Helms Attorney PD 1-30-19, 2-6-19, 2-13-19 ---------------------------------------PUBLIC NOTICE FRS Transportation, Inc. which is a private nonprofit corporation intends to submit a Proposal for a capital grant under the provision of 49 USC Section 5310 of the Federal Transit Act to provide transportation service for the elderly, disabled and low income population of Highland County and Adams County for the purchase of seven accessible vehicles, capitalized maintenance for our 5310 vehicles, and operating funds for our HARTS and ARTS Fare programs. These vehicles transport elderly, disabled, low income and other passengers from Highland County and Adams County for trips within Highland County and within Adams County as well as trips that are within a 70-mile radius of Highland County and Adams County. The grant Proposal will request three Ford Transit vehicles for transportation of clients using larger power chairs or wheelchairs, as well as three modified minivans (MMV’s for Highland County. The grant proposal will, also, request one modified minivan for our Adams County office. These seven vehicles will be used for transport of clients in standard size and extra-large wheelchairs or power chairs, those using assistive devices and our ambulatory clients. These vehicles will replace five older high mileage/high maintenance wheelchair accessible modified minivans and two older high mileage/high maintenance standard minivans. It is projected that 366 unduplicated elderly, disabled, low income and other passengers in Highland County, as well as 61unduplicated passengers in Adams County, will use the services provided by these seven vehicles during the five to seven days per week, 52 weeks per year that these vehicles provide transportation services for various activities, including transportation to medical appointments, counseling & mental health appointments, employment, employment training, educational training, shopping, bank-

ing, pharmacy, post office, visiting friends and relatives, nursing home visits, and recreational trips. FRS Transportation is requesting capitalized maintenance funding to maintain these seven 5310 vehicles as well as our other 5310 vehicles through our CY2020 5310 grant application. FRS Transportation will, also, be requesting funding for operating assistance to continue the expansion of our HARTS Fare Program in Highland County to include a one day per week/twice daily route between Hillsboro and Greenfield as well as the 5 & 10-mile fare trips and expanded hours of 5am to 8pm MondayFriday. Funding will help us to continue the ARTS Fare Program through our Adams County office for the village of West Union, within a 5 & 10-mile radius of West Union and to the ACRMC area. It is projected that 95 elderly, disabled and other general public riders will be served in Highland County and 50 in Adams County through this funding. FRS Transportation Inc. invites comments and proposals from all interested public, private and paratransit operators, including taxi operators, for the provision of transportation service to the elderly and disabled within our service area.
