Soldier returns from deployment to Iraq Lt. Lee trained Iraqi police, soldiers

County to receive aid for storm damages FEMA to provide 75 percent of costs

STAFF REPORT Lt. Gregory Lee, recently returned from his third deployment to Iraq with the US Army, was recognized by the Clermont County Commissioners Wednesday, July 13. Lee is a 1993 Glen Este High School graduate. He has been a police officer for the cities of Milford and Madeira, and deployed to Iraq twice with the Army Reserves. He went to officer training school, and in April of 2010 deployed to Iraq for his third tour, this time as an officer with the 422nd Military Police Company. His unit’s mission in Iraq was to advise, train, and assist the Iraqi police and army. “The amount of support that Clermont County has given has been unreal,” Lt. Lee said. “Mr. Proud, I just want to say that the amount of support has been really awesome, I really appreciate everything you guys do for the troops.” Tracy Braden, president of The Thank You Foundation, presented Lt. Braden with a certificate of appreciation. “The Thank You Foundation has a mission which is pretty simple, to put the words ‘thank you’ into action,” Braden said. “We present certificates of appreciation to the men and women who served our country, and it still surprises me that you volunteer to do what you do. brightest serving in the military. There are so many other things which you could be doing, yet you choose to give of yourself for our country.” The county commissioners presented Lt. Lee with a certificate of appreciation, and Sheriff Rodenberg presented Lee with a certificate of appreciation and a challenge coin. “Welcome home, and we’re glad you made it back safely,”

Rodenberg said. “It’s much more gratifying when people are coming home rather than going. Thank you so much for your service.” Lt. Lee said that among the most difficult things to deal with during his last deployment were the nearly constant sniper and rocket attacks. He said that the Iraqis the 422nd worked with were very professional and caught on to the training very quickly.

“We stood up the first riot control battalion in Iraq,” Lt. Lee said. “After we finished with the first class, they actually started using what we taught them in actual demonstrations in the province. The captain in charge of the battalion gave us videos showing them in action.” He said that fulfilling the mission to advise and train the Iraqis was the most rewarding aspect of the deployment.

“That was a good feeling,” Lt. Lee said. “Those guys were awesome to work with, and I think that was the highlight of the deployment.” Lt. Lee has earned Bronze Star, two Army Commendation Medals, and a Combat Citation Badge, among other citations. He has five years left to serve with the reserves, and is currently looking for work as a police officer.

Agencies in Clermont County that were victim to damages from the severe storms this spring, will receive federal money for repairs in the coming months. Government agencies, nonprofit organizations and local emergency management agencies met July 19 at two separate times to discuss how the Federal Emergency Management Agency will be helping with the damages. “Yesterday’s briefings were for the purpose of explaining the Public Assistance Program to all of those agencies that might be interested in applying,” Beth Nevel, emergency management agency director for Clermont and Brown counties, said. Nevel said to be part of the program, agencies looking to receive funding for repairs will have to present damage details and cost estimates to FEMA representatives. Some agencies, including Clermont County the Engineer’s Office, have already determined estimates of damages, which were presented when FEMA representatives first came to the county in June. Graffti artists appear in court Students and parents speak out about charges BY KRISTIN BEDNARSKI Sun staff

The battle between graffiti artists and a number of Bethel residents continued in court after 11 students were charged for vandalizing the wall on state Route 125. Four of the nine adults charged appeared in court July 8 in front of Judge Anthony Brock. They included Patrick Helton, of Milford, Caleb Castle, of Goshen, Joseph Crawford, of Hamersville and Matthew Plunkett, of Bethel. Investigator Bernard Boerger of the Clermont County Sheriff’s Office was present and explained the

involvement of the four who individuals. Rus Whitley, a Bethel councilman who organized a $1,000 reward for information on the vandals, was also present. Helton and Castle, who were involved in the first incident, both pleaded not guilty to the charges. Crawford and Plunkett, who were involved in the second incident, both pleaded no contest. All four of them will return to court in August for sentencing. After hearing about the incident, and how the students put graffiti on a painting that resembled a flag, Judge Brock said that what the young men did was offensive and stupid.

“It’s not a waving flag, but it is the symbol,” Judge Brock said. Several of the men charged, as well as their parents, spoke to the judge about the incident. Most of them also apologized to Whitley and Investigator Boerger when they were finished speaking to the judge. “It was a high school prank,” Margie Crawford, Joseph’s mother, said to the judge. “They didn’t consider the flag.” Margie Crawford said seniors have been painting or writing on the wall for decades as a high school prank. She said she even had people tell her they wrote on the wall or had children that wrote on the wall over the years. “It’s just what has always

Matt Plunkett’s father Dave, who was with him during his arraignment, said it was ridiculous for people to get upset about defacing the flag when is not actually a flag. “My opinion is it’s someones rendition of a flag,” Dave Plunkett said. “If they really want to paint a flag they can

Wine and Whiskers Tasting and Auction to be held Oct. 22 Clermont County’s League for Animal Welfare will host its Sixth Annual Wine & Whiskers Tasting & Auction from 7 - 11 p.m. Saturday, Oct. 22. Renovations on schedule in New Richmond The second-phase of the New Richmond High School renovation project is on schedule for completion in time for the start of the 2011-12 school year on Aug. 18. Superintendent Adam Bird said an unexpected need to relocate steam pipes in the hallway between the gym and the cafeteria and the discovery of additional areas with asbestos will not hold the project up. “Everything is on schedule and we are happy about that,” Bird told board members at their June 30 meeting. This summer’s second phase includes the lower floors, cafeteria and the former high school library, which is being turned into a vocal music room.

Beetle busters searching trees across Tate Township “This is very unusual,” said Steffan Luettchau with the United States Department of Agriculture (USDA), surveying a tree infested with the Asian longhorn beetle (ALB) near Bethel. “You don’t see this type of activity very often; in fact, you generally have to inspect higher branches of a tree to find evidence of the ALB.” On this particular tree in the front yard of a Tate Township home, several mating ALB’s were observed at eye level. “This is one of the 10 worst trees we’ve found,” said Luettchau, carefully collecting the beetles and putting them into specimen jars. He pointed out numerous exit holes in the tree where the ALB’s invasive insects have burrowed out

When USDA and federal ALB survey teams locate a tree that is infested, the tree is marked with red paint; a door tag is left at the home to let the owner know their trees have been inspected and whether there is a suspected infestation of ALB. “Unfortunately, the only way to make sure the ALB is destroyed is to take down and

remove infested trees where the beetles have been found,” said Luettchau. “All host trees within a 1 1/2 mile radius from each infested tree will be inspected. This process will take us some time.” Within the next few months, the USDA is planning to begin tree removal activities. The USDA reports that as of July 13, 2011, 3,859 trees have been surveyed; 162 ALB infested trees have been confirmed. Since the Clermont County Emergency Management Agency met with FEMA in June to discuss damages, FEMA has been working to determine how much funding it will provide. Nevel said FEMA decided to provide 75 percent of repair costs and either the local government or state government will provide the remaining 25 percent. In addition to government agencies and non-profit organizations, Nevel said some other community resources might be able to receive funding for damages incurred during the storms. The requirement is that they must contribute to the community, for example a library or community center, and they must fill out an application to be considered by FEMA. Nevel said the next step in the process is for the individual agencies and organizations to meet with FEMA representatives and discuss the repairs and cost estimates. She said meetings should begin in early August. “The local governments and counties, because of the spring storms, have sustained beyond normal damage,” Nevel said. “That has negative impacts on the limited funding the governments have right now. This helps give our local government agencies some relief and ensures the damages get fixed.”

The Ohio valley is on the northern edge of hardiness for Crape Myrtle, but some Crape Myrtle varieties can be successful here if care is taken to protect them from the harsh winters we get occasionally. Crape Myrtle is a woody shrub or small specimen tree that will behave like a perennial in northern climates, often dying back to the ground in winter only to reappear when the weather gets warm. Some varieties are hardier than others; it’s important to check the hardiness zone on the label before buying. We are in Zone 6a, but a harsh winter can bring root temperatures below zero and most Crape Myrtle varieties will not survive. Crape Myrtles are often the last plants to re-emerge in spring. They can appear dead, and in fact may have lots of winter-kill, but eventually you’ll see fresh green shoots springing from the ground. These will grow rapidly in a single season and then flower on the new growth. Simply cut off the dead wood, fertilize and you’ll be rewarded with bloom by late summer. At our nursery we carry only Zone 6 Crape Myrtle cultivars. These will with-

stand most Ohio valley winters, however we recommend planting them where they have protection from winter wind, in locations where the ground doesn’t stay frozen for long periods. Typically this would be the East or Southeast side of your home, in a sunny spot (Crape Myrtles do best in full sun all day). One of our strongest impressions from travels in the South is the abundance of showy Crape Myrtle shrubs and trees everywhere. Down South we see lots of Crape Myrtle trees over ten feet tall, most often multiple trunk clumps with the lower branches removed to show off the handsome bark and interesting branch structure of this distinctive tree. Up north it’s harder to get this effect, since the tree will often freeze back and have to re-grow from the ground up. We carry “Tuscarora”, a dark pink variety that grows in the classic “clump form” with multiple trunks. In a protected spot, this variety can potentially survive as a tree form. A better approach for Ohio is shrub-form Crape Myrtles. Most of these are on the large side, from 6 to 10 feet tall and wide, but dwarf forms are available. We carry “Dynamite”, a red variety

As a nation, we appear to be getting nervous about retirement. We aren’t sure if we’ll have enough money, and we don’t know if we’ll be able to retire when we had originally planned. That’s why you may want to review your financial strategy both before and during

retirement. Before we look at some actions you might take, let’s get a sense of how concerned many Americans are about their future: • Less confidence — The percentage of workers who are “not at all confident” about having enough money for a comfortable retirement

is now at 27 percent, according to the 2011 Retirement Confidence Survey, sponsored by the Employee Benefit Research Institute. This figure is the highest level measured in the 21 years of the Retirement Confidence Survey. • Later projected retirement age — Back in 1995,

over half of those surveyed in a Gallup Poll said they expected to retire when they were under age 65, while about 15 percent thought they would retire after age 65. But in 2010, the same Gallup Poll showed that just 29 percent of survey respondents expected to retire before they reached 65, while 34 percent planned

If you think you’d enjoy doing some type of work, the added income can obviously be quite helpful at this stage of your life. • Decide when to take Social Security. You can start taking Social Security at any time from 62 to 70, but the longer you wait, the bigger your monthly payments. Your decision on when to take Social Security should be based on the amount of income you can expect from a pension or your investment portfolio, plus any income you might receive from employment. • Determine your withdrawal rate. You’ll need to calculate how much you can safely withdraw from your various retirement accounts each year. Your withdrawal rate will depend on several factors, including your lifestyle, your estimated longevity, your other sources of income and the level of inflation. You may need to adjust your withdrawal rate periodically.

This lowered confidence and the expectation of having to work past 65 are due in part to the Great Recession and the housing market collapse, which combined to reduce the savings of many future retirees. You can’t control these types of factors, but you can do a lot to boost your prospects for a comfortable retirement — both before and after you retire. Before You Retire: • Estimate your expenses. Try to estimate about how much money you’ll need each year of your retirement. • Contribute to your retirement plans. Put as much as you can afford into your 401(k) or other employersponsored retirement plan, such as a 403(b) or 457(b) plan. Each time you get a raise, boost your annual contribution to your retirement plan. Also, try to fully fund your traditional or Roth Individual Retirement Account (IRA) each year. After You Retire: • Evaluate your employment prospects. You may have retired from one career, but that doesn’t mean you can’t work part-time, do some
