NOTICE OF CDBG/CHIP PUBLIC HEARING The Board of County Commissioners of Adams County, Ohio, intends to apply to the Ohio Development Services Agency for funding under the Community Development Block Grant (CDBG) Program and the Community Housing Impact and Preservation Program (CHIP), federally funded programs administered by the state. Adams County is eligible for approximately $150,000 of Fiscal Year 2019 CDBG funding and approximately $400,000 of Fiscal Year 2019 CHIP funding provided the County meets applicable program requirements. A public hearing on Ohio’s FY’19 Small Cities Community Development Block Grant (CDBG) Program and Community Housing Impact and Preservation Program (CHIP) has been scheduled for Monday, March 25, 2019 at 10:00 a.m. in the Adams County Commissioners Office; 215 North Cross Street; Suite 102, West Union, Ohio. This will be the first of at least two public hearings, which will be conducted regarding the FY’19 CDBG Program and the FY’19 CHIP Program. The purpose of this public hearing is to provide citizens with pertinent information about the State’s CDBG and CHIP Program, including an explanation of the program requirements and eligible activities. The CDBG Program can fund a broad range of activities, including community allocation (approximate funding$150,000), neighborhood revitalization (approximate funding$750,000), downtown revitalization (approximate funding$250,000), critical infrastructure (approximate funding-$500,000), and residential public infrastructure (approximate funding$600,000). The activities must be designed to primarily benefit low and/or moderate-income persons; aid in the prevention of elimination of slums and/or blighted areas; or meet an urgent need in the community. Other units of local government (i.e. villages and townships) are also eligible to apply for FY’19 CDBG Funding under certain CDBG Programs, providing they meet all applicable requirements of the respective program. The CHIP Program can fund a broad range of activities, including rehabilitation assistance, repair assistance, homeownership assistance, and tenant-based rental assistance. The activities must be designed to primarily benefit low and/or moderate-income households. This public hearing will serve to fulfill citizen participation requirements for the first (or general) public hearing for all units of local government within Adams County. Citizens will play a vital role in helping the County put together its FY’19 CDBG Program and FY’19 CHIP Program applications. Therefore, your attendance is encouraged. REQUEST FOR QUALIFICATIONS (RFQ'S) The Adams County Board of Commissioners is requesting qualification statements to perform necessary functions for a Housing Rehabilitation Specialist required for the Community Impact and Preservation Program (CHIP). This work is contingent with the successful funding of the FY19 CHIP. This notice shall serve as our Request for Qualifications (RFQ) for a Housing Rehabilitation Specialist for CHIP FY19. Responses to this RFQ will be used to select a qualified contractor(s) to perform the required work as needed by the Adams County Board of Commissioners. Selection of a contractor or contractors will proceed in the following manner: 1. The Adams County Board of Commissioners will review and evaluate the statements of qualifications filed. Evaluation criteria include, but are not limited to: a. Specialized experience or technical expertise of the firm and its personnel in connection with CHIP and other funding programs, and all related requirements. b. Past record of performance on contracts with the County, including quality of work, timeliness, and cost control. c. Capacity of the contractor to perform the work within time limitations, taking into consideration the current and planned workload of the contractor. d. Familiarity of the contractor with Community Housing Impact and Preservation projects and the type of problems applicable to the project. e. Familiarity and experience with the rehabilitation and Home Repair projects and project scope. 2. Negotiations will begin with the top candidate (s) selected. If negotiations are not successful, the process will begin again with the candidate rated second and so on. 3. Upon completion of successful negotiations, a contract or contracts will be executed with the Adams County Board of Commissioners.
