Farmer’s Tax Guides are Available The year 2012 has been a crazy year to say the least. We have seen weather that has taken a toll on our crops from one extreme to the next. Parts of the three counties that I serve saw tornado damage in March in which lives, livestock and buildings were lost, an extremely dry summer that caused some crops to suffer yield losses while some areas had enough rain for outstanding crops. Whichever case you might be in, you have only a few days to make any last minute, end of the year moves for tax strategies. The Farmer’s Tax Guides are available in all three county OSU Extension Offices. You may stop by to pick one up during regular business hours, but you may want to call first. Some staff members are taking vacation around the holidays and if only one person is in the office, they may need to close for a period to do programming or lunch. The offices are closed on Christmas Eve and Christmas Day this week and New Year’s Eve and New Year’s Day next week. In addition to the Tax Guides, the 2012 OSU Corn, Soybean and Forage Trial reports are also available. The Tax Guides and the Corn, Soybean and
Forage Trial Reports are free. New Rule for Livestock On December 20, 2012, the USDA Issued the Final Rule for Animal Disease Traceability. This deals with livestock crossing state lines. The rule is designed to help trace animals should a disease breakout occur. There is a need to be able to trace where animals are and where they have been quickly. Letter to the Editor Dear Editor, In my opinion, the effort to save the Sandy Springs roadside park along US Highway 52 in Adams County is going to take more community involvement and support. Those concerned can contact elected officials to let them
know their views about saving the park. Eight people attended the meeting on December 15, 2012. Township trustee Horsley was present. It was decided to move forward and to meet with elected officials at state, county, and township
levels. It was decided to explore forming a non-profit organization. The restrooms at the park have been boarded up for the winter. Funding might help provide portables. Barbara A. Lund Lynx, OH

Pickaway County, wildlife officers Josh Elster and Tony Zerkle observed three men walking toward the parking lot carrying a five-gallon bucket. When Officer Elster contacted the individuals he could see a cast net and some fish in the bucket. He asked what the men were using the cast net for, and they stated they were catching bait to fish the Scioto River later that evening. While talking with the men, one of them said the only reason he came along was to throw the cast net because the others didn’t know how. Officer Elster asked to see the man’s fishing license. The individual said he had one, but forgot it at home. A check with the Division of Wildlife’s customer management system confirmed he did have a current fishing license. Upon inspection of the bucket, Officer Elster found multiple bass mixed in with shad and shiners. No one in the group could explain how the bass got into the bucket. The man who claimed to be operating the cast net was issued a summons for catching sport fish by means other than angling. It is illegal to keep sport fish when caught in a cast net; only forage fish and minnows may be taken. The results of the case are still pending.

Southwest Ohio During the spring of 2012, Clark County Wildlife Officer Byron Rice, along with Wildlife Investigator Michelle Welsh conducted a project targeting deer hunters who used antlerless deer permits to check in harvested deer during the 2011 season, at a time when these permits were no longer valid. This month-long investigation involved 12 to 15 hunters in four different counties. This investigation resulted in five arrests and numerous warnings to juveniles and inexperienced hunters. Southeast Ohio During the 2012 Ohio deer-gun season, Wildlife Officer Roby Williams received a complaint regarding a group of hunters trespassing. Upon arrival on scene, Williams contacted the group around their vehicles eating lunch. Through his investigation Williams discovered one of the hunters had failed to wear hunter orange while in the field. He was issued a summons. Williams also recognized one of the members of the group as a man convicted of poaching a buck deer at night with a spotlight last year, and was under a two-year hunt-
morning “driving” deer to his hunting partners, which, while under revocation, is a violation. The man was cited into court. On the morning of court, Williams found out that the man had failed to pay the required restitution on the buck deer he shot last year. The court had issued a bench warrant for his arrest. While in court the man received an additional charge of contempt for failure to appear on the restitution issue. In court, he was found guilty of hunting while under revocation and fined $150 plus court costs, received 15 days in jail, and also received an additional two years hunting license revocation to be served after his first revocation has ended. The contempt of court charges are still pending. Central Ohio While on

It’s Time to Declare YourGoals forthe New Year It’s hard to believe it is time to start hanging calendars for 2013. We are now thinking ahead to 2013 and determining what we would like to accomplish in our personal lives, at work, with our families, with our health, or another aspect of our lives. What is it that you would like to accomplish in 2013? Perhaps you are having difficulty determining what you would like to accomplish or perhaps your list is just way too long to even determine what item to tackle first. Taking some time to think about your goals for the New Year can help you work towards accomplishing your goals. Some people don’t place a lot of value on New Year’s goals, but if they are carefully developed and thought about throughout the year, they can be tremendously impactful. Think about “wants” versus “needs.” Needs are things you must have. For example, food, water, and shelter are needs for many people. Wants are things you would like to have, but are not essential. Restaurant meals, premium television channels, and magazine subscriptions are examples of wants. Needs and wants can be further categorized based on their urgency or perceived importance. You may decide
that you want to first take care of needs and wants that you perceive to be urgent, and then move onto taking care of needs and wants that are not urgent. You can create a table to help you place needs and wants into different categories. First, draw a box and divide it into three columns and three rows. Leave the top left box empty or scribble in it; you will not need it. In the middle box in the left column, write “need” and then write “want” in the box below that. In the middle box on the top row, into the box that intersects “need” and “urgent.”

If your current strategies haven’t been working, think about what you can do differently or do better. Make your goals SMART. SMART is an acronym to use to help you remember the five components that are helpful when writing goals. Goals should be Specific, Measurable, Attainable, Realistic, and Time-oriented. You may find that you do not want to put much attention into the items in the box that intersects “want” and “not urgent.” Write your goals down. Goals are usually executed if they are written down. Politics & Government Senate Approves Lifeline for The American Centrifuge Project National Defense Authorization Bill Now Goes to President's Desk for Signature U.S. Senator Rob Portman (R-Ohio), a member of the Senate Armed Services Committee (SASC) who served as a conferee on the Department of Defense (DoD) Authorization for 2013, ensured that funding for uranium enrichment research and development was authorized in the final version of the bill that passed both chambers of Congress and is set to go to the President’s desk to be signed into law. The American Centrifuge Project (ACP) in Piketon, Ohio is the cornerstone to fulfilling our national security requirements for a domestic source of enriched uranium. “I remain disappointed that the Obama Administration has yet to reveal its long-term plans for ACP, our nation’s only domestic source of enriched uranium, which is critical to our national and energy security,” Portman said. “While we wait for the Administration to provide the certainty needed for ACP to fully develop and expand, I was able to fight for a lifeline for the project to continue. This is good news for the families of Southern Ohio set to benefit from the jobs it will pro-
vide.” The $150 million authorization included in the National Defense Authorization Act (NDAA) allows the Department of Energy (DOE) to continue its two-year American Centrifuge research, development, and demonstration program. This program,
guarantee would allow for the build-out of ACP. The full project would create 4,000 jobs in Ohio and fulfill our national security and energy security requirements for U.S.-origin enriched uranium. Portman has been a consistent advocate for ACP and the need to develop advanced U.S. enrichment technology. Prior to serving as a U.S. Senator conferee on the bill, Portman worked with Rob Portman his SASC colleagues to (R) ensure the Senate version of the bill, which passed out of the Armed Services Committee in May and off the Senate first proposed by DOE in floor earlier this month, October of 2011, was contained $150 million for designed by the department ACP. Mandel Notifies Ohio Local Government Fund Managers of Impending TAG Expiration, Outlines Safe Investment Options Ohio Treasurer Josh Mandel sent notice to local government finance officers today that the Federal Deposit Insurance Corporation's (FDIC) Transaction Account Guarantee (TAG) Program is currently set to expire on December 31. The TAG program was created in 2008 in response to the global financial crisis, and provides an uncapped federal guarantee on funds held at FDICinsured depository institutions in noninterest-bearing transaction accounts. Treasurer Mandel also detailed investment options offered by the Ohio Treasurer's office that can help local governments maintain security and full FDIC insurance, while earning competitive yield. In his notice to local public funds managers, Treasurer Mandel stated: "While it is possible that the TAG program could be extended before it expires, I would encourage all Ohio government entities to ensure the safety of public funds under their

Husted Convenes 53rd Meeting of Ohio's Electoral College GUEST COLUMN Secretary of State John Husted R-Ohio
Pictured above is the official certificate of votes signed by Ohio’s 18 Electors. Ohio’s 53rd Electoral College met today at noon in the Senate Chamber of the Ohio Statehouse. Ohio’s 18 members of the Electoral College cast their ballots for president and vice president. According to the U.S. Constitution,
each state is allotted a number of presidential electors equal to the number of U.S. senators plus the number of U.S. House representatives, so Ohio has 18 electors. In most states, including Ohio, the presidential ticket that receives the popular vote in that state garners all of the electors. Two states, Maine and Nebraska, have a proportional system for choosing electors based on the percentage of votes received by the presidential candidate. Electoral votes from each state are sent to the President of the Senate, who on January 6th, unseals and reads them before both houses of Congress. The candidates with the most electoral votes are declared president and vice president. At noon on January 20th, following the Electoral College, the duly-elected president and vice president are sworn into office.
