NOTICE OF PROPOSED MAJOR UTILITY FACILITY Willowbrook Solar I, LLC (“Willowbrook�) is proposing to develop, build, and operate the Willowbrook Solar Farm, a 150 megawatt solar-powered electric generation facility to be located in Brown County and Highland County, Ohio. The proposed Willowbrook Solar Farm will be located in Concord and White Oak Townships in Highland County and Eagle Township in Brown County, approximately 40 miles due east of Cincinnati, as shown in the map below. The general purpose of this project is to use large arrays of ground-mounted photovoltaic (“PV�) modules, commonly known as solar panels, to generate clean and renewable electricity for consumers in Southwestern Ohio. It will supply wholesale power to the 138-kilovolt (“kV�) Wildcat Substation (“POI substation�), which is owned and operated by American Electric Power. The POI substation is located on Wildcat Road just to the east of Highway 62 and less than a mile north of the boundary between Highland County and Brown County. The Willowbrook Solar Farm will be located within an area of approximately 2,200 acres. The Willowbrook Solar Farm solar panels will generate direct electric current which will be converted to alternating electric current. The electricity will be gathered by a means of a network of buried wires at a project-level electric substation. The substation then will increase the voltage and deliver the power through a short transmission line to the POI substation. Willowbrook Solar I, LLC has filed with the Ohio Power Siting Board (Board or Power Siting Board) an application for a Certificate of Environmental Compatibility and Public Need to construct the Willowbrook Solar Farm in Case No. 18-1024-EL-BGN, which is now pending before the Board. Copies of the Application were served upon the Brown County Board of Commissioners, Highland County Board of Commissioners, Eagle Township Board of Trustees, Concord Township Board of Trustees, White Oak Township Board of Trustees, Brown County Department of Economic Development, Brown County Planning Commission, Highland County Planning Commission, Brown County Engineer, Highland County Engineer, Brown County Soil and Water Conservation District, and Highland County Soil and Water Conservation District. A copy of the Application was also provided to and is available for public review at the Brown County Library in Mt. Orab and the Highland County Library in Hillsboro. The Application is also available from Willowbrook’s website at https://www.willowbrooksolar.com/ as well as from the Board at https://www.opsb.ohio.gov/ or by calling 1-866-270-6772. The Board follows the following criteria for reviewing an application for a major utility facility: (1) The basis of the need for the facility if the facility is an electric transmission line or gas pipeline; (2) The nature of the probable environmental impact; (3) That the facility represents the minimum adverse environmental impact, considering the state of available technology and the nature and economics of the various alternatives, and other pertinent considerations; (4) In the case of an electric transmission line or generating facility, that the facility is consistent with regional plans for expansion of the electric power grid of the electric systems serving this state and interconnected utility systems and that the facility will serve the interests of electric system economy and reliability; (5) That the facility will comply with Chapters 3704., 3734., and 6111. of the Revised Code and all rules and standards adopted under those chapters and under sections 1501.33, 1501.34, and 4561.32 of the Revised Code. In determining whether the facility will comply with all rules and standards adopted under section 4561.32 of the Revised Code, the board shall consult with the office of aviation of the division of multi-modal planning and programs of the department of transportation under section 4561.341 of the Revised Code. (6) That the facility will serve the public interest, convenience, and necessity; (7) In addition to the provisions contained in divisions (A)(1) to (6) of this section and rules adopted under those divisions, what its impact will be on the viability as agricultural land of any land in an existing agricultural district established under Chapter 929. of the Revised Code that is located within the site and alternative site of the proposed major utility facility. Rules adopted to evaluate impact under division (A)(7) of this section shall not require the compilation, creation, submission, or production of any information, document, or other data pertaining to land not located within the site and alternative site. (8) That the facility incorporates maximum feasible water conservation practices as determined by the board, considering available technology and the nature and economics of the various alternatives. The public will be given an opportunity to comment on the proposed Facility. The public hearing for this proceeding shall consist of two parts: 1. A local public hearing, pursuant to R.C. 4906.08(C), where the Board shall accept written or oral testimony from any person on February 19, 2019, at 6:00 p.m., at the Bright Elementary School, 6100 Fair Ridge Road, Hillsboro, Ohio 45133. 2. An evidentiary hearing commencing on February 28, 2019, at 10:00 a.m., in Hearing Room 11D at the offices of the Public Utilities Commission of Ohio, 180 East Broad Street, Columbus, Ohio 43215-3793. Petitions to intervene in the adjudicatory hearing will be accepted by the Board up to 30 days following service of the notice required by Ohio Adm.Code 4906-309, or January 14, 2019, whichever is later. However, the Board strongly encourages interested persons who wish to intervene in the adjudicatory hearing to file their petitions as soon as possible. Petitions should be addressed to Docketing Division, the Ohio Power Siting Board, 180 East Broad Street, Columbus, Ohio 43215- 3793 and cite the above-listed case number.
