‘This is a war on graffiti’ Chamber offers reward offered for nabbing culprits By Jennifer Lang It’s a sunny winter morning in the fastgrowing residential enclave of Clayton, where Bill Reid is outlining the Cloverdale Chamber of Commerce’s newest initiative. For the past six weeks, the chamber has been waging an anti-graffiti campaign in the Hillcrest and Clayton neighbourhoods, in concert with the Clayton Crossing and Hillcrest shopping centres. Reid, executive director of the chamber, estimates about $4,000 has been spent erasing graffiti in the area. The aim is to remove graffiti as soon as it’s reported, returning as necessary to deter vandals from striking again. It’s an expansion of an existing initiative in downtown Cloverdale, where the chamber and the Cloverdale Business Improvement Association have long aimed for a zero-tolerance policy against graffiti. “You have to be on top of it all the time,” says Reid. After a building has been tagged, the graffiti is erased, removed or painted over. It’s only been two days since the latest clean up, when the handiwork of vandals was removed from 22 separate locations and already new tags have sprung up to replace what’s been erased. He’s about to point out a recent victory –
a large, white storage container located in a shady corner of the Clayton Crossing mall parking lot, when he interrupts himself. “Oh, they got it!” he spits. “Look at that. Since last night,” he trails off dejectedly. The container – which had just been painted to conceal graffiti – is covered in giant orange bubble letters written in an unsteady hand. “The trouble is, most of it looks like garbage,” Reid says, pulling ahead to continue the tour. At best, graffiti is regarded as a form of artistic expression, reflecting the modern urban experience. At worst, graffiti contributes to an atmosphere of neglect and decay, providing a breeding ground for property crime. “It creates a feeling that the community doesn’t care,” Reid says. “Once that happens, people start putting litter on every corner, and people start putting old fridges out and stuff.” That’s why the chamber is offering a $1,000 reward to anyone who catches someone in the act. He admits graffiti can be a beautiful, if misunderstood art form. Sadly, the examples – known as tags – along Reid’s route demonstrate nothing of that kind of promise. See SENDING / Page 3

“We do ask people to engage in the community and care for things as small as litter and graffiti,” she said. Jen Temple of the Trademark Group of Companies, manages Hillcrest Village Shopping Centre, and says the mall spent $2,000 combating graffiti in 2010, and $3,000 in 2011. Zero tolerance, she says, sends out a clear message, and frustrates the culprits. “They want people to see it. If it’s gone, then there’s no reason to continue.” She advocates a restorative justice approach where the culprit is forced to reckon with and remedy the damage done by helping clean up graffiti. She applauds the chamber initiative. “I think it’s great,” she says. “It’s teamwork.”
Along with offering the $1,000 reward, Reid says the Cloverdale Chamber of Commerce is also working with the City of Surrey and B.C. Hydro to cover more utility cabinets with colourful vinyl wraps, which deter graffiti and vandalism. About 10 high-profile, frequently-targeted cabinets have been identified as candidates. Meanwhile, the battle continues. “This is a war on graffiti,” he says. “We’re going to win it. There’s two or three deliberate people we’ve got to catch. You catch them, the problem is solved.”

Teen in coma The 16-year-old Dawson Creek resident who was hit by an SUV last Friday night in Cloverdale remains in a medically-induced coma. Krysten Doran, who was visiting family in the Lower Mainland, was crossing Highway 10 near 180 Street at around 10 p.m. Feb. 24 when she was struck by a westbound vehicle. Spring — A time for Renewal I love this time of year on the West Coast. I love it because it’s a time of renewal. “They’ll all be the same,” Reid says, referring to the fact that a tag represents the name of the individual who created it – young individuals who want to leave their mark. “They want to be noticed and let everyone know he’s around.” Once pointed out, tags seem to be everywhere in these otherwise smart new streets and cul-de-sacs – on power poles, utility cabinets, post and mail boxes, lamp posts, curbs, fences, and walls. Tags are even scrawled across realtor signs and residential development billboards along Fraser Highway. Until Reid took a tour of the area, he had “no idea how bad it was.” The problem came to his attention at a public consultation meeting
on nuisance issues and community engagement hosted by the Surrey RCMP’s District 4 office (Cloverdale/Port Kells). Irwin Cohen, director of the University of the Fraser Valley’s School of Criminology and Criminal Justice led a facilitated discussion, where he advised participants it’s important to “sweat the small stuff ”. District 4 commander Staff/Sgt. Shirley Steele says the RCMP weren’t getting many complaints about graffiti in the Clayton/ Hillcrest area, but she’s pleased the chamber of commerce has taken the lead in launching a clean-up drive. She is a firm believer in the broken window theory; low-level crime needs to be dealt with at an early stage, when it’s easier to deal with, she says.
A guest appearance at Fraser Downs Racetrack and Casino by Canada’s leading standardbred driver on Remembrance Day last fall has resulted in big winnings for the Royal Canadian Legion Branch 6 in Cloverdale. Scott Zeron, a 22-year-old driver from Ontario, won four harness races at the B.C. Breeders Classic Day on Nov. 11. He donated his winnings to the Royal Canadian Legion, a sum matched by Fraser Downs management. Other drivers and trainers also donated $500 to the cause. Richard Lancaster, a driver/trainer at Fraser Downs, presented the $2,200 cheque to Cloverdale Legion president Pat Ostrom on Feb. 22, at the branch’s annual general meeting.

How I miss old Cloverdale There’s been a lot of changes. Hopefully it won’t take too long to replace what’s been lost To the editor; I love the old little historical town of Cloverdale. I hate seeing so many wonderful businesses shut down and go elsewhere. Why though are so many wonderful landmark businesses leaving and/or quitting our very sweet and unique historical little town of Cloverdale? Is this progress or regress? Or are people getting older and retiring? Or has the hustle and bustle of people strolling the historical downtown core taken to strolling elsewhere? Or is there something else going on? In the historical downtown area, the Salvation Army up and left. The China Cup restaurant gave it a good try. Joysticks and Paddles left some time ago. Hometown Antiques has been gone for a few years now, but I had to mention them as they had once been a strong fixture of the bustling antique magnet Cloverdale was known for. And the Clova Cinema, if only that building could talk, what

Thank goodness we still have the Cloverdale Rodeo and Fraser Downs Racetrack and Casino and the Sunday Flea Market. We may have lost some wonderful businesses, but we’ve still got a lot going for us. I just love the old little historical town of Cloverdale. Parts of it may seem a little outta sight right now, but it’s not totally out of this world!

Surrey Heritage group holds racy fundraiser Members hope to raise thousands to relocate truck museum By Jennifer Lang The Surrey Heritage Society is inviting supporters out to the horse races at Fraser Downs Racetrack and Casino Friday night. A Night at the Races is a fundraising event for the society, which is working to acquire the Teamsters Freight Transportation Museum collection, with help from the City of Surrey and the public. The society wants to relocate the collection of vintage, pre-1960 trucks from Coquitlam to the old Surrey Museum building on the Cloverdale Fairgrounds. A corporate report from city staff makes its way to Surrey council March 12, when more details about the proposal will be made known. “As a result of lobbying and negotiations, we’re going to be able to probably pay for all the renovations needed for the truck museum, from the community,” society member Bill Reid said. The group needs to raise between $15,000 and $20,000 in order to do so, Reid said. Members hope the collection would open for viewing over Cloverdale Rodeo weekend. The collection of trucks can be traced back to the B.C. The play, based on a novel by Frances Hodgson Burnett, tells the story of Sara Crewe, a soldier’s daughter who’s brought to a boarding school in Victorian London, where she endures a series of hardships – from her father’s death and mistreatment by a cruel headmistress, to poverty and servitude. Despite her trials, Sara never loses her sense of dignity, warmth, or imagination, qualities that endear her to friends, and serve her well on her difficult, but ultimately uplifting journey. In real life, author Frances Hodgson Burnett, who also wrote The Secret Garden, wrote to support her younger siblings after her parents died. The show is directed by Susan Pendleton and

For 2011 and subsequent years, the CATC is a new nonrefundable tax credit based on eligible expenses paid for the cost of registration or membership of your child in a eligible program of artistic, cultural, recreational or developmental activity. The credit allows you to claim up to $500.00 for each of your children who are under 16 years old at the beginning of the year. The maximum tax credit is $75.00 per child. There are many eligible programs and activities including visual arts, literary arts, music, media, languages, customs and heritage. However, the rules regarding this tax credit are somewhat complex so I recommend that you discuss the availability of the CATC with the specific organization that his providing the service to your child. In order to claim the CATC, you must have receipts from the organization that delivered the program. The receipt will identify the amount that is eligible for the CATC.
