NOTICE OF PUBLIC HEARING ON SALES TAX LEVY Please be advised the Adams County Board of Commissioners will conduct a third public hearing on a proposed resolution to levy a one-half of one percent (1/2% or 0.5%) sales tax levy effective April 1, 2020, to change the purpose from Adams County Regional Medical Center permanent improvements to County general fund. The hearing will be conducted on Monday, April 8, 2019, at 6:00 p.m. at the office of the Board at 215 N. Cross Street, Suite 102 West Union, Ohio. The Hearing will be held at the Adams County Department of Job and Family Services located at 482 Rice Dr, West Union, OH 45693 from 1:00pm-2:00pm April 29, 2019. The CSSP is available for review and public comments will be accepted at the Adams County Department of Job and Family Services through May 29, 2019. This work is contingent with the successful funding of the FY19 CHIP. This notice shall serve as our Request for Qualifications (RFQ) for a Housing Rehabilitation Specialist for CHIP FY19. Responses to this RFQ will be used to select a qualified contractor(s) to perform the required work as needed by the Adams County Board of Commissioners. Selection of a contractor or contractors will proceed in the following manner: 1. The Adams County Board of Commissioners will review and evaluate the statements of qualifications filed. Evaluation criteria include, but are not limited to: a. Specialized experience or technical expertise of the firm and its personnel in connection with CHIP and other funding programs, and all related requirements. b. Past record of performance on contracts with the County, including quality of work, timeliness, and cost control. c. Capacity of the contractor to perform the work within time limitations, taking into consideration the current and planned workload of the contractor. d. Familiarity of the contractor with Community Housing Impact and Preservation projects and the type of problems applicable to the project. e. Familiarity and experience with the rehabilitation and Home Repair projects and project scope. 2. Negotiations will begin with the top candidate (s) selected. If negotiations are not successful, the process will begin again with the candidate rated second and so on. 3. Upon completion of successful negotiations, a contract or contracts will be executed with the Adams County Board of Commissioners.
