Clermont to digitize historical journals Books dating to 1817 will be scanned

Bethel adopts application guidelines Event planners must apply in advance

BY KRISTIN BEDNARSKI Clermont County’s court history is in the process of being preserved one book at a time at the Clermont County Records Management Division office in Batavia. The books are bound common pleas records that date back to 1817, and Barb Brown, records manager, said the historical records are more than just old books, they have stories. “We have people from all over the US come look at the books,” Brown said. “We’re just going to make it easier for them using this grant.” The records division received the $2,467 grant to digitize the records from the National Historical Publications and Records Commission, facilitated by the Ohio Historical Records Advisory Board, and it was approved by commissioners April 6. “This is our most vital project to address,” Brown said. “If we were to lose this volume of journals it would be next to impossible to locate microfilms.” Brown and her administrative support technicians, Heather Jefferson and Tracy Fischer, will be completing most of the project themselves. The process involves carefully unbinding each of the 147 books, scanning all of the pages onto the computer and then rebinding the books to be put in an archival box. environment, the age of the books has left them in delicate condition. Most of the text in the books is handwritten and the leather covers and parchment-like pages make it hard for people to copy things from the older books without causing damage. “The whole point is to preserve and protect the books,” Brown said. Once the pages of the books are scanned, they will be loaded onto a database that will be digitally available at the records office as well as at the courthouse, so clerks can also have access. Brown said the records will be searchable, and eventually available

online. The journals contain criminal appearance information, divorce records and any other common pleas information. “It is going to be a very neat process,” said Jefferson. “And it’s going to save a lot of time for the common pleas employees.” Brown said the scanned records will also be microfilmed. Microfilm is like a large, flat version of camera film. It holds tiny images of the scanned record pages that can be viewed and printed using special equipment. Three-day festival to celebrate village of Felicity’s anniversary Festivities will run May 13 - 15; participants still being sought BY KRISTIN BEDNARSKI Sun staff

The village of Felicity is celebrating its 175th anniversary this year, and not without activities and entertainment spanning three consecutive days. The celebration, put together by Franklin Historical Society, village council and community members, will held be May 13-15, and each day will be filled with a variety of entertainment, activities

and educational opportunities. “It’s the biggest event I’ve heard of for a little town,” said Kelly Ausman co-chair of the planning committee. “But we’re doing it in style.” Although the town is small, its history is vast. The Clermont County commissioners honored the town’s anniversary at their regular session April 20. Commissioner Ed Humphrey said Felicity was a town during the earliest days of settlement and served as a

popular gateway. The Bullskin Trail, now known as State Route 133, passed through the town and is recognized by historians as the most utilized north-south trail in Ohio by the Native Americans. Felicity was also part of the Underground Railroad. Escaped slaves used the trail through Felicity and stayed in houses that still exist in the town. The Underground Railroad Conference will be held in Clermont County this year and visitors will stop at some of the sites in Felicity. Guests at the 175th anniversary celebration will get to revisit some of this history and more over the three days.

Bethel Village Council members adopted a special events planning guide and application April 25 for any organization or individual wishing to host an event in the village. “Events from here on out would have to go through the process,” said Travis Dotson, village administrator. “There is a committee set up to evaluate the application as it comes through.” The application, due 90 days prior to the event, requires event planners to list the type of event, schedule of event, anticipated attendance and additional details of the event. Dotson said once the application is reviewed, event planners will meet with the committee to raise any questions and move forward. “It will help the person planning the event because it will give them a list of things they need to make sure are taken care of,” Dotson said. “It protects us to make sure all the bases are covered and all the issues of safety are addressed.” The ordinance also included a special events planning guide to help event planners know if they need a special event permit. Issues to be decided in May 3 special election New Richmond, two school districts to be on ballot STAFF REPORT Several levies will be decided on by voters in a special election to be held May 3 in Clermont County. Batavia, West Clermont, Loveland, and Little Miami local school districts and the village of New Richmond are all included in the election. Citizens in the Batavia Local School District will vote on adding an additional tax levy for the purpose of current expenses. The levy, not to exceed 6.9 mills, or $0.69 for each $100 of valuation, would begin in 2011 and

would be first due in 2012. West Clermont School District citizens will vote to add an additional tax for the purpose of avoiding an operation deficit. The levy would amount to 7.9 mills, or $0.79 for each $100 of valuation for a period of 10 years, commencing in 2011 and first due in 2012. New Richmond citizens will vote to renew the tax benefit for the village of New Richmond, for the purpose of current expenses. The amount would not exceed three mills, or $.30 for each $100 valuation, for five years, beginning in 2011 and first due in 2012. Citizens can vote early by stopping by the Clermont

Ausman said the celebration will include music, tours, reenactors, dances, food, arts and crafts, activities for children, and a different erathemed parade each day. One of the highlights will be the historical walking tour, where guides will lead guests through the town and make stops to hear historical tales from re-enactors. Ausman said the tour will be about 90 minutes long, and transportation is available for those who can’t walk. Several bands will be featured during the three days including Landon Williams and The Stone Country Band,

Dotson said prior to the ordinance, residents interested in holding a special event in the village just had to come before council and ask permission. After that, he said they pretty much did whatever they wanted.

At the April 11 council meeting members discussed conflicts with a 5k race being held that weekend that brought up safety concerns. Dotson said he’s been working on the application for about two months to prevent those situations. “We’re just having more and more events like this being requested,” Dotson said. “There was really no checklist or way to be fair to everyone. This allows that to happen and make sure there is a consistency in policy.”

Choose a pond, lake or stream where they will easily be able to catch a few fish. • Use simple tackle. A good rod and reel for kids costs between $15 and $30.

Ohioans are encouraged to take advantage of “Free Fishing Days” on May 7 and 8 and experience the great fishing Ohio has to offer, according to the Ohio Department of Natural Resources (ODNR), Division of Wildlife. Gabbard’s Mt. Orab Ford and Western Brown High School are partnering to help raise up to $6,000 in support of the FFA, Band and Athletic programs as part of Ford Motor Company’s Drive One 4 UR School program. Members of the community will have the opportunity to raise money for the FFA, Band and Athletics by test-driving a Ford vehicle. For every person who test-drives a Ford Explorer, Focus, Fiesta, Edge, F-150, and other available models at this one-day event, Ford Motor Company and Gabbard’s Mt. Orab Ford will donate $20 to Western Brown High School and the FFA, Band and Athletic Programs

The best way to fertilize is to mix the fertilizer with the soil when you plant. This has a “timed-release” effect because the roots find the food as the plant grows. It helps the roots spread quickly. For established plantings you should sprinkle powdered fertilizers generously around your plants before mulching. This way the fertilizer doesn’t have to find its way through the mulch to get to the roots. Plants don’t really begin to feed until the soil warms up. This is why timed-release powdered fertilizers work better for spring feeding. They are stable and will remain in the soil until the plant uses them, while liquid fertilizers are washed away. Modern gardeners are hungry for a return to traditional gardening methods, like building garden soil with organic compost and fertilizers. Petro-chemical based fertilizers are widely believed to weaken soils over time, defeating the natural process of renewal that makes good garden soils and healthy vegetables. For one thing, petrochemicals don’t do anything to improve soil texture. Good soil needs “looseners” like compost and peat moss, and turning the soil to mix it with air. For another, well-rounded nutrition depends on living organisms and trace mineral elements, neither of which can be found in a bag of 12-12-12 or a bottle of Miracle-Gro. Lots of people ask us for

“Miracle Gro” and we carry it in our store. But when we sell it we always think of those I.V. drip bags in the hospital, “feeding” you through a tube into your arm. It will keep you alive but it’s not a balanced diet. For a real-life demonstration of this compare a hydroponically grown hothouse tomato with one from an organic garden. Hydroponic tomatoes get a liquid diet similar to Miracle-Gro. Liquid fertilizers are useful for fertilizing hanging baskets, window boxes and planters where potting soil is used and roots are confined in a small pot. Professional growers use a weak solution of fertilizer in their irrigation water to encourage rapid growth. Another good use of liquid formulas is force-feeding distressed plants, such as Azaleas that aren’t well established and can’t absorb enough food from the soil. We have Miracle Gro AzaleaCamellia (also called Miracid) made just for this. Think twice before you your plants on a liquid diet.
