterday that Gov. Kasich said Ohio would be operating on about 90 percent of what it had previously.” Brady said, that his district still has to keep up with online testing that the state no longer allows schools to opt out of, so if Fayetteville-Perry students are expected to be competitive, then they need exposure to up-to-date technology. “We will not lower our standards or our quality of education in any way,” Brady said. “We will find ways to keep our staff competitive and where we we’re looking long term, now we may have to look short term. We’re not like a business, that can raise its own revenue. A corporation can come up with ways to generate more money. Plus, we’ve made as many cuts as we can already. He continued, “We’re running a very tight ship, and we want to make sure our open enrollment families appreciate what we have, because if there is a revenue generator for the district, it would be our open enrollment population. We currently have 180 students in open enrollment which generates $6,000 per student.” Brady stressed again that the quality of education at Fayetteville Perry will not be compromised.
He said the district will work with what they have. “It’s a challenge when the state puts the requirement of passing levies on educators,” he said, “espe-
cially when 70 percent of the people being asked to vote for it don’t even have students in the school system. I can assure people in our district that there will be no reductions in staff and no reductions on any programs. We have pay to
play for our athletics already, which pays for most of that cost. “We will find ways to keep control of our school district. We will take care of our own.”

Bolceʼs Pub under new ownership, becomes ʻLockeʼs Watering Holeʼ For the last seven or eight years, Bolce’s Pub has operated in Georgetown, owned by Mark and Debbie Bolce. But several weeks ago the business was sold and will soon have a new look, a new name and new owners. Becky and Johnny Locke, the new owners, are from the Ripley area where they were owners of the Riviera for about a year. Now with the purchase of Bolce’s Pub, the young couple will have a fresh start at operating their own business. When the Locke’s found out the business was for sale, they met with the Bolce’s and the couple worked out the details around the first week in November. According to

Tim Singler came up with the name and he received a $30 gift card for winning.” The new owners are planning to add some new items to the menu including chicken phillies, mini burgers, corn dogs, hot dogs and nachos with cheese. “We will also be adding a D.J. every Friday night, and we are really looking forward to that,” said Becky Locke, “Eventually we’ll be having local bands perform on Saturday nights. We believe this community is ready for this. We plan on being a family friendly business during the day and hope people will come in and enjoy a great meal with us. “We also plan on increasing activity out back in the beer garden with hopes of turning it into a
tiki bar with all the accessories. It will be a great place to host a party and include a full service bar.”

Now that we are in the heart of the holiday season, you may be thinking about ways you can put your money where your heart is. Specifically, you might be pondering which groups you should support with charitable gifts. And as long as you choose groups that meet the right criteria, your generosity can also be rewarding to you, in the form of tax benefits. the name of the organization and the date and amount of your contribution. (Your maximum deduction will be limited to a percentage of your adjusted gross income.) To begin with, you’ll want to make sure you are giving to a reputable charity. That means you’ll need to ask some questions. How does a group measure its effectiveness? Is it devoting as much of its contributions as possible to the actual work of the organization, or is it spending too much money on administrative costs? Generally, a worthwhile charity should spend at least 75% of its income on prog- rams. You may be able to find this type of information on a charitable group’s annual report and its website. You can also go to the website of one of the agencies that evaluates charitable groups. On these sites, you can get a lot of information dealing with a charity’s effectiveness, income, spending and other topics. You can do more than simply write a check, however. If you have stocks that have grown significantly in value, you may want to donate them to a charitable group. You will be allowed a charitable deduction for the full fair market value of the gift on the date of the
A Christmas sewing box for mother It was December 1966. Christmas was fast approaching. Two small farm girls were beginning to learn what the season was about. “You know what,” Debbie said to me, “wouldn’t it be nice if we could buy a present for Mom?” Of course I thought it was a good idea but we girls didn’t have any money. We did chores but we didn’t earn money for them. They were a standard requirement. “How would we pay for it?” I asked. I truly liked the idea but I couldn’t see how we could make it happen. Nevertheless we sat on the floor of our upstairs bedroom daydreaming of a gift for Mom. Though we girls were penniless the dreaming was enjoyable. Several days passed. During breakfast one of us couldn’t hold out on a secret dream and blurted out, “We wanted to buy you a present for Christmas, but we don’t have any money.” And it was true. The desire was there but the funds weren’t. During the discussion that took place, Mom see-

We would select an item from the catalog and Debbie being old enough now could call in the order, thereby keeping the item we would select a secret. That afternoon, we two girls, thirteen and nine, sat on the hardwood floor of our upstairs bedroom with our budget in mind and turned the pages back and fourth a hundred times. Finally, we decided upon a sewing box. It was a lovely blue and tan wicker box with a matching handle. The inside was lined with baby blur silk fabric. The outside of the lid had small blue flowers underneath a cellophane top and the inside of the underside of the lid was tufted with a unique tab to hold her thimble. It was
eight inches deep with a removable plastic tray for thread and needles and such. We knew it would be perfect! Soon after our selection was made, sister made the call following the instruction given from Mom on placing a catalog order over the phone while I stood next to her to make sure she was doing it as instructed. It was so exciting to think our dream was coming true and we would surprise Mom with a special gift from her girls. When the package came, we ran with it upstairs like two squirrels fighting over a nut. From the cardboard box we pulled the most exquisite sewing box. It was stunning. After we admired it and expressed our love for it to one another, we went on to wrap it with pretty paper. Sister Debbie taught me what she had learned already about wrapping, “Fold the ends like this and square them. “Try to make it look pretty before you tape it,” she fussed. Ribbon was always added around the gift in both di-
rections, with a finger placed in the middle of her tying to snug it up. A bow placed on top covered where the ribbon was tied. Then Debbie wrote on a nametag: To Mom From Debbie and Sherry. I admired her lovely penmanship. This was standard wrapping procedure for every gift at our house. (There weren’t any gift bags back then.) Of course, we could hardly wait for Christmas morning to see Mom’s eyes when she opened her sewing box. I assure you she did not disappoint us with her surprised look. And it was a surprise she had to look forward to since its inception. That
year a pair of sisters learned the true value of giving, the utmost reason for the season. Wouldn’t you agree? There are many things we can teach our children and this is one of them. Finance the operation; give them a few bucks to buy for “someone else” for there is, indeed, a lesson to be learned this time of year, not just to receive but the value in giving. For children with special sensory needs, Santa will be making a special trip to Child Focus, Inc. in Brown County on Saturday, Dec. 17 between 9 a.m. and 5 p.m. (by appointment only). According to Shelly Baxter with Child Focus, Inc., many children with sensory issues such as those bothered by loud noises, bright lights, crowds or other things that effect the senses, meeting Santa can become upsetting to them. “Often times things that seem normal to most children can be confusing and even scary to kids who have sensory issues,” said Baxter, “Taking these kids to a mall to meet Santa, even though they really want to meet him, can be impossible for some families. That’s the reason we
here at Child Focus decided to invite Santa here to meet with children with sensory needs in a quiet, one on one atmosphere.” Baxter explained that the lights will be lowered, only one child with his/her family will be with Santa at a time. Soft soothing music will be playing, and Santa will know the child by name as well as some important things about the child to talk about and make them more comfortable. “This is our first year for this event and we can hardly wait,” Baxter said. “The kids will do a special craft and will spend up to half an hour with Santa. That’s why we have to make appointments, so we can allow the time for each individual child.” Baxter explained that his event is not just for children currently participating in Child Focus, but for all

Mary Jo Fitzgerald (Keller), age 78 of Palmetto, Florida, Ohio died Monday, December 5, 2016 at the Hospice of Hope Ohio Valley Inpatient Center in Seaman, Ohio. She was a retired jobs placement and employment for the State of Ohio and a member of the Red Hats Club. Mary Jo was born April 30, 1938 in Brown County, Ohio the daughter of the late Joseph C. and Martha J. (O’Connor) Keller. Besides her parents, she was preceded in death by her husband – Donald Fitzgerald; one son– William Jones and four brothers and sisters – Donald Keller, Eugene Keller, Janet Habermehl and Helen Keller. Mrs. Fitzgerald is survived by one daughter –Sheree Caraway and husband John of Mt. Orab, Ohio; one son – Brian Jones and wife Tina of Williamsburg, Ohio; six grandchildren; six great grandchildren; one daughterin-law – Diana Jones of Mt. Orab, Ohio; one sister – Judy Werring of Marathon, Ohio and special friend – Andy Torgeson of Palmetto, Florida. Mass of Christian Burial will be held at 1:00P.M. Saturday, December 10, 2016 at the St. Michael Catholic Church in Mt. Orab,Ohio. Rev. Hank Albietz will be the celebrant. Visitation will be from 10:30 A.M.– 12:30 P.M. Saturday at the funeral home. Professor Donald H. Layton, 81, passed away October 22, 2016, after a long battle with a genetic lung disease. He was born on April 23, 1935 on a farm outside Russellville, OH, the third of five children of the late Harry O. and Frances (Harman) Layton. Don graduated from Russellville-Jefferson High School in 1952, and received a B.A. in political science from Northwestern University in 1956 and a B.S. in education from Ohio State in 1959 where he pursued further graduate study in political science. After teaching in secondary schools in Columbus, OH, and suburban Chicago, Don earned a master’s degree at Harvard University where he was a teaching fellow and later earned a PHD in educational administration at the University of Chicago where he was a Laverne Noyes Fellow. In 1968, he was appointed to the faculty of the University of California, Los Angeles, where he taught for five-and-a-half years. In 1973, he accepted a professorship in education at the State University of New York at Albany from which he retired in 1991. Over his academic career, Professor Layton was active in a number of professional organizations and an editor of several academic publications. In 1969, he was one of the organizing members of the Politics of Education Association and later served as president and historian of the group. The Association honored him with its first Distinguished Service Award in 1994 and the David L. Colton Award in 2007. Don travelled extensively throughout the world and was invited to serve short term academic positions in Australia, Canada, and England. In recent years he was a resident of the Avila Retirement Community in Albany. He leaves to mourn hiss loss two brothers and two sisters; Robert (deceased November 16, 2016) and wife Carolyn of Portsmouth, NH; David H. and wife Brenda Layton of Russellville, OH; Mary Evelyn and husband Aristotle Roussos of Lebanon, OH; and Andrea Wilkerson and her husband Clarence of Lake Waynoka, OH, eleven nieces, nephews and 23 great nieces and nephews. Herbert ( Herb) Polley, 88, passed into eternal rest on December 3, 2016 at the Ohio Valley Manor Nursing and Rehabilitation Center where he had been a resident for two-and-a-half years. He was born September 27, 1928 up Martin Hollow off Quick’s Run at Queens, KY in Lewis County. Herb left KY at the age of 10 and grew up in the Peebles area. As a teenager, his family moved to Chicken Hollow. He met Jane in the tobacco patch and the rest was history. Herb was the son of the late Elza and Mina (Lawson) Polley. He was preceded in death by two sisters, infant Susan Polley and Wilma Deaton and three brothers, infant Elsworth, Albert and Grover. He is survived by his loving wife of 67 years, Jane (Truesdell) Polley. He leaves seven children, Herbert Jr. and Martha Polley, Robert and Susan Polley, Larry and Rhonda (Polley) DeFosse, Kay Polley (Catherine Pfeffer), Kenny and Tammy Polley, Lisa Polley and Paul and Rita Polley, He had eight grandchildren, Chanda Spires, Myra Jimison, Jerrod and Jordan Fussnecker, Katie Crabtree, Clinton, Dylan and Cody Polley and five great grandchildren; a brother, Ben of Ripley and a sister Viola Redmon of AZ and many relatives and friends. Herb was a farmer since childhood. He worked at the US Shoe Corporation for 20 years. He operated several semi trucks and owned and operated the Herb Polley Fumigation and Spray Service. He taught Sunday school and attended the Ripley Nazarene Church. Herb loved his dogs and was an avid coonhunter. Funeral Services were Tuesday December 6, 2016 at 11:00 AM at the Ripley Nazarene Church under the direction of the Meeker Funeral Home. Clark Castle officiated. Robert “Bob” Layton, 89, of Portsmouth, died Wednesday, November 16, 2016 at his home surrounded by his loving family. He was born March 19, 1927 in Russellville, Ohio a son of the late Harry and Frances (Harman) Layton. Bob graduated from Russellville High School with the Class of 1945 and was a veteran of WW II enlisting with the US Navy on the day of his graduation. After serving his county he attended the University of Miami before transferring to the Ohio State University where he received his Bachelor’s degree in agricultural engineering. Mr. Layton was employed as an agricultural engineer for the Department of Agriculture in the soil and water conservation division. He moved to New Hampshire in 1964 and retired in 1981. After his retirement he continued consulting in soil and water conservation and later served as a teacher’s aide in the Portsmouth school system. After some continuing education he received his teaching degree and taught general science at Portsmouth Middle School. He finally retired in 1991. Bob was an active member of the North Church serving several years as president of the Church Council. He was also active with the Portsmouth Community Development Committee for 37 years and served on the committee of the Renovation of Market Square Committee. He was a 58 year member of the Lions Club joining in Ohio and transferring to the Portsmouth Lions Club where he was made a Melvin Jones Fellow, was a past president, editor of the monthly newsletter, and served on many committees including the eyesight and hearing committee. He was also a member of Russellville Masonic Lodge #166 Russellville, Ohio. He was a loving husband, father, grandfather and brother. Bob always had a smile. He was a huge Ohio State football fan and converted his family and friends as well. He also enjoyed the outdoors and hiking with his boys and Boy Scout Troop #469. He and his wife were chaperones with the Portsmouth Marching Band. He shared 62 loving years of marriage with his wife Carolyn (Maxson) Layton. In addition to his wife he leaves three children, Nancy Layton and her husband Peter Anania of Portsmouth, Andrew Layton and his wife Judith of Deering, Daniel Layton and his wife Lorinda of North Berwick, ME, three grandchildren, Lauren, Andrew and Matthew, his siblings David Layton, Andrea Wilkerson and Mary Roussos all of Ohio, many nieces, nephews and cousins. He was predeceased by his brother, Doctor Donald Layton last month. Services were held Wednesday, December 7, 2016 at North Church, Market Square, Portsmouth. James T. Smith, 69, passed away peacefully on Friday December 2, 2016 at his home in Conneautville. He was born August 13, 1947 in Frenchburg, KY to the late Bill and Gloria (Carpenter) Smith. He married Carol Virginia James. She survives. James worked for Summerhill Township for nearly 22 years and was proud of the work he did. He was an Army Veteran serving our country in the late 1960s and earning the National Defense Service Medal. He enjoyed hunting and fishing as well as watching Westerns and reruns of Hee Haw. His love of Blue Grass music led him to play banjo for the “Lazy Grass” band for approximately 17 years. He enjoyed his pets, especially his horses and his late dog, Heidi. He loved his family dearly. His bigger than life personality and his sense of humor will be missed by all who knew and loved him. He is survived by his wife Carol; seven children, Melinda Cutright and her husband John of Michigan, Misty Kobow of Linesville, Mike Bahny and his companion Nadine of Tacoma, WA, Walter Bahny and his wife Diane of Carlton, Michigan, Joseph Negron and his wife Donna of Monroe, Michigan, Margaret McLaughlin and her husband Jeff of Monroe, Michigan and Judy Ulrich and her husband Jay of Taylor, Michigan; thirteen grandchildren and numerous great-grandchildren including two very special granddaughters, Savannah Durrant and Miranda Grove whom he helped raise and in turn they helped care for him over the past several years; three siblings, Sheryl Havens and her husband Phil of Mt. Orab, Ohio, Ada Smith of Morehead, Kentucky and Jonathan Smith of Morehead, Kentucky; and many nieces and nephews. There was no public services as James requested. His remains were donated to the Humanity Gifts program where they will be used at LECOM to further scientific research and education. Dorothy M. Helton, 92 A celebration of life was held for Mrs. Dorothy Miriam Knott Helton on December 8, 2016. Dorothy was born on October 1, 1924 and passed away on December 2, 2016. Dorothy lived her entire life in Brown County, except for three years in Corbin, Ky. She was the mother to her son, Terry and his wife Bea Helton; grandson Brian and his wife Shannon Helton; great-granddaughters Charlee and Rian, all of Mt. Orab. Dorothy enjoyed a full life after graduating high school from Russellville High School. During WWII, Dorothy worked as a Rosie the Riveter; welding airplane wings. She met her husband, Walter Helton during the war by correspondence, and married him shortly after the war was over. They were married 62 years. Dorothy worked and eventually retired at Sears Roebuck. Dorothy was a member of the Church of the Latter-Day Saints, where she played the organ for 66 years. Dorothy was an active member in her community. She was a member of the Young Women’s Organization, Family History Heritors, helped organize the Adams County, Brown County, Clermont County, and Highland County Genealogy Societies; and held positions in all four societies, was the President, secretary and treasurer of the Ladies Auxiliary, a member of the Brown County Historial Society where the was the President twice and reorganized the Old Timers Building at the fairgrounds and Museum, and a member of the Daughters of the American Revolution. Dorothy compiled and wrote a book on the Brown County Families, Brown County One Room School Houses, and presently was working on a REV. book compiled of Brown County obituaries. TED R. "FOR GOD SO LOVED" Today I want to take another look at John 3:16: "For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life." All week I have thought about that first phrase: "For God so loved the world..." It does not matter what your background is, no matter where you have been or what you have done, God loves you as an individual! He knows all about you and He still loves you! He loves every person in every country in the world. The problem is that we have a hard time getting our eyes on the magnitude of people that God loves. We have no problem believing that God loves the people near and dear to us, but to get our minds wrapped around the fact that He loves the whole world is difficult. We say it, we sing about it, but in our own hearts and minds can we really get a hold of the fact that God loves the whole world population, the good and what we deem as the bad? I believe that we have a myopic view of world evangelism. We can see evangelizing our own community, and that's good, but not so much world evangelism. Like I said, we have a myopic view. We are very nearsighted when it comes to the world. We have a lack of foresight, a very narrow view of things. However, God does not! In Mark 16:15 Jesus said: "....Go ye into all the world, and preach the gospel to every creature." We are commanded to do that! Look in Acts 1 and verse 8 when Jesus told His disciples: "But ye shall receive power, after that the Holy Ghost is come upon you:
and ye shall be witnesses unto me both in Jerusalem, and in all Judea, and in Samaria, and unto the uttermost part of the earth." He said: "...ye shall be witnesses unto me both..." That means both at the same time! While you are winning souls in your own local area, there should be someone winning souls even in the uttermost parts of the earth. That is world evangelism! There are billions of people around the world that have never yet heard the gospel of the Lord Jesus Christ. There are 7+ billion people in the world and counting! The population of the world grew by eighty million people last year. That is hard for us to grasp. How are we going to reach the whole world when it is growing that fast? As an individual how are you going to reach the whole world? Jesus said to preach the gospel to ALL the world! Well, churches need to start more churches and those churches need to start more churches, and so on, and all those churches need to send out missionaries. A church cannot send out missionaries, nor support other missionaries, unless individuals give to missions! We need to be more mission minded. By giving to missions you, as an individual, can take part in fulfilling the Great Commission. "For God so loved the world, that he gave..."

Stephen C. Foster, 74 Stephen Clifford Foster, 74 years of Winchester, passed away on Tuesday December 6, 2016 at the Hospice of Hope Ohio Valley Inpatient Center in Seaman. He was born in Winchester, Ohio on February 10, 1942, the son of the late Clifford and Esther (McCormick) Foster. Besides his parents, he was also preceded in death by his daughter, Stephanie Joyce Foster and sister, Donna (Foster) Neu. Steve is survived by his beloved wife, Sharon Gaffin-Foster, one sister Katy Foster of Georgetown, three sons, Joseph Foster of Harlingen, Texas, Douglas (Amanda) Foster of Milford and Dale Foster of Cincinnati and one daughter, Susan (Larry) Purdy of Mt.Orab, as well as two step-sons, Chad (Tonya) Shorten of Mt. Orab, and Stan Gaffin of Winchester, his 19 grandchildren and 4 great-grandchildren where his great joy in life. He leaves behind a host of dear family and friends. Steve was a Vietnam veteran serving in the United States Army from 1964-1966. Services were held Friday December 9, 2016 at the Seaman First Baptist Church, 6440 Tri County R, Seaman, OH 45679 with Brother Boyd Lacy officiating. Interment will follow at the Sardinia Cemetery with Military Graveside services. Lewis-Sullivan Funeral Home is in charge of the arrangements. Tyler Hesler age 20 of Russellville, Ohio passed away Friday December 2, 2016 at the University of Cincinnati Hospital as a result of a logging accident. He was born Aug-ust 14, 1996 in Brown County, OH. He was a contractor. Tyler is survived by his parents, Kevin and Amber Hesler of Russellville; maternal grand parents, Darlene and Jon Smith of Louisiana; paternal grand parents, Bob and Faye Wagner of Manchester; paternal grandmother, Delores Hesler of Winchester; one brother, Christopher Leon Hesler of Russellville; two sisters, Brittany Hesler of Cincinnati and Bethany Hesler of Winchester; one niece, Melody Bronner; one nephew, Case Burns and many aunts, uncles and cousins. Thomas Jerome Wolfer, age 87 of Fayetteville,Ohio died Wednesday, November 30, 2016 at the Laurels of Blanchester in Blanchester, Ohio. He was a farmer, a Director with Federal Land Bank Production and Credit, a member of the Clermont County Farm Bureau, served on the Board of Directors at the Clermont County Soil and Water Association and ASCS office and was an Airforce Korean War veteran. Thomas was born June 21, 1929 in Hamilton County, Ohio the son of the late Alfred and Carrie (Trapp) Wolfer. Besides his parents,he was preceded in death by one son – Jerry Wolfer; six brothers – Paul, Jack, Bob, Jim, Alfred and Dick Wolfer and one sister – Janet Reveal. Mr. Wolfer is survived by his wife – Maxie Lou (Reveal) Wolfer; two daughters – Patty Luschek and husband Joe of Lynchburg, Ohio and Kim Wiederhold and husband Jeff of Fayetteville, Ohio; four sons – Jack Wolfer and wife Tina of Williamsburg, Ohio, Jeff Wolfer and wife Kimberly, Joe Wolfer and wife Jan and Jim Wolfer and wife Karen all of Fayetteville, Ohio; one brother – Dan Wolfer of Tucson, Arizona; twentytwo grandchildren; 21 great grandchildren and two great-great grandchildren. Thomas M. Calvert age 73 years of Manchester, Ohio died Saturday, December 3 2016 at the Hospice of Hope at Kenton Point in Maysville, Kentucky with family and friends surrounding him. Tom was born on April 3, 1943 the son of the late Henry and Ruth (Polley) Calvert in Mason County, Kentucky. Besides his parents he was preceded in death by his sister and brotherin-law Sue and Wendell Hull, brother in law Delmar Hord, two nephews Gerald Wade Hord and Dwight Hord. Tom was a member of the Bentonville Communi-ty Church, member and past master of the Manchester Lodge #317, he was a retired school teacher from the Adams County School District, an auctioneer and real-estate salesman for over 35 years. His main interest outside of his grandchildren’s sporting activities was his love of gospel and bluegrass music while enjoying many hours with his extended camping family. Tom is survived by his loving wife of 51 years Judy (Ackley) Calvert of Manchester, Ohio; son Todd Calvert and wife Wendi of West Union, Ohio; daughter Marsha Turner and husband Bo of Manchester, Ohio; four grandchildren Jacob Calvert and Madison Calvert, Karigan Turner and Kenidee Turner; sister in law Loretta H. Dixon and husband Darrell of Tollesboro, Kentucky; nephew Randy Hull of Georgia, and nieces Wendy Tettman and husband Bob; and Leslie Hull all of Georgia and Kim Centers and husband Joey of Berea Kentucky. Funeral services were held on Thursday December 8, 2016 at the Thompson-Meeker Funeral Home with John Greenlee officiating. Burial followed in the Manchester Cemetery. It’s their money.” He said that possible two choices are a public safety levy or borrowing the money and committing to a large loan payment over a multiyear period. A one mill increase in county property taxes would yield approximately $750,000 per year. Woodruff said that the general public did not seem to be receptive to the idea of a public safety levy. “In campaigning recently, people told me over and over again that they understand the problem of an outdated jail and the heroin issues, but they absolutely cannot afford to have their taxes raised.” Woodruff added that the idea that the commissioners can somehow “cut corners” and solve the problem with spending cuts isn’t realistic. “We have to abide by state minimum jail standards. Our jail will never pass a full inspection from the state because it was built for 38 inmates and we have over 60 in there every day.” Woodruff said that if a multi-million dollar loan is taken out to expand the jail, that will create a tight budget for the county for up to a decade.

G’town native to perform Georgetown native Kelly Miller will present a free concert of Civil War music at the Gaslight Theater, Friday December 16 at 8:00 p.m. Kelly began her singing career while attending Georgetown High School. She lived in Alaska and now lives in Seattle, still singing and writing music. She and her husband, George Ferree have been chosen as 2016 Centennial National Parks Artists in Residence. They will live at Gettysburg National Military Park for one month, where Michela will write a full length album inspired by the Battle of Gettysburg in 1863 and its aftermath and her husband will complete a photography and Videography project. Michaela is the daughter of Jennifer Floyd and Mike Miller, longtime U.S. Grant re-enactor. Learning about the mail The 1st graders at Hamersville School have been learning about community service workers and the jobs they do in the community. As part of learning experience, the students wrote letters and learned about the job of a mail carrier. On Tuesday, November 22nd, Terry from the Hamersville post office graciously visited the school and allowed each student to purchase a stamp and mail their letter. Thanks Terry!
Garden tasks in December BY Faye Mahaffey As I was walking back from the mailbox with my new seed catalog cradled in my arm, a flash of yellow caught my eye. Could it be? Yes! It was a dandelion brazenly blooming in my front yard! I guess this year I need to add one more item to my December tasks for the garden – continue to weed…..even after the first snow falls! The rest of my list includes: • Bring clay pots and statues made of cement, clay and some resins indoors. If items are too heavy to move, cover them with a tarp or plastic to keep them dry over winter. Repeated freezing and thawing could crack these garden objects. • Stock up on sand or kitty litter to cope with icy paths. • Protect shrubs planted under your roofline from snow damage. You might want to consider transplanting them in the spring to a location away from the roofline. • Check for mole tunnels and fill them with soil before the ground freezes. • Continue starting paper whites every few weeks for nonstop indoor bloom. • Start seeds of biennial flowers that you want to treat as annuals. • Water houseplants thoroughly, but not too frequently. • Treat your houseplants to pebble trays. • Mulch strawberries to insulate them from cycles of freezing and thawing. • Water evergreens, especially newly planted ones, when the ground is not frozen. • Continue starting paperwhites every few weeks for nonstop indoor bloom. River sweep poster contest deadline The deadline for the annual Ohio River Sweep Poster Contest is December 16, 2016. Students in grades K12 are invited to design a poster for the annual Ohio River Sweep in 2017. The Ohio River Sweep is a one-day cleanup project for the Ohio River and its tributaries. The volunteer event creates awareness of water quality problems caused by litter and illegal dumping. The 28th annual Ohio River Sweep will be held Saturday, June 17, 2017. Posters submitted for
this contest should encourage volunteer participation. The poster contest is open to students living in or attending schools in counties which border the Ohio River or counties which participate in the Ohio River Sweep. Fifteen prizes will be awarded: two $500 prizes and 13 $50 prizes. The Fayetteville-Lady Rockets soared to a 4-0 overall record on the season by topping the Clermont Northeastern Rockets 67-42 at CNE High School on Wednesday, Dec. 7. The win at CNE came after Fayetteville-Perry's 29-year varsity girls basketball coach, Toby Sheets, recorded his 450th career victory as his Lady Rockets topped the visiting Man-
chester Lady Greyhounds 68-51. “I just wanted to win one,” said Sheets, as he looked back on his start as the Fayetteville varsity girls coach 29 seasons ago. “It (450 career wins) means a lot because of the tradition we have here. The tradition of all of the good players I've coached is what I'm most proud of.” Sheets is in his 29th season as head of the Fayetteville-Perry girls basketball program, and Monday's
league victory would up the overall record for this year's Lady Rockets to 3-0 and their Southern Hills Athletic Conference record to 2-0. After leading by only two at halftime (27-25), the Lady Rockets ignited early on in the second half, expanding their lead to 40-30 in the early minutes of the third quarter.
After getting their transition game going after halftime break, the Lady Rockets continued to fire on all cylinders, grabbing rebound after rebound and scoring basket after basket to outscore the Lady Hounds 41-26 in a high scoring second half. After going scoreless in the first half, Fayetteville's sophomore point guard, Cecilia Murphy, racked up 21
points off seven field goals and six-of-nine shooting from the charity stripe in the second half. The 5'6” point guard would also hammer the boards for 12 rebounds giving her a double-double, while also dishing out eight assists and snatching six steals in an impressive court performance. “She's true grit,” Sheets said of Murphy. “She's a heck of a rebounder. She
has great instinct and jumping ability. She never gives up and plays hard. Coming in as a freshman to run point on varsity last year takes so much off of a coach's mind, knowing that you're set at the point guard position for the next four years. Ripley boys top G'town, fall to Peebles BY Wade Linville The Brown County Press The Ripley-UnionLewis-Huntington Blue Jays kicked off their season on an excellent note Dec. 3, claiming a 66-56 victory over the home-standing Georgetown G-Men in a non-league contest. In the first half of play the Jays struggled to put a stop to Georgetown's 6'5” sophomore postman Noah Pack. Pack knocked down eight field goals in the paint and connected on seven-of-nine free throws in the first two quarters of play to finish the first half with 21 points. With two-point field goals by Georgetown junior Luke Gast, sophomore Cameron Brookbank, junior Jonny Strickland and a three-pointer from senior Christian Linville in the first half of play, the G-Men ventured to halftime break with a 34-28 lead. The Jays came out in the second half to outscore the G-Men 15-7 in the third
quarter, putting Ripley on top 43-41 entering the final frame. A three-pointer by Linville tied the game at 41 with one minute to go in the third quarter, but it was Ripley senior Jordan Griffith driving to the hoop for a score to put the Jays up by two.

Brown County Athletes of the Week MIKAYLA FARRIS Eastern’s junior post player, Mikayla Farris has played a huge role in the Lady Warriors’ success on the court in the early season of play. In the Lady Warriors’ Dec. 5 win over Peebles, Farris led her team in scoring with 16 points while also pulling down seven rebounds, passing for three assists and grabbing one steal. Over the past three games Farris has averaged 12 points per contest.

Eastern senior Blake Rigdon will continue his cross country and track careers on the collegiate level at Northern Kentucky University following high school gradu-
ation. Rigdon has been a top long-distance runner for the Eastern cross country and track and field teams since his freshman year of high school. This past fall he would compete against the top Division III high school
cross country runners in Ohio at the OHSAA State Cross Country Tournament, where he placed among the top 25 runners by running for a 24th place finish. A signing ceremony was held for Rigdon at Eastern High School on Tuesday, Dec. 6 with coaches, family, and some Eastern school staff members present.

The Ohio High School Athletic Association will conduct its Inaugural 7th and 8th Grade Track and Field State Championships on May 13, 2017, OHSAA Commissioner Dr. Dan Ross has announced. The event, which has been discussed for several years by the OHSAA’s Middle School Committee, was officially approved by the OHSAA Board of Directors at its October meeting. Qualifying standards and state qualifiers will be coordinated through an online process at www.BaumsPage.com, with the one-day state championships set for Lancaster High School.
Any running event time must be obtained at a regular-season meet using fully automated timing, Field events must be certified by an OHSAA licensed official. The top 16 performers in each event will qualify for the state championships. If a top 16 qualifier cannot attend, the next student-athlete on the performance list will be invited until 16 qualifiers are confirmed. “Many people might not know that the OHSAA oversees 7th and 8th grade sports, too, for member junior high schools,” Dr. Ross said. “We have been looking at ways to expand our involvement with middle schools and expand opportunities for them to get involved in a tournament setting. This
will accomplish both of those goals and show them that when they compete in an OHSAA tournament event, ideals like sportsmanship, respect and camaraderie are the most important lessons to be learned.” The 7th and 8th grade track and field state championships will become the second event the OHSAA has introduced for middle school students. The OHSAA Middle School Cross Country Invitational in October has been held for the last four years. The online qualifying process will be very similar to the one used for seated athletes who qualify for the OHSAA track and field state championships.

The Fayetteville-Perry Rockets were still in search of their first win of the season after suffering losses at home to squads of East Clinton and North Adams in their first two contests of the season. The Rockets fell to East Clinton 73-71 in a close non-league bout at Fayetteville on Dec. 4. On Dec. 6, the Rockets fell to the North Adams Green Devils 71-54 to mark their first loss of the season in Southern Hills Athletic Conference play. The Rockets were scheduled to host the Manchester Greyhounds for a league contest on Friday, Dec. 9, and they will play their first road game of the season on Tuesday, Dec. 13, as they venture to Batavia High School to take on the homestanding Bulldogs who stood at 1-1 after topping Georgetown 67-40 and then falling to Mariemont 50-30 in their first two games of the season.

Lady G-Men edge out Ripley, downed by Lynchburg-Clay By Wade Linville The Brown County Press Coming off a narrow 5453 overtime win over the Ripley-Union-Lewis-Huntington Lady Blue Jays on Dec. 3 to up their overall record to 3-1 on the season, the Lady G-Men suffered their second loss of the season at the hands of a very talented Lynchburg-Clay Lady Mustang team in Monday's round of high school girls' hoop action. It was a non-league contest that saw the Lady Mustangs dominate from the start, as they left the homestanding Lady G-Men trailing 20-6 at the end of the first quarter and would lead 47-15 at halftime. The Lady Mustangs slowed things down on the offensive end in the second half, outscoring the Lady GMen 13-9 in the third quarter and going on to outscore Georgetown 18-6 in the final frame. The Dec. 3 non-league battle between the Lady GMen and RULH Lady Jays went down to the wire with hard play coming from both teams. After the first quarter ended 15-15, the Lady GMen outscored the Lady Jays 15-4 in the second quarter to hold a 30-19 lead
at halftime. The Lady Jays returned to outscore the Lady G-Men 13-6 in the third quarter to cut the Georgetown lead to 36-32, and went on to outscore the Georgetown squad 13-9 in the fourth quarter to send the game into overtime. Ripley senior Kacy Gilkerson cruised down the court for a quick score to cut the Georgetown lead to 44-43 with just under 40 seconds to go in the fourth quarter. After a timeout, Ripley senior Kassey Arnett stole an in-bounds pass, only to get wrapped up by Georgetown sophomore Amaya Lovell for a dual possession with the possession arrow in favor of the Lady G-Men. Then it was Ripley sophomore Carlee Daulton coming through with a steal in the full-court defense, leading to a field goal by Arnett that would tie the game at 45 apiece in the final seconds, sending the game into overtime. A hit free throw by Gilkerson put the Lady Jays on top 46-45 in the early minutes of overtime, but a three-pointer by Georgetown sophomore Kim Seigla put the Lady G-Men on top 48-46. With the G-Men clinging
tight to a narrow lead, a bucket by Daulton trimmed the Georgetown lead to 4948. Lovell came through with a score on transition to expand the Georgetown lead to 51-48, but the Lady Jays kept fighting. With one minute to go in overtime it was Daulton sinking a jump-shot to cut the Georgetown lead to 5251. A steal and score by Georgetown sophomore Kennedy Underwood would put the Lady G-Men up 54-51 in the final seconds, and scoring would end with Gilkerson sinking a basket from close range just before the final buzzer sounded. Leading all scorers in the Dec. 3 non-league game at Georgetown was Kim Seigla with 23 points, sinking a total of six three-pointers. Underwood finished with 10 points. Leading the Lady Jays in scoring was Gilkerson with 17 points, while Daulton finished with 14 points. The Lady G-Men were on the road Dec. 8, venturing to Bethel-Tate High School to take on the Lady Tigers in a Southern Buckeye Athletic/Academic Conference National Division game. The Lady G-Men were then scheduled to take on the Western Brown Lady Broncos in a non-league road game on Dec. 10, and they are back on their home court Dec. 15 to host the Williamsburg Lady Wildcats for a league bout.

by capturing a 55-45 victory over Piketon on Wednesday, Dec. 7. The Warriors have certainly kicked off their season on a positive note after losing four starters to graduation since last season.
The Warriors were working toward their third win of the season while hosting the North Adams Green Devils on Dec. 9, and they are back on their home court Dec. 13 for a non-league game against Williamsburg.

While these rates appear high, far too many Ohioans still do not buckle up. Ohio’s safety belt law remains a secondary violation; however, troopers continue zero tolerance enforcement when motorists are stopped for other violations and are found unbuckled. Safety belt usage rates in the 34 states with primary safety belt laws continue to be higher than the rates in states with secondary laws like Ohio (91% versus 79% in 2015). Troopers wrote 118,358 citations in 2015, for failure to wear a safety belt. Troopers ask that you wear your safety belt every time and insist that those who travel with you buckle up as well.

College Credit Plus program More than 52,000 Ohio high school students took college classes during the 2015-16 academic year, earning college credit while meeting their high school graduation requirements and collectively saving more than $110 million on college tuition. The Ohio Department of Higher Education (ODHE) recently released details on the first full year of Ohio’s innovative College Credit Plus program, which allows college-ready students the opportunity to earn college credit while still in high school. Southern State Community College served 1,152 of those high school students in the 2015-16 academic year, which translates to $2.1 million in tuition savings for their families. Under College Credit Plus, there is little or
no cost to the families of participating students. “Through College Credit Plus, more students across Ohio are getting a jump start on their future, and saving money in the process,” said Ohio Department of Higher Education Chancellor John Carey. “Getting a better value from existing education resources is a win for our students and for our state.” The first full year of data shows that nearly 15 percent of Ohio’s high school juniors and seniors took advantage of the program, and more than 90 percent of those students received a passing grade required to earn college credit. Statewide, two thirds of the College Credit Plus students took classes offered through Ohio community colleges. “Southern State is proud
to partner with more than 30 high schools in our region to offer the College Credit Plus opportunity to growing numbers of college-ready students,” said Dr. Kevin Boys, SSCC President. “Many of these students are taking Southern State courses right on their high school campuses, thanks to these strong partnerships and the support of their district’s administrators, counselors, and credentialed teachers. There is no disputing that wearing a safety belt can save your life. The Ohio State Highway Patrol is encouraging all motorists to buckle up this upcoming holiday season and continue to do so throughout the new year. From 2013-2015, 1151 people were killed in crashes across Ohio who were not wearing an available safety belt. “It’s simple – safety belts save lives and reduce injury in crashes,” said Lt. Randy McElfresh, commander of the Georgetown Post. “It is the easiest and most effective action you can take to protect yourself, your family and your friends.” The National Highway Traffic Safety Administration estimates 394 lives were saved in Ohio and 13,941 were saved nationwide in 2015 as a direct result of motorists buckling up. According to Ohio’s 2015 Observational Seatbelt Survey, 83.9 percent of motorists were found to be in compliance with Ohio’s safety belt law. This is a decrease from
