Bonnett Eludes Police Local Teen Arrested forRape of 3 yearold Deputies from the Scioto County Sheriff's Office and the Manchester Police Department arrested a 15 year old, of Manchester, that has been charged with Rape, a Felony of the First Degree. Authorities from the Scioto County Sheriff's Office received a call on Tuesday, June 4, from a Nile Township residence stating that her three year old son had been sexually assaulted. Deputies were sent to the location to obtain information for a report that was forwarded to detectives for an investigation. The three year old victim was taken to Southern Ohio Medical Center, in Portsmouth, for treatment that resulted in the child being transferred to Children’s Hospital in Columbus. During a normal routine patrol on Wednesday, June 12, Manchester Police Chief Jeff Boling noticed Teresa Bonnett, 32, of Manchester, operating her Mitsubishi Eclipse. Chief Boling attempted to pull Bonnet over due to her Driving Under Suspension and the police chase was on. Bonnett eluded Chief Boling from Manchester, to Island Creek Rd., Bat Roost, St. Rt. 247, Moores Rd. and then finally at a stopping point at the intersections of Gift Ridge, Pumpkin Ridge, Bat Roost, in Monroe Twp. Speeds were around 60 M.P.H. through the curvy roads, swiping hay bales and jumping hills. Adams County Deputies and Ohio State Trooper were involved and used stop sticks as officers drawled down on Bonnet to stop. Bonnett stopped before hitting the stop sticks. Bonnett was charged on the day of the event with Failure to Comply, Reckless Operation and Driving Under Suspension. After the Prosecutors Office had time to review the charges she is now charged with Fleeing and Eluding a Felony and the Driving Under

Bonnett Suspension a Misdemeanor Offense. Bonnett currently has three pending sentencing cases that consist of the following: two separate OVI cases and a Driving Under Suspension. The Manchester Police Department is pro active in their police pursuit policy and is in constant review. This is the third police chase this year by the department and each has been apprehended without incidents involving MPD cruisers.
Haslam Tapped as Medical Board Director The State Medical Board of Ohio has a new executive director and Adams County native Aaron E. Haslam. Haslam will begin work on Monday, July 1. Haslam, 34, is coming to the board from his post as Senior Assistant Attorney General and Chief of Attorney General Mike DeWine’s prescription-drug-abuse initiative. Before that, he was Adams County Prosecuting Attorney. Richard Whitehouse had been the Director for more ten seven years, but was ousted as executive director last fall. No reason was given as to his dismissal.

WZWP 89.5 FM West Union The WZWP 89.5 West Union, radio station has increased their signal last week. It is a 3,000 watt FM station. Construction workers climbed the 339 ft. antenna tower located on Spencer Hill, just off of St. Rt. 136, between Panhandle and Cherry Fork. it was purchased by King of Kings Radio two years ago. They are a 24 hour radio station. According to the Station Manager David Carr, of Somerset, Kentucky 89.5 was down for a period of time so that work could be done on the tower. With the new addition he believes it will boost a 45 mile radius from their current out-put that should reach to the middle of Cincinnati and stopping at the Chillicothe market area. The King of Kings Radio Network has been broadcasting the "Good news of Jesus Christ" since June 1987. We began broadcasting on the 50,000 watt WTHL, 90.5 FM, in Somerset, Kentucky. They also have stations in Cookeville, Tennessee on 90.9 FM WWOG, Glasgow, Kentucky on 88.3 FM WSGP and the newest addition WZWP 89.5 FM West Union. The Radio Network is a listener-supported radio network, meaning we are totally dependent on our wonderful listening audience in order to remain on the air each year. AC Man and a 17 year old girl Indicted in Brown County Court A Grand Jury indicted 17 suspects recently in a Brown County Methamphetamine Investigation. The indictments on 61 charges were handed up Thursday as part of an ongoing undercover drug investigation into two meth-making operations. The first group of suspects operated in Winchester, Goshen and Amelia, deputies said. Deputies arrested six of the seven suspects charged in that operation, including Nicholas Burton, 30, of Fayetteville, Joseph Burton, 24, of Winchester, Christopher Davis, 20, of Goshen, Samantha Johnson, 19, of Goshen, Allen Vogel Jr., 25, of Fayetteville, and a 17-

ODOT Travel Report The following traffic advisory includes road construction and major maintenance projects requiring lane restrictions and/or closures along the state and federal highway system within ODOT District 9. For statewide information regarding road conditions affected by weather, construction, maintenance or accidents, visit ODOT on the web at www.Ohgo.com Districtwide A raised pavement marker project is under way, and crews are replacing RPMs on the state highway system at various locations in the district. Traffic will be maintained in one lane with the use of flaggers and/or arrow boards when crews are at work. The project is anticipated to be completed by late spring. A district-wide herbicidal spraying project has begun, and crews are working along various routes throughout the district as weather permits. Traffic will be maintained in one lane with the use of arrow boards and/or flaggers when crews are at work. The project is anticipated to be completed by late spring. A district-wide guardrail repair project is under way, with crews replacing guardrail along various routes throughout the district as weather permits. Adams County Monday, June 18: S.R. 125 will be closed at the 0.40-mile marker, just east of T.R. 12 (Grimes Road), for a bridge replacement project. Throughout construction, traffic will be detoured via S.R. 136 and S.R. 32 to U.S. 62 in Brown County to S.R. 125 at Russellville. The project is anticipated to be completed by mid-fall. A resurfacing project
on S.R. 125 between C.R. 125A (Lynx Road) and the Adams-Scioto County line is under way, and the route will be reduced to one lane during daytime, business hours. Traffic will be maintained by flaggers when crews are at work, and the project is anticipated to be completed by November. Brown County A streetscape project continues along North Main Street in Ripley, between Second and Fourth streets. Throughout construction, traffic will be maintained on affected roadways with the use of flaggers as needed. The project is anticipated to be completed in early summer. A resurfacing project is under way on S.R. 131, and the route will be reduced to one lane between the Clermont and Highland County lines during daytime, business hours. Throughout construction, traffic will be maintained by flaggers when crews are at work.

JUNE 24-25: U.S. 68 will be closed Monday and Tuesday, June 24 and 25, between Fayetteville and the Clinton County line for two culvert replacement projects. The project sites are located at the 41.65mile marker, between Fayetteville and C.R. 9 (Park Road), and at the 45.15-mile marker, between S.R. 123 and the Clinton County line. The route will be closed from approximately 8 a.m. to 4 p.m. each day, with it open to evening and overnight travel. While it is closed, motorists will be detoured via U.S. 50 and S.R. 251. Bridge Replacement Project Set to Begin on S.R. 125 Contractors for the Ohio Department of Transportation are set to begin a bridge replacement project on state Route 125 in Adams County. Monday, June 17, crews from the John R. Jurgensen Company will close S.R. 125 at the Adams-Brown County line to order to replace a pair of bridges located at the 0.40 and the 0.48-mile markers. Situated over Kirker Hollow and Sacramento Run, the bridges are located just east of Township Road 12 (Grimes Road). Throughout construction, the route will be closed, and traffic will be detoured by way of S.R. 136 and S.R. 32 to U.S. Route 62 in Brown County to S.R. 125 at Russellville. The Jurgensen Company, of Cincinnati, Ohio was awarded a contract in the amount of approximately $1.095 million to resurface the route, and all work is anticipated to be completed by midfall. For additional information on lane and road closures caused by construction, accidents, flooding or other related traffic events throughout the state, visit ODOT on the web at www.Ohgo.com.

The West Union Fire Department and Life Squad was dispatched to 131 Randy St., West Union, for a structure fire on Thursday, June 13. The West Union Police officer and Adams County Deputies were first on scene and relayed information concerning the fire back to Adams County Communications.
2013 Ohio River Sweep

The 2013 Ohio River Sweep was held on Saturday, June 15, on the river banks up and down the river spreading across six states from its origin in Pittsburgh, PA. to its end in Cairo, IL.. Since 1989, this awardwinning cleanup for the Ohio River and its tributaries brings thousands of volunteers to the riverbanks to collect tons of trash and debris.
The River Sweep encompasses the entire length of the river, nearly 3,000 miles of shoreline and many tributaries. More than 20,000 volunteers from public organizations, civic groups, recreational clubs, and the general public in six states bordering the river come together to collect more than 20,000 tons of trash and other debris from
the banks of the Ohio River and tributaries. The River Sweep is an event organized by the Ohio River Valley Water Sanitation Commission, an interstate water pollution agency for the Ohio River Valley, along with environmental protection and natural resource agencies from Illinois, Indiana, Ohio, Kentucky, West Virginia and Pennsylvania.

Stu Bragg, of Newark, is traveling down the Ohio River on his canoe. He departed on his journey Monday, June 10 from Portsmouth. He stopped for a break and spent the night in Manchester, on Friday night, June 14. This is Bragg's 4th journey. In times past he would depart from Marietta and get as far as Portsmouth and would have to stop so he
could return to work. "Now that I am retired I have all the time I need," said Bragg as he laughs. The flood waters and debris has slowed him down he explained. Going through the Locks and Dams are always an experience on a canoe. Bragg recalled a few events from previous excursions on the Ohio River that nearly cost him his life. He adds that his survivor skills
Burns Places 5th at State Manchester Sophomore Tess Burns finished in 5th Place in the Division III OHSAA Girls High Jump. The event was held on Friday, June 7, at Jesse Owens Memorial Stadium in Columbus. She was escorted into her hometown of Manchester by the Manchester Fire Department as a result of her accomplishments.

May Court Statistics Administrative Judge Alan W. Foster of the Adams County Court has filed the Court's Report with the Supreme Court of Ohio for the month of May 2013. The Court had a total of 502 New Cases filed in May 2013. There were 7 Felony Cases, 46 Misdemeanor Cases, 13 DUI Cases, 408 other Traffic Cases, 11 Contact Cases, 10 Eviction Cases, 1 Civil Case and 6 Small Claims Cases. During the same period, the Court terminated a total of 434 Cases.

Obituaries Naomi Ruth Harmon
Naomi Ruth Harmon, 88, died Saturday, June 15, at the Hospice of Hope Ohio Valley Inpatient Center. Mrs. Harmon was born January 24, 1925 the daughter of the late Victor W. and Gladys (Lloyd) Roush in Adams County, Ohio. Besides her parents Mrs. Harmon was preceded in death by a son James Robert Harmon and a sister Crystal Seaman. Mrs. Harmon was retired from Adams County Hospital Dietary Department, also by Mr. and Mrs. Malcolm Kapp as a cook and housekeeper and the Roth, Rau and Heckle Shoe Company. She was a member of the West Union Christian Union Church. Survivors include one daughter Patricia Mustard and husband Raymond, of West Union, two sons: Jerry Harmon and wife Barbara, of West Union, Rick Harmon and wife Sherri, of Winchester, one sister, Eleanor Young and Thomas Larue, of Beavercreek and seven grandchildren: Lisa Davis and husband David, Camella Thompson and Brian Curtis, Marla Kizer and husband Tom Jr., Lori Burns and husband Greg, Mandy Grooms and husband Jason, Kiley Rau and Brad Harmon and wife Alicia, 15 great grandchildren and two great great grandchildren, two nieces, two nephews and several cousins. Funeral services will be held Tuesday, June 18, at the Thompson Meeker Funeral Home in West Union, with Volley Reed officiating. Burial will follow at the Cherry Fork Cemetery. Visitation will be held from 1:00 to 2:00 p.m. the day of the service at the funeral home. Memorials can be made to the West Union Christian Union Church. Billy R. White
Billy R. White, 88, of the Jacktown Community, passed away Monday, June 10, at the SOMC Hospice Center. He was born in Hillsboro, on January 6, 1925 the son of the late John and Nancy (Tewart) White. Billy attended Jacksonville Community Church. He was also a U.S. Marine Veteran of World War II, a member of the Peebles Masonic Lodge #581, Peebles American Legion Post #594, the D.A.V. and V.F.W. He is survived by his wife, Louise (Jones) White, of Jacktown, three sons and daughters-in-law: Billy and Kathy, John and Dorothy, and Tommy and Rose White, all of Jacktown, one daughter, Bev White, of Jacktown, 7 grandchildren and 2 great grandchildren. Funeral services were held on Friday, June 14, at the Wallace-Thompson Funeral Home in Peebles. Richard Lloyd officiated, military rites were given by the Adams County Honor Guard. Ralph Albert Dalton
Ralph Albert Dalton, 68, of Sprigg Township, died April 24, at the University Hospital in Cincinnati. He was born November 22, 1944 in Mariemont. He was preceded in death by parents, Walter Combs and Mary Lucille (Lindsley) Dalton and a daughter, Carol Sue Dalton. He was a carpenter in the construction industry. He is survived by two sons: James Albert (Angela) Dalton, of Tiffin Township and John Wayne Dalton, of Mt. Orab and a daughter, Diana Lynn Mohrhaus, of Oliver Township. The graveside memorial service was Saturday, June 15, at the Boone Cemetery on Ginger Ridge Road, Sprigg Township. Mr. Dalton was cremated. Arrangements were by the Lafferty Funeral Home of West Union.

Michael Wallace, 47, of Piketon, passed away Tuesday, June 11, at the Adena Pike Medical Center. He was born in Wayne County, West Virginia on May 26, 1966 the son of the late Frank and Betty (Pelfrey) Wallace. He is survived by his wife whom he married on February 14, 2006, Marie (Walters) Wallace, of Piketon, five sons: Justin Belle, of Rarden, Bradley Beal, Wesley Evans, Jerod Evans, all of Otway and Billy Evans of Stout, five daughters: Andrea Allen, of Portsmouth, Brittany Harmon, of Texas, Mellissa Robinette, of Waverly and Kandi Evans, Jackquelin Tackett, both of Peebles, two brothers: Roger Wallace, of South Point and James Wallace, of Locust Grove, four sisters: Polly Rayburn, of Wheelersburg, Nora Durham, of Minford, Barbara Tomlin, of Cleveland and Debbie of Cleveland and 27 grandchildren. In honor of our living Ohio veterans, Ohio provides the Ohio Veterans Bonus for those who served during the times of the Persian Gulf War and the wars in Iraq and Afghanistan. This Bonus continues a tradition of bonuses to reward Ohio veterans that dates back to the Civil War; however, all other war bonuses are now closed. Specific criteria for award of the Ohio Ve t e r a n s Bonus are as follows: Service in the U. S. A r m e d Forces of more than 90 days a c t i v e duty, not for training, during the periods of the PERSIAN GULF WAR AND THE CONFLICTS IN AFGHANISTAN AND IRAQ. For the Persian Gulf, the eligible period is from August 2, 1990, through March 3, 1991; for Iraq, from March 19, 2003, through December 31, 2011; and for Afghanistan, from October 7, 2001, through a date to be determined by the President. Eligible veterans must have been Ohio residents at the time of their entry into the service, and must be Ohio residents currently. The Bonus pays $100.00 per month to veterans who served in the Persian Gulf Theater, or in the countries of Afghanistan or Iraq, up to a maximum of $1,000.00. For veterans who served elsewhere, the payment is $50.00 per month up to a $500.00 maximum. Veterans medically discharged due to injuries sustained in combat can receive $1,000.00, plus up to $500.00 for months of service elsewhere. Family members of those killed in action or who died from diseases as a result of their intheater service can receive a
bonus of $5,000.00 plus whatever the service member was eligible for, up to a total of $6,500.00. The deadline for Persian Gulf War era veterans to apply is December 31, 2013. Ohio veterans of the Iraq War era have until December 31, 2014, to file for the Ohio Veterans Bonus. If you served during the Persian Gulf War and have not yet filed for your bonus, please do so now. December 31 will be here before you know it. Likewise, if you are an Iraq War era veteran and have not filed, why wait? File now. As of May 16, 2013, over 55.4 million dollars has been paid to nearly 66,000 Ohio veterans and families. Of that sum, $224,928.30 has been paid to Adams County veterans and families ($182,129.89 for 214 claims in FY2010/2011; $29,531.77 for 27 claims in FY2011/2012; $13,266.65 for 17 claims in FY2012/2013. Adams County Commissioners West Union Village Council Minutes The Board of Adams County Commissioners met in regular session on June 4, 2013, at 6:30 p.m. at the Bratton Township Building in Louden with the following members present: Brian Baldridge, Stephen Caraway, and Paul Worley. Clerk Diane Ward was also present. Others present for portions of the meeting were as follows: Bratton Township Trustees Wayne Hanson, Rick Jones, and Richard McCleese, Bratton Township Fiscal Officer Angie McCoy, John R. Council member Benny McCarty told council what a good job the employees did on the water
leak at the corner of Walnut Street and Second Street. Council member Randy Brewer wanted it noted in the minutes, the Council did not take a vote on the stop gaming coming into the Village.

This increase for the Fire Department would only be 10 cents on the hundred dollars of valuation. Each levy will be at 2.5 mill, 25 cents for each one hundred

The Fire Department levy will start in 2014, first due in the calendar year 2015. The estimated property tax revenue will be: $94,929 per levy. Jerry Kirker, Village Administrator/Fire Chief told Council the Fire Department is planning to have a safety day in August at the Fire Department. After some discussion motion by Benny McCarty to adjourn, second by Steve Rothwell, roll call vote: all yea, meeting adjourned.
The Mayor received a letter from Ronald E. Lang Jr. making an offer of $800.00 for the white cruiser or $200.00 for 3 of the tires on that cruiser. After some discussion, Council decided the cruiser should be bidded out and to reject both offers. Other items discussed were: property that needed mowed and cleaned up, street lights that are out, newspapers that are being thrown out at residences in the Village, repair and oil changes on cruisers, employees health insurance, break-ins. As long as the needle is still gliding through your fabric it is fine to use. As soon as it starts catching or
being hard to insert through the fabric, you need a new needle. Trust me, you will go through them faster than you think. However, it is amazing what a new needle can do to your work. Adams County Senior Citizens NQA Quilt Show. Seats are limited for the 44th Annual NQA Quilt Show on June 27th at the Greater Columbus Convention Center. Cost will be $20 for transportation only. Avoid alcoholic beverages and drinks with caffeine. * Skip hot, heavy meals – Go for a cold sandwich, salad and fruit. It keeps the body temperature cooler. * Indoor temperatures – Keep blinds and curtains drawn to keep the heat out. Turn on your fan or air conditioner.
* Outdoor activities – Plan them early in the morning or after the sun goes down in the evening. Or, if you don’t have to go outside, don’t. * Cool down – Treat yourself to an ice cream cone or a sundae. Cuffs & Collars Field reports from ODNR Division of Wildlife Officers Southwest Ohio While working fishing license compliance at Grand Lake St. Marys, Ryan Garrison, State Wildlife Officer assigned to Mercer County, checked three fishermen along Coldwater Creek. All three fishermen had their fishing license. Officer Garrison noticed a large amount of trash that the men had accumulated where they were fishing. He mentally noted the litter, wished the fishermen “good luck” and left the area. He then moved his patrol vehicle to a different location and walked back toward the fisherman. He documented several items of trash that they had used and discarded nearby. After some time of watching the fishermen, they started to pack up and leave the area. Officer Garrison followed the three men to their truck, and made contact with them near their vehicle. He pulled out his notebook, and asked each of the men if they currently had the items he watched them use. The three men dropped their heads and stated that they had left the items behind. Officer Garrison supervised the men as they picked up their trash and they were each issued a citation for littering. Each of the men paid $180.00 to the Court for their citations. Southeast Ohio In March 2013, Wildlife Officer Bob Nelson and Park Officer Trent Scott checked 20 anglers at Caldwell Lake at Scioto Trail State Park on the day trout were released into the lake. After checking the fishermen, Officer Scott checked the single RV that was camped there. Officer Scott determined the campers were not registered, so both officers went to speak with the occupants of the RV. On the picnic table outside of the camper, the officers discovered an open cardboard box containing 24 trout heads. Upon speaking with a woman in the camper, she stated that she was unaware if anyone caught fish and denied there being any fish inside of the camper. Further investigation revealed that the fish were inside of the camper in the freezer. The officers counted 24 fish and the man had an additional three on his stringer for a total of 27 fish. It was also discovered that
here was a second man fishing with the suspect that day, and the information about how many the second man caught conflicted. Officer Nelson allowed each man to keep a limit of five fish. In all, Officer Nelson seized 16 trout. The original suspect stated he thought he could catch five fish each time he was at the lake and was unaware that it was a daily bag limit. The man was issued a summons for the violation. He appeared in front of Judge John B. Street in the Chillicothe Municipal Court. He was found guilty and ordered to pay $320 in restitution and $119 in court costs. Northeast Ohio During the statewide muzzleloader season, Wildlife Officer Hollie Fluharty assigned to Trumbull County was on patrol when she noticed a man sitting in a tree stand. The man was holding a muzzleloader but was not wearing hunter orange clothing. As Officer Fluharty approached the man, he climbed down from his tree stand and started walking in the opposite direction. Officer Fluharty, now in a foot pursuit, directed the man to stop several times. After traveling approximately one-half mile the hunter was detained. Brookfield Police Department transported the man to jail. The non-resident hunter was charged with hunting without a license and deer permit and failing to wear
hunter orange clothing. He was also unable to produce a valid form of identification. He was later convicted in the Trumbull Eastern District Court and paid $1,046.00 in fines and court costs. He also lost his hunting privileges for one year and received six months’ probation. Northeast Ohio On Christmas Eve morning, Wildlife Officer Nick Turner assigned to Harrison County received a call from the sheriff’s office that a deputy had stopped a vehicle for spotlighting. The dispatcher advised Officer Turner that there was fresh deer blood in the car and requested him to respond. Four individuals were in the vehicle when he arrived on scene. The results of the investigation revealed that the group had killed a deer with a 30-30 rifle in Tuscarawas County earlier in the evening and continued spotlighting into Harrison County. Two of the four were charged with multiple wildlife violations and were convicted in court. They paid over $700.00 in fines and court costs and their hunting privileges were revoked for one year.
