Pioneer Profile - Jackson Balser Help us solve a mystery

It is the purpose of the Brown County Genealogical Society (BCGS) to provide ancestral information to our readers. But as new and experienced researchers know, we often encounter what are known in genealogical parlance as “brick walls.” No matter where we look and no matter how long we look, we are unable to find the link in the family chain that connects the past to the present. If you have been involved in long term research, you will know that nothing compares to the feeling of warm satisfaction, joy, or excitement when you make a long sought discovery. It is that sweet tidbit of information uncovered from perhaps a long, lost newspaper article or obituary, from family Bible records, or old letters stored in a closet or dusty attic. Our profile of Brown County pioneer JACKSON BALSER and his family is provided for purposes of information but his history also contains some unanswered questions. As Brown County pioneers go, Jackson Balser was a bit of a late comer as he was likely born in Symmes Township, Hamilton County, Ohio, on 4 May 1825. Ford’s History of Hamilton County, Ohio, (1881), pages 367-368, tells us that Henry Baltzell/Bolser, a German by birth, was a high sheriff in his native land then migrated to Pennsylvania

prior to 1800. Henry Balser moved on to Ohio where, by 1806-1808, he became a Hamilton County taxpayer. Now a farmer, Henry and his wife, Mary Margretha Alexander, bought farmland about 4 miles from Reading, Ohio. They became the parents of ten children: George, Henry, Peter, John, Samuel, Joseph, Mary, Gustave, Elizabeth, and Catherine. Of interest to us is John Balser who served in Captain Luther Leonard’s Company for two separate tours in 1812 and 1814. During the taking of the 1850 census, John was 73 years old and lived in Sterling Township, Brown County, Ohio. His second wife, Ann (Smith) Malott, received his service pension upon his death on 9 August 1857. In 1851, Brown County deed records (Book B, No. 27, page 220) show that John and Ann Balser transferred their property in the Tibbs Survey No. 4252 to Jackson Balser and his heirs. In this deed, there is no clue as to the family relationship between John and Jackson Balser. Also present in Sterling Township in 1850 was Alexander Balser (18051865) and Peter Balser

(1828-1865). Alexander Balser and his wife Sarah (Sears) resided near Jackson Balser, who had married Malinda Levengood/Livingood, while Peter Balser resided with John Balser and wife Ann. Though it may seem obvious, in the absence of marriage and court documents or Bible records, it is not clear how John, Jackson, Alexander, and Peter Balser are related. Is John Balser the father of all three men or, possibly, the father of Alexander Balser and grandfather of Jackson and Peter? Jackson Balser and his wife Malinda raised a family consisting of Nathan Myers (1849-1895), married Mahala Waits; Rachel (1852-1933), married Richard Garner; George (1858-1858); Henry Nelson (1860-1907), married Annie M. Wilson; Rosanna (1862-1938), married James Honaker; Minora (1863-?); William (18661937), married Zuella Landon. If any of our readers can help the BCGS identify, through documentation, how John, Alexander, Jackson, and Peter Balser are related, we would be most appreciative. The BCGS, P.O. Animal Disease Traceability There have been a few meetings discussing the Animal Disease Traceability Laws. This is a federal law, but the regulations are basically different for each individual state. This law only comes into play when livestock are going to cross state lines. I have been to three of these meetings over the past 6 months and I am still not real sure how everything works. This is not the easiest thing to get a grip on. Our state veterinarian said as much in the recent meeting in Maysville. This law deals with all livestock, but most of the meetings have discussed cattle. Again, it only becomes an issue when you transport livestock to another state. In a nutshell, any sexually intact beef cattle 18 months of age and older must have an official identification when you take them across a state line. Slaughter cows and feeders do not need this if they are a beef breed. However, there is a need for having an OSS (Owner-Shipper Statement) and health papers which are now called
