Bethel council adopts new billing software BY KRISTIN BEDNARSKI Sun staff
Bethel council members waived a second and third reading at their April 11 meeting and voted to adopt a new
software contract from Software Solutions that will be used for utility billing. Donna Gunn presented the financial item, which will cost $20,734. Gunn said the software will allow more options
for billing. Although the price is higher up front, Gunn said the yearly maintenance will be less. Software Solutions provides comprehensive, computerized systems to local governments and utilities and specializes in serving counties, villages and townships. The software will be computerized and more accessible
to residents. “In the long run, we’ll be able to do more,” said councilwoman Janice Ireton about the software. “It will pay for itself in no time.” Ireton and Gunn discussed that the current software system does not provide enough options for residents, and costs them more to pay with a credit card.
The new system will be quicker and speed things up for clerks. “The nice thing about this software is it is widely used in this area,” said Travis Dotson, village administrator. “Clerks can ask if they have trouble.” Dotson, who was concerned about clerks having to learn how to use the new software, said that once the clerks
reviewed the Software Solutions option, they were all for it. Council members voted on the issue after only one reading because the village’s contract with the current provider is approaching its end date. Gunn said the money for the new software will come from water and electric funds.
Servicemen honored by county for their service Veterans’ service organizations present information to troops and their families BY KRISTIN BEDNARSKI Sun staff
National County Government Month continued April 6 with a ceremony and presentation for servicemen and their families following the Clermont County Commissioners’ regular session. Three local servicemen were honored in a ceremony for their service. Lance Cpl. Alex Meagher of the Marine Corps and Private Anthony DeCamp of the US Army were present to receive recognition. Cpl. Ben Moore of the Marine Corps was also recognized. “It is an honor to receive this from everyone,” Meagher said after the ceremony. The two young men were honored by the commissioners, Sheriff Tim Rodenberg, and Gertrud Whitaker, on behalf of Congresswoman Jean Schmidt. In addition, two veterans’ service organizations honored and presented information to the servicemen and their families. Tracy Braden, president of The Thank You Foundation and Danny Bare, executive director of Clermont County
Veterans’ Service Commission both spoke about what the service organizations did for them. “I was a mom that went to my first meeting kicking and screaming,” said Braden about The Thank You Foundation. “I am thankful my family took me, it really made a difference.” Braden, whose son was deployed, said The Thank You Foundation provided her with a place to talk to other parents and friends of troops who were going through the same things as she was. The support group holds regular meetings and also plans activities to honor and celebrate the men and women that serve. Bare, a Vietnam veteran, spoke about his involvement with the Veterans’ Service Commission. The Commission provides troops with many financial services including medical assistance, earning benefits, financial help for families and emergency assistance. Bare said when veterans come into his office they will get the support they deserve. “You are brave, unselfish and doing something on a volunteer basis that is very dan-

recuperation visit and will return to Afghanistan April 13. Meagher is being deported to Afghanistan for the first time April 17. “We know we are going into the storm of things,” Meagher
said about his expectations of Afghanistan. “Obviously I’m not even there, but I can’t wait to come home.” DeCamp, who was in Afghanistan prior to his rest and recuperation period,

Clermont County Commissioners’ regular sessions may soon be live streaming and available for residents to watch at any time online. Commissioners are in the process of investigating several companies that offer recording services and are discussing whether or not they
wish to make their sessions available online. Granicus, a company designed for all levels of government to provide public information on the Internet, is an option commissioners are looking into. The company would provide live-streaming technology that would be accessible through the Clermont County website. “I liked the full capability because I think it makes our
meetings more transparent,” said Commissioner Ed Humphrey. Humphrey said that with the Granicus option, all regular meetings would not only be live on the website, but viewers could also pick and choose which items they wanted to watch on the agenda, rather than having to watch the entire session. Humphrey said Granicus would cost around $7,000 a year and the sessions would be archived on the website. AV Capture All, another technology company for government agencies, is a second

live streaming option. The sessions would be live but would not offer the choice for viewers to pick and choose agenda items to watch. Humphrey said this technology would cost around $2,400 a year. Lastly, commissioners could chose to post previously taped sessions on Vimeo, a video website similar to YouTube. Vimeo provides users with a channel to post their videos, and government agencies such as the White House, have used Vimeo to post recordings of meetings, addresses, press briefings and
more for public viewing. This option is around $60 a year. Although Commissioner Archie Wilson said he believes in transparency, he is opposed to all of the above options because he doesn’t feel the county should spend extra money in tough financial times. “The most basic, simple government is the most efficient government you can have,” Wilson said. “Why would I take on a debt I’ve never had?” Wilson said he wouldn’t add any of the technologies, and if they were added he said

they should cover the informal work sessions, which he calls the meat and potatoes. “The shows should not be about political game, they should be about public information,” Wilson said. “I’m not running this year so I don’t need my face all over camera.” Currently, Clermont Commissioners’ regular sessions are taped and broadcast through CCG-TV on Time Warner Cable and some recordings are also available on the Clermont County See Sessions, Page 2

On April 22, the 41st anniversary of Earth Day will be celebrated by millions of people around the world. As a global citizen, you may wish to commemorate this event by thinking of ways you can help the environment, such as boosting your recycling efforts and cutting back on your energy consumption. But you can also contribute to a “greener” world through your investment activities. Specifically, you can take action in two related areas: reducing your paperwork and consolidating your accounts. Let’s take a look at both of these possibilities. First, if you want to decrease your investmentrelated paperwork, you need to take advantage of all the paperless options that have probably been made available to you by those financial services companies with which you work. So, for example, you may want to choose to receive online statements, rather than paper ones. And when you make transactions, you may also be able to receive online confirmations. Not only will online docu-
ments help save paper, but it can also help protect you from identity theft. The more paper statements, confirmations and similar items lying around, the greater the possibility of their being exposed to prying eyes. (In fact, if you do still receive paper documents, you may want to shred them soon after you’ve reviewed the information.) If you think you may need to produce this investmentrelated information, possibly to give to your tax advisor, you can always go back to your financial service provider’s web site, access the documents you need, and print them. Most companies make this information readily accessible to their clients for months, or even years, after it is initially generated. Now, let’s move to another environmentally conscious aspect of investing: consolidating your accounts. Start by listing all your financial assets, such as your bank accounts, investments, IRAs and employer-sponsored retirement plans, such as a 401(k), if you worked for a private employer, a 457(b), if you worked for a state or local

government, or a 403(b), if you worked for a school or other tax-exempt organization. By consolidating as many of these accounts as possible with one financial services provider, you can significantly reduce the number of statements you receive and the paperwork you generate. But the reduction of paperwork is only one benefit you’ll receive from consolidating accounts. You might also be able to lower the amount of fees you pay. And even more importantly, by placing all your financial assets with one financial-services provider, you will be better able to follow a single, unified investment strategy. If you work with a financial advisor, he or she will find it much easier to identify your strengths and weaknesses and help you allocate your investment dollars in a way that’s appropriate for your retirement goals, risk tolerance and time horizon. Earth Day only happens once a year. BY STEVE BOEHME In southern Ohio it’s a bit startling to see a tree in full bloom at this time of year. Pussywillow and Forsythia are still weeks from showing color, but the “Arnold’s Promise” witch hazels in our nursery are ablaze with yellow. They look somewhat like Forsythia, but instead of having long drooping shoots they are handsome, upright, vaseshaped shrubs on their way to becoming small trees. Witch hazel gets its name from the Old English term “wiche”, which means bendable or flexible. The name “witch” was reinforced by the fact that its twigs were often used as divining rods. Witch hazel extract is a folk remedy used to reduce swelling. My family uses it to relieve itching and swelling from insect bites or poison ivy. It is also commonly used to treat acne, bruises and scrapes, and is an ingredient in after shave lotions because of its light, spicy fragrance. In landscapes, witch hazel is used as a specimen tree similar to dogwood or mag-

nolia. It has smooth gray bark and attractive bright green leaves that turn yellow in fall. Witch hazel fruit is favored by birds, particularly grouse, pheasant and bobwhite quail. It is also attractive to deer and rabbits. It will grow in sun or part shade, prefers moist acid soil, and resists most disease and pest problems. The most superior witch hazel variety in the United States came about almost by accident, a great example of why fruit trees are best grown from cuttings and not from seed. In 1928, Arnold Arboretum botanist William Judd grew seven witch hazel
plants from seeds he collected from an old witch hazel tree, itself grown from seeds collected in China years before. As is typical of fruit trees grown from seed, none of the seedlings were like the parent plant. One of the seven turned out to be much showier than the others, and bloomed in late winter instead of fall. Its yellow flower petals turned downward, another unique trait among witch hazels. Named “Arnold’s Promise” (for the promise of spring) it grew in a shapely, upright clump form with multiple trunks. The original tree still stands on the grounds of Arnold Arboretum, which is part of Harvard University. Every “Arnold’s Promise” witch hazel tree grown today is related to this one plant.

technology would depend on which vendor they chose. Humphrey said he expects that he and the other commissioners will make a decision about live streaming in the next couple of weeks.

Special election to be held May 3 Those who live in the Batavia Local School District, West Clermont School District, Loveland School District, Little Miami Local School District, or the Village of New Richmond have a tax issue to decide in the Tuesday, May 3, 2011 Special Election in Clermont County. “There are almost 63,000 eligible voters in those areas that should make their votes count,” said Clermont Board of Elections Director Judy Miller. Miller reminds citizens that they can vote early. “Any registered voter in the state of Ohio can vote early (absentee) by mail or by casting a ballot at the Board of Elections, starting 35 days before the day of the election,” she said. “Early voting is currently underway.” She said 423 have requested ballots by mail and three citizens have voted at board offices. Citizens who want to vote early by mail must submit an application to receive a ballot by calling the Clermont County Board of Elections at (513) 732-7275 or by printing an application on the website www.clermontelections.org and mailing it to the Clermont County Board of Elections, 76 S. Riverside, Batavia, Ohio 45103. The deadline for the Board of Elections to receive an application for a ballot by mail is Saturday, April 30 at noon. “Citizens can also stop by the Clermont County Board of Elections office to vote. Our office is located at 76 S. Riverside Drive in Batavia,” said Miller. She added that on the day of a Special Election or General Election, if citizens have not voted early, they must cast ballots at their assigned polling location. George Pattison
taught social studies at the seventh and eighth grade level in the public schools. He is active in numerous law and civic organizations and has received many local, state and national awards. He is Chairman of the Metropolitan Housing Authority and the Clermont County Citizens Law
Enforcement Association which has sponsored 27 Police Appreciation Awards Dinners. Pattison currently serves on the Law Library Resources Board. He served for one year as the only prosecutor on the Governor’s Child Support Enforcement Task Force charged with overhauling the child support system in the state of Ohio. Pattison’s interest in individuals and their achievements led to 25 years of service on the Citizens Advisory Committee of the Southwest Ohio Developmental Center Board, and five years of service on the Mental Retardation and Developmental Disabilities Board. Pattison’s Committee has appointed Suellen Brafford, a Batavia attorney, as treasurer of the Committee to Elect Pattison Judge.
Clermont County Municipal Court connects to network Clermont County Municipal Court, which recently connected to a statewide justice information exchange system, now has the capability to cast a wider net in searching backgrounds of those appearing in court. Developed by the Supreme Court of Ohio, the Ohio Courts Network serves as a centralized warehouse of case-related data, enabling courts and justice system partners to share information and to support functions such as criminal history reviews, warrant and protection order searches, pre-sentencing investigations, background checks, and pre-custody reviews. These local courts’ case management systems send data each night to the Supreme Court, which then integrates and securely stores
this information and makes it available to other courts and justice system partners. As a closed, private, secure application, OCN is not a public Web site, according to Robert Stuart, Supreme Court IT Director. “Through OCN, the flow of information between local courts and justice system partners is improved because of the availability of current, accurate and centralized data,� said Stuart. “Judges know more about the person charged with a crime who’s standing before them, and state agencies can access case disposition data as soon as the court has entered it into the local system. Because of this, better decisions are made based on the additional information available.� Stuart said connecting to OCN involves only a few

Strict protocol governs the appropriate use of OCN data by court staff. “Judge Shriver, Judge Zuk and I welcome the additional tools which will help us make the best informed decisions when imposing sentences on convicted offenders,� said Administrative Judge Anthony W. Brock of the Clermont County Municipal Court. The justice system partners’ records available through the OCN include those from the Bureau of Motor Vehicles, the Department of Rehabilitation and Correction, the Bureau of Criminal Identification and Investigation criminal history database and any case-related record from local courts connected to OCN. Hunters must still report their harvest of turkeys but they are no longer required to take their turkey to a check station for physical inspection according to the Ohio Department of Natural Resources (ODNR), Division of Wildlife. Instead, hunters have three options to complete the new automated game check: • On the Internet at wildohio.com or ohiogamecheck.com • By telephone at 1-877TAG-ITOH (1-877-8244864) [This option is only available to those who are required to purchase a turkey permit to hunt turkeys] • At all license agents, a list of these agents can be found at wildohio.com Game-check transactions will be available online and by telephone seven days a week and during holidays. License agents’ locations will be available for turkey check-in during normal business hours. Please call the license agent for specific hours of operation. All turkeys must be checked in by 11 p.m. the day of kill. Landowner hunters who are not required to purchase a spring turkey permit must use the Internet or any authorized license agent to check their turkey. Hunters who tag their turkey as a landowner harvest cannot use the phone-in method. Immediately upon harvest, the hunter must detach the temporary tag from the permit, fill in the necessary

side of the document and the remaining space will be printed with information relevant to the license or permit purchased. Those hunters purchasing over the Internet will print their licenses and permits on plain white paper. Cut along the vertical dotted line and then fold down to credit card size for easy carrying. Licenses and permits purchased on the Internet may be cut along the solid black line and folded on the dotted lines for easy carrying. A customer identification number will be assigned to everyone using the Division of Wildlife’s automated license sales and game check system. This number will be issued to the hunter after they provide the required information for a customer account. This unique number will be the hunter’s customer ID number for as long as they obtain licenses, permits, stamps, Wild Ohio magazine or apply for a controlled hunt or fishing lottery. Hunters can print and laminate a customer card with their name and customer ID number for future use by logging onto wildohio.com and choosing the “Manage Your Customer Account� link. Wildlife Council passes Ohio River fishing regulations At the April 6 meeting of the Ohio Wildlife Council, rules to unify several fishing regulations along the entire Ohio River were passed according to the Ohio Department of Natural Resources (ODNR) Division of Wildlife. The Ohio River Fisheries Management Team, which consists of the fishery resource managers from Pennsylvania, Ohio, West Virginia, Kentucky, Indiana, and Illinois, is working towards greater uniformity in regulations between the eastern and western units of the Ohio River, and throughout the river among all border states. This will mean that Ohio River anglers will encounter the same fishing regulations at any place on the Ohio River. Regulations passed in the Eastern Unit include implementing a 12-inch minimum length limit for black bass (largemouth, smallmouth and spotted bass); changing striped, hybrid striped and white bass from “no daily limit� (with no more than four over 15 inches) to a daily limit of 30 (with no more than four over 15 inches); and removing yellow bass from this regulation. It was also approved to implement a black and white crappie daily limit of 30 fish, and remove the Northern pike daily limit and minimum length limit.

information using a pen, and attach it to the turkey. Landowner hunters must create their own temporary tag and attach it to the turkey immediately upon harvest. Once the turkey is temporary tagged, they may legally transport it. Hunters are encouraged to complete the automated game-check and permanent tagging process in a quiet, sheltered area. When a hunter has checked in their turkey by Web or agent, they will receive a game check receipt with a permanent tag number printed on it. Hunters using the phone-in method will receive the number over the phone. This number must be written on the permanent tag on the turkey permit by all hunters. Hunters must then fill in the date and time of kill and sign the permanent tag. Then, they must detach the permanent tag from the turkey permit and attach it to the turkey. The temporary tag can be discarded after a permanent tag is attached. The permanent paper tag must stay with the turkey as long as any part of the turkey is held and replaces the metal tag of years past. Hunters should also be aware that the license and permit paper is not waterproof and should be protected in a plastic bag or license holder. The Clermont County Republican Central Committee voted by a super majority to endorse George Pattison for election to the unexpired Municipal Court seat formerly held by Judge Thomas Herman, according to Tim Rudd, Chairman of the Executive Committee. The election for the unexpired term will be Nov. 8. The position is currently held by Judge Ken Zuk, who was appointed by Democratic Governor Strickland shortly before Strickland left office. George Pattison is a Milford attorney and former two term Clermont County Prosecuting Attorney. Currently in private practice in Batavia, Pattison served a total of 13 years in the prosecutor’s office, as assistant prosecutor and was elected two times as prosecuting attorney. He has served several villages and townships as solicitor/counselor, and

In the Western Unit, regulations approved were to change the 12-inch minimum length limit for largemouth and smallmouth bass to include all black bass (largemouth, smallmouth, and spotted bass). Also, this approved regulation removed yellow bass from the striped, hybrid striped, and white bass combination for regulations. A 9-inch minimum size limit on crappie with a 30fish daily bag limit was approved for Metzger Reservoir in Allen County and the Mahoning River between Berlin Lake and Lake Milton in Mahoning and Portage counties and the
Mahoning River from the dam at Lake Milton to West Mahoning/Trumbull County Line Rd. This approved regulation will add these two areas to the already 44 existing waterways with the same regulations. The final approved proposal is for a 10-horsepower limit on Wayne R. Carr Lake in Paulding County. The new horsepower limit on Wayne R. Carr Lake will take effect July 1, 2011. Add fruits, veggies to your grilling cuisine I would like to start grilling fruits and vegetables when we have cookouts. Any suggestions? Grilling is a great way to bring out flavors in fruits and vegetables, but you need to be careful -- the high heat could cause browning to turn to burning before you know it. While a little charring might be fine, be sure the food isn’t too close to the coals (or gas), so it has time to heat through before the surface begins to blacken. You can find many ideas for grilling fruits and vegetables with a web search, but a top compilation of ideas comes from from Julie GardenRobinson, a food and nutrition specialist with North Dakota State University Extension Service, in her online column “Prairie Fare.� She suggests trying these ideas for adding flavor, color and fiber to your menu with grilled fruit and vegetables: s 3PRINKLE WEDGES OF APPLE OR PEAR with cinnamon and a touch of brown sugar. Grill for about five minutes per side. s "RUSH PEELED WHOLE BANANAS with canola or sunflower oil and add to the grill just until the fruit turns golden and has grill marks, or about five minutes per side. s &OR A FUN DESSERT CUT A INCH deep slit down the length of an unpeeled banana. Pry the slit open and stuff with 2 tablespoons of chopped dark chocolate or your favorite candy bar. Wrap the banana in foil and grill for about five minutes on each side.
s 'RILL PEACHES AND NECTARINES FOR a side dish to go with steak or pork tenderloin. After cooking, the fruit can be diced and made into a salsa or relish by adding fresh herbs, chili peppers and lime juice or vinegar. s #UT VEGETABLES INTO LARGE mAT pieces of even thickness throughout each slice. You can cut them into smaller pieces after cooking. s 0REPARE BELL PEPPERS BY CUTTING off the top and bottom of the pepper. Remove the core and then cut the pepper in half from top to bottom. (This way you end up with two flat rectangles that are grilled skin side down.) s !DD mAVOR TO VEGETABLES WITH olive oil (or another type of oil) and seasonings. Lay them in a single layer on a cookie sheet, brush with oil and season. Turn them over and repeat on the other side. s 5SE MARINADES TO ADD mAVOR "E aware that sugar-based marinades cause the exterior of the vegetables to blacken. s 5SE BOTH MOIST AND DRY HEAT to cook your vegetables. Grill the vegetables until they have nice grill markings on both sides. Remove them from the grill and place into a BOWL OR POT #OVER TIGHTLY WITH PLASTIC wrap to prevent the steam from escaping for five to 10 minutes. Theme for Older Americans Month Announced The Ohio Department of Aging has announced that the state’s theme for Older Americans Month 2011 is “Older Ohioans – Connecting Communities.” The state and the nation observe each May as Older Americans Month, a time to celebrate the contributions our elders make to their communities and to promote choice, independence and quality of life for all older citizens. The department establishes a theme each year to promote awareness of issues unique to this age group and to help local organizations plan events throughout the state. “Our elders inspire us and strengthen the fabric of our communities in many creative ways,” said Bonnie Kantor-Burman, director of the department. “Their shared histories, experiences and knowledge have given our communities their character, and our elders are out and about every day giving back and making a difference.” The 2011 theme acknowledges not only the roles older Ohioans play in the culture and economy of their communities, but also on the progress Ohio is making to help ensure that our elders have the resources and choices they need to remain engaged in and connected to their communities. More information about Older Americans Month and the 2011 theme is available on the department’s website at www.aging.ohio.gov/news/ol deramericansmonth/. The website also includes a toolkit to help local senior centers, community leaders, advocates and others plan activities for the month and, specifically, for Senior Citizens Day, which is May 17 this year. Local celebrations traditionally include awards dinners, picnics, dances, health fairs, intergenerational activities and more. Public Address Announcer Clinics Princeton High School will be the site of a clinic for those who want to learn about public address announcing. The clinic will be from 9 a. m. - 12 p. m. where Tom Kinder, the announcer for the Cincinnati Bengals, will host the clinic. The clinic is sponsored by the National Association of Sports Public Address Announcers (NASPAA), the professional association for sports public address announcers. It is for public address announcers of junior high school, middle school, senior high school, college, and youth football. The Ohio High School Athletic Association is sponsoring two scholarships to the clinic and it will pay the registration fees of the first two adults to register who bring with them a high school student announcer. The clinics will address the announcer’s role, announcing expectations, Do’s and Don’ts of announcing football, how to handle emergency situations, as well as scripting and working with a spotter. Attendees will have the opportunity to participate in voice training and announcing exercises. A football official will review new rule changes, officials’ hand signals, and ways that officials and announcers can work better together. “Sports public address announcers should enhance the spectators enjoyment of the game without inserting themselves,” said Brad Rumble, NASPAA Executive Director.. The Golf Coaches Association asked for the starting date for practice to annually be the first Monday of August and that regular season competition be permitted to begin four days after the start of practice. The Tennis Coaches Association asked that the draw and seeding dates for the boys and girls sectional tour-
naments take place one week prior to the start of the respective sectionals. The Volleyball Coaches Association made four proposals. That the annual starting date becomes the first Monday of August, that the Foundation Match be allowed any time from the first Monday of August through the last Saturday of the regular season, that the official state tournament ball should be a black/white/gray Molten ball with OHSAA, NFHS, and OHSVCA logos, and that the school name and/or mascot be permitted along the top and/or bottom of the net.
