New Richmond to remain part of townships BY BRETT ROLLER Sun staff

After filling the Clermont County Commissioner’s chambers twice the elected officials and residents of the

village of New Richmond and Ohio and Pierce Townships have their answer. The commissioners voted to deny New Richmond’s petition to form a paper township Wednesday, March 2.

As a paper township New Richmond residents would no longer pay taxes to Ohio Township, and a portion of Duke Energy’s Beckjord Power Plant would no longer pay taxes to Pierce Township. The Commissioners held a public hearing to get input from all sides of the issue on Wednesday, Feb. 23 and at

that meeting many Ohio Township officials and residents decried the loss of revenue the paper township would cause them. “I also agree that it causes quite a burden on particularly Ohio Township,” Board of Commissioners President Ed Humphrey said. “We checked with the County

Commissioners’ Association of Ohio and they are not aware of any village conforming with its own boundaries, it has not come before them in the past, and I don’t think we want to set a new precedent at this time.” Commissioner Bob Proud said the decision was not taken lightly and there were a

number of complex issues to consider. “Looking over all the pros and cons of this whole thing, and we’re tasked with looking at the greater good as well, I would recommend that we...deny the petition,” Proud See Township, Page 2

Clermont County leaders saluted Residents receive awards in 26 different categories BY BRETT ROLLER Sun staff

Clermont 20/20’s annual awards banquet, Salute to Leaders, brought together 450 of the county’s influential people together to recognize the outstanding efforts of volunteers in 26 different categories. The organization’s commitment to making Clermont County a “great place to live, learn, and work” began in 1988 with a conversation between William Over and Ed Parish. Over’s dedication and commitment to his county is recognized each year with the Salute to Leaders’ highest award, the William H. Over Leadership Award. The 2011 Over Leadership Award was presented to long time community volunteer Eric Grothaus. Grothaus has worked in the community for U.S. Precision Lens and Total Quality Logistics in the companies’ human resources departments where he lead corporate

United Way campaigns, and served on the United Way of Greater Cincinnati Eastern Division cabinet. He has also lead corporate Fine Arts Fund campaigns. He is a 2011 Clermont 20/20 Board of Directors member and former officer and chair. He has served as a board member and officer with the Clermont Counseling Center and LifePoint Solutions, and as a board member of Northern Kentucky University’s Career Development Center. Grothaus is a member of the Clermont County Targeted Industry and Workforce Development Team. He is also on the Dean’s Advisory Council for UC Clermont. He attends St. Elizabeth Ann Seton Church in Milford where he is a parish council member. In addition to his fund-raising and advisory activities Grothaus has coached many soccer, basketball, and volleyball teams. The Over Leadership Award is one of 11 county awards presented. Arts Wave Sampler taps children’s creativity Free event at Clermont College gives hands-on arts exposure BY BRETT ROLLER Sun staff

A little more than 200 children and their families converged on the University of Cincinnati Clermont College Saturday, Feb. 26 to stretch their creative wings and experience interesting art forms during the college’s Arts Wave Sampler. School budget cuts have been an often-discussed topic in recent years and frequently the arts are at the top of the list for the chopping block. Arts Wave gives local children free

exposure to art each year as part of its fund-raising season kick off event with sponsorship from Macy’s department store. “It’s extremely important for children to gain exposure to the arts,” UC Clermont program manager for events and community art Nikki Vargas said. “A lot of times this is a first time exposure to some unique art styles.” Arts Wave supports the arts in Cincinnati through funding and promotion of Cincinnati art staples like the Cincinnati Museum Center, the

Cincinnati Symphony Orchestra, and many galleries and events throughout Greater Cincinnati. They also support community arts in the region. UC Clermont’s Art Wave Sampler featured opportunities for children to make their own art using a wide variety of mediums. “The event is most geared towards families with younger children,” Vargas said. Children could make a pinch pot in the ceramics workshop or learn the techniques of Andy Warhol in creating their own pop art. She won the Ohio Township award for her dedication to physical education at New Richmond Middle School. When not coaching the high school swim team she provides swim lessons for New Richmond's Parent Teacher Organization and summer swim program. James Taylor earned the Safety and Justice Award for his dedication to the children of Goshen Township, including his continued efforts to establish a Goshen Township branch of the Boys and Girls Club of Clermont County. experience art through a music performance by women's trio Raison D'Etre and a Peraza string concert. Classic art reproductions were featured in an art treasure hunt. Vargas said several cub scout and girl scout troops attend the event every year as part of their merit activities.

Township: Petition denied Continued from page 1 said. New Richmond Village Solicitor John Korfhagen told those gathered for the public hearing that the village’s intent in submitting the petition was to bring the village within conformity with its boundaries, essentially to declare the village separate from the townships in a similar way that a town charter would separate the village. He said the action began as an effort on behalf of the village council to save its residents from paying township property taxes. During the public hearing the actions of past New Richmond Village Councils were discussed, as was Ohio Township’s reliance on the tax base within the village. Ohio Township would have lost $52,000 per year, or 10 percent of their general fund. The township does carry a surplus each year as an emergency reserved but at current spending levels the 10 percent loss would lead to no surplus and a deficit budget after five years. Ohio Township Trustee Rick Henson and several other community members questioned a previous New Richmond Village Council’s introduction of a 1 percent earnings tax which generated $195,000 in its first year, 2010. New Richmond Village Councilman Gary Stein said the earnings tax was designed to offset the loss of revenue that will come in 2016 when state subsidies of tax dollars lost in the 2001 deregulation of the power industry take effect. Councilman Nick Wolf said the council did not want to tax the already burdened residents. “We decided that rather than put a levy on the ballot and tax residents and property owners only, we have a lot of new construction going on in the village both governmental street repairs and new housing going in, let’s tax outside village people who work in the village,” Wolf said.

Former Washington Township Trustee and former President of the Clermont County Township Trustee Association Tom Dix said the creation of a separate township may not provide the benefits the village is seeking and may have a dangerous impact on the county as a whole. “I think this is bad public policy,” Dix said. “If you approve this I think you would open up a Pandora’s box that you wouldn’t want to open up.” Trustee association member and Tate Township Trustee Howard Daugherty said it would be conceivable that Bethel, Chilo, Newtonsville, or Goshen could pursue the same arrangement. New Richmond Village Councilman Nick Wolf said the village is unique among county villages because it is entirely self sufficient. It maintains its own fire department, police department, waste water treatment plant, and water treatment plant. Pierce Township Solicitor Francis Kelly said the village is not as independent as Wolf believes. “By geography, by proximity, by mutual aid agreements Pierce Township, Ohio Township, and New Richmond Township are inextricably intertwined,” Kelly said. “Our fortunes are pretty closely related and I just think for adversary relationships to be created and to be fostered by a higher board (the commissioners) would really be a bad thing in general and especially for the county at large.” Kelly also mentioned that by eliminating the millage levied by the township the village property taxes would be below the 10 mill state limit knows as inside millage. The inside millage is how much millage a government entity may levy without a vote by its constituents. “If the township millage goes away, the inside millage would go away,” Clermont County Chief Deputy Auditor Chuck Tilbury said. “That 1.3 millage would be available.”

Ohio’s first modern day deer-gun season opened in 1943 in three counties. Hunters harvested 168 deer. In 1956, deer hunting was allowed in all 88 counties and hunters killed 3,911 deer during a one-week season. Hunters were encouraged to kill more does this season and donate extra venison to organizations assisting Ohioans in need. The Division of Wildlife collaborated with Farmers and Hunters Feeding the Hungry (FHFH) to help pay for the processing of donated venison. Hunters who gave their deer to food banks were not required to pay the processing cost as long as the deer were

taken to participating processors. Counties being served by this program can be found online at http://fhfh.org/. Anyone interested in forming a chapter in an area not served should contact FHFH directly. A statewide hearing on all the proposed rules will be held on Thursday, March 10 at 9 a.m. at the Division of Wildlife’s District One office, which is located at 1500 Dublin Road in Columbus. After considering public input, the Ohio Wildlife Council will vote on the proposed rules and season dates during its April 6 meeting. Spring trout releases provide fishing opportunities in Ohio Releases start March 11 and continue through mid-May Public fishing opportunities will be enhanced this spring when more than 80,700 rainbow trout, each measuring 10 to 13 inches long, are released into 48 Ohio lakes and ponds, according to the Ohio Department of Natural Resources (ODNR) Division of Wildlife. The releases will take place between mid-March and midMay; anglers are reminded that the daily catch limit for inland lakes is five trout. Some locations will feature special, youth-only angler events on the day of the sched-

uled releases. Anglers age 16 and older must have an Ohio fishing license to fish the state’s public waters. Once the youth-only events have concluded, all other anglers may fish. Boat registrations hit a record high this year Despite a sluggish economy, Ohioans pushed state watercraft registrations to a record high for the second year in a row, according to the Ohio Department of Natural Resources (ODNR), Division of Watercraft. Ohio posted a record 424,700 registered watercraft, significantly higher than the previous record of 419,364 reported in 2009. The totals do not include more than 6,400 additional watercraft, mostly canoes and kayaks, that were registered through commercial liveries. Counties reporting the highest number of deer checked during the season were: Coshocton-8,837, Tuscarawas -8,164, Licking-7,819, Muskingum-7,130, Guernsey6,990, Harrison-6,965, Knox6,335, Carroll-5,721, Holmes5,635 and Ashtabula-5,333. Ohio High School Athletic Association Seeking Competitive Balance Acting on a recommendation from the Ohio High School Athletic Association (OHSAA) Competitive Balance Committee, the OHSAA Board of Directors unanimously placed a new bylaw up for the vote of the OHSAA membership that would be the first step toward possible changes on how schools are assigned to tournament divisions. The proposed new bylaw, which will be voted upon by OHSAA member schools during the annual referendum voting process in May, states that “each school shall be placed into tournament divisions based on its sport-bysport athletic count.” Schools would not be separated into tournaments for public schools and non-public schools, nor would a “multiplier” be applied

to non-public schools to increase their enrollment, which a few other states utilize. Rather. the enrollment numbers for all schools (both public and non-public) would be entered into a three-part formula to establish their “athletic count.” The proposed bylaw goes on to say that the formula for determining “athletic counts” and to which sports the athletic counts shall be applied will be determined every other year by the Board of Directors and will be listed in the OHSAA’s General Sports Regulations. If approved, implementation of the new formula would begin no later than the 2013-14 school year. In addition, a standing committee would be formed to monitor the effectiveness of the athletic count formula and to record to the Board of Directors any changes in the weight to be given to any one or more of the factors in the formula. At the present time, all schools are placed into tournament divisions based strictly on enrollment figures that the schools submit to the Ohio Department of Education. The proposed three-part formula to establish athletic counts would require the OHSAA to also include a school boundary factor (how students are obtained non-public schools with no boundaries; non-public schools with limited boundaries; public schools with statewide open enrollment; public schools with adjacent open enrollment; and public schools with no open enrollment), a socioeconomic factor (the number of free lunch participants) and a tradition factor (state championship game appearances, state tournament appearances and regional finals appearances). The school boundary and tradition factors could increase a school’s enrollment while the socioeconomic factor could decrease a school’s enrollment. The tradition factor is that only one of the three that would be implemented on a sport-by-sport basis. All three factors are applied to the enrollment count. Each school will have a sport-by-sport “athletic count” for purposes of tournament division assignments. The board’s current plan is to propose that athletic counts only be utilized in the sports of football, soccer and volleyball in the fall, basketball in the winter, and baseball and softball in the spring. Consideration will be given to add other sports in the future. The OHSAA Competitive Balance Committee was formed in January 2010 in response to concerns raised by a group of school administrators in northeast Ohio who conducted a study that showed that 43-percent (146 of 340) of the state championships in selected team sports between 1999 and 2010 have been won by non-public schools that make up only 17percent of the total membership of the OHSAA. Your 401(k) offers taxdeductible contributions, taxdeferred growth of earnings potential and a variety of investment options — so it’s a great tool for building retirement savings. Yet like all tools, your 401(k) must be used properly to get the best results. That’s why you should review your 401(k) at least annually and make whatever adjustments are needed. Depending on where you work, you may get some 401(k) review help from your plan provider. But if that assistance isn’t available, you might want to consult with a financial professional to make sure you’re getting the maximum benefit from your plan. As you begin to review your 401(k), your first question should probably be this: “How much should I contribute?” At the very least, try to put in enough to receive your employer’s matching contribution, if one is offered. If you don’t earn this match, you are essentially walking

away from “free money.” Beyond this, though, the amount you put into your 401(k) might depend on what other retirement savings vehicles you have available. For instance, if you’re eligible, you may also want to contribute to a Roth IRA, which offers tax-free growth potential, provided you’ve had your account for five years and don’t start taking withdrawals until you’re 59?. Of course, it’s not only how much you put into your 401(k) that determines its success — it’s also how you choose to allocate your investment dollars. (Keep in mind that asset allocation does not guarantee a profit or protect against loss.) Your 401(k) may have a dozen or more investment choices, such as stock funds, bond funds and money market funds. To choose the right investment mix, you’ll need to consider a variety of factors, including these: • Your age – Generally speaking, the younger you are, the more aggressive you can

afford to be with your 401(k) investments, because you’ll have decades in which to potentially overcome the inevitable down periods of the market. As you get older, you may wish to invest somewhat more conservatively, but you’ll still need some growth potential in your 401(k) portfolio. • Your goals — Everyone has different goals for retirement. You might want to retire early and travel the world, while your co-worker desires to work as long as possible and then, upon retirement, stay close to home and pursue hobbies. Because you each have different goals, with different income needs, you also may need to follow different investment strategies within your 401(k). • Your other retirement income sources — If you have a variety of retirement income sources — a pension from another job, an IRA, a spouse withgenerous retirement benefits — you may need to invest differently, perhaps less

aggressively, than if you had fewer options for retirement income. Apart from putting away as much as you can into your 401(k) and choosing the right investment mix, what else can you do to get the most out of your plan? Here’s a suggestion: If you have worked at various jobs and acquired multiple 401(k)s, consider rolling them over into one account. You might save money on fees and reduce paperwork, but more importantly, you’ll be able to concentrate your resources and pursue a unified investment approach, with your investment dollars working together toward your ultimate retirement goals. As you can see, a 401(k) review and rollover can reward you in many ways — so do whatever it takes to maximize your 401(k)’s performance.

Kummer solos at Clermont County Airport Kelly Kummer soloed in a single-engine aircraft on Feb. 4. This was Kelley’s first flight as a student pilot without her instructor in the aircraft. Kummer is enrolled in the Aviation Technology: Professional Pilot Program at the University of Cincinnati. The laboratory portion of the Professional Pilot Program is taught at the Clermont County Airport. Kummer is the daughter of Jeff Kummer and Melissa Rose of New Richmond. When Kelley completes the two-year program through the University of Cincinnati, she will have earned an Associate of Applied Science degree and a Commercial pilot certificate.
