Snow could mean longer school year Legislature considers more school snow days

Another round of snow storms gummed up the transportation network and led to school closings Wednesday, Jan. 19. The 2010-2011 school year marked the first year that schools are limited to using three calamity days before they are required to make them up, and after the most recent storm many Clermont County schools have exceeded their limit. However, that limit could be extended before schools begin making up days. A bill was introduced into the Ohio House of Representatives on Jan. 19 that will extend the number of calamity days to five this school year, and will also allow districts to make up days by extending the school day in half hour increments. The bill has the full support of Governor John Kasich. “The Governor is very supportive of five days, the number seems reasonable,” Kasich spokesman Rob Nichols said. “He wants to see it done this year.” The reduction to three days was part of former Governor Ted Strickland’s evidence based school funding reform model which expires at the end of June. Without action from the General Assembly to continue the requirement schools would once again have five calamity days beginning next year. The bill has put every local

school districts in a holding pattern as they wait to see whether they will need to make up days or not. All nine districts in the county have exceeded the three day limit. Seven Clermont school districts have used four calamity days district wide, including Batavia Local Schools and Milford Exempted Village Schools. Bethel-Tate Local School District superintendent Jim Smith said his district will wait until the state decides on the extension. “We certainly have time to wait,” Smith said. “If we do need to make up days our scheduled make up days are Presidents’ Day, spring break, and April 22, Good Friday.” Williamsburg Local School
District has used four calamity days for the elementary school. The high school has used five including a day in early September after a storm knocked out power to the high school for a day. “We’re not doing anything until we know the outcome of House Bill 36,” Williamsburg superintendent Jeff Weir said. “The Board (of Education) is expecting it to work through successfully.” West Clermont Local School District has also used four district wide with an additional day used by Amelia High School and Amelia Middle School when a water main broke. The Clermont County Auditor’s Office is working with the Prosecutor’s Office to review Ohio Tax Commissioner Richard Levin’s decision to award Duke Energy a $10.5 million reduction in the value of generation equipment at the Beckjord plant. “Right now we’re just determining if we have grounds for an appeal,” Clermont County Chief Deputy Auditor Chuck Tilbury said. Duke petitioned for a $40 million reduction in the value of the generation equipment at the plant in December of 2009, along with a 40 percent reduction in the value of the company’s transmission and distribution equipment. If awarded the full reduction Duke would have saved $5.87 million annually in county property taxes. “They had some generators that were not being used or were out of service and the Commissioner agreed to lower their valuation,” Tilbury said. The transmission and distribution appeal was denied. The reduced value translates to a loss of $700,000 in property tax revenue for the county. Five years after Katie Haumesser was tragically killed by a drunk driver, her friends and family are carrying on her legacy by championing the cause she was most passionate about, children and especially those with special needs. The Katie Haumesser Foundation will hold its annual fund-raiser at Eastgate Receptions on April 2 and this
year’s proceeds will go to a very special project. The Foundation has teamed up with the Hearing, Speech and Deaf Center of Greater Cincinnati to build a children’s speech pathology clinic with all the comforts of home. The two victims of the Oct. 15 drive by shooting in Amelia pleaded no contest to obstruction of justice Tuesday, Jan. 18. Dustin Kozerski, 19, and Zachary Maynard, 19, were both charged after they mislead Amelia Police and Clermont County Sheriff’s Detectives who were investigating the shooting at a home on 52 Robin Way where Maynard and Kozerski were staying. According to the Amelia Police Department several shots were fired at the house at about 11:46 p.m. on
Friday, Oct. 15. No one was injured in the shooting. The men were sentenced to 180 days in jail and two years of community control. The jail time was suspended. Judge Ken Zuk also suspended $175 in fines and court costs. Neither man has any prior criminal history in the county. Amelia Police Chief Jeff Sucher said the men provided nothing but false or misleading information when questioned about the shooting. She was working as a speech pathologist for the West Clermont Local School District when she was killed on I-275 by a drunk driver in 2006. “It was such a tragic event but it has turned out so positive. Katie would have been so humbled by what she has inspired,” Toft said. “Students who graduate from UC and come to work here will know. Here was someone who dedicated their life to children.” Katie’s House is not the first project to benefit from Katie’s inspiration. Over the past five years the foundation has donated more than $50,000 to organizations such as the YWCA’s House of Peace, Project Kinect, the Marrison Clinic, and Cincinnati Children’s Hospital. “We tried to pick out things in the community she was very passionate about,” Toft said. “The things closest to Katie’s heart were kids and the welfare of children.” The foundation established a scholarship at the University of Cincinnati for speech pathology majors. They have also purchased backpacks, wheel chairs, and other supplies for the Clermont Educational Service Center. The theme for the 2011 celebration of life and fund-raiser to be held April 2 is Katie’s House: Creating the Dream. There will be a silent auction, a raffle for a 42-inch HD television, and more. The Katie Haumesser Foundation is currently looking for sponsors for the event. Toft said the foundation’s board of directors, which is made up of Katie’s daughter, mother, sister, sister-in-law, and friends, and the workers at the fundraiser all volunteer their time so that 100 percent of the funds raised at Creating the Dream go directly to Katie’s House. The foundation is also seeking nominations for its annual outstanding service award. The award is presented to a member of the community of any age and of exemplary moral character who volunteers or has made a professional commitment to children in the Great Cincinnati area. Enjoy fried treats occasionally My wife has type 2 diabetes and has to control her intake of carbs. But she loves fried green tomatoes and could eat them six times a week. Is there a substitute for regular flour she can use? Actually, the amount of carbohydrate in fried green tomatoes may surprise you. Each serving has about 13 grams, which counts as one carbohydrate exchange in most plans; your wife just needs to take that into account as she enjoys one of her favorite foods. However, dietitians would probably encourage her to limit her intake — not because of the carbohydrates involved, but because of the fat and calories in fried green tomatoes. Frying any type of food adds a significant amount of calories from fat. Because people with type 2 diabetes are at much greater risk for obesity and heart disease, eating fried foods six times a week probably isn’t a good plan. On the (hopefully) rare occasion when she does indulge, your wife might consider making the treat with whole-wheat flour or wholegrain cornmeal. Opting to use the whole grain contributes fiber to the diet and helps the body absorb carbohydrates more slowly, at a rate that helps control blood sugar. Overall, though, the message for
any person with diabetes is to adopt a balanced, healthful diet designed to help control blood sugar and maintain a healthy weight. Any nutritious diet includes good portions of vegetables, fruit, whole grains, lean protein and low-fat dairy with a splash of healthful oil. Indulge in high-fat, high-calorie, low-nutrient treats only occasionally. In addition, the American Dietetic Association recommends that people with diabetes eat meals and snacks at regular, planned times, and to consume about the same amount of food at each meal or snack. Following such a plan will help keep blood sugar levels as stable as possible. For help in creating a meal plan that works for you, visit the American Diabetes Association website at http://www.diabetes.org; choose the “Food and Fitness” tab. It has information on planning meals, counting carbohydrates, consuming normal portion sizes, learning about the glycemic index and how it can be used to control blood sugar, and more. There’s plenty of good information available to help you and your wife learn more. But it’s always also helpful to work with a registered dietitian for those out-of-box type of questions ... like fitting fried green tomatoes into a healthy diet. Wresting, Track and Field, Baseball, and Softball focus of Ohio High School Board of Directors Meeting At the most recent meeting of the Ohio High School Athletic Association’s (OHSAA) Board of Directors several items of interest pertaining to Clermont County schools were discussed. The first-ever dual team state wrestling tournament will begin during the 2012-13 season. It will be conducted in a seeded, regional format (similar to football) and will conclude the week prior to the sectional round of the individual state tournament. The dual team state tournament will be a one-day event consisting of quarterfinals, semifinals, and finals. The track and field coaches association withdrew its proposal to add the triple jump (hop, skip, and jump) to the list of events to be contested at the state tournament. The board approved a proposal on how runners qualify from the semifinals to the finals at the OHSAA regional and state tournaments. The change stipulates that the first two placers in both semifinal heats will qualify to the finals, plus the next four fastest times, overall, regardless of heat. The top two placers in both semifinals and the next five fastest times will advance to the finals at the state meet. Beginning in 2012, practices and games may begin the Saturday prior to the previously announced Monday start date.
In 2012 practice may start March 3 instead of March 5 and games may begin March 34 instead of March 26. Pitchers and catchers may still begin practice on Feb. 20, 2012. The Ohio High School Athletic Association is sponsoring two scholarships to the clinic and it will pay the registration fees of the first two adults to register who bring with them a prospective high school student announcer. The clinics will address the announcer’s role, announcing expectations, Do’s and Don’ts of announcing football, how to handle emergency situations, as well as scripting and working with a spotter. Attendees will have the opportunity to participate in voice training and announcing exercises. A football official will review new rule changes, officials’ hand signals, and ways that officials and announcers can work better together. “Sports public address announcers should enhance the spectators enjoyment of the game without inserting themselves,” said Brad Rumble, NASPAA Executive Director. Current was awarded the Southwest Ohio Education Purchasing council contract, gaining access to 127 school districts in Ohio. Current has retrofitted over 1000 inefficient gymnasium and warehouse lighting fixtures, performed hundreds of energy audits, held seminars on the cost benefits of energy saving lighting and are in the process of reconfiguring their web site to promote their expertise in the green market. In 2007 two longstanding service providers in the Greater Cincinnati area recognized an opportunity to strengthen existing programs and increase the population able to be served within our

that opened new markets for this pioneering manufacturer of dry ice blasting systems. For many years, Cold Jet focused on making dry ice pellets and dry ice blasting systems that were used worldwide for cleaning and coating removal. In 2010, Cold Jet formed an alliance with Airgas to provide environmentally responsible turnkey cleaning solutions for food & beverage processing, manufacturing lines, power generators, disaster remediation and packaging & printing. Farmland Preservation Association applauds tax incentive renewal Move helps private landowners who sign conservation agreements Congress just renewed a tax incentive for private landowners – especially working family farmers and ranchers – who protect their land from development with a voluntary conservation agreement. Landowners interested in conserving their land now have until Dec. 31 to take advantage of a significant tax deduction. The tax deduction, which has also been increased, applies to those donating a voluntary conservation agreement to permanently protect important natural or historic resources on their land. The incentive, which had expired at the end of 2009, helped the Southern Ohio Farmland Preservation Association (SOFPA), which works with willing landowners in our Adams, Brown, Clermont and Highland Counties, to conserve 1,222 acres of agricultural lands between 2006 and 2009. “Our whole community wins when thoughtful landowners conserve their land this way, protecting productive agricultural land,” said Jerry Schwallie, President of SOFPA. When landowners donate a conservation easement to SOFPA, they maintain ownership and management of their land and can sell or pass the land on to their heirs, while foregoing future development rights. “Imagine the pride your grandchildren and future generations will feel knowing that their family helped preserve our rural heritage,” Schwallie said. It: • Raises the deduction a donor can take for donating a voluntary conservation agreement from 30 percent of their income in any year to 50 percent; • Allows farmers and ranchers to deduct up to 100 percent of their income; and • Increases the number of years over which a donor can take deductions from 6 to 16 years. “These additional tax benefits mean that now is the time to consider leaving a family legacy of farmland preserved forever,” Schwallie said. “SOFPA is ready to help any family interested in leaving this legacy.” According to the Land Trust Alliance, the national organization that provides a voice for land trusts in Washington, DC, bills to make this incentive permanent have 274 House and 41 Senate co-sponsors from all 50 states, including majorities of Democrats and Republicans in the House.
