September Message From the Mayor
Well with this month summer will draw to a close and fall will arrive soon. This summer has been a hot and humid mess. Mother Nature has blessed us with 90 degree days for almost a month straight. Hopefully those cooler fall temperatures will be with us soon, making it easier to get outside and enjoy our community and neighbors. Please remember that school is back in full swing so slow down and watch out for all our children moving to and from school and fully stop at stop signs and crosswalks because pedestrians have the right of way. Once again both Grandview Elementary and Bellevue High School both put on great open house events
to welcome all the new students and staff to our Bellevue community. I hope you check out the fall sports schedules from Bellevue high school and catch a game to show your support for your home town Tigers. This year’s senior appreciation luncheon was once again a huge success. The attendance was the best in years and all had a great time. Thanks to Mary Scott for once again putting together this wonderful event. And a special thanks goes out to all our local businesses for their extreme generosity to makes this luncheon a success for all our wonderful seniors. Art in the Park will be taking place this weekend Saturday September 10 at
Thomas J. Wiethorn Memorial Park from 11 am to 5 pm. And our final concert in the park will take place later that same day at 7 pm. Come down to the most amazing park on this side of the river for a full day of family fun in the sun. First Friday, Shop Bellevue events are going strong this summer as they welcome visitors for a special night of shopping and dining. Now with fall just around the corner be on the lookout for more chances to gather and keep Bellevue vibrant. The newest addition this fall will be the Old Kentucky Makers Market created by a group of citizens interested in economic and community development. The events scheduled

Happy Labor Day! by Terry Baute Hello residents and friends of Bellevue. It is hard to believe that school is back in session and our summer is almost gone. Fall is probably my favorite time of the year. The leaves start to turn brilliant colors, fall mums begin to bloom and hopefully cooler temperatures. The month of September is loaded with fun things to do in Bellevue and surrounding areas. This is exactly why I absolutely love
this time of the year. This is a great time of the year to also finish up outdoor projects such as painting, yards and other projects we have put off because of the heat. No excuses gang! Let’s all do our part to clean up our city by starting with our own properties. Building permits for August have been steady. During the month of August we had a record number of permits (29) totaling over $263,020.00 dollars. This is great for property values. Please call us if you are in

doubt whether you need a permit or not and I will be glad to assist you with the process. I will even conduct an onsite visit with you to discuss a project. Remember, if you hire a contractor to do the work, always check to see that they have an occupational license, insurance and please get references. Many times people have called and stated they did not get what they paid for. Never/ever give money up front to a contractor. It is a good time of the year to have our furnaces looked at and checked for proper working order. If you have gas appliances such a furnace you really should install a carbon monoxide detector for safety. Not to scare anyone but these detectors like smoke detectors can save your life or that of a family member. Did you know: The city offers off street parking grants! We also have multi-family conversion grants. If you want to learn more about these programs, please call Mr. Scott Enns (Zoning Administrator) and he will be glad to answer your questions.

Changing by Robb Smith On August 15th, still 48 hours from the official start of the school year for most, approximately 40 Bellevue High School students began their academic year at Gateway Community and Technical College. Though these students are of high school age, the task before them is anything but. While every Bellevue student is challenged by coursework that will prepare him or her for life after high school, our Gateway students take on an added challenge of collegiate-level rigor even before receiving their Bellevue High diplomas. Now in its second year, our relationship with Gateway is flourishing and serves as a model for other school districts in the region. If you read enough literature from the world of education, you will undoubtedly see the terms “college ready” and
the

Conversation
“college-going culture” dominate the conversation as it pertains to high school purpose. The goal for our school district is much more than mere collegereadiness, however, and this is where the conversation takes a turn. The benefits of community college are well documented. In short, Bellevue students are benefitting in the following ways: • Exposure to college culture and responsibility • Completion of general education requirements prior to transfer • Smaller class sizes • Opportunities for online learning • Thousands of dollars in tuition saved The state of Kentucky defines college readiness by achievement on a standardized assessment like the ACT. These numerical benchmarks purportedly
determine a student’s fit in higher education. While that definition may work for some, we want to leave nothing to chance at Bellevue Independent Schools. We are working with young adults who possess a number of positive qualities, none of which should be distilled into a quantitative measure. Our definition of college readiness is actually DOING college prior to becoming a BHS graduate. As superintendent, I certainly want a college-going culture in our school, but getting there isn’t enough. I want to see our students thrive. I want to see our students lead. I want our students to leave a legacy of not just college-going, but college-conquering. The dual-credit partnership with Gateway does just that. Our students are changing the conversation.
Documentary about Sharonville Painter Wins Top Prize At Film Fest
Lines of Sight, the documentary about Sharonville Painter Jim Hall, has won the Audience Choice Award at the Indie Gathering International Film Festival near Cleveland. The hour-long documentary was selected from among 70 films, including features from at least 10 countries. They also received an award in the Feature Documentary category.
Director Steve Oldfield from Bellevue, Kentucky and the painter, Jim Hall, accepted the award at a ceremony Sunday in Hudson, Ohio. Lines of Sight tells the story of Hall’s development of an entirely new painting style he calls Lineillism. The 84- year-old had painted in many styles over his life. Back in 2000, he suffered a debilitating case of

Shingles that marred his vision, causing him to see the world in vertical lines. At first he panicked, fearing he was going blind. Then, he decided to start painting what he was seeing. While his vision eventually returned to normal, he has continued to paint in that style. Oldfield followed Hall for more than a year, and used a “canvas cam” to capture POV time-lapse paintings of several Lineillism works. The doc also tells the story

The Power by Cindy Nunery Have you ever wondered how cool it would be to have special powers, like Samantha on Bewitched? Of course, I’m sure we all believe it would be incredibly awesome to have something, do something, change something or create something at our fingertips, for if we did, there would be no lack of anything while on this earth. Whatever came into our pretty little heads, we could have what we want, when we want it, and how we want it…...end of story. But what if I told you that you may not ever have the power to twitch your nose, but you do in fact
have power within you that you’re not aware of, that could be just as powerful and amazing? You’re probably quick to reply, no way, no how, and you’d probably be right on a normal, day to day level, believing that we don’t live in a magical world, and that everything that comes your way is hard earned, and most often demands suffering in some form or another. However, if you stick with that line of thinking, you may miss out on moments each day that really are in fact magical, unbelievable, and most importantly, powerful. And what makes it so cool is that it’s

so easy to do, and requires no money, no equipment, just you all by yourself. The only catch is, you have to be willing to step away from all your wants and needs for a few minutes a day, and pay attention to what’s going on around you. I don’t get out much, but when I do, I see people looking down at their phones, not at each other…..while walking, while driving, while shopping, even while someone is talking to them, they are constantly checking their phones. And I think for a moment, I am just thrilled to be out and about for a few minutes a day, because my body will allow no more…...and can’t imagine looking at my phone, instead of connecting with the people I come into contact with. First of all it’s just flat out rude, and another is, you miss out on so much when you don’t look at a person in the face, and listen to what they have to say, or even what they don’t say. I believe we have lost the ability to connect with each other, and miss opportunities to use “the power”, which is really just the ability to notice and be aware of other people who cross our paths. When I’m out and about, I decide before I leave the house that I’m going to try and connect with someone, or be more aware of those around me, so I

can offer something if it’s needed. And that something can be as simple as offering someone a little kindness, a compliment, some encouraging words if they look upset or sad, or very tired. For, I don’t think we realize how many hurting people there are in the world, or simply right in your neighborhood, and how simply acknowledging another’s presence, has the power to heal them. Yes…...heal them. We live in a harsh world, with rude people, people in a hurry, people with no time to stop and ask how you’re doing, feeling, or what you’re worried about on any given day. They just want to do their job, get their money, get home, shut the door and turn on the television. So if you live like this, I can tell you right up front, you will
not have access to the power I’m talking about, and that is the power to change the world. The trick is…..it has to be done one day at a time, one person at a time, and with a true understanding of awareness. Which simply means you have chosen at any given moment to pay attention to what is going on around you, and that you have the control or power to change. So yes….you do in fact have the power…..we all do, every single one of us. We just don’t know how to access it and use it the way God meant for us to use it. It’s very easy, just turn on the light bulb, look up instead of down, and become aware of those around you…….I promise…..you’ll feel it, and it will change your life.

Illiteracy Can by Alvena Stanfield Do you remember learning to read? Probably not because a child learns to read by age nine. If a child fails to read before entering the fourth grade he or she is likely to be illiterate for the rest of their lives. Here’s a chilling result of that illiteracy. Sixty percent of individuals in prison are illiterate. Why? Without reading skills a child fails repeatedly and as an adult falls into low income. Unable to provide for essentials and unable to develop personal and social esteem, anger builds to boiling. That anger shows itself as domestic violence or worse as well as thievery and drugs, a gateway to incarceration. Ten years ago an effort began in Western Kentucky to provide intervention during the time a child learns reading easiest, first through third grades. This program operated primarily through education groups rather than

through Kentucky’s Department of Education and has made remarkable progress. The Northern Kentucky Education Council recognized the statistical significance of early elementary reading skills and developed a program still impacting children’s lives today primarily through donations and volunteer “coaches.” Most notable is the statistical progress made with the assistance of One to One coaches. For example, five years ago, following the fifteen year tenure of School Superintendent Dr. Rye, Lincoln Schools were plummeting toward last in Kentucky’s elementary schools. Upon the hiring of Superintendent Jay Brewer a new day dawned for teachers and staff. Statistically Dayton schools are now well above mid-line and steadily climbing upward. This rise is in part due to Mr. Brewer’s inclusion of the One to One program
within Lincoln School. Dayton Schools’ success is shared through One to One in most Northern Kentucky Schools. So if you have a half hour a week, One to One has a half day orientation/training meeting for the individuals who have volunteered to be coaches and read with a child. In addition to making reading a fun learning experience the volunteers are given games, suggestions and a coordinator who, if a question arises, is available to the volunteer for suggestions. One of these suggestions comes from Debbie Onkst who has led the training since the inception of Northern Kentucky’s One to One. “Children can learn anything if it’s fun, if they can sing and dance and have a good time.”

The Biblical View
Submitted by Minister Jay Dameron Lighthouse Ministries Human sexuality was given by God both as a means of human reproduction and as a means to help bond a male and female in a one flesh union (Genesis 2:24). Because of its inherent power, God placed restrictions on human sexuality. As such the Bible presents fornication, adultery, polygamy, homosexuality, bestiality, incest, and transgenderism as improper expressions of human sexu-
of
Human Sexuality
ality. Fornication is defined as “sexual intercourse between unmarried people” and often is interpreted as sexual immorality, including all sexual sins. It is a sexual sin classified by the Bible as a work of the flesh. The Bible records, “Now the works of the flesh are evident, which are: adultery, fornication, uncleanness, lewdness… that those who practice such things will not inherent the kingdom of God” (Galatians 5: 19-21). This principle is echoed when God
warns, “Do you not know that the unrighteous will not inherit the kingdom of God? Do not be deceived. Neither fornicators, nor adulterers, nor homosexuals, nor sodomites…will inherit the kingdom of God” (1Corinthians 6:9-10). Further, the Bible notes, “Now the body is not for sexual immorality but for the Lord, and the Lord for the body” (! Corinthians 6:13). The Bible states plainly that believers should, “because of sexual immorality, let each man have his own wife, and each woman have her own husband” (1Corinthians 7:2). During times of temptations the Bible teaches believers, “Flee sexual immorality. Every sin a man does is outside the body; but he who commits sexual immorality sins against his own body” (1Corinthians 6:18). Finally, the Bible instructs, “For this is the will of God, your sanctification: that you should abstain from sexual immorality” (1Thessalonians 4:3). Adultery is defined as “a married man having sexual relations with any other than his wife or a married woman having sexual relations with anyone other than her husband.” God forbade His people to commit adultery (Exodus 20:14). Jesus taught, “You shall not commit adultery” (Matthew 5:27-28). Jesus gave His approval of the Old Testament commandments against adultery when He quoted the commandment in Luke 18:18-20. Adultery defiles a person (Matthew 15:19-20). God will judge adulterers (Hebrews 13:4). When an individual commits adultery he or she destroys himself or herself (Proverbs 6:32). Unless the adultery repents and is forgiven by God, he or she shall not inherit the kingdom of God (1 Corinthians 6:9). Polygamy is defined
SEPTEMBER, 2016
as “marriage that includes more than two people.” There are many examples of polygamy in the Old Testament, but monogamy was God’s intent (Genesis 2:22-24). Jesus reinforced and emphasized the original plan citing Genesis 2:24 in Matthew 19:3-6. Whenever instances of polygamy are recorded, we also see sociological disaster that created heartbreak and sowed familial discord, such as in the families of Abraham, Jacob, and David. Homosexuality is defined as “sexual attraction and behavior between members of the same sex or gender.” God’s Word is very clear regarding homosexual behavior. In the Old Testament, God commanded His people, “You shall not lie with a male, as with a woman. It is an abomination” (Leviticus 18:22). In the New Testament, Paul wrote, “For this reason God gave them up to vile passions. For even their women exchanged the natural use for what is against nature. Likewise, also the men, leaving
the natural use of the woman, burned in their lust for one another, men with men committing what is shameful, and receiving in themselves the penalty of their error which was due” (Romans 1:26-27). Paul asked: “Do you not know that the unrighteous will not inherit the kingdom of God? Neither fornicators, nor homosexuals…” (1Corinthians 6:9). Bestiality is defined as sexual “activity between human beings and animals.” The Bible condemns this act for both men and women in four different Old Testament passages: Exodus 22:19; Leviticus 20:1516; Leviticus 18:23; and Deuteronomy 27:21. This act of perversion was punishable by death to both

While most volunteers do not sing and dance while reading, the improvements are apparent and statistically validated. If you can spend a half hour a week with a child, Northern Kentucky Education Council’s website includes a link to learn more about One to One and to join. In the meantime if you are acquainted with a first through third grader, spending a half hour making reading a joyful time will provide great satisfaction for both of you. Here’s a couple of Debbie Onkst’s hints: Get a pack of index cards and a file box. Preview an easy reading book. Write words from the book on cards. Read the book to the child. Slide one index card toward the child. “Remember this word?” Return to the page. Read it to the child. When the child recognizes it, let him or her put it in the

Two sets of each word are written on cards, starting with four words. The cards are placed face down and we take turns finding matching words. I cheat. I pick the ones we haven’t seen yet, show it, read it and put it back face down. The child finds the match. Hooray. Good job. The plan is for this child to achieve, to succeed and for a lifetime, to read.

the human being and the animal. God designed human beings to mate with other human beings. Incest is sexual activity between family members or close relatives; it is prohibited by Scripture. The Bible classifies incest as a wicked thing, noting, “If a man takes his sister, his father’s daughter or his mother’s daughter, and sees her nakedness, and she sees his nakedness, it is a wicked thing.” Ultimately, the Bible warns “Cursed is the one who lies with his mother in law” (Deuteronomy 27:22-23). Transgenderism is defined as “appearing as, wishing to be considered as, or having undergone surgery to become a member of the opposite sex.” God’s plan for gender identification (Genesis 1:26-27) clearly defines differences between maleness and femaleness. God has a specific design for everyone at conception (Psalm 139: 13-16). Gender identification is a biological issue rather than merely self-perception. The fact that some individuals are born with evidence of mutations in their sexdetermining genes does not change their value in God’s eyes or His plan any more than someone born with a mutation that causes any other developmental, physical, or emotional problem. The Genesis account shows

God’s intent as heterosexuality, with definite boundaries between sexes in both appearance and behavior. Men are to act and appear as men; women are to act and appear as women. (Deuteronomy 22:5; 1Corinthians 6:9). Attempts to alter gender as in hormonal intervention or sexreassignment surgery must be seen as a form of bodily mutilation (Leviticus 22:24-25) and an attempt to alter God’s design. We will continue to proclaim the gospel of Jesus Christ, who did not come into the world to condemn the world but in order that the world might be saved through

Him (John 3:7). “God was in Christ, reconciling the world to Himself” (2 Corinthians 5:19). Likewise, our mission is not condemnation but reconciliation; we implore everyone to be reconciled to God.

by Jo Anne Warren Master Gardener, Tree Hugger As we have heard the forests must absorb atmospheric carbon in order for us all to breathe easy. How they will be able to do their job depends on the density, and the contiguity of the forest spaces. A few little spots here and there doesn’t get it. Science is working on measuring and quantifying, as usual, and no figures are available yet, but soon, we are promised. Is this valuable to all life? You bet. The Global Ecosystem Dynamics Investigation (GEDI) is a lidar, or lasarbased, instrument being developed for the International Space Station. Once installed in 2018, the $94 million gizmo will beam three infrared lasers at earth, 240 times per second, or 16 billion times per year. Those light pulses will hit the forest floor and canopy, and the time that the reflections take to reach the space sta-

Three-D maps based on that information will lead to new estimates of forest biomass and, thus, the appetite for atmospheric carbon dioxide, consumed during photosynthesis. (You remember photosynthesis, don’t you? The sun doing its job.) While satellite sensors have been collecting forest data for decades, none has been as precise as GEDI will be. To be sure, the space station’s orbit will enable the lidar instrument to collect data only on forests between the latitudes of 50 degrees north and south, roughly from the U.S.-Canada border to the bottom of Argentina. The project director, Ralph Dubayah of the University of Maryland, says ecologists “have waited almost 20 years to have measurements like this.” What does that mean to you and me? I don’t know…life or death for us or our children? Next meeting of the NKY Public Retirees will be on Monday October 10, 2016 at Golden Coral 388 Orphanage Rd. Ft. Wright, KY. Changing Lives, One New Career at a Time Brighton Center’s Center Employment Training
The key to achieving self-sufficiency is having a job that pays a livable wage with benefits and opportunity for advancement. For our community to be a vibrant place where hopes and dreams are realized, we must have an educated and empowered workforce. Here is what CET trainee Samantha says: “Before I came to Brighton Center’s Center for Employment training (CET), I struggled with a lifelong belief that I wasn’t really good enough. I wanted a better life and I felt like this was my last chance since traditional college hadn’t worked for me. I have always had hopes and dreams, but I never believed so many would become a reality. Now, as I prepare to leave CET and begin a career with a reputable company, I am quickly realizing new hopes and dreams, and gleefully naming them goals. I want to
for
start a college fund for my young daughter, and work towards getting her into a good school. I never want her to feel like she isn’t good enough to achieve goals. I want to give back to my family and community, and continue building and growing with the wonderful man who has stood by me through my journey. Although I am afraid of the unknown challenges, I now have the courage and skills to face them one day at a time.” To learn more about enrolling at CET, visit http:// www.brightoncenter.com/ or call (859) 491-8303
