She is a member of the Adams County Junior Dairymen 4-H Club. • Whitney Bauman, Otway, is 17 years old and is the daughter of Kent and Joy Bauman. She graduated as salutatorian of her class from Peebles High School and also took classes at Sinclair Community College as part of the CCP program. She will be attending The Ohio State University in the fall. She is a member of the Buckeye Barn Busters 4-H Club, Adams County Jr Leaders, Ohio 4-H Teen Leadership Council, and Peebles FFA. • Laney Hesler, Winchester, is 17 and is the daughter of Randy and Angie Hesler. She recently graduated from North Adams High School. She is a member of the Adams County Junior Dairymen and the North Adams FFA.
KING & QUEEN CONTEST Five finalists for the Adams County Junior Fair Queen and her Court were selected in preliminary interviews held in June. We also brought back the King Contest this year. The final selection of the Queen, King, and Four Queen runners-up took place during the Fair’s Opening Ceremonies on Sunday, July 7. The Contest was sponsored, in part, by the Adams County Junior Fair Board, C103 Country, Erwin Farms & Corn Maze, Peebles Monument Company, Joyce McDowell, The Greene Beanery, The Lafferty Loft, Snappy Tomato Pizza, West Union Flower Shop and Stone Works. • Aden Newman, King from Seaman, is 17 years old and is the son of John & Angelena Newman. The following information on hemp and its production, along with upcoming plans for the newly-created hemp program in Ohio, was provided by the July 30 press release: Hemp is a cannabis plant that does not produce intoxicating effects, grown for its many industrial uses. It yields a strong fiber used in textiles, and its seeds have nutritional value and can be eaten. Cannabidiol, or CBD,
used in food and dietary supplements, can be extracted from the plant. While both hemp and marijuana are cannabis plants, hemp does not produce the same intoxicating effect marijuana does. The difference between the two is in their levels of THC, or tetrahydrocannabinol, which is the chemical responsible for most of marijuana’s psychological effects. According to the USDA, legally-grown hemp must contain less than 0.3 percent THC. Marijuana contains a much higher level of psychoactive THC often over 10 percent. The hemp program will set up a licensing structure for farmers who are inter-

ested in growing the crop, and those who are interested in processing it. The program will allow hemp to be grown and cultivated at universities for research purposes. The Ohio Department of Agriculture will also be testing CBD and hemp products to ensure they are safe and accurately-labeled. Licenses to grow, process, and research hemp are not yet available. Details on how this process will operate are still being straightened out, along with the rules and regulations regarding hemp cultivation and processing. The ODA hopes to have farmers licensed and ready to plant the crop by the spring of 2020.

Grants range from $20,000 to $100,000 and fund equipment purchases and experiential learning activities, including planting school gardens, offering taste tests to children, and organizing field trips to local farms and food producers. She said that a “Stop the Bleed” campaign was initiated several years ago, but that it didn’t gain momentum until the shooting at a Jason Aldean concert in Las Vegas, where it was found that lives were not saved primarily by the EMS providers and first responders, but by people standing next to the victims, who did what they could to stop the bleeding of those they saw injured. “Basically, it’s packing a wound,” Steele explained. “We’re teaching you how to stick whatever you can in it - a handkerchief, a sock, a piece of your shirt. That’s the idea.” “The old method of applying direct pressure,” Steele began, “ the problem with direct pressure is that it’s still bleeding down in that wound, so it can’t get stopped. By packing the wound, you get everything down in that wound, and it helps those clots to form.” “A person can bleed to death in less than five minutes,” said Steele. “By the time EMS has been called and has arrived on the scene, you’ve lost that five minutes.” Steele then explained that if packing the wound doesn’t work, a tourniquet is the next step. She demonstrated how to take a handkerchief, or a strip of shirt cloth, wrap it around the wound, and twist its ends tightly using a stick or pen, then tie it off. “The biggest thing when you apply a tourniquet to someone is that you take and mark a 'T' and a time on their forehead,” Steele added. “Tthat allows a surgeon
to know how long the tourniquet has been on.” Steele noted that a common fear people have when applying tourniquets, or having tourniquets applied to them, is that it will cause the limb to be lost if wrapped too tightly, or left on too long. According to statistics, Steele said, a tourniquet would have to be left on for six to eight hours or longer before a person would be at risk of losing their limb. When packing wounds, the MRC explained not to worry about whether the cloth or material used is dirty, because the primary goal is to stop the bleeding. There are antibiotics to treat infections, they said, but it’s much harder to replace blood that has been lost. To properly administer CPR, the victim must first be laid on their back. Place the heel of one hand on top of the other between the nipples of the victim’s chest, and with locked elbows and shoulders over the chest, fall forward pressing down about two inches. About 100 compressions should be delivered per minute, and your hands should lift slightly after

The USDA would provide us $45,645, and we had to match it in order to receive the funds.” “The planning grant is to do surveys in each of our eight building sites to serve food, taste test with the students, visit at least three other food-to-table operations, and attend a nationwide meeting with USDA representatives to develop the menus, and find items that we can grow on the farm that kids will eat through our own food service operations,” Switzer explained. Richard Seas, Superintendent of the ACOVSD, commented on the school district’s farm project, which he hopes will provide students with many opportunities for education and enrichment. “It’s a pretty exciting opportunity,” said Seas. “If you look at Adams County schools (right) now, we’re one-of-akind. Find me another school in the state of Ohio that has a roughly 200-acre farm attached to it.” “Vocational agriculture - farming - is in our history, it’s in our culture, and there’s a lot of things that can be done with that farm,” Seas continued. “I think it’s going to present us with many many many different opportunities, and farmto-table is just another way to connect with our communities. It’s not just (our) school and (the) community - it’s more like we’re a school community. We’ll be able to work together, and it’s exciting - it’s just the beginning.” “This grant hopefully is just step one,” added Treasurer Switzer. “In order to qualify for the additional USDA funding for our farm, we had to receive the planning grant. So now, we’ve accomplished step one we’ve received the plan-
ning grant, we’ll work through this process, and we’ll be eligible for additional funding in the future to develop infrastructure on the farm based on what we find out from the planning grant.” Farm to school activities have been proven to strengthen local economies. The USDA’s 2015 Farm to School Census found that in the 2013-2014 school year alone, schools purchased more than $789 million in local food from farmers, ranchers, fishermen, and food processors and manufacturers. Schools provide producers stable markets and long-term revenues, and the program introduces students to agricultural career paths. “Our nation’s food supply depends on more young people entering the field of agriculture as farmers retire,” said Secretary Perdue. “Farm to school inspires young people to consider careers in agriculture and food systems.” Since 2013, the USDA Farm to School Grant Program has offered annual grants to schools, school districts, nonprofits, state agencies, agricultural producers, and Indian tribal organizations to plan, implement, or provide training on farm to school activities. FNS (the Food and Nutrition Service) is committed to working with schools and agricultural partners to ensure healthy habits take root in early childhood. USDA’s Food and Nutrition Service (FNS) works to reduce food insecurity and promote nutritious diets among the American people. The agency administers 15 nutrition assistance programs that leverage American’s agricultural abundance to ensure children and low-income individuals and families have nutritious food to eat. FNS also co-develops the Dietary Guidelines for Americans, which provide science-based nutrition recommendations and serve as the cornerstone of federal nutrition policy.
