Miami Township Korean War Memorial on track Money still being sought for privately funded project Sun staff
Preliminary plans for the Korean War Memorial and the Miami Township Memorial Garden and Arboretum were revealed and suggestions were sought at a meeting of Korean War Veterans Thursday, Feb. 10. Bill Knepp, chairman of the committee formed to build the memorial, said the concrete base for the Korean War Memorial will be poured in March if the weather cooperates. The base will support several boulders topped with a monument of black granite detailing the history of the war on one side and a laser etched picture of an outpost on “Old Baldy” hill, a hotly contested hill where many men lost their lives as the signing of the armistice approached. Surrounding the monument will be 22 rifles bearing empty helmets and the names of the Clermont County men who did not come home from the war. Knepp said there are currently 18 men known to have lived in Clermont and died in Korea. The remaining four rifles will be reserved for additional heroes as research in to the war continues. Knepp said there will also be a special section recognizing the 8,176 Americans who went missing in action during the war, including three from Clermont County. “One of the biggest injustices in any war we ever fought was the way the missing in action were handled in Korea,” Knepp said. The monument will be built in Miami Meadows Park on
8.5 acres of land, which includes a pond and is located adjacent to a 200 space parking lot. In addition to recognizing the sacrifice of veterans of the Korean War, the garden will host memorials to every war enter by the United States since the Revolutionary War. A path has been planned to encircle the pond along with 16 black granite benches which will be dubbed the “Trail of the American Constitution.” Laser inscribed on the benches will be quotes from the Declaration of Independence, the U.S. Constitution, and the amendments. The bases for the benches will also be poured in March. The war memorials will be placed behind the benches separated by flowering crabapple trees. Knepp said the committee, whose members include Miami Township residents R.J. Vilardo and Robert E. Sterling, is focused on building a place where people can gather to learn American history and where veterans can come to remember their brothers and sisters in arms in a comfortable setting. “It’s becoming more than just a block of rock,” Knepp said. “We want a green, living, actual monument all around that lake.” The lake currently features a temporary fountain but Knepp said that a larger, permanent fountain should be in place in time for a planned July 2 Korean War Veteran picnic and reunion. pond will be a grove of Buckeye trees donated by Joe Uecker and his family. The donation includes a trust setup for their care. North of the Buckeye grove will be a natural seating area and stage on the side of a hill. Korean lilacs, dogwoods, and birch trees will line the south shore of the pond. “Think about this project and what it will grow into,” Vilardo said. Knepp said the committee is looking for any and all ideas for the memorial that local veterans may have. “We need your ideas, they
will be incorporated if we can get the funding,” Knepp said. “We’re gathering ideas and raising funds for the infrastructure.” The goal of the committee is to build the garden without the use of public funds. “We’re going to build this with nothing but of the people, by the people, for the people,” Knepp said. “What is different about what we are doing is, unlike other people, we don’t go with a hand out and expect the tax payers to pay for it. We’re not asking for grant money, we’re not asking for anything but public subscrip-
tions.” Knepp said companies have come forward to donate their services or materials for the project. The Spirit of ‘76 monument was donated by Harris Memorials and Maggard Laser Art. DRK construction has donated the concrete base for the Korean War Memorial, and Knepp said the base for the memorial will be installed with $50,000 of in-kind donations and cash. Knepp said he will charge a fee for his town crier services from now on, which will in turn be donated to the memorial.
All donations are deposited in an account setup through the Miami Glen Performing Arts, which is a 501(3)c organization. Payments are made from the account by the Miami Township Trustees, who maintain control of the land. Knepp said the committee is working hard to raise funds to complete the project. “Five dollars means as much to me as $5,000,” Knepp said. The Clermont County Commissioners’ public hearing on New Richmond’s petition to form their own “paper” township will be held Wednesday, Feb. 23 and representatives from the village and Ohio and Pierce townships are cautiously awaiting the outcome. New Richmond has petitioned the commissioners to allow the village to form its
own township, which would separate the village from Ohio and Pierce townships. There would be no changes in current structure of the village government, however residents would no longer be eligible to vote in township elections. The commissioners will hear from the public and discuss the issues 6 p.m. in their offices on the third floor of the Clermont County Administrative Building in Batavia.
The New Richmond Village Council has said its intentions are to reduce the tax burden on their citizens. “If our petition is approved people living in the village who pay property taxes to the township would no longer have to pay them, nor would those taxes come to us,” Councilman Richard Matthews said. After researching the process with New Richmond Village Solicitor John Korfhagen, Matthews said the council has determined that New Richmond will maintain the capacity to annex additional land into the village in

The Union Township Police Department and the Ohio State Highway Patrol are investigating reports of chunks of cinder block and rocks being thrown on to westbound I-275 from behind a sound barrier between state Route 125 and Five Mile Road. Union Township Lt. Scott Gaviglia said the two departments have received at least eight reports of similar instances in recent weeks. On Tuesday, Feb. 15 officers were called to respond to the most recent report of a cinder

block hitting the front bumper of a semi truck. Gaviglia said investigators were able to determine the trajectory of the rocks and when officers approached the location where they believed the rocks were coming from two people were spotted fleeing the scene. While searching the area, officers found ladders leaning against the west side of the sound barrier. Gaviglia declined to comment on whether his department had found any clues on the ladders related to who may own the ladders or who was using the ladders. See Rocks, Page 2

the future. “There are state statutes that say we can annex as a village or a township,” Matthews said. “We may have some people in the future that want to come into the village in the future and we certainly don’t want to ruin that for them.” Matthews said the village has an excellent wastewater treatment plant that is currently operating under capacity and annexing new residents into the village through the process of providing them access to that sewer system is one of their goals.

The Village of New Richmond is almost entirely located in Ohio Township and Gilpin said the township would lose about $51,800 in real estate tax revenue annually if the petition is approved. The revenue is used by the Ohio Township Fire Department to provide mutual aid to the New Richmond Fire Department when needed and Gilpin said the township has cooperated with the village on numerous occasions when purchase equipment for fire and EMS protection and other projects the village has requested. Gilpin said there are additional benefits to being a resident of Ohio Township. “All of the residents of

Ohio Township are entitled to the same services whether they live inside the corporation limits of the village or in the unincorporated area of the township,” Gilpin said. “The township provides a very nice township hall, park and park shelter that is available to reserve and use at no charge to all township residents. The township also prides itself on the condition and maintenance of the township roads that all of the township residents travel.” While the loss of the village and its revenue will have an impact on all of the Ohio Township Trustees as they go forward with future budgeting plans, the restructuring will have a greater impact on Trustee Rick Hinson. “Rick Hinson has been a trustee for many years and resides within the village
limits,” Gilpin said. “The understanding is that Mr. Hinson would have to resign immediately as he would no longer reside inside the township if the paper township is permitted to be formed.” Pierce Township will lose between $15,000 and $30,000 annually in revenue if the paper township is approved, however administrator Dave Elmer said unlike Ohio Township, Pierce does not have residents in the village. Their revenue loss would come exclusively from Duke Energy’s Beckjord Power Plant. “No homes in Pierce Township are with in the Village of New Richmond, only Beckjord will be impacted,” Elmer said. “That is part of the argument we made when we ask New

The three political subdivision also have an annual contract to minimize response times to various areas in the townships and the village. Elmer said the New Richmond Fire Department can respond to certain areas of Ohio Township faster than their own department and Pierce Township can respond to portions of the village and Ohio Township faster. Elmer said Pierce Township also provides benefits that are not exclusive to township residents. “All of our roadways, parks, police department protection are all indirect benefits to everyone,” Elmer said.

OHSAA Seeking Competitive Balance Acting on a recommendation from the Ohio High School Athletic Association (OHSAA) Competitive Balance Committee, the OHSAA Board of Directors unanimously placed a new bylaw up for the vote of the OHSAA membership that would be the first step toward possible changes on how schools are assigned to tournament divisions. The proposed new bylaw, which will be voted upon by OHSAA member schools during the annual referendum voting process in May, states that “each school shall be placed into tournament divisions based on its sport-by-sport athletic count.” Schools would not be separated into tournaments for public schools and non-public schools, nor would a “multiplier” be applied to non-public schools to increase their enrollment, which a few other states utilize. Rather. the enrollment numbers for all schools (both public and nonpublic) would be entered into a three-part formula to establish their “athletic count.” The proposed bylaw goes on to say that the formula for determining “athletic counts” and to which sports the athletic counts shall be applied will be determined every other year by the Board of Directors and will be listed in the OHSAA’s General Sports Regulations. If approved, implementation of the new formula would begin no later than the 2013-14 school year. In addition, a standing committee would be formed to monitor the effectiveness of the athletic count formula and to record to the Board of Directors any changes in the weight to be given to any one or more of the factors in the formula. At the present time, all schools are placed into tournament divisions based strictly on enrollment figures that the schools submit to the Ohio Department of Education. The
proposed three-part formula to establish athletic counts would require the OHSAA to also include a school boundary factor (how students are obtained - non-public schools with no boundaries; non-public schools with limited boundaries; public schools with statewide open enrollment; public schools with adjacent open enrollment; and public schools with no open enrollment), a socioeconomic factor (the number of free lunch participants) and a tradition factor (state championship game appearances, state tournament appearances and regional finals appearances). The school boundary and tradition factors could increase a school’s enrollment while the socioeconomic factor could decrease a school’s enrollment. The tradition factor is that only one of the three that would be implemented on a sport-by-sport basis. All three factors are applied to the enrollment count. Each school will have a sport-by-sport “athletic count” for purposes of tournament division assignments. The state championships in selected team sports between 1999 and 2010 have been won by non-public schools that make up only 17-percent of the total membership of the OHSAA. Pee Wee Boys and Girls Basketball Tournaments First Annual Lady Cats Basketball Spring Classic Double Elimination Pee Wee Tournament for boys and girls has three divisions for third and fourth graders, fifth graders, and sixth graders. The cost is $50 per team over two weekends March 18-20 and March 25-27. Trophies will be awarded to the top two teams of boys and girls in each division. Wresting, Track and Field, Baseball, and Softball focus of Ohio High School Board of Directors Meeting At the most recent meeting of the Ohio High School Athletic Association’s (OHSAA) Board of Directors several items of interest pertaining to Clermont County schools were discussed. The first-ever dual team state wrestling tournament will begin during the 2012-13 season. It will be conducted in a seeded, regional format (similar to football) and will conclude the week prior to the sectional round of the individual state tournament. The dual team state tournament will be a one-day event consisting of quarterfinals, semifinals, and finals. The track and field coaches association withdrew its proposal to add the triple jump (hop, skip, and jump) to the list of events to be contested at the state tournament. The board approved a proposal on how runners qualify from the semifinals to the finals at the OHSAA regional and state tournaments. The change stipulates that the first two placers in both semifinal heats will qualify to the finals, plus the next four fastest times, overall, regardless of heat. The top two placers in both semifinals and the next five fastest times will advance to the finals at the state meet. Beginning in 2012, practices and games may begin the Saturday prior to the previously announced Monday start date. In 2012 practice may start March 3 instead of March 5 and games may begin March 24 instead of March 26. Pitchers and catchers may still begin practice on Feb. 20, 2012. The junior high committee has completed a brochure that addresses such issues as eligibility, non-interscholastic participation, and recruiting. The Thursday Late ThreeMan Handicap League will take place at 9:30 p. m., at a cost of $15 per person. Trophies will be awarded to the winning team. A Miller Have-A-Ball League will have 16-week sessions taking place on three separate days beginning Feb. 10 at 9:30 a. m., Feb. 11 at 6:30 p.m., and Feb. 13 at 8:15 p. m. Each team will consist of four members with any combination of male or female. The cost is $10.95 per person per week. Actually, the amount of carbohydrate in fried green tomatoes may surprise you. Each serving has about 13 grams, which counts as one carbohydrate exchange in most plans; your wife just needs to take that into account as she enjoys one of her favorite foods. However, dietitians would probably encourage her to limit her intake — not because of the carbohydrates involved, but because of the fat and calories in fried green tomatoes. Frying any type of food adds a significant amount of calories from fat. Because people with type 2 diabetes are at much greater risk for obesity and heart disease, eating fried foods six times a week probably isn’t a good plan. On the (hopefully) rare occasion when she does indulge, your wife might consider making the treat with whole-wheat flour or wholegrain cornmeal. Opting to use the whole grain contributes fiber to the diet and helps the body absorb carbohydrates more slowly, at a rate that helps control blood sugar. Overall, though, the message for
any person with diabetes is to adopt a balanced, healthful diet designed to help control blood sugar and maintain a healthy weight. Any nutritious diet includes good portions of vegetables, fruit, whole grains, lean protein and low-fat dairy with a splash of healthful oil. Indulge in high-fat, high-calorie, low-nutrient treats only occasionally. In addition, the American Dietetic Association recommends that people with diabetes eat meals and snacks at regular, planned times, and to consume about the same amount of food at each meal or snack. Following such a plan will help keep blood sugar levels as stable as possible. For help in creating a meal plan that works for you, visit the American Diabetes Association website at http://www.diabetes.org; choose the “Food and Fitness” tab. It has information on planning meals, counting carbohydrates, consuming normal portion sizes, learning about the glycemic index and how it can be used to control blood sugar, and more. There’s plenty of good information available to help you and your wife learn more. But it’s always also helpful to work with a registered dietitian for those out-of-box type of questions ... like fitting fried green tomatoes into a healthy diet. During your lifetime, you make a lot of moves to provide financial security to your loved ones. You put away money for college for your children. You save and invest for your own retirement so that you won’t burden your grown children with significant expenses. And you purchase adequate life insurance to enable your family to maintain its lifestyle should anything happen to you. Yet, if you’re going to help preserve your family’s financial wellbeing after you’re gone, you also need to take one additional step: Create an estate plan. Toward that end, you’ll want to start by learning a few of the estate plan basics, such as these commonly used tools: • Will — For most people, a will is probably the most essential estate-planning doc-

ument. Regardless of the size of your estate, you need a will to ensure that your assets and personal belongings will be distributed according to your wishes. If you die intestate (without a will), your belongings will be distributed to your “heirs” as defined by state laws — and these distributions may not be at all what you had in mind. • Living trust — A simple will may not be sufficient for your needs. Consequently, you may want to design a living trust, which provides you with more flexibility in distributing assets. For example, you could direct your living trust to disperse assets to your children or grandchildren at specific ages. Also, a living trust makes it possible for your assets to be distributed without going through the often time-consuming, and public, probate process. • Beneficiary designations — Over time, your life may change in many ways, through marriage, remarriage, children, stepchildren and so on. That’s why it’s important to periodically update your beneficiary designations on your insurance policies and retirement accounts, such as your IRA and 401(k). These designations are powerful and can even supersede the instructions left in your will or living trust, so it’s essential that you’ve got the right people listed as your beneficiaries. • Irrevocable life insur-
ance trust — Depending on the size of your estate, your heirs may ultimately have to pay estate taxes, though the estate tax laws have been in flux in recent years and may continue to evolve. If estate taxes are a concern, you may want to take steps to alleviate them, such as establishing an irrevocable life insurance trust, under which you’d transfer a life insurance policy out of your estate and have the trust distribute the proceeds to the beneficiaries you’ve chosen. • Power of attorney — A power of attorney allows you to appoint a person (an “Attorney-in-Fact” or “Agent”) to handle your affairs if you can’t do so yourself. • Health care directive — A health care directive allows you to name someone to make health care decisions on your behalf, should you become physically or mentally incapacitated. Estate planning can be complex, so you’ll need to work with your tax, legal and financial advisors to make the arrangements that are appropriate for your needs. It may take some time to develop your estate plan, but it’s well worth the effort.
