Union Twp. man found guilty of sex crimes heads to sentencing July 1 BY MEGAN ALLEY Reporter

The Union Township man recently found guilty of child sex crimes is set to head back to court on July 1 for sentencing. A Clermont County jury on May 14 found Joseph Addison guilty of regularly raping and sexually abusing one of his daughters, who was younger than 10 years old when some of the of-

fenses took place, and guilty of sexually abusing another of his daughters. As it relates to Addison's youngest victim, the jury found Addison guilty of: – One count of rape, a first degree felony, stemming from an offense that took place in November 2017. – One count of gross sexual imposition, a third degree felony, stemming from an offense that took place in

November 2017. – One count of rape, a first degree felony, stemming from an offense that took place in February 2016. – One count of rape, a first degree felony, stemming from an offense that took place in February 2015, when the victim was younger than 10 years old. – One count of rape, a first degree felony, stemming from an offense that

took place in February 2015, when the victim was younger than 10 years old. As it relates to Addison's older daughter and victim, the jury found Addison guilty of: – One count of gross sexual imposition, a third degree felony, stemming from an offense that took place in January 2007. – One county of gross sexual imposition, a fourth degree felony, stemming

from an offense that took place in January 2007. Ahead of his sentencing, Addison's defense attorneys, Monika Roth and Brian Goldberg, filed a Criminal Rule 29(C) motion for acquittal on May 28. The motion relies on the claim that the evidence that the State presented at trial was insufficient for a conviction. The motion is a reiteration of the same motion that

the defense already filed during the hearing, according to Assistant Prosecuting Attorney Scott O’Reilly, who, along with Chief Felony Prosecutor Darren Miller, tried the State's case against Addison. The newly filed motion won't impact Addison's sentencing, O’Reilly said. “[Addison] will never be out again,” he has said of the time Addison will serve in prison.

State’s office will serve as the financial supervisor and have all powers and responsibilities of a Financial Planning and Supervision Commission, Faber said in a press release. The population in the village is 395. According to the auditor's website, fiscal emergency ends only if the following conditions are met:

year financial forecast that the Auditor of State determines is "non-adverse."

tress, keeping tabs on every single dollar is of the utmost importance.” Burke's $562 finding for recovery resulted from three debit card transactions and one check payment. McVey owed $134 for a single debit card transaction. All of the questioned spending occurred during 2014 and 2015. The descriptions provided for the payments were, "Reimbursement," “Police Department," and "Two copiers/printers." Without additional supporting documentation, Yost said he couldn't determine if the expenditures served a "proper public purpose." There was also the issue of an ethics violation stemming from Theresa Baker, a former council member, and her vote to approve a $1,000 contract for her husband to build a Frisbee golf course. Under state law,

Baker should have abstained from voting when council considered the contract in July 2015, Yost said. The village lacked a policy addressing conflicts of interest, and the matter was referred to the Ohio Ethics Commission. As of publication on June 25, The Sun had not heard back from OEC about the status of that referral. Other findings in the report noted that the village was not in compliance on its minutes. Per Ohio Revised Code, the village must maintain full and accurate record of their proceedings, in which its minutes are signed by at least two village officials. However, for 15 of 43 meetings, only the mayor or fiscal officer signed the minutes. In eight of 43 minutes, nobody signed them. The village also wasn't in compliance with submitting

its annual financial reporting to the auditor in 2014 and 2015. Pringle and elected council also did not attend Ohio's Public Records Laws training or designated someone to do so on their behalf, as required by law. Pringle told Yost he registered to receive that training for 2018. The village also destroyed a number of records contrary to Ohio law, including meeting minutes, supporting invoice documentation, annual appropriations for 2017, and so on. "A lack of internal controls increases the risk that theft, fraud, or errors could occur and not be detected in a timely manner," Yost said. To read the full report of findings, please visit http://bit.ly/2xaTWf4. The Sun could not reach Pringle for comment prior to publication.

Newtonsville's three conditions were significant past due accounts payable, substantial deficit balances in village funds, and a sizable deficiency when the village's treasury balance was compared to the positive cash balances of the village's funds. Accounts payable from the village's general fund exceeded available fund receipts by $61,092, and the village had a $112,853 deficit in the general fund, with a treasury deficit of $33,616. In May 2018, then-auditor Dave Yost released his audit report of the village: $700 in undocumented spending and a violation of the state's laws governing conflicts of interest. Dan Burke, the fiscal officer at the time, and his predecessor, Rhonda McVey, were ordered to repay a combined $696 to the village for failing to maintain supporting documentation for their spending.! “Government accountability hinges on the ability to track public spending,” Yost said. “In a small community facing fiscal dis-
