PUBLIC ANNOUNCEMENT Advertise Dates: June 19, 2019 and June 26, 2019 Response due: July 11, 2019 The Adams County Engineer intends to contract for Engineering services in connection with the FEMA DR-4360-OH in Adams County, Ohio. Approximate Construction Cost Estimate: $5 million. Firms interested in being considered for a contract to provide the required services should reply with a statement of qualifications no later than 4:00 pm on the response date shown above. Statements received after this deadline will not be considered. Statements of qualifications should include information regarding the firm’s history; education and experience of owners and key technical personnel; the technical expertise of the firm’s current staff assigned; the firm’s experience in performing geotechnical engineering studies, detailed design, permitting; availability of staff; the firm’s equipment and facilities; references; and any previous work performed on landslide repairs particularly FEMA Proposed Scope of Work and Cost Estimates, Clean Water Act/USACE Permitting, and preparation of Technical Justification Letters. Total pages permitted is 10, with project approach not to exceed 2 pages. Statements of qualifications should be transmitted to: David C. Hook, P.E., P.S. Following this evaluation, the Adams County Engineer and several Adams County Townships (Monroe, Oliver and Bratton) will enter into contract negotiations with the most highly qualified firm(s). The intent is to contract with one firm unless staff availability dictates that more than one firm is appropriate. The schedule is aggressive in order to meet the requirements of Adams County and FEMA. The preliminary project description is as follows: Various landslide repairs from the 2018 storms, major disaster declaration by the President on April 17, 2018 and designated FEMA 4360-DR-OH in Adams County, Ohio. Source of Funding reimbursement from the Robert T. Stafford Disaster Relief and Emergency Assistance Act. This is a 2-step process as dictated by FEMA. The first step is preliminary engineering to develop alternatives and costs to be approved by FEMA. Once the Ohio EMA and FEMA review the submission, a revised Project Worksheet will be generated to capture scope and cost revisions. Then the final design can proceed — site by site. It is the intent of the Adams County Engineer to begin construction as soon as possible. Individual sites will be prioritized based on complexity and scope of work. Some sites will be grouped into one contract for construction. All construction will be contracted. Anticipated dates for design: begin August 1, 2019 and completion by February a, 2020. Anticipated dates for construction: startup October 1, 2019 and completion October 31, 2020. Special Requirements or Restrictions: Federal and State Ohio EMA funds will be used on this project so all requirements for FEMA emergency landslide repairs will be followed.
