LEGAL NOTICE The Village of Ripley, Ohio is seeking a qualified, professional candidate for the full time position of Village Administrator. The Village Administrator is the chief administrative officer for the Village and is responsible for: managing all public utilities (water, sewer and electric), supervising the maintenance of all public places, streets, and sidewalks in the Village, working under the direction of and implementing the decisions of the Mayor and Council, overseeing the procurement of materials and services, addressing the concerns of residents and other stakeholders, supervising employees and administering employee benefits, pursuing grant and funding opportunities, economic and community development efforts, and other related duties as are provided by law or as may be assigned. Preference will be given to candidates with a bachelor’s degree in public administration, business management, or a closely related field with a master’s degree preferred, and ten years of progressively responsible public management experience, or equivalent combination of education and experience. PUBLIC ANNOUNCEMENT REQUEST FOR STATEMENTS OF QUALIFICATIONS (SOQ) FOR PROFESSIONAL ENGINEERING SERVICES The Village of Winchester invites General Statements of Qualifications (SOQ) for Professional Services for various municipal projects including but not limited to Grant and Funding Assistance, Surveying, Water Distribution System, Sanitary and Storm Sewer Collection System, Water Treatment Plant, Wastewater Treatment Plant, Bridges, Roadway, Bikeway, Construction Administration and Inspection Services for the performance of assignments made during the calendar years 2019 - 2020. Specific projects will be planned and evaluated on an annual basis for consistency with the Village’s objectives. Requirements for Statement of Qualifications, Programmatic Selection Process: Consultants must submit a SOQ for its Firm to the Mayor at the address mentioned below. Interested Consultants/Firms are encouraged to submit their SOQ by 3:00 pm on August 5, 2019. SOQ’s received after this requested date will be reviewed and placed on file for any subsequent projects scheduled after receipt of that SOQ. Selection Procedures: The Village of Winchester will maintain the list of qualified professional firms for selection of Firm/Consultant for each field. Each professional firm/consultant shall be responsible to update its SOQ on file in accordance with ORC 153.65-71 as necessary. The Village of Winchester may form a selection committee comprised of Village officials to review SOQ’s for major projects. The Village of Winchester will evaluate and select qualified consultants from the list on file at the time for a specific project and/or study per ORC 153.65-71. Project specific rating criteria may be developed for specific projects. The Village of Winchester may choose to interview selected firms for particular projects if deemed necessary. The Village reserves the right to conduct other Requests for Qualifications or Requests for Proposals when deemed necessary on a project by project basis.
